1 MEMORÁNDUM DE COOPERACiÓN E INTERCAMBIO DE NOTICIAS ENTRE LA AGENCIA NACIONAL DE NOTICIAS ARGENTINA (TELAM) Y LA AGENCIA DE NOTICIAS ÁRABE SIRIA (SANA) Con el deseo de contribuir a fortalecer las relaciones de cooperación existentes entre la República Argentina y la República Árabe Siria y para garantizar el intercambio de los servicios de información entre ambos países, la Agencia de Noticias Argentina (TELAM) y la Agencia Nacional de Noticias Árabe Siria (SANA) han acordado lo siguiente: Artículo 1 TELAM otorga a SANA el derecho de recibir gratuitamente todas sus noticias en español y fotos para que SANA las difunda en la República Árabe Siria. Artículo 2 SANA otorga a TELAM el derecho de recibir gratuitamente todas sus noticias en árabe, inglés y español y fotos para que TELAM las difunda en la República Argentina. Artículo 3 TELAM Y SANA intercambiarán las noticias y fotos, mencionadas en los Artículos 1 y 2, a través de Internet y otros medios técnicos disponibles. Artículo 4 TELAM Y SANA tendrán el derecho de utilizar a través de Internet las noticias en inglés y español y las fotos de cada una de las Partes. Cada una de las Partes podrá utilizar los servicios de noticias de la otra Parte siempre que se mencione la fuente o foto de la noticia o que se incluya la expresión (TELAM - SANA) O (SANA - TELAM).

2 Artículo 5 Cada una de las Partes tendrá el derecho de utilizar o difundir las noticias e información de la otra Parte siempre que se preserve el contenido, se cite la fuente original y se las dé a conocer objetivamente sin cambios. En el caso de noticias exclusivas, ninguna de las Partes tendrá derecho a transmitirlas o publicarlas, por lo que los terceros no podrán tener acceso a estos artículos de noticias a través de los medios tecnológicos y electrónicos disponibles: fax, Internet, MODEM, etc. Artículo 6 TElAM goza de derechos de publicación. SANA no goza de derechos para informar o transmitir las noticias de TELAM a ninguna otra institución fuera de Siria sin el consentimiento previo de TElAM. Artículo 7 SANA goza de derechos de publicación. TELAM no goza de derechos para informar o transmitir las noticias de SANA a ninguna otra institución fuera de la Argentina sin el consentimiento previo de SANA. Artículo 8 TElAM Y SANA se comprometen a intercambiar conocimientos entre sus editores y técnicos del ámbito de las Agencias de Noticias a través de visitas de una semana de duración una vez al año. Artículo 9 El presente Memorándum se basa en el principio de igualdad y reciprocidad de derechos y obligaciones, sin ninguna responsabilidad financiera ulterior. En el caso de que una de las Partes necesite de la otra Parte servicios, que no se encuentren incluidos en el presente Memorándum, la Parte requirente pagará los gastos adicionales.

3 Artículo 10 Cualquier controversia que pueda surgir de la implementación o interpretación del presente Memorándum se resolverá a través de la consulta bilateral basada en el espíritu de cooperación. Artículo 11 El presente Memorándum entrará en vigencia a partir de la fecha de su firma, permanecerá vigente por tres años y se renovará automáticamente por un plazo igual salvo que una de las Partes informe por escrito, a través de la vía diplomática, su deseo de terminarlo, tres meses antes de la fecha de expiración. Hecho y firmado en Buenos Aires, el 2 de julio de 2010, en dos originales en los idiomas español, árabe e inglés, siendo todos los textos igualmente auténticos. 7 MEMORANOUM OF COOPERATION ANO NEWS EXCHANGE BETWEEN THE ARGENTINE NATIONAL NEWS AGENCY (TELAM) ANO THE SYRIAN ARAB NEWS AGENCY (SANA) Seeking to contribute in bolstering the standing relations of cooperation between the Argentine Republic and the Syrian Arab Republic and as to secure information services exchange between both countries, the Argentine National News Agency (TELAM) and the Syrian Arab News Agency (SANA) agree to: Article 1 TELAM grants SANA the right to receive all of its Spanish written news items and pilotos, free of charge, as to be used and disseminated by SANA in the Syrian Arab Republic. Article 2 SANA grants TELAM the right to receive all of its Arabic, English and Spanish written news items and photos, free of charge, as to be used and disseminated by TELAM in the Argentine Republic. Article 3 TELAM and SANA exchange the news and photos, mentioned in Article 1 and Article 2, via internet and other available technical means. Article 4 TELAM and SANA retain the right to use each other's Spanish and English news and photos, via internet. Each side can benefit from the other respective news services provided the source of the news or photo is mentioned, or by writing (TELAM - SANA) or (SANA - TELAM).

8 Article 5 Each side retains the right to use or disserninate news and information taken from the other side, provided that the content is preserved, the original source cited, and objectively reported as it is. In case of exclusive news, no side has the right to transmit or publish exclusive news, so that no third party can have access to these items of news via available technological and electronic means: fax, internet, modem, etc. Article 6 TELAM has publication rights. SANA has no right to report or give the news of TELAM to any other institution outside Syria without a prior approval from TELAM. Article 7 SANA has publication rights. TELAM has no right to report or give the news of SANA to any other institution outside Argentine without a prior approval from SANA. Article 8 TELAM and SANA undertake to exchange expertise among their editors and technicians in the field of News Agency through exchanged visits, once ayear and for a weak. Article 9 This Memorandum is based on the principie of equity and reciprocity of rights and duties, with no subsequent financial liability. In case one of the parties needs services, not included in this Memorandum, from the other side, additional expenses are to be paid by the Party asking for the service.

9 Article 10 Any disagreements that may arise from the implementation or interpretation of this Memorandum are to be sorted out through bilateral consultation based on the spirit of cooperation. Article 11 This Memorandum will enter ínto force upon the date of its signature and remain valid for three years, to be automatically renewed for the same duration, unless one of the parties inform, in a written form, the other via diplomatic channels, about its desire to terminate it, three months before its expiry date. Done and Signed in Buenos Aires, on the 2 nd of July of 2010, in two original copies in Spanish, Arabic and English languages, all texts being equally authentic.
