1 DISCURSO CEREMONIA DE APERTURA 59 CONGRESO DE LA INTERNACIONAL LIBERAL, ROTTERDAM, PAÍSES BAJOS Amigos y amigas de la Internacional Liberal, les agradezco esta oportunidad de permitirme dirigir a ustedes unas breves palabras en este gran evento que promueve la libertad del ser humano a nivel global y especialmente una de las claves para el desarrollo de cualquier país en este siglo, el LIBRE COMERCIO. En primer lugar quiero agradecerles por asistir y participar en la pasada reunión de octubre del Comité Ejecutivo de la Internacional Liberal que se llevó a cabo en mi país Guatemala, en donde se pudieron dar cuenta que somos un país y una región que desea progresar, que desea salir adelante y que solo lo va a lograr a través de la inversión, la educación, la seguridad y sobre todo abriendo las puertas al libre comercio. El Partido que represento, el Partido Patriota, electo popularmente para dirigir los destinos del país, ha promovido una serie de cambios y políticas basadas en nuestros ideales de libertad. Nosotros creemos firmemente en que las políticas sociales deben

2 ser incluidas en las discusiones para ser como parte de los ideales de libertad, hemos implementado el Plan Hambre Cero que pretende reducir la mortalidad infantil y materno-infantil, estamos invirtiendo en la juventud, en la prevención de la violencia, en la generación de empleo y vivienda digna, pero creando conciencia en los ciudadanos en la necesidad que participen en el cambio que estamos promoviendo, no esperándolo todo del Estado, sino que el Estado se convierta en un amigo que genere las condiciones para el desarrollo libre del ser humano. De manera personal y como primera mujer vicepresidenta de mi país les comparto que tengo la gran responsabilidad de impulsar la igualdad y el desarrollo libre de la mujer con acciones concretas. Las sociedades latinoamericanas en general tienden a ser un tanto conservadoras tanto social como políticamente, y en ese sentido el Partido Patriota ha realizado un gran esfuerzo por promover las ideas liberales en nuestra región. En el presente mes, en la ciudad de San Pedro Sula, Honduras, fue lanzada la alianza centroamericana de partidos liberales con un claro objetivo de convertirnos en una fuerza y motor que haga ver la necesidad de implementar las políticas liberales en nuestra bella región. Me congratulo y me da mucha tranquilidad comprobar que no estamos solos, que Centroamérica y Latinoamérica no está sola en

3 esta lucha. Desde hoy y durante los próximos días conviviremos representantes y líderes de todo el planeta que tenemos una idea en común, que compartimos el ideal de respetar los derechos más humanos de todos, la vida y la libertad. Que mejor oportunidad que ésta para discutir un tema tan importante como es el libre comercio, y qué mejor lugar que Rotterdam y que los Países Bajos en donde el comercio mismo y la globalización tuvieron su origen en siglos pasados. Cuentan con una aliada en Guatemala, en Centroamérica y en Latinoamérica, ROXANA BALDETTI Y EL PARTIDO PATRIOTA, QUE VIVA LA LIBERTAD!. MUCHAS GRACIAS

4 SPEECH 59 LIBERAL INTERNATIONAL CONGRESS, ROTTERDAM, NETHERLANDS Roxana Baldetti, Vice President of the Republic of Guatemala and General Secretary of Partido Patriota Friends of the Liberal International, thank you for allowing me this opportunity to address you a few words in this great event that promotes human freedom globally and especially one of the keys to the development of any country in this century, FREE TRADE. First I want to thank you for attending and participating in the last October meeting of the Executive Committee of Liberal International that took place in my country Guatemala, where you were able to see at first hand that we are a country and a region that wishes to progress, which wants to get ahead and that it will only be achieved through investment, education, security and especially opening the doors to free trade. The party that I represent, the Patriot Party, popularly elected to direct the destiny of the country, has promoted a series of changes and policies based on our ideals of freedom. We firmly believe that social policies should be included in discussions to be part of the ideals of freedom, we have implemented the Zero Hunger Plan which aims to reduce child and maternal and infant mortality, we are investing in youth prevention of violence, employment generation and decent housing, but creating awareness among citizens on the need to participate in promoting the change, we are not waiting around the state, but the state will become a friend to generate the conditions for the free development of human beings. Personally and as the first female vice president of my country I share that I have a great responsibility to promote equality and the free development of women through concrete actions. American societies in general tend to be somewhat conservative both socially and politically, and in that sense the Patriot Party has not made a great effort to promote liberal ideas in our region. In this month, the city of San Pedro Sula, Honduras, the Central American Alliance was launched by liberal parties with a

5 clear vision to become a strength and motor to implement liberal policies in our beautiful region. It gives me peace in my mind to check that we are not alone, that Central and Latin America are not alone in this struggle. Starting today and over the coming days, representatives and leaders around the globe who have an idea in common, will share the ideal of respecting the most sacred human rights of all, life and freedom. What better opportunity than this to discuss such an important issue that is free trade, and what better place than Rotterdam and the Netherlands, where the trade and globalization itself originated in past centuries. You have an ally in Guatemala, Central America and Latin America, ROXANA BALDETTI AND PARTIDO PATRIOTA, LONG LIVE FREEDOM!! THANK YOU.
