Between 2009 and 2012, Spanish companies invested US$10,504 million in Chile, positioning Spain as Chile's most important source of investment in that period, accounting for 12.9% of the total in ow, ahead of historic investors like the United States and Canada, pointed out Pizarro. He also drew attention to the boom in the interest of smaller Spanish companies in Chile. We have witnessed the growing interest not only of Spain's large companies but also its SMEs, who are looking positively at the Chilean market and the possibilities it offers, he said. During the inauguration, Spain's Minister for Trade and President of ICEX, Jaime García-Legaz, referred to the importance of the Chilean economy's sound performance, with gures that corroborate the early investments made by Spanish companies in Chile in the 1990s. He added that Chile is an example of a nation with stable institutions, security and a rm democracy, factors that help to make a country prosperous. Closing the inauguration, Chile's Undersecretary for Economy Katia Trusich underlined the key role that SMEs have for more inclusive development and highlighted the importance of diversi cation of the economy, the recovery of players and the reinstatement of the policy of clusters in a new economic cycle in which Spain and Chile are united for the future. In addition, he drew attention to the country's network of 23 trade agreements which give it preferential access to the markets of 61 countries. COMPETITIVIDAD Y TRANSPARENCIA El Vicepresidente Ejecutivo de destacó los altos índices de competitividad y transparencia del país, avalados tanto por las cifras macroeconómicas como por los p r i n c i p a l e s e s t u d i o s y r a n k i n g s internacionales, así como por los 23 tratados comerciales y que permiten a Chile acceder con aranceles preferenciales a 61 países. Las limitantes de su tamaño hacen que este país haya tomado una decisión consciente y constante por ser abierto al mundo. Se puede abarcar a partir de un mercado pequeño como Chile al resto de la región y los mercados asociados a través de acuerdos comerciales, resaltó Pizarro. 8 8 ECONOMY Chile seeks to become world food power Chile quiere ser potencia alimentaria The country plans to encourage exports and attract foreign investment to position its wine, salmon and dried fruit in the forefront of international markets. El país planea incentivar las exportaciones y atraer inversión extranjera para que sus vinos, salmones y frutos secos se coloquen en lo alto del podio mundial. Chileans always talk about their country's small size. They do so with modesty. "We are a small country with only just over 16 million inhabitants," they regularly point out to any foreigner willing to listen. As a result, for the past 15 years, Chilean companies have focused on exporting in a bid to carve out a niche in the world where the country "represents 0.3% of the economy," according to Andrés Rebolledo, appointed just over a month ago as the new director general of international economic relations in Michelle Bachelet's government. Although the government has still to complete its rst 100 days in of ce as from which the president has promised far-reaching reforms in the South American country, the agribusiness industry is clear that the government will seek to boost it in order to transform Chile into a world food power. Indeed, it was Bachelet who, during her previous government, started work in this direction. The State wants and needs this so as to reduce its heavy dependence on copper, which accounts for almost half the country's exports. "The country's challenge is to diversify out of exports concentrated in copper," admits Rebolledo. That is where the agribusiness sector comes in as part of the solution. "Because it has great potential to continue growing and gaining in quality," says Roberto Paiva, director of ProChile (the equivalent of Spain's ICEX), "as well as being part of President Bachelet's agenda." Indeed, Chilealimentos (the association that brings together most of the country's food processing companies) anticipates that, from the US$37,000 million sold in food in Chile today, "in ten years, we can reach US$60,000 million," af rms Guillermo González, the organization's manager. In his view, "the food industry will represent more for the Chilean economy than copper; it's one of the sectors with best outlook". The overseas market has a key place in these positive expectations. Either through exports (which account for close to 50% of the sector's sales and, in the case of many products, up to 95%) or through investment in Chile by overseas companies. "We need to attract investment in the mining sector but also in other sectors such as energy, services, infrastructure and the food industry. We want to capture better-quality capital. Chile is a good business opportunity and we are going to develop instruments to support that investment," says Jorge Pizarro, Executive Vice-President of the Foreign Investment Committee. And that view is echoed by David Navarro, rst secretary at Spain's Embassy in the South American country. Por eso desde hace 15 años sus empresas se han centrado en la exportación para hacerse un hueco en el mundo, donde Chile únicamente representa el 0,3% de la economía, según Andrés Rebolledo, el nuevo director general de Relaciones Económicas Internacionales del Gobierno de Michelle Bachelet, poco después de un mes de su nombramiento. Aunque todavía no se han cumplido los 100 primeros días de Gobierno a partir de los cuales la presidenta ha comprometido reformas de calado en el país sudamericano, lo cierto es que la industria agroalimentaria tiene claro que la Administración va a empujarla para que Chile se convierta en una potencia alimentaria mundial. Phillippe Boisseau, President for Marketing, Services and New Energies and a member of Total's Executive Committee, indicated that the new solar park will inject power into the Northern Interconnected Grid (SING).He added that, in this case, the business model will be similar to that for Salvador as regards obtaining permits and land for the initiative and its nancing. The Salvador project is located on 133 hectares for which Total has a long-term rental contract with the State. It will be implemented by Total and its partners, Etrion and Solventus Energías Renovables. However, in the case of the new initiative, Boisseau indicated that Total has not yet signed any agreement with investors. Like Salvador, the new park would also sell power on the spot market. According to Boisseau, however, this segment "is not as uid in the SING as in the SIC; it will, therefore, be necessary to look for clients and sign longer-term contracts". Boisseau also indicated that the company's portfolio of alternative renewable energy projects in Chile envisages the construction of four solar parks, including the two existing initiatives, over a period of four years. This part of its business will be developed through a subsidiary in Chile known as Total Nuevas Energías Chile. Boisseau added that this new segment of business in Chile will also include diesel- red generation units which will be combined with solar initiatives. In the case of the lubricants business, where Total has been present since 2008 with a plant in Santiago's Quilicura district, it now claims a 6% market share. However, the executive indicated that there are growth opportunities in the segment and that, this year, the company will be seeking to double the unit's production capacity. Boisseau a rmó también que el portafolio para Chile en energías renovables no convencionales (ERNC) contando las dos iniciativas mencionadas contempla cuatro parques solares en cuatro años. Este negocio lo desarrollarán a través de una lial en nuestro país que se llamará Total Nuevas Energías Chile. Añadió que su oferta bajo este nuevo segmento de negocios en Chile también incluirá unidades de generación diésel, que se combinarán con iniciativas solares. En cuanto al negocio de lubricantes, en donde Total participa desde 2008 con una planta en Quilicura, hoy la francesa posee una participación de 6% en Chile. 12 12 RANKING Chile climbs to 8th place in Global Enabling Trade Index Chile subió al octavo lugar en ranking mundial de facilidad para el comercio For the rst time, Chile has ranked among the top ten countries in the Global Enabling Trade Index, published every two years by the World Economic Forum (WEF). In the 2014 version of the Index, which included a total of 138 countries, Chile climbed six places to rank 8th, ahead of all other Latin American countries. In the Index, calculated on the basis of four subindices comprising a total of seven pillars, Chile obtained 5.1 points (out of a maximum of 7 points), performing best on the market access subindex. El Foro Económico Mundial destaca que el país ha mejorando su política comercial en los últimos años y que hay un muy buen acceso a destinos de mercados, debido a que existe un arancel medio del 3,5%, la tasa más baja de todo el mundo.
