1 Addams Elementary School Title I Parent Involvement Policy Addams recognizes that parents are their children s first and most influential teacher and that sustained parent involvement in the education of their children contributes greatly to student achievement and a positive school environment. Addams, with input from their Title I parents, has developed and distributed the Title I Parent Involvement Policy. The policy includes four dimensions: Policy involvement Shared responsibilities for High Academic Achievement Building capacity for involvement Accessibility This policy will be updated annually to meet the changing needs of parents and the school. Policy Involvement Addams will convene Title I Parent Meetings to review, revise and comment on the following items: o Site level Parent Involvement Policy o School Parent Compact o Single Plan for Student Achievement (SPSA) o Title I requirements, involvement rights, and programs offered at the site o State adopted ELA/Math curriculum, academic assessment tools and proficiency levels of student achievement at the site o Parent survey results related to the academic programs and learning environment at the site o Parent involvement opportunities for helping children succeed o Parent recommended meetings with flexible dates and times supported by funding for transportation, child care and/or home visits from Home School Liaisons when available. o Parent requested meetings related to the educational decisions for their children Shared Responsibilities for High Student Academic Achievement Staff/Student/Parent Compact the jointly developed School-Parent compact will identify staff-parent strategies that best support student academic achievement. This compact will be widely distributed to all students, staff and parents of Title I students. The Compact describes and defines the following: o The school s responsibilities in providing high quality curriculum and instruction in a supportive learning environment o Parent and student responsibilities promoting improved academic learning o Effective and ongoing communication methods between parents and teachers
2 Title I Parent Involvement Policy page two Building Capacity During Back to School and Parent Conferences teachers will inform parents about curriculum content, achievement standards, assessment results and monitoring student progress Parents will be provided with requested training and materials helping to improve their children s achievement Teachers and other staff members will be trained on working with parents as equal partners and building ties between parents and the school Teachers will inform parents and students about individual goals based on local and state assessment results Addams will provide opportunities for parents to volunteer and participate in their child s classroom. Parents will be encouraged to participate in school activities through memos, weekly letters, surveys, , School Messenger and flyers. Information will be provided in a language and format parents can understand. School will offer a flexible number of meetings to encourage parent participation. Examples of programs and activities at Addams that encourage parent participation in the education of their children, include the following: English Language Advisory Council School Site Council District Sponsored Kids First Festival Parent Training PIQE, Parent University Back to School Night Open House Parent/Staff Coffee Hour Classroom Participation Parent University Classes School Messenger Messages Examples only: Refer to site SPSA for specific items Accessibility Addams will provide opportunities for full participation to parents with limited English proficiency, parents of migrant children and parents with disabilities. School information and required reports will be provided in a format and, to the extent practicable, in a language, such parents understand.

Responsabilidades Compartidas del Alto Rendimiento Académico del Estudiante Convenio del Personal/Estudiante/Padre el convenio desarrollado conjuntamente de Escuela-Padre identificará las estrategias del personal-padre las cuales apoyarán mejor el desempeño académico del estudiante. Este convenio será distribuido a nivel escolar para todos los estudiantes, personal y padres de estudiantes del Título I. El Convenio describe y define lo siguiente: o Responsabilidades de la escuela proveer un plan de estudio de alta calidad y educación en un ambiente de aprendizaje favorable. o Responsabilidades del padre y estudiante promover el mejoramiento del aprendizaje académico. Póliza de Participación de Padres del Título I página dos Aumentando la Capacidad Durante el Regreso a la Escuela y las Conferencias de Padres los maestros les informarán a los padres acerca del contenido del plan de estudio, estándares del desempeño académico, resultados de la evaluación y monitoreo del progreso del estudiante. 5 JANE ADDAMS SCHOOL SITE COUNCIL BYLAWS PURPOSE To have staff and parents and/or community members to make appropriate decisions regarding categorical budget and the Single Plan for Student Achievement and all School Site Council related items. MEMBERSHIP Council will be composed of 10 members, 5 parents and one alternate and/or community members and 5 school staff members. If a parent community member moves from the area, he/she will be allowed to complete their term if so desired, if they are still in the Fresno Unified School District, otherwise a new person will be elected/appointed to fill the position with the approval of School Site Council. ELECTION PROCEDURE Nomination Ballots and Election Ballots will include the following: Parent Name-Signatures Child Name and Teacher Nominate I vote for _ TENURE/TERM OF OFFICE
6 ,Members of the Council will serve a 2 year term, and they may be able to serve consecutive terms '1elected to do so. Should a member choose to resign his/her position, a letter or phone call must -be made to the chairperson or principal. MEMBER VACANCIES Any vacancy on the council shall be filled for the remainder of the school year by appointment by the chairperson. The chair person shall, make every attempt possible with the help of the Principal, to select a replacement based on the ranked election results from the previous SSC member election. Replacement alternates shall also be selected from this list. In the event this is impossible the chair shall be provided a list of possible replacements that reflect the constituency of the departed member. If the unexpired term is for another school year thereafter, the term for that year shall be filled by the regular election process described in Section II above. TERMINATION OF MEMBERSHIP A member shall no longer hold membership should he or she cease to be resident of the area or no longer meets the membership requirements under which he/she was selected: eg a parent becomes an employee of the school site, a classified staff member becomes a certificated teacher etc. Membership shall automatically terminate for any member who is absent from all regular meetings for a period of two consecutive meetings witihout justifyable notification. The constituency electing a member may petition with a simple majority of the constituency to suspend or expel a member for just cause, eg, violations of the SSC member code of conduct. ELECTED MEMBERS CODE OF CONDUCT Each elected member of the SSC shall adhere to the code of conduct in these bylaws: Attend noticed meetings regularly Follow State law and guidance and FUSD Board Policy in the development of the site plan Follow the site SSC bylaws Assess consensus of the people who elected them with a method that has been discussed at an sse meeting on the development of the site plan Conduct all SSC business in a courteous, professional manner
7 VOTING RIGHTS.. Each elected representative of the SSC is entitled to one vote and may cast that vote on each formal.;notion submitted to a vote by the council. The elected alternate shall vote in the absence of the elected representative. Absentee ballots or proxy ballots shall not be permitted. In the case of a member who is ill and can not attend the meeting, a conference call vote may be acceptable with a unanimous vote of the sse members present, if an emergency under SB 355 is determined to exist. OFFICERS School Site Council will have a Chairperson, a Vice-chairperson, and a secretary. (Title I secretary will serve as recorder.) Anyone in the council may hold these offices but with a strong recommendation being made that the chairperson be a parent- community representative. Officers will be selected through an election process by SSC members. They will serve a term of 2 years and may be allowed to serve more than 1 term. Vacancies will be filled through elections approved by the SSC. Should an officer act in an inappropriate or unacceptable manner, they are subject to removal from office and Council membership through a motion by council members. DUTIES OF OFFICERS 1. The chairperson shall preside at all meetings and signs the assurances in the site plan and other communications from the SSC. The chair person develops the meeting agenda in coordination with the School Principal, assigns SSC members to subcommittee work, advances the work of the posted agenda, assures all voices are heard in the SSC and develops skills in meeting management with the assistance of the Principal. The Chairperson facilitates the meeting using Robert's Rules of Order to encourage discussion of the SSC members. The SSC chair voices his/her opinion only when he/she turns the meeting over to the vice chair person. 2. The duties of the vice chair person shall be to represent the chairperson in assigned duties and to substitute for the chair person during his/ her absence, and the vice chairperson shall perform such other duties as assigned by the chairperson or the SSC. 3. The Secretary shall keep factual, true and accurate minutes of all SSC meetings and shall transmit the copies of the minutes to each of the SSC members. The Secretary shall work with the school Principal and other SSC members to assure that clear copies of the minutes are kept for the public record, translated as required by California Ed Code and posted in the school,? fice and other public places as deemed appropriate by the SSC. The Secretary shall also keep a ' " ;9tt of all SSC members with current role, name, address, term expiration, phone numbers as supplied by the school Principal and work with the chairperson and SSC members to keep the list current. The Secretary shall keep track of vacancies and report to SSC to assure there is parity at all times. The Secretary shall keep all copies of information distributed at meetings attached to the
8 meeting agenda and minutes. Upon expiration of term or resignation, the Secretary shall turn all records in his/her possession, over to the school Principal to assure the maintenance of the public jecord. MEETINGS The sse shall meet regularly at least once per month. The schedule for the meetings will be sent to all parents, students and staff at the beginning of each semester to encourage full participation in the SSC. Special meetings may be called by the Chairperson, Principal, or his/her representative in the case of an emergency or by a majority vote of the SSC members. At Addams school, the SSC will meet a minimum of two times per year during an overlapping time with the ELAC to assure the requirement to consult on the needs of EL students and one time per year with the Title I parents for the same purpose. At Addams we meet in the School Library on the third Thursday of each month at 5:00p.m.. unless otherwise stipulated. DECISION MAKING Only sse members as elected representatives will use the following process in their decision making: Determine in each fall whether they themselves will write the site plan or delegate it to a Leadership Team composed of teacher, other staff, parent and student representatives. If they decide to use a Leadership Team they will develop, with the guidance of the Principal, a way to assure they are fully informed in timely and comprehensive ways for them to discharge their duty to develop the school site plan. Delegation to the Leadership Team in no way relieves the sse of making the final recommendation. Develop and determine in the fall, how each representative group (parents, teachers, students, other staff) will assess the consensus of the people who elected them on matters of significant impact to the school community. The Principal shall assist representatives to develop and implement their plan to assess their constituency. The plan shall become part of the public record in the school minutes and other community groups will be notified. The sse shall provide for an open discussion time for public comments regularly. The members of the public shall submit their name, address and concern to the SSC for the written record and abide by a 3 minute time limit per speaker within the time allocated for public input. All members of the public will have equal opportunity to raise issues related to the development of the site plan and conduct themselves in a respectful manner conducive to the work of the sse. Members of the public may also submit concerns related to the development of the site plan writing to the sse. o rhe SSC shall develop with the guidance of the Principal, a method early in the fall to
9 communicate regularly and in a timely manner with the parents of the ELAC and Title I students to gather their input for the school site plan. No items may be voted on by the SSC in any meetings unless noticed in the written agenda 72 hours in advance of the meeting. In the event of an emergency arising after the posting of the sse agenda, the sse may, after determining an emergency exists, with unanimous vote of the quorum present, vote on an item that needs immediate attention and does not constitute a violation of existing law or policy. After timely consideration of the assessed needs of all the students at the school and communicating the results of that needs assessment to the public, the SSC members shall vote for the site plan in accordance with their constituency. All decisions of the SSC shall be made only after an affirmative vote of a majority of its members in attendance, provided a quorum is in attendance. In the event of a split vote on the site plan, the sse with the assistance of the Principal and district personnel, shall make every attempt to develop a community process to clarify, modify and unify the members of the SSC to recommend a site plan that the school community can live with. In the event of conflict that appears unresolvable through regular meeting management techniques, the SSC with the guidance of the Principal shall request assistance in obtaining a neutral facilitator from the appropriate Assistant Superintendent at the earliest possible time to prevent prolonged or unnecessary conflict. COMMITTEES The SSC may decide to establish standing or special committees as it may desire. No special or standing committee may exercise the authority of the sse. The sse may also delegate its responsibility to develop the site plan to a representative Leadership Team. In this instance, the sse shall annually discuss the composition of the team, how it will keep all the members of the sse fully informed, how often they will report to the sse and how they will take direction from the SSC to fully represent the diverse interests of the school community. The discussion shall be reflected in the minutes of the meeting as a matter of public record. TRAINING Information training of new members, including teachers or parents will be shared by the Principal at the School Site Council meetings. Training will include attendance of the District's annual orientation session covering information about the roles and responsibilities of council members; operations of the district and school; (.meetings with the faculty; information presented by the principal; and district technical assistance. Agenda: The Principal will determine the Agenda. along with the assistance of the Chairperson and these.
10 ( will be posted in the Office at least 72 hours prior to the meetings. These will be translated according to the needs of the school site.
11 REGLAMENTOS DEL CONSEJO ESCOLAR DE JANE ADDAMS PROPOSITO Para tener personal y padres y/o miembros de la comunidad para hacer decisiones apropiadas con respecto al presupuesto categórico y el Plan Individual para la Ejecución Académica del Estudiante y todos los artículos relacionados al Consejo Escolar Local (SSC). MEMBRESIA El consejo estará formado por 10 miembros, 5 padres y un suplente y/o miembros de la comunidad y 5 miembros del personal de la escuela. Si un miembro de la comunidad de padres se mueve del área, el/ella se le permitirá completar su termino si así lo desea, si todavía están en el Distrito Escolar Unificado de Fresno, de otra manera una persona nueva será elegida/nombrada para llenar la posición con la aprobación del Consejo Escolar local(ssc). PROCEDIMIENTO DE ELECCION Boletas de nominación y las boletas elección serán las siguientes: Nombre del padre-- Firmas Nombre del Niño y Maestra/o Nominado Yo voto por TENENCIA/DURACION DEL CARGO Miembros del Consejo estarán al servicio por un periodo de 2 años, y que puedan ser capaces de servir los términos consecutivos de ser elegidos para hacerlo. Si un miembro decide renunciar a su posición, una carta o una llamada telefónica se debe hacer al presidente o a la Director/a.
12 PUESTOS VACANTES Cualquier vacante en el Consejo será sustituido por el resto del ano escolar por una entrevista del presidente. El presidente deberá de hacer todos los esfuerzos posibles con la ayuda de la directora, para seleccionar un suplente basado en los resultados de rango de elección de la elección de miembros del Consejo Escolar (SSC) anterior. Suplentes de remplazo también serán seleccionados de esta lista. En caso de que esto sea imposible el presidente facilitara una lista de posibles sustitutos que reflejen en el distrito electoral del miembro que salió. Si el resto del término es por otro año escolar después de ese, el termino por ese ano se llenara por un proceso de elección regular relatado arriba en la Sección II. TERMINACION DE LA MEMBRESIA Un miembro dejara de ser miembro si el o ella deja de ser residente de la zona o ya no cumple con los requisitos de membresía bajo el cual el/ ella fue elegida: ej. Un padre se convierte en un empleado de la escuela, un miembro clasificado se convierte en un maestro certificado etc. La membresía se finalizara automáticamente para cualquier miembro quien esté ausente de todas las juntas regulares por un periodo de dos juntas consecutivas sin aviso justificable. La elección de un miembro electoral podrá solicitar con una mayoría electoral de suspender o expulsar a un miembro por causa justa, por ejemplo, violaciones del código de conducta de miembro del Consejo Escolar (SSC). MIEMBROS ELECTOS CODIGO DE CONDUCTA Cada miembro electo del Consejo Escolar (SSC) deberá cumplir con el código de conducta en estos estatutos: Asistir a las juntas con regularidad Seguir la ley Estatal y orientación y la Política del Consejo de FUSD en el desarrollo del plan local Seguir los reglamentos del SSC local Evaluar el consenso de las personas que los eligieron con un método que ha sido discutido en una junta de SSC en el desarrollo del plan local Realizar todos los negocios del SSC de manera cortes y profesional DERECHOS DE VOTACION Cada representante electo del SSC tiene derecho a un voto y podrá dar su voto en cada moción formal sometida a votación por el consejo. El suplente electo deberá votar en la ausencia del representante electo. Votos por correo o votos de apoderado no se permitirán. En el caso de que un miembro este enfermo y que
13 no pueda asistir a la junta, un voto en conferencia telefónica puede ser aceptada con el voto unánime de los miembros presentes de SSC, si una emergencia bajo SB 355 se determina que existe. OFICIALES El consejo Escolar tendrá un Presidente, un Vice-Presidente, y una secretaria. (La secretaria de Título I servirá como registradora). Cualquier persona en el consejo puede tener estas oficinas, pero con una fuerte recomendación haciendo que el presidente sea un padre- representante de la comunidad. Oficiales serán seleccionados a través un proceso de elección por los miembros del Consejo Escolar Local (SSC). Servirán un periodo de 2 años y puede ser permitido servir más de un término. Las vacantes se llenaran a través de elecciones aprobadas por el Consejo Escolar Local (SSC). Debe un oficial actuar en una manera inapropiada o inaceptable, están sujetos a ser removidos de su cargo y la membresía del consejo a través de una moción por los miembros del consejo. OBLIGACIONES DE LOS FUNCIONARIOS 1. El presidente deberá presidir en todas las juntas y firmas de garantías en el plan local y otras comunicaciones del SSC. El presidente desarrolla la agenda de las juntas en coordinación con la Directora de la Escuela, asigna a los miembros a trabajo de subcomité, adelanta el trabajo de la agenda publicada, asegura que todas las voces sean escuchadas en el Consejo Escolar Local (SSC) y desarrolla habilidades en el manejo de las juntas con la asistencia de la Directora. El Presidente facilita la junta con las Reglas de Orden de Robert para animar la discusión de los miembros del SSC. El presidente de SSC expresa su opinión solo cuando el/ella vuelve la junta al vicepresidente. 2. Las obligaciones del vicepresidente deber ser para representar al presidente en sus obligaciones asignadas y para sustituir al presidente durante la ausencia de el/ella, y el vicepresidente ejercerá las demás funciones que le asigne el presidente o el Consejo Escolar Local (SSC). 3. La secretaria/o mantendrá las minutas de los hechos, verdaderos y precisos de todas las juntas del Consejo Escolar Local (SSC) remitirá las copias de las minutas a cada uno de los miembros del SSC. La secretaria/o trabajara con el Director/a de la escuela y otros miembros del Consejo Escolar Local (SSC) para asegurar que copias claras de las minutas se mantengan para los archivos del público, traducido como se requiere por el Código Educación de California y publicado en la oficina de la escuela y otros lugares públicos según se considere por el Consejo Escolar Local (SSC). La secretaria/o deberá también mantener una lista actual de todos los miembros de SSC con nombres, direcciones, vencimiento del término, números de teléfono suministrados por el Director/a de la escuela y
14 trabajar con el presidente/a y los miembros del SSC para mantener la lista al corriente. La secretaria/o deberá mantener un registro de las vacantes e informar a SSC para asegurar igualdad todo el tiempo. La secretaria/o mantendrá copias de información distribuida en las juntas adjuntas a la agenda de las minutas. Al vencimiento del término o renuncia, la Secretaria/o deberá regresar todos los archivos que estén en su posesión, a el Director/a de la escuela para asegurar el mantenimiento de los archivos públicos. JUNTAS El Consejo Escolar Se reunirá regularmente por lo menos una vez por mes. El horario de las juntas se mandara a todos los padres, estudiantes y personal al principio de cada semestre para promover una participación completa en el Consejo Escolar Local. Juntas especiales pueden ser llamadas por el presidente, Director/a o los representantes de ellos en caso de emergencia o por mayoría de votos de los miembros de SSC. En la escuela Addams, el consejo Escolar se reunirá un mínimo de dos veces por año durante un tiempo de duplicación de ELAC para asegurar el requisito de consultar en las necesidades de los Estudiantes Aprendices de Ingles (EL) y una vez por año con los padres de Título I por el mismo propósito. En Addams nos reunimos en la Biblioteca de la Escuela el tercer Jueves de cada mes a las 5:00 p.m. a menos que sea estipulado de otra manera. TAMANDO DESICIONES Solamente los miembros del Consejo Escolar Local (SSC) como representantes elegidos usaran el siguiente proceso tomando decisiones: Determinar en cada otoño si se va a escribir el plan local o delegarlo a un Equipo de Liderazgo compuesto de un maestro/a, otro personal, representantes de padre y estudiante. Si ellos deciden usar un Equipo de Liderazgo que se desarrolle, con la guía de la Directora/o una manera de asegurar de que estén completamente informados en forma oportuna para que puedan cumplir con su deber de desarrollar el plan escolar local. Delegación a favor del Equipo de Liderazgo de ninguna manera libera al SSC de tomar la recomendación final. Desarrollar y determinar in el otoño, como cada grupo representante (padres, maestros, estudiantes, otro personal) evaluara el consenso de las personas que los eligieron en cuestiones de impacto significativo para la comunidad. El Director/a deberá asistir a los representantes para desarrollar y implementar su plan para evaluar su distrito electoral. El plan formara parte del archivo público en las minutas escolares y otros grupos de la comunidad serán
15 notificados. El SSC deberá proporcionar un tiempo de discusión abierta a comentarios públicos con regularidad. Los miembros del público deberán de someter sus nombres, dirección y preocupación al registro escrito y cumplir con un límite de 3 minutos por persona dentro del tiempo asignado para la participación pública. Todos los miembros del público tendrán igual oportunidad para plantear cuestiones relacionadas con el trabajo del SSC. Miembros del público pueden también someter preocupaciones relacionadas al desarrollo escrito del plan local del SSC. El SSC deberá desarrollar con la guía del Director/a, un método temprano en el otoño para comunicar regularmente y de manera oportuna con los padres de ELAC y estudiantes del Título I para reunir su opinión para el plan escolar. Ningún artículo se puede poner a votación por el SSC en ninguna de las juntas a menos que se notifique por escrito en la agenda con 72 horas de anticipación a la junta. En caso de una emergencia que surja después de publicar la agenda, del SSC, el SSC puede determinar si existe una emergencia, con un voto unánime del quórum presente, votar en un artículo que necesite atención inmediata y constituye una violación de la ley y política vigente. Después de la consideración oportuna de las necesidades de evaluación de todos los estudiantes de la escuela y la comunicación de los resultados de la evaluación de las necesidades del público, los miembros del SSC deberán votar por el plan local in conformidad con su distrito electoral. Todas las decisiones del SSC se harán solo después de un voto afirmativo de la mayoría de sus miembros presentes, siempre y cuando haya quórum en la asistencia. En el caso de una votación por separado sobre el plan local, el SSC con asistencia del Director/a y el personal del distrito, harán todo lo posible para desarrollar un proceso comunitario para aclarar, modificar y unificar a los miembros del SSC para recomendar un plan local que la comunidad escolar pueda vivir. En caso de conflicto que parezca sin solución a través de las técnicas de administración de las juntas regulares, el SSC con la guía del Director/a debe solicitar asistencia en obtener un moderador neutral del Asistente del Superintendente apropiado lo más pronto posible para evitar conflictos
16 prolongados o innecesarios. COMITES El SSC puede decidir establecer comités especiales como lo desean. Ningún comité especial o de pie puede ejercer la autoridad del SSC. El SSC puede también delegar su responsabilidad para desarrollar el plan local a un Equipo de Liderazgo representante. En este caso, el SSC deberá discutir anualmente la composición del equipo, como mantendrá todos los miembros del SSC completamente informados, que tan seguido reportaran al SSC y como tomaran la dirección del SSC a completamente representar los diversos intereses de la comunidad de la escuela. La discusión deberá ser reflejada en las minutas de la junta como un asunto de archivo público.
