2 Minutes In the city of Brasila Brazil, on the 13 th and the 14 th of April 2011, the representatives of the Governments of the Plurinational State of Bolivia, Brazil, Colombia, Ecuador, Guyana, Peru, Suriname and Venezuela gathered for the Meeting of General Directors for Indigenous Affairs of the Amazon Region. The Minister Clemente Baena Soares, Director of the South America II Department, of the Ministry of Foreign Affairs of Brazil who opened the meeting, welcomed the participants emphasizing the importance of strengthening the ACTO and the topic that was going to be discussed in the meeting. Ambassador Alejandro Gordillo, Secretary General of ACTO gave a recapitulation of the institutional process of ACTO and the relevance of this Meeting for the implementation of the Amazon Cooperation Strategic Agenda. Finally, Mr. Marcio Meira, President of FUNAI, stressed the importance of the meeting and expressed the commitment of the Foundation to the achievement during the meeting of concrete results. To conclude the opening, Ambassador Mauricio Dorfler, Executive Director of the PS/ACTO, contextualized the meeting in the process of re-launching the Organization. He also stressed the importance of this meeting as a mechanism to identify concrete actions for the implementation of the mandates of the Indigenous Thematic in the Amazon Strategic Cooperation Agenda. The Coordinator of Indigenous Affairs, Mr Jan Tawjoeram, explained the objectives, methodology and expected results of the meeting. The Program of the meeting and the list of participants are listed in Annex 1 and Background. The Amazon Cooperation Strategic Agenda adopted by the Ministers of Foreign Affairs of ACTO Member Countries, November 30, 2010 in Lima, contemplates the topic of Indigenous Affairs within three main areas, one of which is Indigenous Lands and Territories and the other Tribal communities. Among the planned activities, the following was prioritized at short-term: "To hold meetings to learn about experiences on land demarcation of indigenous peoples." Considering this mandate, the PS/ ACTO, with the support of the South America II Department of the Ministry of Foreign Affairs and the National Indian Foundation (FUNAI), convened this meeting in order to provide a space for the exchange of basic knowledge on this issue in the region, and also, to identify the information supply and demands to propose for the future activities among Member Countries. The results achieved will be a vital input to the Third Regional Meeting of High Governmental Authorities on Indigenous Affairs of ACTO, to be held in the Bolivarian Republic of Venezuela, in June

3 2. Objectives of the Meeting. The meeting sought to achieve the following objectives: i. Promoting closer institutional ties among the bodies responsible for policies linked to indigenous peoples in the Amazon countries to boost the results of actions geared to these groups; and ii. Contributing to the sustainability of development actions in the Amazon region by strengthening public policies to promote and protect indigenous peoples in the ACTO Member Countries, and by fostering information sharing, technical and institutional capacity-building in these countries. This first experience sharing event of the Amazon Countries focused on territorial protection, the national legal bases and the mechanisms that are being applied. 3. Methodology The discussions were based on the following guiding questions: Is there a concept for indigenous or tribal lands that guides public policies for these populations in your country? Describe. How does your country define the areas identified for indigenous and tribal peoples? What processes are applied to protect these lands? If there is no concept of indigenous or tribal lands to guide public policies, what processes exist to protect indigenous and tribal peoples in your country? 4. Development of the Meeting During the first day the delegates presented the measures adopted for the protection of indigenous and tribal communities, at national level, in the area of lands and territories. The presentations are included as Annex 2. Overall, it was stressed that the regional technical cooperation, besides its contribution to the promotion of social-economic development of the States can be an important instrument of exchange in subjects whose actions are not confined to national geographical borders, through the exchange of information, good practices and experiences. With regard to the actions developed for indigenous peoples, the States could share national public policies and institutional arrangements developed, so that the proposed solutions could produce more comprehensive and efficient results. In this context, we can say that one of the biggest challenges in the region is to ensure the protection of indigenous and tribal peoples, respecting the rights of indigenous peoples. 2

Main results The discussions held during this two-day meeting provided the following results: Closer institutional ties among indigenous bodies of the ACTO Member Countries with a view to exchanging experiences on public policies capable of boosting the results of State actions geared to promoting and protecting the rights of indigenous peoples of those States; Exchange of information and experience that can help to develop and improve strategies to protect indigenous peoples and the lands they inhabit; Proposals and suggestions to continue the process of sharing experience and information to improve national mechanisms to work with and protect the lands inhabited by indigenous peoples and other tribal communities, by carrying out concrete activities of exchange and technical staff among institutions. To realize these results, there has been an identification of demands and proposals of cooperation and information during the second day, to facilitate the regional exchange and the regional work among Member Countries.These inputs will assist the PS/ ACTO to propose activities for the exchange of experiences, information and knowledge among Member Countries.
