3 FES-CO2: Carbon Fund For a Sustainable Economy The Carbon Fund for a Sustainable Economy (FES CO2) has been created by Law 2/2011 of Sustainable Economy and regulated by 1494/2011. Two fields of action: Internationally, allows the participation of Spain in the international carbon markets, promoting the activity of Spanish companies. At national level, FES-CO2 makes possible a new initiative: Climate Projects FES-CO2 will conduct its activities primarily at national level, although it can also buy credits in the international carbon markets. 3

4 Climate projects (FES-CO2) What are climate projects? GHG emissions reduction project in the non-ets sectors in Spain. It is based on the incentive offered through a payment per tone of CO2 equivalent (tco2e) reduced and verified Non ETS sectors: Building Fluorinated gases Transport Agriculture Waste Non ETS Industry Performed based finance inspired by Kyoto project based mechanisms

5 Payment: FES-CO2 pays once the ERs are verified. At this moment 9,7 /tco2e. Purchase schedule: Verified emission reductions of each project acquired during the first four years of the project. Emission Reductions estimation: based on approved methodologies by FES-CO2..

6 Elegibility: Measurable emissions reductions. Comprehensive monitoring must be provided. Guaranteed by third independent verification. Can be reflected in the national GHG inventory. Methodology aproved by FES-CO2. Projects developed in Spain Additionality: not required by other sectoral regulation Measurable and verifiable emission reductions Facilities not covered by the EU- Emissions Trading Scheme (EU ETS) Art 7 Real Decreto 1494/2011 que regula el FES-CO2

9 PROMOTE THE CALCULATION OF CARBON FOOTPRINT, ITS REDUCTION AND OFFSETTING BY CO 2 SEQUESTRATION PROJECTS. Promote GHG reduction in organizations. Aid SMEs in estimating and reducing CF. Promote the creation of forestry sinks in Spain (LES art. 89 y 90) Creation of a voluntary scheme A Registry that will guarantee estimations, reductions, removals, etc. Search for incentives to take part in the system.

10 ROYAL DECREE 163/2014: Creates a registry with three sections - A section of carbon footprint and commitments to reduce greenhouse gas emmissions. - A CO 2 sequestration projects section. - A carbon footprint offsetting section. 10

11 HOW DOES IT WORK 11

12 CARBON FOOTPRINT Type of footprint: ORGANIZATION Scope: minimum required scope 1+2. Scope 3 is voluntary. Verification: Scope 3 and companies not SMEs = verification. The rest of companies, only self-statement. Particular case process emissions. Calculating methodologies: none specific methodology is required. Emission factors provided by the Registry must to be used. Reduction plan: This is mandatory.

14 Project types: At this time: A. Afforestation/Reforestation SINK PROJECTS B. Actions in areas affected by forest fires to restore forest stand.

15 MAIN FEATURES Definition of forest Minimum permanence period -1 ha - Tree crown cover: 20% - Height of trees: 3 m 30 years: Commitment for the persistence of the forest mass under certain conditions during a required period of time. Time limits for registration Reforestation should have happened 2012/2013 or later. Management plan To ensure permanence during the established period.

16 Monitoring Reporting, every 5 years, about the project status. Calculation Mandatory methodology for calculating provided by MAGRAMA. Guarantee Fund Has been established to cover possible losses. Receives 10% of the all sequestrations.
