1 PERMANENT MISSION OF CUBA TO THE UNITED NATIONS 315 Lexington Avenue, New York, N.Y (212) , FAX (212) DISCURSO DE LA DELEGACIÓN DE CUBA BAJO EL TEMA 134: EXAMEN DE LA EFICIENCIA DEL FUNCIONAMIENTO ADMINISTRATIVO Y FINANCIERO DE LAS NACIONES UNIDAS SEGUNDA SESIÓN REANUDADA DE LA QUINTA COMISIÓN, 72 PERIODO DE SESIONES DE LA ASAMBLEA GENERAL DE LAS NACIONES UNIDAS. NUEVA YORK, 31 DE MAYO DE Agradezco a la Sra. María Luiza Ribeiro Viotti, Secretaria General Adjunta y Jefa de Gabinete por la presentación del informe del Secretario General. Asimismo, agradecemos al Sr. Carlos Ruiz Massieu, Presidente de la Comisión Consultiva en Asuntos Administrativos y Presupuestarios por la presentación del informe correspondiente. Mi delegación se une a la declaración hecha por la distinguida delegación de Egipto a nombre del Grupo de los 77 y China. Permítame reiterar el apoyo de Cuba a los esfuerzos del Secretario General por hacer de las Naciones Unidas una organización más ágil, eficiente y responsable, centrada en las personas, que le permita jugar un papel más activo en el mantenimiento de la paz y la promoción del desarrollo, en estricto apego a los propósitos y principios de la Carta y que responda de manera efectiva a nosotros los pueblos de las Naciones Unidas, como se acota en la Carta constitutiva de la organización. En ese contexto, acogemos con beneplácito el proceso inclusivo, transparente y abierto llevado por el Secretario General y su equipo. Estamos confiados que, en esta segunda etapa de nuestro análisis de la reforma de la gestión, continuaremos trabajando de la misma manera, respetando el debido proceso intergubernamental, teniendo en cuenta que somos los Estados Miembros los líderes y custodios del mismo. Reconocemos que la reforma es necesaria, por lo que muchos han llamado a una implementación expedita de las propuestas del Secretario General. Si bien este es un tema de importancia, no debemos dejar relegados otros de vital relevancia como la adopción de los presupuestos de las operaciones de mantenimiento de la paz y los temas conexos a estas. El compromiso con la reforma es inequívoco, pero debemos garantizar también el adecuado funcionamiento de estas operaciones en el terreno, cuyo tiempo de análisis pronto se agota. Sr. Presidente: 1

2 Nos congratula las seguridades dadas por el Secretario General de que la reforma no tiene la intención de ser un ejercicio para obtener ahorros dentro del presupuesto por programas. Mi delegación desea subrayar que el hallazgo de eficiencias no debe homologarse con la reducción de costos ni de puestos. Por otro lado, consideramos que el compromiso con la reforma y con la propia Organización, además de palabras debe traducirse en acciones. Nuestra delegación reitera que el pago de las cuotas a tiempo y sin condiciones es un elemento fundamental para que este proceso pueda avanzar sin contratiempos. Cómo se puede exigir que la organización trabaje de manera efectiva, cumpla con los mandatos establecidos y se transforme, mientras se retienen de manera intencionada los pagos a la misma? Sr. Presidente: Lamentamos la tardía publicación de varios informes de relevancia en el proceso de reforma, lo que ya viene siendo un problema endémico en esta Comisión, en particular el informe sobre los progresos realizados en el establecimiento de un sistema de rendición de cuentas en la Secretaría de las Naciones Unidas. Consideramos que el desarrollo de esta reforma será parcial, en tanto requiere a futuro del análisis de este y otros temas como la Estrategia de Tecnología de la Información y las Comunicaciones; el Modelo de Gestión de Servicios Global; y una adecuada estrategia de recursos humanos que promueva a cabalidad la representación geográfica equitativa en toda la Secretaría. En reiteradas ocasiones hemos manifestado que la simplificación de los procedimientos y una proporcionada descentralización del proceso de toma de decisiones debe traer aparejado un reforzamiento de las herramientas de planificación y del sistema de rendición de cuentas, en particular a los Estados miembros. En este sentido destacamos las consideraciones de la Comisión Consultiva sobre la importancia y necesidad de conocer el resultado de la revisión integral de las políticas y regulaciones, así como del mapeo exhaustivo del flujo existente de delegación de autoridad y la evaluación de las capacidades individuales que el Departamento de Gestión debe completar este año. Asimismo, resulta importante que se trabaje por responsabilizar a los altos directivos por sus deficiencias, si es que se quiere lograr una verdadera cultura de transparencia y rendición de cuentas para todo el personal de la Secretaría a todos los niveles. Tomamos nota de las propuestas del Secretario General y las recomendaciones de la Comisión Consultiva sobre la formulación de los nuevos Departamentos de Estrategias, Políticas y Conformidad de la Gestión y de Apoyo Operacional. Al respecto, esperamos con interés las estimaciones revisadas relativas al presupuesto 2

3 por programas para el bienio y los cambios necesarios al Plan por Programas, para su consideración por los órganos intergubernamentales pertinentes. La reforma resulta ambiciosa. Por tanto, requiere de una consideración y análisis minucioso por parte de la membresía, a fin de tomar decisiones informadas y que se ajusten a lo ya adoptado en la resolución 72/266. Debemos actuar con prudencia y seguridad pues este es el punto de inflexión en el que decidiremos buena parte del futuro de la Organización. Mi delegación como es habitual trabajará con espíritu constructivo en las negociaciones a fin de que nuestros esfuerzos se traduzcan en una mejoría concreta del funcionamiento de las Naciones Unidas. NEW YORK, 31 MAY 2018 I thank Ms. María Luiza Ribeiro Viotti, Under-Secretary-General and Chief of Staff for presenting the Secretary-General s report. We also thank Mr. Carlos Ruiz Massieu, Chairman of the Advisory Committee on Administrative and Budgetary Affairs for the presentation of the relevant report. My delegation associates itself with the statement delivered by the distinguished delegation of Egypt on behalf of the Group of 77 and China. Allow me to reiterate Cuba's support for the efforts of the Secretary-General to make the United Nations a more agile, efficient and responsible people-centered Organization, allowing it to play a more active role in maintaining peace and promoting development, in strict adherence to the purposes and principles of the Charter and responding effectively to "we the peoples of the United Nations", as outlined in the Charter of the Organization. 3

4 In this context, we welcome the inclusive, transparent and open process led by the Secretary-General and his team. We are confident that, in this second stage of our analysis of management reform, we will continue working in the same manner with due intergovernmental process being observed, considering that we the Member States are its leaders and custodians. We recognize that reform is necessary; therefore, many have called for an expeditious implementation of the Secretary-General's proposals. While this is an important issue, we should not leave behind other vitally important matters, such as the adoption of the budgets of peacekeeping operations and related issues. The commitment to reform is unequivocal, but we must also ensure the proper functioning of these operations in the field, the analysis time of which is running out. We welcome the assurances given by the Secretary-General that the reform is not intended to be an exercise to obtain savings within the program budget. My delegation wishes to emphasize that the finding of efficiencies should not be considered as equivalent to reducing costs or posts. Furthermore, we believe that commitment to reform and to the Organization itself, as well as words must be translated into actions. Our delegation reiterates that the payment of contributions on time and without conditions is a critical element to move this process forward smoothly. How can we require the Organization to work effectively, comply with the established mandates and be transformed, while payments to it are intentionally withheld? We regret the late publication of several relevant reports in the reform process, already an endemic problem in this Committee, particularly the report on the progress made in establishing an accountability system in the United Nations Secretariat. We believe that the development of this reform will be partial, as it requires further analysis of this and other issues such as the Information and Communications Technology Strategy, the Global Service Delivery Model and an adequate human resources strategy to fully promote equitable geographical representation throughout the Secretariat. We have repeatedly stated that the simplification of procedures and the proportionate decentralization of the decision-making process should lead to the improvement of planning tools and the accountability system, in particular for Member States. In this regard, we emphasize the considerations of the Advisory Committee on the importance and need to know the outcome of the comprehensive review of policies and regulations, as well as the exhaustive mapping of the existing flow of delegation 4

5 of authority and the assessment of individual capacities to be completed this year by the Department of Management. It is also important to work in order to make senior managers accountable for their shortcomings, if we are to achieve a true culture of transparency and accountability for all Secretariat staff members at all levels. We take note of the Secretary-General's proposals and the recommendations of the Advisory Committee on the formulation of the new Department of Management Strategy, Policy and Compliance and the Department of Operational Support. In this regard, we look forward to the revised estimates for the program budget for the biennium and the necessary changes to the Program Plan, for consideration by the relevant intergovernmental bodies. The reform is far-reaching, and therefore requires consideration and thorough analysis by the members in order to make informed decisions in line with the provisions under resolution 72/266. We must act prudently and confidently as this is the turning point when we will decide a large part of the future of the Organization. As usual, my delegation will constructively engage in negotiations to translate our efforts into a concrete improvement in the functioning of the United Nations. Thank you very much. 5
