2 PRESIDENCIA PROTEMPORE CELAC Tengo el honor de hablar en nombre de la Comunidad de Estados Latinoamericanos y del Caribe (CELAC) en el Tema 137 de la agenda, titulado "Plan de Conferencias". Quisiera, en primer lugar, agradecer al Sr. Tegegnework Gettu, Secretario General Adjunto, Jefe del Departamento de la Asamblea General y de Gesti6n de Conferencias, por la presentaci6n del Informe del Secretario General sobre el Plan de Conferencias, contenido en el documento A/68/122, asi como el informe sobre el concepto de utilizaci6n eficiente del papel, contenido en e! documento A/68/!23. Tambi6n quisiera agradecer a la Sra Chamithri Rambukwella, Presidenta del Comit6 de Conferencias, por la presentaci6n del informe del Comite, contenido en el documento A/68/32. Por Qltimo, deseo agradecer al Presidente de la Comisi6n Consultiva, Sr. Carlos Ruiz Massieu, la presentaci6n del informe correspondiente de la Comisi6n. La CELAC concede gran importancia para el examen del tema 137 dedicado al Plan de Conferencias. Creemos que la calidad de las deliberaciones de los Estados Miembros se basa en la distribuci6n oportuna de los documentos, que permita que sean considerados y estudiados con la suficiente antelaci6n, a fin de acordar o modificar las propuestas que se presenten. Reiteramos que la necesidad de celebrar las debidas consultas con las respectivas capitales de la membresia, requiere de disponer de la documentaci6n con suficiente antelaci6n. Reiteramos nuestra preocupaci6n por el retraso continuo y constante en la emisi6n de documentos. Un ejemplo reciente de estos retrasos, fue la publicaci6n del primer informe de la Comisi6n Consultiva sobre el presupuesto por programas para el bienio , documento A/68/7, a pesar de que el Comite Consultivo entreg6 su informe a tiempo en agosto pasado. Esta es una responsabilidad que recae, sin duda, en la competencia del Departamento de la Asamblea General y de Gesti6n de Conferencias. CELAC buscara las explicaciones del Secretario General sobre este problema y las medidas que se deberan adoptar para evitar esta situaci6n recurrente. 315 Lexington Avenue, New York, NY Tel. En este sentido, celebramos el reciente Memorando de Entendimiento entre la Organizaci6n y la Universidad de C6rdoba en Argentina, Io que eleva a dos el nqmero de memorandos de entendimiento firmados por las universidades de idioma espafiol, como una forma de fortalecer la formaci6n de profesionales del idioma, con el fin para mejorar la contrataci6n de personal calificado. Alentamos a los Estados Miembros de habla hispana, a que faciliten adicionales Memorandos de Entendimiento entre sus universidades y las Naciones Unidas. No obstante, en la consideraci6n de la cuesti6n de las traducciones, la CELAC expresa su profunda preocupaci6n por la calidad de los informes, pues algunos muestran falta de un serio control de la calidad del trabajo realizado. Coincidimos con la Comisi6n Consultiva en la opini6n de que los ahorros y/o eficiencias derivadas del aumento del uso de la traducci6n por contrata, no deben obtenerse a expensas de la calidad y puntualidad de los servicios a brindar. A tenor de la promoci6n de mas traducciones por contrata, pediremos explicaciones pormenorizadas sobre los controles de calidad de las traducciones externas y Io que se est,. haciendo para mejorarlas. En cuanto a la propuesta de uso eficiente del papel, la CELAC toma nota de su puesta en pr#,ctica en fase de prueba y estamos a la espera de recibir toda la informaci6n sobre los costos y las implicaciones para la Organizaci6n y sus Estados Miembros, teniendo en cuenta las brechas tecnol6gicas existentes. Mientras tanto, la CELAC solicita al Secretario General que se continee proporcionando copias impresas de los documentos, segen los mandatos establecidos y sin demoras en su distribuci6n. Por QItimo, la CELAC desea celebrar la creaci6n del Grupo de Amigos del Idioma EspaSol, cuyo objetivo principal es coordinar y Ilevar a cabo actividades para promover el uso y la difusi6n de la lengua espafiola en la labor de las Naciones Unidas. En nuestra opini6n, es una forma adecuada de promover y respetar el multilingeismo en las Naciones Unidas, consagrado ya en numerosas resoluciones de la Asamblea General. 5 t& PRESIDENClA PROTEMPORE CELAC I have the honor to speak on behalf of the Community of Latin American and Caribbean States (CELAC) on agenda item 137, entitled "Pattern of Conference". I should first like to thank Mr. Tegegnework Gettu, Under Secretary General for General Assembly and Conference Management, for introducing the Secretary- General's report on Pattern of Conferences as contained in document A/68/122 as well as the report on the PaperSmart concept, contained in document A/68/123. I should also like to thank Ms. Chamithri Rambukwelia, Chairperson of the Committee on Conferences, for introducing the Committee's report as contained in document A/68/32. Finally I would like to thank the Chairman of the ACABQ, Mr. Carlos Ruiz Massieu for introducing the related report. CELAC attaches great importance to the consideration of the item 137 Pattern of Conference. We believe that quality of deliberations of Member States rely on the timely issuance of the documents so to be well considered and studied with sufficient time in order to agree or to modify the proposals introduced. We reemphasize the need to have thoroughful consultations among the membership and with our capitals, all which require the need to have the documentation well in advance. We reiterate or concern by the continuous and constant delay on the issuance of documents. We have just seen an example of this delay with the issuance of the Advisory Committee's First report on the Proposed Programme Budget for the biennium ; document A/68/7, even though the Advisory Committee delivered its report on time in August. This is a responsibility that falls back undoubtedly into the competence of the Department for General Assembly and Conference Management. 6 @ PRESlDENCIA PROTEMPORE CELAC Another important aspect for CELAC is the quality of the translations. In this regard, we welcome the recent Memorandum of Understanding between the Organization and the University of Cordoba in Argentina allowing increasing from 1 to 2, the number of MOU signed by Universities in Spanish language as a way to strengthen the training of language professionals in order to improve the recruitment of qualified language staff. CELAC will encourage Spanish speaking Members States to facilitate further MOU among their Universities and the United Nations. However, considering the matter of the translations, CELAC is deeply concerned on the quality of the documents, which show the lack of a serious quality control of the work done. We concur with the Advisory Committee that any savings and/or efficiencies arising from the increased use of contractual translation must not come at the expense of quality and timeliness of services. Considering the push for more contractual translations, we will be seeking detailed clarifications on what the quality controls are for outside translations and what is being done to improve them. Regarding the paper smart proposal, CELAC takes note of its implementation on a trial phase and we are waiting to receive the whole information about the costs and the implications for the Organization as well as for all Member States, keeping in mind the existing technological gaps. In the meantime, we strongly request the Secretary General to continue providing with hard copies of the documents, as it is mandated, without any delay in their distribution. Finally, CELAC wishes to welcome the establishment of the Group of Friends of Spanish, whose main goal is to coordinate and carry out activities to promote the use and spread of the Spanish language in the work of the United Nations. In our view is an appropriate manner to promote and respect multilingualism in the UN as enshrined in many resolutions of the General Assembly. In conclusion, CELAC stands ready to collaborate in this agenda item with the goal of advancing negotiations and reaching agreements agreeable to all. Ithank you.
