4 TUCAN3G: Why the project is needed? Small rural communities in developing countries suffer from a lack of communication services, sometimes replaced by an expensive and difficult-to-maintain public satellite phone, usually subsidized by Government, without data services. 4

5 TUCAN3G: Why the project is needed? In larger towns, the adoption of cellular telephony for voice/sms communication has been quick and successful, but with limited access to Internet (GSM, GPRS), due to low capacity backhauling. 5

6 TUCAN3G: Why the project is needed? Remote rural areas arise little interest to operators due to: Low density of customers Difficulty of access High deployment costs Absence of electricity grids Low incomes of subscribers which has traditionally resulted in low return-on-investment or non-viable business models. 6

14 Challenges TUCAN3G seeks to promote human development in isolated rural areas of developing countries, through the progressive introduction of mobile voice and data services. To that end, activities are planned to face the following challenges 1. Improve the access and transport technologies, 2. Provide reliable economic models, and 3. Building a demonstrator in the Peruvian jungle 14

20 Regulation issues 2) Perú, Ley de 2013: Operadores Móviles Virtuales Operadores de Infraestructura Móvil Rural Uso de las redes de los Operadores de Infraestructura Móvil Rural (OIMR) por los Operadores Móviles con Red (OMR) Sería aplicable/adaptable esta normativa a los escenarios TUCAN3G, en Perú y otros países latinoamericanos?? 20

21 Regulation issues 3) Los requisitos de calidad de servicio no distinguen entre: zona urbana zona rural pero razonablemente accesible zona rural muy aislada Eso frena el interés de las operadoras para ofertar servicios en zonas realmente aisladas, por miedo a multas o penalizaciones. Es viable plantear indicadores diferentes para zona rural muy aislada? 21
