Situación - ARRA España España está bien reconocida en los sectores de infraestructuras, energía y tecnología, pero debido a la situación actual de crisis económica y a los recortes que se han producido en ambos sectores en el país, las compañías deben ver en la internacionalización un paso imprescindible en su desarrollo y crecimiento futuro. USA The American Recovery and Reinvestment Act of 2009, abbreviated ARRA, is an economic stimulus package enacted by the 111th United States Congress in February 2009. The Act of Congress was based largely on proposals made by President Barack Obama and was intended to provide a stimulus to the U.S. economy in the wake of the economic downturn. The measures are nominally worth $787 billion. The Act includes federal tax cuts, expansion of unemployment benefits and other social welfare provisions, and domestic spending in education, health care, and infrastructure, including the energy sector. The Act also includes numerous non-economic recovery related items that were either part of longer-term plans (e.g. a study of the effectiveness of medical treatments) or desired by Congress (e.g. a limitation on executive compensation in federally aided banks added by Senator Dodd and Rep. Frank). The government action is much larger than the Economic Stimulus Act of 2008, which consisted primarily of tax rebate checks. No Republicans in the House and only three Republican Senators voted for the bill. The bill was signed into law on February 17 by President Obama at an economic forum he was hosting in Denver, Colorado. 3

Latest news CALIFORNIA TRANSPORTATION COMMISSION POLICY GUIDANCE - PUBLIC - PRIVATE PARTNERSHIP PROJECTS Resolution G-09-13 1. Authority and Purpose. Section 143 of the California Streets and Highways Code, as amended by Chapter 2 of the Statutes of 2009 (Senate Bill 4, Second Extraordinary Session), authorizes the California Department of Transportation and regional transportation agencies to enter into comprehensive development lease agreements with public or private entities for transportation projects, commonly known as public private partnership (P3) agreements. Section 143 further provides that P3 projects and associated lease agreements proposed by the Department or a regional transportation agency shall be submitted to the California Transportation Commission, and that the Commission shall select and approve the projects before the Department or regional transportation agency begins a public review process for the final lease agreement. For Department projects, the commission shall also certify the Department s determination of the useful life of the proj ect in establishing the lease agreement terms. Where the Department or a regional transportation agency uses a final evaluation of proposals based on qualifications and best value to select a contracting private entity, Section 143 mandates that the Commission adopt the criteria for making that evaluation. However, the Commission does not approve or execute the final lease agreement nor does it have a role in selecting the private entities for P3 agreements. The purpose of this guidance is to set forth the Commission s policy for carrying out its role in implementing P3 projects in order to assist and advise the Department, regional transportation entities, and private entities that may be contemplating the development of P3 agreements. This Commission policy guidance is not a regulation and should not be construed as imposing any requirement or imposing any deadline on any agency beyond those found in Section 143. References to timeframes in this guidance are statements of Commission intent for responding to submittals Hom other agencies. They are not deadlines or restrictions for either the Commission itself or for other agencies. References to the contents of submittals fiom other agencies are statements of what the Commission expects that it will need in order to carry out its own responsibility for proj ect approval under statute. They are not procedural requirements. Section 143 does not modify nor does this guidance address the Commission s authority to program and allocate state fimds. This guidance does not address Department and regional transportation agency P3 proj ect procedures that are not within the purview of the Commission. 20

Algunos ejemplos - Sur de California Southern California s Highway 91 in Orange County has already been upgraded to an Electronic Toll and Traffic Management system (ETTM) to maintain the 91 Express Lanes efforts to bring the latest innovations to the toll facility. Metro, Los Angeles County Metropolitan Transportation Authority, has instituted a pilot one-year demonstration program called Metro ExpressLanes to improve traffic flow. congestion pricing by converting High Occupancy Vehicle (HOV) lanes to High Occupancy Toll (HOT) lanes; improvement of transit service and other alternatives to driving; updating of transit facilities; implementation of a more effective parking management system in downtown Los Angeles. The program has a budget of $290 million, of which 25% is estimated to be appropriated to toll technology. San Diego - The I-15 Express Lanes currently provide!16 miles of congestion-free travel!in San Diego County utilizing the FasTrak ETC system. In September 1999, the SANBAG, San Bernardino Associated Governments, Board of Directors authorized the development of a strategic plan for interconnecting and coordinating traffic signals in the San!Bernardino valley area across jurisdictional boundaries. 36

Algunos ejemplos - Norte de California The San Francisco Bay Area (CA/I680) had their first toll express lane (TEL) in September of 2010. $195 million was spent on improvements to the corridor including bridge works, complete repaving of the roadway, new signs, some widening of the pavement for extra shoulder, buffers plus some outside auxiliary lanes. toll express lanes $37.6 million. Construction for the express lane $17.6 million, toll system $11.4 million. toll revenue has been forecast at around $5 million per year a for the next few years. The contractor deployed a proprietary predictive dynamic pricing algorithm first used on WA167. On April 22, 2009, the Metropolitan Transportation Commission (MTC) adopted the Transportation 2035 Plan for the San Francisco Bay Area, which specifies how some $218 billion in anticipated federal, state and local transportation funds will be spent in the nine-county Bay Area during the next 25 years. Another Transportation 2035 effort is a $1.6 billion Freeway Performance Initiative to improve the efficiency, reliability and safety of major Bay Area freeway corridors through high-tech, low-cost technologies such as traffic meters at freeway on-ramps to improve traffic flow and cameras and traffic monitoring stations to detect and clear traffic incidents, reduce traffic back-ups and avoid secondary incidents. 37

Electric car ELECTRIC CAR SALES: In the baseline forecast electric cars account for 64% of U.S. light-vehicle sales by 2030 and comprise 24% of the U.S. light-vehicle fleet. LOWER OIL IMPORTS: U.S oil imports in 2030 under the electric vehicle deployment scenarios are projected to be 18-38% lower than the scenario of improved internal combustion engine fuel efficiency. IMPROVED TRADE DEFICIT: The U.S. imported $400 billion of petroleum in 2008, which accounted for 59% of the trade deficit. The electric car adoption lowers the annual trade deficit by between $94 and $266 billion by 2030. NEW SOURCES OF INVESTMENT: Business investment in a domestic battery manufacturing industry and the deployment of charging infrastructure grows to account for between 1.1% and 1.5% of total U.S. business investment by 2030. HIGHER OVERALL EMPLOYMENT: There is a net employment gain of between 130,000 and 350,000 jobs by 2030. New jobs are created in the battery manufacturing industry and in the construction, operation, and maintenance of a domestic charging infrastructure network. HEALTH CARE COST SAVINGS: The net present value of the health impact of electric vehicle deployment to 2030 is between $105 and $210 billion when vehicles are charged using non-polluting sources of electricity. 44
