1 Joint Technological Education District In November, Lake Havasu City voters will be asked to vote yes or no to Lake Havasu Unified School District joining neigboring districts to form a JTED. What is a JTED and how would it affect our students? This five page document presents some basic facts about JTEDs. A JTED is formed when two or more adjoining school districts (with the approval of local voters and the state department of education) come together to form a new district that can deliver a higher level of career and technology training to the students it serves than the individual districts could provide on their own. JTEDs can do this because they have to follow a slightly different set of rules than normal school districts, and the state provides a higher level of funding for students attending both a normal district and a JTED. 2 Joint Technological Education District (J TED) FACT SHEET Lake Havasu Unified School District J TED stands for Joint Technological Education District. Currently, Arizona has 11 Joint Technological Education Districts. The only districts in Arizona not being served by a J TED is the Colorado River area of western Arizona. J TED money can be used to enhance existing CTE programs to support workforce development. J TED money can be used to start new CTE programs to support workforce development. The current education system will be enhanced by state of the art equipment, college credit while in high school (dual enrollment), industry certification, and industry partnerships. Too many students needs are not being addressed through the current educational system. J TED formation fills a void by creating opportunities that currently do not exist in our community. Based on state average, approximately 13 25% of the J TED budget will come from the collection of local taxes. The remaining 75 87% comes from state funding. This state aid is NOT being distributed to our area like it is to other areas of the state because a J TED does not exist in our region. As a result, Mohave and La Paz counties are helping to fund J TEDs across the state and that funding is not available to our students. The proposed J TED will begin as satellite campus at existing high school sites with programs unique to each community it serves. As the proposed J TED progresses there may be minimal travel for J TED students to more centralized locations. Intergovernmental agreements (IGA s) are used to determine structure/details of an approved J TED. Page 2 of 5

3 Courses must meet state statutes and standards to be part of the Joint Technological Education District. The first J TED Board is appointed by the governing board of each district participating in the J TED. After this initial board membership expires, board members are elected by the voters. Tax rate remains stationary at.05 cents per $100 of secondary assessed property value ($5 per $100,000). J TED generates funds based on the number of vocational students enrolled at each participating high school. A J TED in our districts is an opportunity to infuse cash into needed programs at a time when funding sources are shrinking and given funding is unreliable. Modern job training requires skill sets for jobs that have not yet been completely defined and are constantly changing. Comprehensive high schools currently offer basic occupational skill sets. We are all workforce bound Joint Technological Education District (J TED) Q & A Lake Havasu Unified School District What is a J TED? o It is a public school district. In 1990 the Arizona legislature approved by statute that public school districts could join together through a public vote to combine efforts to offer Career & Technical Education programs. How is a J TED formed? o Eligible voters in the voting district of the home school must give approval in November of a general election year. What does a J TED cost? o By statute the tax rate remains stationary at.05 cents per $100 of secondary assessed property value ($5 per year for a valuation of $100,000; $10 per year for a valuation of $200,000, etc.). 4 How is approving a J TED viewed as an investment? o Based on state average, approximately 13 25% of the J TED budget will come from the collection of local taxes. What can a J TED do better than districts can do themselves? o Simply put together we can do more. Some CTE programs are equipment intensive & very expensive. Individual districts may not have the space, money, or expertise to offer such programs. By combining enrollment numbers, efforts, and expenditures, a J TED can offer students more opportunities and better funded programs than one district can offer. If approved, when does the J TED begin? o The J TED Board & Superintendent will begin January 1, 2009 and will work to set up the J TED through June 30, On July 1, 2009 the fiscal year for the J TED will begin. From which district will my child receive a diploma? o From the home district. Will students have to travel? o At this time NO. Initially, the expertise of this J TED will go where the students are. Additional funds are available for districts that are members of the J TED. Initially, those funds will be enough to place the extra courses on the student s home campus. In the future, other models will be considered that may require minimal travel for J TED students. What if my student is in a charter school or home schooled? o This J TED, if formed, will be available to ALL students within the participating district s boundaries. What schedule will students follow? o Initially the J TED will follow the home campus schedule. As the J TED is able to offer students more, there may be additional calendar options available for students. Will the J TED work with local businesses? o Working with businesses is one of the main goals of a J TED. Creating an educational link to employment and continuing educational opportunities in our area is one of the reasons the J TED is being formed. Our structure will include a Career Pathway committee to report directly to the J TED. A J TED will provide a seamless transition that insures quality employment and continuing education. 5 Will the J TED work with higher education facilities? o Yes. The J TED will partner with universities, community colleges, trade schools, and employers to provide continuing education, training, certification, and degrees to all students of the J TED. The structure will support strong Articulation and Dual Enrollment opportunities. Is this process giving the home district duplicated funding? o No. J TED students are funded after the home district receives its allowable ADM (Average Daily Membership) funding. When does the election take place? o The General Election will be on Tuesday, November 4, Early voting begins October 2, What is WAVEd? o It is the proposed name of this new public school district. It stands for Western Arizona Vocational Education District. What will LHUSD do with their funds? o Improve existing programs. Begin new programs. 7 JOINT TECHNOLOGICAL EDUCATION DISTRICT INFORMATION Pursuant to Arizona Revised Statutes through , two or more public school districts may join together to form a joint technological education district (hereinafter "Joint Technological Education District"). In this special election, the voters of four school districts (Colorado River Union High School District, Kingman Unified School District, Lake Havasu Unified School District and Parker Unified School District) will vote on whether to participate in the Joint Technological Education District. Boundaries: The boundaries of the Joint Technological Education District will be the current boundaries of those above-described school districts that approve participation. Tax: Participation would result in a $.05 tax per $100 secondary assessed valuation, resulting in a $5.00 property tax increase, per year, on a single family home with a full cash value of $100,000 (secondary assessed value of $10,000). Approval of the Joint Technological Education District will allow the Lake Havasu Unified School District to join with other approving school districts and: Upgrade and enhance the existing vocational/technical classes and programs. Expand the number of vocational/technical classes available to each student in each participating district. Provide training for students to enter the workforce and pursue continuing education. GOVERNING BOARD If the voters approve participation, a governing board will be established for the Joint Technological School District, consistent with Arizona Revised Statues Section (D) and The initial composition of the governing board of the Joint Technological School District shall consist of two persons from each participating district. Such persons will be appointed by the governing board of each participating district but cannot be a current board member of any school district. The new board will be responsible for conducting the affairs of the Joint Technological School District until the regular board members are elected in the next General Election pursuant to Arizona Revised Statutes Section Budget: Pursuant to A.R.S , the appointed governing board of the Joint Technological School District will adopt a budget. Campus: The Joint Technological Education District governing board will determine the location of all campuses. Satellite facilities may be developed by the governing board and placed throughout the participating districts to accommodate the training/transportation needs of participating students. The Joint Technological Education District governing board will be responsible for coordinating with existing governing boards of member districts to assure that the needs of all students within the Joint Technological Education District are properly accommodated. JOINT TECHNOLOGICAL EDUCATION DISTRICT FINANCIAL INFORMATION ASSESSED VALUATION AND ESTIMATED AMOUNTS OF SECONDARY TAX BILLS The following table illustrates the estimated annual cost to taxpayers of approving participation in the Joint Technological Education District, based on varying types of property and levels of full cash and secondary assessed values. To determine your estimated tax increase, refer to your property tax statement which identifies the specific secondary assessed value of your property.
