12 Conclusions Cuenca has good sustainability indicators, however it is essential to manage the risk. The risk and vulnerability were identified as priorities in "ESCI". It is a mountain town, very vulnerable to the effects of climate change (drought and floods). Do not forget the vulnerability of out of city The process and methodology "ESCI" has allowed us to integrate public policy and planning instruments.
