APERTURA A MERCADOS INTERNACIONALES, POSICIONAMIENTO CIENTÍFICO Y EMPRESARIAL. POLICY RELEVANT. Evolución de patentes, oportunidad pro la coyuntura económica actual. Contenidos y presupuestos. Una convocatoria anual general y varias conjuntas con el mismo o parecido intervalo de apertura La tendencia ha sido la incorporación de topics relevantes para el sector empresarial en desarrollos que abarcan desde la investigación básica a la demostración. Se espera incremento destacado a partir de Tipología de iniciativas. Aproximadamente 35% de las iniciativas que se financian son proyectos colaborativos grandes (% que tiende a incrementarse en el futuro), el 45% son proyectos colaborativos medianos o pequeños, y el 20% CSAs e investigación para grupos específicos. Se opta por financiar un proyecto por topic colaborativo grande, dos por topic colaborativo mediano o pequeño y hasta 5 para CSAs; es decir, la competencia por la financiación se produce a nivel de topic y no por Áreas o Subactividades. Evolución en retornos, principales actores. La situación de partida planteaba un amplio recorrido de mejora en cuando a retornos, liderazgo y participación empresarial. En los tres últimos años se ha obtenido un aumento significativo tanto en retornos como en liderazgo. Es significativo el incremento de la participación de centros tecnológicos, así como del sector empresarial. Vínculos. Relación con grandes infraestructuras de investigación financiadas en el programa de Infraestructuras de Investigación del Programa Marco y JPI. Principales políticas que influyen en las convocatorias: Plan de Acción de Tecnologías Ambientales, iniciativas de Eco-innovación, Estrategia Marina de la UE, Comunicación de la Comisión para la gobernanza integrada del Mediterráneo y Mar Negro, etc. 4

INTRODUCCIÓN Y OBJETIVOS CONCEPTOS promover la gestión sostenible del medio ambiente y sus recursos avance en el conocimiento de las interacciones entre el clima, la biosfera, los ecosistemas y la actividad humana, y el desarrollo de nuevas tecnologías, herramientas y servicios tratar, de forma integrada, los acuciantes problemas medioambientales. PECULIARIDADES de Áreas de Investigación Medioambiental en ES Casi todas las problemáticas ambientales a resolver afectar a la cuenca mediterránea (casos piloto). Inundaciones, gestión del agua, cambios radiación solar, afectación al clima, monitorización de recursos naturales, gestión sostenible de ecosistemas, desertización, tecnologías ambientales, patrimonio cultural. herramientas y tecnologías para monitorizar, prevenir, mitigar y adaptarse a las amenazas y presiones medioambientales, incluyendo tanto las relacionadas con la salud humana como con la sostenibilidad del medio ambiente natural y artificial 5

According to an OECD study, goods and services provided by eco-industries is estimated to represent around 2.5% of the EU GDP. SMEs play a major role in the world economy, but also as important innovators. Clearly, ecoinnovation represents a key opportunity to establish Europe's leading role to overcoming the world's sustainability challenges, and a sizeable business opportunity that can make Europe's economy even stronger and more competitive in the future. 7

CCS) Other energy R&D 1000 Electric power conversion 19% Energy system analysis % Energy storage Source data: IEA 32% Nuclear fission Evolución precio petróleo Evolución inversión en investigación y desarrollo en sector energético El principal problema que ha dificultado la inversión en tecnologías energéticas de bajo carbón ha sido la abundancia y el bajo precio de los combustibles fósiles (petróleo, gas natural y carbón) desde 1980, que ha provocado que la investigación en nuevas tecnologías haya disminuido desde esa fecha. El mercado energético y las empresas eléctricas de manera individual no son capaces de afrontar los cambios tecnológicos necesarios para poder cumplir con los objetivos climáticos y energéticos en los plazos establecidos, por lo que es necesaria una regulación y un aumento de la inversión pública. 68% Nuclear fusion 14

15 Desafíos energéticos & SET Plan: origen del programa de trabajo de Energía La POLÍTICA ENERGÉTICA PARA EUROPA se desarrolla partiendo de la base de que el actual modelo energético implantado en Europa: - No garantiza el abastecimiento energético a largo plazo y coloca a Europa en una posición de dependencia de terceros países. - Provoca un fuerte impacto en el medio ambiente debido a un modelo basado principalmente en el uso de combustibles fósiles como principal materia prima para producir energía. Continuar como hasta ahora Business as usual no es una opción El coste de la no acción será mayor que el de la acción. 16 Desafíos energéticos & SET Plan: origen del programa de trabajo El SET Plan contempla diferentes acciones: 1.Creación de un grupo director de alto nivel (Steering Committee) presidido por la Comisión y compuesto por representantes del Gobierno de los Estados Miembros en el que se diseñen acciones conjuntas, se coordinen políticas y programas y se supervisen los avances de forma sistemática. 2. En relación con la investigación para poder definir estrategias y planes de trabajo de forma coordinada se crea una Alianza Europa para la Investigación en el Sector Energético (EERA). 3. En relación con la actividad industrial para aunar recursos y actores apropiados se crean las Iniciativas Industriales Europeas (EII s). Por el momento se han constituido EEI s en los siguientes campos: Energía eólica. Energía solar fotovoltaica y de concentración. Bioenergía. Captura, transporte y almacenamiento del CO 2. Redes eléctricas. Energía de fisión sostenible. Ciudades Inteligentes (eficiencia energética en ciudades europeas). 4. Como instrumento para poder realizar una planificación estratégica eficaz es necesario disponer regularmente de información y datos fiables, por ese motivo se crea el sistema de información SETIS. 16

This has been agreed with the Industrial Advisory Board as part of a Multi-annual Research Agenda. Los interesados deben ponerse en contacto a través de rodriguez_carolina@cdti.es. The OECD is undertaking a project on Green Growth and Eco-innovation that aims to better understand how innovation can result in new, effective solutions to global challenges and to provide industry with tools and examples to improve their contributions to sustainable development. The boundary between incremental and radical or systemic eco-innovations is not necessarily clear-cut but examples of radical or systemic eco-innovations could include one or more of the following characteristics: Alternative solution: Innovation which comprises the introduction of alternative or entirely new solutions to existing products, processes, marketing methods or organisational structures that may significantly reduce environmental impacts. Significant environmental improvement: Innovation which is or has the potential to contribute to a significant reduction in overall environmental impacts. Significant economic impact: Innovation which has or could bring substantial economic gains, competitiveness, market acceptance and/or job creation as well as environmental improvements. Wider application: Innovation which involves the introduction of products, processes or new solutions at a wider scale to reduce environmental impacts such as a new transport system, a district energy system or eco-towns. New business models: Innovation which involves a radically different business model from the conventional ways of providing products and services, with the potential to significantly improve environmental sustainability. Based on the nominations received, OECD Secretariat will select interesting examples and conduct in-depth study on their innovation processes jointly with experts nominated by participating governments. The results will feed the forthcoming OECD Green Growth Strategy to be launched in mid
