7 Introduction In 2007, the la Caixa Foundation fully established itself as the leading private foundation dedicated to social action in Spain, the second in Europe and the fifth in the world, and its Strategic Plan embodies a clear continuation of the approach taken over the last three years. Thanks to increased investment, our organisation s social turn has been consolidated, doubling the resources allocated to its social programmes. la Caixa has therefore remained faithful to its roots and to its commitment to people s needs. 8 Introduction LA CAIXA SOCIAL AND CULTURAL OUTREACH PROJECTS IN 2007 Isidro Fainé Casas Chairman of la Caixa 2007: reinforcing our commitment to society With 400 million euros allocated to la Caixa Social and Cultural Outreach Projects, our commitment to society was reinforced in 2007, prioritising social actions. Now Social and Cultural Outreach Projects budget for 2008 totals 500 million euros, 25% more, focusing its work primarily on the area of society and care. Fighting against poverty and social exclusion Among the new initiatives set up in 2007, the programme to combat poverty is of particular importance due to its size and social impact, focusing on child poverty, as well as the creation of the MicroBank, the socially-oriented bank of la Caixa that specialises in social and financial microloans. These new programmes aim to promote equal opportunities. The first offers the chance to access a range of financial assistance that guarantees children receive the most essential elements in food and hygiene, as well as supporting families in training and caring for their children. The second programme promotes personal loans for entrepreneurs who would not otherwise be able to get credit. These programmes are made even more effective by collaborating with socially-oriented organisations that act as mediators. Those sectors of the population with most problems when it comes to accessing today s housing market, because of high prices and rents, are people aged under 35 and those over 65. To improve this situation, Social and Cultural Outreach Projects, by means of its Accessible Housing programme, helps these people to acquire rented accommodation at prices lower than the market rate Annual Report la Caixa Outreach Projects 7
9 Introduction Care for the young Other new initiatives in 2007 were the programme to prevent drug dependence, aimed at young people and their families, as well as the new School CiberCaixa, which provides IT and educational resources for children from socially fragile communities and helps to balance their parents work and family life, and also CaixaEscena, whose aim is to promote values in schools through drama. Apart from being new, these three programmes also share certain traits: they are all aimed at young people and their parents and seek to promote communication and dialogue from a perspective combining educational and social aspects. Promoting dialogue and creating a new citizen awareness Promoting dialogue, creating a new citizen awareness and stimulating knowledge are key concepts in the work carried out by the la Caixa Foundation in all its spheres of action. In the Immigration programme, for example, the network of intercultural mediators has been strengthened in order to improve communication between the host population and recent arrivals, thereby also promoting community spirit and social cohesion.the figure of the mediator is also very important in the Incorpora. Finding Employment programme, which reinforces the role of job developers, people of trust who support those looking for work.this two-way, open attitude, a fundamental component of the work carried out by la Caixa Social and Cultural Outreach Projects, can also be seen in the field of science and the environment, in education and in culture. Raising awareness of the environment and spreading scientific knowledge The environmental and scientific programmes seek to spread knowledge and raise awareness of the need to learn to live together whilst also respecting our surroundings. CosmoCaixa Madrid and CosmoCaixa Barcelona are platforms that are open to creators of scientific opinion, places to learn and open our eyes to the complexities of the world. Social and Cultural Outreach Projects also works to reclaim our land and marine habitats. One of the new initiatives in recent years has been the employment of people from groups at risk of social exclusion who, thanks to the programme to protect natural areas, are performing interesting and enriching work for the benefit of the community. Supporting education The importance of values is promoted in the field of education, as well as encouraging academic excellence and equal opportunities by means of an extensive scholarship programme. The la Caixa Foundation s scholarships are granted to young people wishing to study at Spanish universities or extend their studies abroad, to young journalist students and to those in a situation of social exclusion, thanks to the new scholarships for prison inmates Annual Report la Caixa Outreach Projects 8
10 Introduction Culture as a tool for social action The aim of the cultural programme is to break the barriers that still separate many people from art and music, areas that cannot be considered on the margin of our organisation s social mission saw the completion of the building work for CaixaForum Madrid, the new location for la Caixa Social and Cultural Outreach Projects in Spain s capital, inaugurated on 13 February 2008, which we hope will become a benchmark for quality and for its capacity to connect with and communicate to the public. In recent years, la Caixa Social and Cultural Outreach Projects has renovated its network of facilities, hosting a growing number of increasingly more diverse activities, open to all kinds of visitors. A long tradition of service la Caixa Social and Cultural Outreach Projects has a pioneering spirit and develops its programmes in response to society s emerging needs. But it also has programmes with a long tradition that have gradually become identified with its commitment to society. The programmes aimed at the elderly, at dependent people and their carers and at socially more fragile or disadvantaged groups provide resources to tackle precarious situations and isolation, as well as promoting the personal autonomy of those benefiting from these programmes. In this respect, we should also note the International Aid programme, in its tenth year in Throughout this period, it has promoted a large number of projects to improve the quality of life in developing countries, creating a social network with NGOs throughout Spain and tackling issues of great importance for the future, such as the training of NGO managers and volunteers. As in previous years, this wide range of actions went to make up the work of Social and Cultural Outreach Projects, the soul of la Caixa, which in 2007 carried out 45,379 activities in 1,811 locations in Spain, to the benefit of more than 24 million people Annual Report la Caixa Outreach Projects 9

14 New challenges 2007, NEW CHALLENGES IN SOCIAL ACTION For la Caixa Social and Cultural Outreach Projects, 2007 was a year of innovation and commitment to the future. The consolidation of the organisation s social turn, a progressive increase in the budget (totalling 399 million euros in 2007) and the development and constant adaptation of the characteristic way in which Social and Cultural Outreach Projects work, have all borne significant fruit. Of particular note is the new programme dedicated to poverty (focusing on child poverty), the work carried out to open the new social and cultural centre of CaixaForum Madrid and the creation of a la Caixa bank specialising in microloans: the MicroBank. One fundamental aspect of the work carried out by Social and Cultural Outreach Projects in 2007 has been its across-the-board focus, helping to generate synergies between the la Caixa Foundation s different spheres of action in order to tackle the problems of different groups in our society efficiently. The outcome has been a qualitative leap both in terms of the size and consolidation of Social and Cultural Outreach Projects, as well as in the number of beneficiaries, in 2007 totalling more than 24 million, a 32% increase on Annual Report la Caixa Outreach Projects 13
15 New challenges The fight against poverty and social exclusion The fight against poverty is the first challenge stated in the UN s Millennium Declaration. In Spain, approximately 20% of the population (more than 8 million people) live in a situation of relative poverty, associated above all with exclusion in economic, educational, financial or employment terms. This is a growing phenomenon throughout the developed world that affects especially fragile groups of the population, such as children, to a greater extent. During the last decade, the percentage of poor children has risen in most wealthy countries, becoming a top priority according to the UNICEF 2005 report. It is estimated that 13.3% of minors in Spain live in a situation of poverty. This means that, during a decade of great economic development, child poverty has increased by 2.7%. In 2007, the la Caixa Social and Cultural Outreach Projects, faithful to its founding values and goals and to its commitment to the most disadvantaged sectors of society, set up a new programme to provide an efficient, rapid and global response to the unmet needs of groups at risk of being excluded. The la Caixa Social and Cultural Outreach Projects allocated 41 million euros to its CaixaProinfancia programme 2007 Annual Report la Caixa Outreach Projects 14
16 New challenges In addition to carrying out and consolidating those initiatives already set up, the work accomplished by Social and Cultural Outreach Projects also includes new initiatives. Some of these are described below: CaixaProinfancia, a new programme, influential and far-reaching, promoting a social fund of aid for families with children in a situation of risk, so that their basic needs can be met. Its main objectives are to help to eradicate child poverty and to help these families become a part of society, averting the risk of social breakdown and raising the awareness of the public at large. A new call for aid applications has been set up for projects against residential exclusion. This is a new line of support aimed at social organisations that offer temporary accommodation for vulnerable groups. The new School CiberCaixa, entitled Quedamos al salir de clase (Let s stay on after school), whose aim is to support the socialisation of children in a nonformal educational context, out of school hours and during holiday periods. The consolidation and growth of programmes as successful as the Training Scholarships for Prisoners; the programme of Conservation of Natural Areas and Social Insertion, helping people with difficulties in finding employment to get a job; and the Incorpora corporate social responsibility programme for companies dedicated to helping those at risk find employment, by creating a network of job developers in collaboration with social organisations. More details are provided on each of these programmes in the corresponding section of this report. 17 New challenges MicroBank The impossibility of getting credit is one of the characteristic forms of social exclusion in today s society. Breaking down this barrier has a significant effect on the creation of jobs and on the social integration of those individuals and groups at risk. In accordance with this premise, the European Union supports programmes that encourage private initiative in the sphere of self-employment, and micro-firms that stimulate economic growth and social cohesion. MicroBank offers entrepreneurs the chance to get social loans 2007 Annual Report la Caixa Outreach Projects 16
18 New challenges These programmes are totally in line with the social philosophy of la Caixa that, after a long pioneering track record in granting microloans in Spain, created the social bank of la Caixa, called the MicroBank, in This is a new kind of financial institution specialised in granting microloans to individuals at risk of social or financial exclusion and to groups with limited resources, with the aim of encouraging business, personal development and job creation. MicroBank was set up with a capital of 51 million euros. Its objective is to support and provide enterprising people with funding for their economic and social development. To this end, MicroBank grants social microloans to disadvantaged groups for a maximum of 15,000 euros and financial microloans for up to 25,000 euros to individuals with low incomes or those receiving benefit. With the birth of the MicroBank, doors have also been opened to people who are not completely excluded from the traditional credit system but still have problems in getting funding, such as new residents and disadvantaged groups or individuals with limited resources. These can apply for financial microloans for sums of up to 25,000 euros through the la Caixa branches. MicroBank also plans to grant loans to people who need training in order to carry out their profession, as well as developing new lines of action depending on the new needs arising in society. The criterion used to grant the la Caixa social microloans focuses primarily on the reliability and feasibility of the projects to be financed, as no collateral or guarantor is required. The sums granted range from 8,000 to 15,000 euros and the period to pay back the loan is four years, at a highly favourable rate of interest. Social organisations always act as intermediaries in the granting of these microloans, guaranteeing the projects and being responsible for monitoring their progress Annual Report la Caixa Outreach Projects 17

22 Social programmes SOCIAL PROGRAMMES Social programmes and resources for care services have always comprised the core of activities of la Caixa Social and Cultural Outreach Projects, and that is why they are allocated the highest budget, increased by 60% in 2007 to 256 million euros, accounting for 64% of the total Social and Cultural Outreach Projects budget for that year. Children on the threshold of poverty, dependent people, young people, teenagers exposed to high risk behaviour, immigrants, the disabled and other vulnerable groups are the main beneficiaries of projects and initiatives carried out all over Spain by the la Caixa Foundation. The objectives are to respond to those needs most keenly felt by citizens, to support non-profit organisations working in this area, create specific tools to channel the social responsibility of firms, encourage volunteers, develop international aid, raise the awareness of all society of emerging problems and, through all this, to help to increase social cohesion. The social programmes of la Caixa Social and Cultural Outreach Projects benefited 7,822,868 people in Annual Report la Caixa Outreach Projects 21
23 Social programmes MicroBank, the Social Bank of la Caixa Concept Bank specialising in microloans that takes on the management of those granted by la Caixa. Aim To boost the social economy by financing selfemployment projects undertaken by people suffering from financial exclusion. Share capital 51 million euros. Microloans 4,118 (social and financial). The la Caixa Social and Cultural Outreach Projects started its Social Microloans programme in 2000 and, since then, has become the private entity that devotes most resources to promoting micro-finances in Spain. Given the success of the microloans programme and the ongoing demand for this financial product, la Caixa has gone a step further by creating the MicroBank. This new bank provides two kinds of microloan: social and financial: Social Microloans Concept: Personal loans up to 15,000 euros. Aim: To finance self-employment projects undertaken by people suffering from financial exclusion and needing advice to define and develop their business idea. Social Microloans are granted under the auspices of social organisations acting as intermediaries. These evaluate applications in terms of their economic sustainability and monitor the projects until they are implemented. Financial Microloans Concept: Personal loans up to 25,000 euros granted through branches of la Caixa. Aim: To support initiatives creating selfemployment, provide all autonomous groups with the financial services they require and meet the financial and banking needs of groups with limited resources. 24 Social programmes CaixaProinfancia Concept Funds for aid designed to alleviate the precarious situation of families with children at risk of social exclusion. Aims To help eradicate child poverty, assist in developing children and integrating them into society, prevent social breakdown and raise the awareness of the public at large. Ambit Large cities where the largest pockets of poverty are concentrated. Collaborating 171 social entities. Beneficiaries 31,224 subsidies given. As part of the overall European strategy for social inclusion, one of the key objectives declared by the governments of the European Union is to fight against poverty and, in particular, child poverty, to stop this from being passed down from generation to generation. In order to complement this strategy, in 2007 la Caixa Social and Cultural Outreach Projects allocated 41 million euros to the new CaixaProinfancia programme in its first year of operation, an economic fund inspired and financed by Social and Cultural Outreach Projects that is used and coordinated by 171 social organisations in the field, with whom collaboration agreements have been set up. The entities selected are well established in the geographical area where the programme is being carried out and are capable of providing or coordinating the provision of the aid granted. This reinforces their positioning and capacity for action, as well as encouraging the creation of networks to interconnect these organisations. 25 Social programmes CaixaProinfancia has a specialist office whose function is to ensure the programme runs smoothly and also to assist in controlling and monitoring it. The organisations involved also have a website management tool for making aid applications and tracking the work online, as well as a freephone number both for them and the commercial network. The social organisations taking part identify and evaluate those children and their families who are potential beneficiaries of the CaixaProinfancia Programme. Once each specific case has been examined, the organisations request the aid required, this being in the form of goods or services of a psychological, social or educational nature. These goods and services are paid for by means of social cheques, ensuring the aid is used for the intended purpose and to ensure transparent management. CaixaProinfancia social cheques can be used at the 171 social organisations taking part and at more than 1,480 socially committed businesses. Priority lines of action The programme collaborates with social organisations that work to help children and their families become a part of society, helping them towards this goal and meeting the needs of many families in Spain. The CaixaProinfancia programme fights against the social exclusion of our youngest citizens in order to achieve a better future for everyone. The way the programme operates means that social exclusion among this group can be tackled from a wide-ranging approach, working along different lines: educational, psychological, social and family stability. Aid and services offered in 2007 Psychological, social and educational care: Psychological support for children and family therapy. Reinforcing education. Caring for children at home. Activities in open centres. Infancy: Purchase of basic food and child hygiene items. Purchase of glasses and school clothes. The programme has been implemented in the following cities: Barcelona, Bilbao, Las Palmas de Gran Canaria, Madrid, Malaga, Murcia, Palma de Mallorca, Seville, Valencia and Zaragoza. 3rd World Congress on the rights of children and teenagers As part of the CaixaProinfancia programme, in November 2007 the head offices of la Caixa in Barcelona hosted the 3rd World Congress on the rights of children and teenagers, organised by la Caixa Social and Cultural Outreach Projects and ADDIA. The aims of the congress were to strengthen the role of children and teenagers in eradicating poverty and in achieving the UN s Millennium Goals, to promote the creation of academic contributions, to encourage a critical sphere for professionals and institutions to exchange their experiences, and to identify good practices in child involvement and develop mechanisms to help them participate. Cycle of talks on the fight against poverty: a challenge for our society This cycle, organised together with the Ateneo Barcelona, brought together specialists in this field with experience in social inclusion and cohesion Annual Report la Caixa Outreach Projects 24
26 Social programmes School CiberCaixa Let s stay on after school Concept: Programme to balance family and work for children from socially fragile groups. It creates educational and play areas at schools, equipped with computer and pedagogical resources. Aim: To support children in acquiring social skills in informal educational surroundings, out of school hours and during the holidays. To ensure all pupils take advantage of the CiberCaixa. CiberCaixa: 20 in operation (2007). 23 being built. Beneficiaries: 1,905. la Caixa Social and Cultural Outreach Projects meets the cost of installing the CiberCaixa area as well as providing additional material, while local councils are responsible for providing the premises and covering the maintenance costs, as well as running and organising the activities carried out. Each of the CiberCaixa classrooms is between 40 and 60 square metres and has three integrated areas: Computing area: Where children and young people can interact with each other using IT resources. Reading and audiovisual area: Equipped with books, newspapers and audiovisual equipment, available for all those using the CiberCaixa. Infant area: Equipped with furniture, resources and activities especially aimed at the youngest users. 27 Social programmes Incorpora. Finding employment Concept Programme applied across the board to encourage employment. Aims To help socially excluded groups or groups at risk of social exclusion to find employment. To offer companies an efficient tool for setting up their corporate social responsibility programmes. Job Developers 238. The Incorpora. Finding Employment programme of la Caixa Social and Cultural Outreach Projects aims to facilitate this process. It directly strengthens the capacity of those companies and social organisations within the programme to help others find employment, as well as raising awareness and searching for employment opportunities for those at risk of being excluded from society. To this end, the Social and Cultural Outreach Projects has trained and deployed a network of job developers throughout Spain, who work closely with the collaborating social organisations, companies and la Caixa. Companies 2,904. Social organisations 169 taking part in the programme. Beneficiaries 8,441 people taken on since the start of the programme. Helping people with particular difficulties to find a job cannot be seen as something specific or one-off but rather as a personalised process that requires action before, during and after the person has been hired, in order to guarantee success both for the person in question and the company. Incorpora helps people with special difficulties to find employment 2007 Annual Report la Caixa Outreach Projects 26
28 Social programmes The main beneficiaries of Incorpora are: people with physical, mental or sensory disabilities; the mentally ill; young people with difficulty in finding their first job; people over 45 without job experience; immigrants; the long-term unemployed; and women with difficulties in entering employment. In 2007, Incorpora introduced a course for Job Development Specialists, given together with various universities, to train job developers belonging to specialised social organisations. University courses for Job Development Specialists Concept: Courses of 250 class hours for job developers working in social organisations that help people find employment. Aim: To offer standardised university training and a referential and operational framework in order to excel in their work. Collaborating universities: 19 throughout Spain. Specialists: 475 in the academic year. As part of the Incorpora programme, la Caixa Social and Cultural Outreach Projects offers collaborators the chance to take this new universitylevel training, developed by the Observatory of the Solidarity Economy.
