Pittman Financial Center Credit Union is venturing where few financial institutions are willing to go South Stockton. Although South Stockton is home to roughly 100,000 residents, only one financial institution exists there, as well as a few check cashing stores that offer payday loans. But that will change in a few months as Financial Center Credit Union (FCCU) prepares to open its first branch south of Charter Way. The credit union broke ground last month on the new branch, which will be located at 2405 S. Airport Way, near 10th Street. The 3,600-square-foot building is scheduled to open in May The residents of South Stockton shouldn t have to drive across town to access their hard-earned money, said FCCU President and CEO Michael Duffy. We look forward to the completion of this newest branch that we know will benefit our members, as well as bring value to the south Stockton neighborhood and community. It will be the sixth branch of San Joaquin County s largest credit union and the first on the south side of town. In business for more than 60 years, FCCU s main office is in Stockton at 18 S. Center St. In addition to two other Stockton branches, it also has locations in Manteca and Lodi. Once built, the South Stockton branch R to L: Valencia Jones, Chairman of the Board, Michael P. We think there s great potential for new membership because there are folks who need our services down there, Duffy said. There s definitely a need. There s no doubt a demand. Plans for the South Stockton branch has been in development for the past five years. But the credit union thought it was best to wait on constructing the branch until the economic recovery from the recession was well under way. Once members who lived in the area learned of the credit union s plans for a south side location, they immediately expressed their joy and gratitude, Duffy said. For more than a century, fathers and sons of the Humphreys family have been running the small, private institution, which is its namesake. Dr. Robert Humphreys Jr. will carry on that tradition when he succeeds his father as president of Humphreys College, marking four generations of leadership led by a Humphreys. He will replace Dr. Robert Humphreys Sr., who is retiring after more than three decades as president of the Stocktonbased College known for its business, education, and law programs. 4 Midterms: Running Away From Obama Is What Cost Democrats November 2014 By Peniel E. Joseph The Republican Party s takeover of the U.S. Senate in Tuesday s midterm election is the tip of the rather sizable iceberg that saw the GOP win governorships in the blue states of Illinois, Maryland and Massachusetts. As the losses for Democrats mounted during election night, any number of pundits questioned the Democratic Party s Obama Avoidance Syndrome. That philosophy failed to aid Democrats in Kentucky and Georgia hoping for upset victories. The party s reluctance to embrace the Obama administration s successes in providing health care, lowering unemployment and saving the nation from a great recession proved to be its undoing. With the national party abandoning the president, black voters responded with less enthusiasm and less turnout than in The Party of No s success was based on a number of factors, including the 2010 redistricting that has turned Congress into a virtual fortress, President Barack Obama s relatively low approval ratings and a favorable Senate re-election map that allowed Republicans to play aggressive offense while the Democrats shrank from the fight. Obama s absence from the ballot was clearly felt in gubernatorial and Senate races in states the president carried two years ago, most notably Colorado. It didn t have to turn out this way. Both the Obama administration and the Democratic Party have failed to articulate a coherent message and vision to the American people this election cycle. Rather than join forces and extol the president s leadership on domestic issues, especially with regard to unemployment, health care and the environment, Democrats abandoned the president and, in the process, allowed Republicans to successfully shape this year s message. Ironically, the same party that has spent the last four years blocking any and all progressive legislation cast its members as outsiders, ready and willing to change Washington. Perhaps even more incredibly, enough voters believed in that message that they handed control of the Senate to Republicans. President Obama must now deal with a Republican-controlled Congress for the final two years of his presidency. The lesson, should Democrats choose to take it, is that progressives must act with the courage of their convictions. But many will say the exact opposite, arguing that the redstate election-night tsunami indicates a national tilt to the right. This is dead wrong. The failure to mobilize the Obama coalition cost Democrats nationally. Poll-driven gubernatorial and Senate campaigns, orchestrated by well-paid consultants, failed to inspire the kind of grassroots insurgency that made Obama s victories possible will indeed be a referendum on the Obama administration and the Democratic Party s willingness to embrace the president s legacy. If, as they did this year, Democrats cut and run rather than stand and fight, we will surely see a Republican president inaugurated on Jan. 20, The Democratic Party s presidential candidate must offer a clear vision, one that extols the virtues of Obama s policy victories, and of political continuity, rather than distance or avoidance. Finally, Democrats must rediscover their political identity. Obama s call for hope and change in 2008 helped to revive the party s liberal and progressive wing. In passing the Affordable Care Act, Obama succeeded in institutionalizing the signal policy achievement of our era. The inability of the entire party, now, to run on that signal achievement stands out as a failure of imagination, character and integrity. The silver lining to yesterday s results is that in two years, Democrats get another chance. Let s hope that by then, President Obama and the national Democratic Party find common ground. 7 November Q&A: Understanding Ebola By Laura Kurtzman - NAM Is there anything that we know about this Ebola outbreak that explains why it s spreading so fast in West Africa? The largest of the 30 or so previous outbreaks there killed only several hundred people before burning out. There are many potential explanations. Prior outbreaks in Central Africa have largely occurred in remote forested areas with isolated, low-density populations, in sharp contrast to the affected countries of Guinea, Sierra Leone and Liberia, where villages, towns and cities that are connected by an extensive network of roads and highways. The disease, for the first time, has spread widely into urban areas in countries with weak to non-existent health systems. Those systems have largely collapsed as a result of the outbreak, which has killed several hundred health care workers and forced the closure of hospitals and clinics. The local and global public health response to the 2014 outbreak was also grossly inadequate for a region that had never before encountered Ebola and was unprepared for it. It is also possible that the population of West Africa may be more susceptible to infection because individuals from that region likely have had no prior exposure to the virus. We keep hearing that Ebola is hard to catch, and yet three health care workers treating Ebola patients in Western hospitals have contracted the disease. How do we make sense of this? In the Dallas case, the focus has understandably been on the two nurses who have contracted Ebola, but it s important to remember that many other people also came into close contact with the index patient Thomas Eric Duncan including four household members and did not get sick. People with Ebola can only infect others when they are contagious, and people become more contagious the sicker they get. That s why the danger is so high for health care workers, who need careful instruction and supervision on how to protect themselves from getting infected. In particular, properly putting on and removing personal protective equipment (PPE) is critical. This is not an easy task, but it s definitely possible. Witness the experience of Emory University Hospital a facility specially designed to isolate and take care of patients with deadly emerging infectious diseases such as Ebola where they haven t had any secondary infections. Doctors Without Borders also has an excellent track record of safety, and they re working in West Africa under extremely difficult conditions. Previous PPE recommendations for health care workers in Africa may not apply to the care of Ebola-infected patients in Western hospitals. As an example, the patient who died of Ebola in Dallas underwent several invasive critical care procedures, such as respiratory intubation and dialysis, in an attempt to save his life, and those procedures are not done in West Africa. These procedures may have increased the risk of transmission to health care workers. The most recent Centers for Disease Control (CDC) recommendations for PPE actually have just been updated as of Oct. 20, in part due to the two cases of hospital-acquired Ebola infection in the U.S. What are the chances of catching Ebola on a flight home for the holidays? At this point, I d have to say they are very, very low. First, Ebola is not like tuberculosis or the measles. You can t catch it just by breathing the air that someone with Ebola has been breathing. It doesn t live for very long on surfaces. At Emory, they tested the surfaces of the patients rooms, including the handrails on the hospital beds and call buttons that we could expect patients to touch a lot, and they didn t find any virus. They also didn t find it in the patients bathrooms. Of course, that doesn t mean Ebola can t be found in soiled sheets and blankets where someone with Ebola has been sick. It survives longer in liquid than on dry surfaces. But you d really have to come in contact with these infectious secretions and then touch your face, so it could get into your mucous membranes, before you d be in danger of contracting the disease. Also, early in the course of Ebola virus disease, the amount of virus in the blood and other bodily fluids of symptomatic patients is typically very low, and they are much less infectious than they are in later stages of the illness, where you can see significant bleeding, vomiting and diarrhea. Since very sick people do not travel, it is unlikely that you would ever encounter anyone who was contagious with Ebola infection. Does basic science have a role to play in fighting this epidemic? Yes, of course. We urgently need a vaccine, and several are in development. I am very hopeful that the WHO, Food and Drug Administration (FDA), National Institutes of Health (NIH) will expedite the clinical trials to assess safety and efficacy, and that a vaccine that works may be available sometime in We need to continue testing and manufacturing of antiviral drugs to treat Ebola infection, such as ZMapp, which have proven promising in a few cases. Better diagnostics are also needed, including rapid tests that could be done from a single drop, or pinprick, of blood. Are you working on new diagnostic tests for Ebola? Yes. Can you tell us anything about it? I can t get into details, but the general idea is to find a way to identify patients infected with Ebola virus prior to when they develop symptoms such as a fever or in the early symptomatic phase. Such a test could help both in Africa and the United States. What will be needed to stop this current outbreak? The West Africa Ebola outbreak is a global crisis and will require a global effort to contain. More health care personnel and resources are desperately needed in the region for identification and treatment of patients and contact tracing to curtail spread. 9 November La comprensión de ébola Por Laura Kurtzman Los casos del Ébola siguen multiplicándose de manera exponencial por África occidental. They may differ by organization structure, reputation and performance. Most importantly your learning experience and peers will contrast from those in traditional environments. 11 November Next Step After Voting: Making Sure Our Elected Officials Do Their Jobs By Tom Scott Executive Director, CA Citizens Against Lawsuit Abuse On Election Day, voters stepped up and did their part to fight lawsuit abuse in California. By voting to reject Propositions 45 and 46, Californians made a clear statement that they reject the trial lawyers lawsuit creation agenda and will not tolerate more abuse of our legal system. Trial lawyers sponsored Proposition 45, aiming to make millions of dollars in legal fees by filing abusive lawsuits, and Proposition 46, which would have created even more lawsuit abuse in California by increasing the payouts for trial lawyers from medical malpractice lawsuits. The unfortunate fact is that even with the rejection of these initiatives, our lawsuit system still mainly serves the interests of lawyers rather than ordinary people. By any measure, California s lawsuit system is broken. For two years in a row, the American Tort Reform Foundation has labeled California the nation s worst Judicial Hellhole. The U.S. Chamber of Commerce ranks California s lawsuit system 47th in the nation, saying California has consistently had one of the worst lawsuit climates in the nation. And due in large part to its broken lawsuit system, a national survey of chief executive officers has ranked California as the worst state for business for 10 straight years. It s no coincidence California has one of the nation s worst legal climates, and continues to struggle to create jobs. The unemployment rate in California is 7.4 percent, more than a full Tom Scott percentage point higher than the U.S. average. Alarmingly, several counties still have unemployment rates in the double digits. Stopping lawsuit abuse will enable more businesses to grow and create jobs. When businesses must spend money to fight abusive lawsuits, those are dollars that can t be spent expanding a business or creating jobs. For example, one restaurant owner in Los Angeles was hit with a class action lawsuit alleging that his employees weren t able to take their breaks, and was forced to settle for nearly $1 million because it was cheaper to settle than to go through the legal process of proving he never broke the law. Another restaurant owner in Jackson, CA was hit with a lawsuit alleging that her business violated the Americans With Disabilities Act (ADA), and the lawyers demanded a $150,000 settlement. So congratulations to Californians for voting to reject Proposition 45 and Proposition 46. In doing so, we told those that are in charge of our policies that stopping the abuse of our legal system is an issue we care deeply about. But now comes the hard part: watching and making sure that our leaders take steps to stop the lawsuit abuse that is hurting job creation in our state. Trial lawyers contributed more than 97% of the over $4 million raised by the campaign in support of Proposition 46 and there s more money where that came from. That s why California Citizens Against Lawsuit Abuse will be watching the legislature carefully when its new session begins in January. Every year, LEAF SEASON HAS ARRIVED The cooler fall weather also means the leaves are changing and will soon fall. Fallen leaves and even a little bit of rain can create the perfect conditions for street flooding. If not removed and disposed of properly, the leaves and debris will clog catch basins and storm drains, which is a major cause of street flooding. You can help keep leaves out of the streets and reduce street flooding by: Placing leaves in the green waste/ food waste cart Not letting leaves pile up in gutters or streets Composting extra leaves or using them as mulch in your yard Clearing storm grates of leaves and debris During Leaf Season - October 1 through December 31 - your garbage service provider will collect up to five there are several bills advanced that will help stop lawsuit abuse and enable businesses to create jobs. The question is whether legislators will have the political courage to take actions that reflect the public s desire to reduce lawsuit abuse. But we can t do this job alone. We ll need the help of Californians throughout the state to hold our elected officials at all levels of government accountable. Remember: stopping lawsuit abuse starts with each and every one of us. additional bags (preferably clear plastic) of leaves at no additional charge. Just place the bagged leaves next to your green waste/food waste cart on your regular service day. Extra Service stickers are not required for bagged leaves during Leaf Season, but they must contain only leaves. If a bag contains leaves mixed with grass trimmings, branches, brush or other non-leaf content, the bag will not be collected without an Extra Service sticker. Leaf Season, and the free additional leaf pick-up, ends each year on December 31. After December 31, only bags with Extra Service stickers will be picked up.
