The two with the most votes will advance to the general election on June 23. The candidates talked with Kansas City Hispanic News about their views on the district s problems, how they would try to solve them and why they think they re well-suited for the job. Shaheer Akhtab Akhtab is a self-employed community organizer for Aim for Peace, Retired Kansas City codesenforcement officer Dennis Anthony and Lee Barnes Jr., operations director for The Swope Corridor Renaissance/ Upper Room, will go head to head for the Kansas City Council s 5th District at-large seat in the April 7 primary election. As the only candidates for the seat, Barnes and Anthony automatically will advance to the general election on June 23. Cindy Circo, mayor pro tem since 2011, is serving her second term as the district s at-large councilwoman and will vacate the seat when her term is complete, as required by the council s term limit. The breakfast has raised over $60,000 in scholarship funds to assist Latino and Latina students at the university. Previous recipients Claritsa Santiago, UMKC Elementary Education Scholar and Christopher Estrada, UMKC Business Administration Scholar shared with the audience the impact of the Mendoza Scholarship and how it helping them today. Estrada researched Mendoza and discovered that he had a PhD in Business and while he is not at that point in his career, he felt that they had a connection. Currently I am looking at working with computer software but at some point in my career, I could see myself as a financial advisor. Upon entering college, Estrada had several fears to overcome. He had a fear of the unknown. It will let her focus on her studies and the students she currently works with as an urban educator and not have to worry about how to pay for her college tuition. I can be an agent of change that opens the doors for others like me. I see a parallel between Mr. Mendoza and I. We both started in education and have formed branches of relationships. When I begin to tell them that, they finish saying it and it sounds powerful, she said. As a future educator, she doesn t want her teaching to stop in the classroom. She eventually wants to open a community center in her Kansas City, Kansas neighborhood and reach out to help families with life skills and give them the resources they need to be successful. Giving back to others and to the community was one of Dr. Mendoza s life goals for his students. During his tenure at UMKC he established many of the university s affirmative action policies and procedures and was an active voice in local Latina/ Latino issues. I think he would be proud of the scholarship fund. He gave his life to helping students live out their dreams. It opened my mind and became a term that I embraced because it s a beautiful balance of two worlds. I am proud of my Mexican and American cultures as well as my meztizo or mixed race. He disarmed my negative feelings toward the term Chicana. I was a Chicana and I could be proud of my ability to speak both English and Spanish. He opened my mind to be proud of my culture and also open my mind to be appreciative of other races and cultures, said Pecina. The Mendoza family traveled from El Paso, Texas to attend the scholarship breakfast meeting. The scholarship and the memories of her husband held a special place in Irene Mendoza s heart. This scholarship fund is very special to our family. He still lives within us. I thank all the participants and everyone that has made my husband s dreams come true, she said. The study examined the perceptions Hispanics have of their finances today as compared to the past, and how prepared they are for emergencies. Part of a comprehensive research platform to foster a deep understanding of today s diverse families and the trends that may affect their finances in the coming decade, the survey results found that most Hispanics (74 percent) feel they are better off financially now than they were three years ago and may be better prepared for potential financial crises. He s a Ward 2 committeeman in Jackson County, a position he has held for about 18 months. The (3rd District s) key problem is individuals lack of empowerment in their lives to be successful, he said. I want to give people the rights, the representation in government that they don t have. Right now, there s no one in government representing the interest of people. The proof of that is all the cuts that have been made. For people to grow and be successful, we need to unify and organize, block by block, so we can regulate our own neighborhoods, our own community. We have to solve our own problems. That s why I m in the race. I want to represent people s share and interest in government. I would be a council person working the first two years to unify and connect African-Americans, Latinos, whites everybody in the district. Akhtab said he thought Reed, who is seeking his second term, is the problem. He s in the government to represent the moneyed people who finance the campaign, Akhtab said. Asked what he would say to persuade residents to vote for him, Akhtab said he will come to your door, like I m doing now, with my literature showing that I m working for you. I m a two-time elected (Ward 2) committeeman right now. These are the things I m doing right now, working for you, and these are the things we re going to work on to benefit you. Part of my literature is about unifying and working together, giving (residents) a voice they don t have. This is what you call the people s campaign for individual empowerment. Everybody else is just doing the political rhetoric; I am the real thing. The 3rd District s strength, Akhtab said, is the people, their potential and resources. The problem is the people aren t working together to advance themselves, he said. To make it stronger, someone has to unite all of this so that everyone will improve and advance. Under Reed, the 3rd district s crime and unemployment have gotten worse. Every problem in the district in the past four years has gotten worse. We need a change that s going to benefit the voters. My idea is this: the voter is the real boss. We should listen to the voter and serve the voter. In reality, they are the employer. That s my frame of mind. Bryan Dial Jr. Dial works in various ministries at Metropolitan Missionary Baptist Church, including assistant director of apostolic ministries and programs, educational trainer for the associate ministers board, a C.O.R.E. commissioner of ministry programs and facilitator of Church Beyond the Walls. He has a bachelor s degree in political science and history, and a master s in public administration. I m running because I feel as though the 3rd District has been underrepresented for a long time, and they need someone to speak up for them, Dial said. The district s key issues, he said, are of course, crime; housing; unemployment; and the food desert (the lack of full-service grocery stores). With crime, I want to expand the outreach with Kansas City Mothers In Charge, which is an advocacy group of mothers who ve lost relatives to violent crime, he said. We need expansion of ShotSpotter technology it picks up on the sound of a gunshot and immediately notifies police and added cameras; the KC NoVa (Kansas City No Violence Alliance) program has a network of video cameras posted in major crime areas. We can afford to do it; we can t afford to not do it, is my view. To address the district s housing needs, Dial said, residents need a public-private mix of funding to rehab properties and try to get adults to live in the core of Kansas City. There are three to four vacant houses on any given block in the city, he said. The plan is to work with nonprofits to employ youth and raise enough capital through the Land Bank and Urban Professionals. It s a really economically feasible plan, and (the district s) cost of living is great. And some people are coming back to areas in the 3rd district that have been renovated. To address unemployment, the district needs to work with the micro-loan program, he said, and reduce business rents at 18th and Vine and the Jazz District. Dial takes a regional view on public transportation something from 39th Street to wherever jobs are. We ve got to expand our ATA, but the streetcar is not going to do it, and I hate to see another regressive tax put on the backs of residents of the 3rd district. The district s lack of full-service grocery stores is caused, he said, by the business model of some of the suppliers: They don t want to supply grocery stores in the core but instead have residents in the core to go where the merchants do have stores. The Hispanic community in the district needs proper representation on the council, being valued and (having) their voices being heard, Dial said. I don t think they have a voice right now in the Latino community, and I think they should, he said. There s a growing population of Hispanics in the district. Dial said he d try to persuade residents to vote for him by emphasizing that he s an experienced leader in the nonprofit and for profit sector. I m humble and used to working for the people and not having the people work for me, he said. I ve lived and worked in the district all my life, and I want to return it to the vibrancy it had when I was a child. Jamekia Kendrix Kendrix works in youth program development for Campfire Heartland. She also is the founder and executive director of The Full Potential Project, aimed at underserved youngsters in the KCPS. She has a master s degree in social work. My priorities are increasing neighborhood membership in associations, increasing capacity of neighborhood associations to effect change, and increasing voter participation, she said. We have 55 neighborhood associations in the district; of those, a little more than 40 are registered with the city, 24 are active and seven are creating positive change. Kendrix said she wasn t knocking on people s doors to persuade them to vote for me. I m knocking on doors to persuade them to become engaged, she said. I m asking them what prompted them to move there, what they d like to see changed. I want them to feel comfortable contacting me. Regardless of the outcome of this election, I want to know what s important to them so that, if I do get elected, I can help address the district s problems.... Once they see that they can have a positive effect, they ll think they can continue to affect other issues. Voter apathy is the district s biggest challenge, Kendrix said. If you look nationally, the cities that are most successful in addressing education, crime, jobs and blight... figured out how to engage residents, she said. I have the passion for neighborhoods but also an understanding of policy. I worked with school district parents starting end of 2009 to bring them together to discuss what s most important to them. Jermaine Reed Reed was elected to the city council in 2011 at age 26, which made him the youngest person ever elected to the council. He has a bachelor s degree in political science and is working on a master s in public administration. The district s key problems, he said, are the food desert, neighborhood decay, especially abandoned buildings and crime. A lot of progress has been made on all fronts by the city, and I think it s important that I as the incumbent continue that, Reed said. I ve been working with private developers to have two full-service grocery stores within the next two years. And we have an aggressive plan that s ongoing to demolish abandoned and dangerous buildings. There s not enough funding to do all of them. Typically it costs nearly $10,000 to tear down a blighted building. In the Manheim Park and Santa Fe neighborhoods, we ve been able to work with them on a block-byblock approach to repurpose a number of homes and get people moving back into the neighborhood. We also repurposed Bancroft Elementary. The district has had more than $300 million of public and private investment since he took office, Reed said. There s a lot more progress that needs to be made, he said. As a person who was born and raised in my community, I need to be a strong voice and advocate for them. The folks who do vote, who are engaged, they re the ones who know what s going on and what they want. We vote on the greater interests of our communities and our city. That s why it s important to have a good working relationship with your colleagues. We were able to make reinvesting in the urban core one of our priorities. Reed said that, though the city council has no direct effect on the public schools, he has good working relationships with KCPS and its board members. Stronger schools make for stronger communities, he said. It s important for us to have strong communities and infrastructure, which also helps the schools. Reed follows what residents say is important to them, he said. The work that I do is with their vision, he said. I ask residents for their vote and ask them what their concerns are and am a voice for them. I m the only proven leader in the race to continue making things happen. Anthony has been taking a closer look at whether to renovate and connect the three terminals at Kansas City International Airport or tear it down and build a new, singleterminal airport. He s also been considering the best use of Kemper Arena. He recently took tours of both. I wanted to see for myself what shape both of them are in, he said. I m understanding more why people want a single terminal. Officials at the airport advised me that when TWA was there and wanted to build an overhaul base, they wanted three terminals. Now we have a three-terminal concept that doesn t work well for the 21st century. We have to transport security people among the terminals. The whole airport has structural deterioration that needs repair. If we don t go to a single terminal now we ll have to do it later. The city is spending more than $1 million a year to maintain Kemper Arena, Anthony said, and we need to come up with something. The American Royal only uses it 20 days a year, he said. It s unused many days a year. The building is structurally sound, but the heating and air-conditioning needs updated. The idea of having youth sports in Kemper is something I d still like to pursue. Anthony told Hispanic News in January that his top priorities for the district included the need for pulling families together that are fragmented across the country, really. He said the city needed to bring a new hotel to Downtown to help attract businesses; improve decaying neighborhoods; stimulate arts and culture; and rein in the city budget, including scrutinizing tax-increment financing and other forms of tax abatements for developers, though he said that many developments that receive tax abatements have significant value because of upgraded appearances, increased patronage and the attracting of other businesses. He opposed the proposed streetcar expansion last year, which voters rejected, and he questioned whether the investment for the first phase of the system would provide a sufficient return. More recently, Anthony said he d like to see council members join the mayor s monthly meetings with the Kansas City Public Schools (KCPS) superintendent to get the council more involved in the school district s efforts. He tells residents that he has passion and energy for public service. I m a retired navy officer of 28 years and a retired city codes officer after nearly 12 years, and I still want to serve the public, he said. I m in this for Kansas City s regular people. I m going to continue to study issues, including budget issues. Barnes also has been studying the issues facing the 5th District. He has been director of operations at The Swope Corridor Renaissance, a nonprofit organization that works to strengthen neighborhoods through education and the rehabilitation of homes and abandoned properties, for about 12 years. He has owned several businesses, and was an industrial engineer for Standard Motor Products in Edwardsville and for Hallmark Cards. Barnes perspective on the issues also is informed by having spent four years as a KCPS board member and having been Kansas City s tax-increment financing commissioner, and his current role as chairman of the city s Planned Industrial Expansion Authority. He said that many residents he d talked with expressed concern about the number of abandoned and burned-out houses in the district, how that s a real problem. Neighborhood revitalization is needed, and addressing infrastructure needs, Barnes told Hispanic News. He said in January that, by KCPS having gained provisional accreditation, we ve shown we can move the needle on the administrative kinds of things, but now it s time to concentrate on the core academic things that are going to help children achieve. The education system is so much a microcosm of our society, particularly in the urban core, Barnes said. When you have children with issues that aren t necessarily related to academics but it affects how they can get served with academics poverty, socio-economic problems, home situations that don t necessarily prepare kids to go into kindergarten to learn that perpetuates itself as they go on through school. I think the next couple of years are going to be crucial for the district. Improving relationships with parents in the community is important for the school district, he said providing an atmosphere where parents feel welcome to come in, inviting them in other than when their children are having problems in school. The city will need to analyze ridership of the Downtown streetcar line before we pour more money into expanding the system, he said. A cost analysis is necessary before deciding whether to demolish KCI and build a new airport or renovate it. I live in a part of the city that is expected to have dynamic change, Barnes said. My motivation is to make sure that the organizations I work with at Swope, we work with about 30 churches, community centers and neighborhood associations that I m on the ground in understanding their needs. I have good working relationships with those organizations. Barnes called himself someone who has grown here in the city and volunteered a lot of time with civic activities, and I m seeking support because of the work I have done, and I have a track record, which people look at. Former candidate Teresa Garza Ruiz dropped out of the 5th District at-large race on Feb. 19, citing personal circumstances that required her full attention. Gary E. Zaborac, Director of Public Health for the Clay County said, We really encourage everyone to attend theses meetings and share their thoughts about the health issues impacting where they live. We re hoping people of all ages and the policy makers in each of our communities will come and participate. Primary care providers will receive specialized autism training from experts using virtual network COLUMBIA, Mo. As more children are diagnosed with autism, the demand for physicians specializing in autism has increased. To meet the growing demand for autism care, a University of Missouri researcher is leading an effort to deliver specialized training to primary care providers, including physicians and nurse practitioners, so they are better equipped to treat children with autism. Our aim is to improve quality of care and access to care among children with autism by mobilizing a community of primary care providers who are trained to meet their needs, said Kristin Sohl, medical director for the MU Thompson Center for Autism and Neurodevelopmental Disorders. Our goal is to help providers increase their confidence in treating common issues seen in children with autism. When specialists and general practitioners share the care responsibilities, we increase access to services for all children with developmental and behavioral concerns. Sohl is leading the project, ECHO Autism, with the help of an interdisciplinary team from the Thompson Center, including a clinical psychologist, a child psychiatrist, a parent educator, a social worker and a clinical dietician. The experts will conduct two-hour, biweekly training sessions with physicians using virtual technology. The autism experts will train participants on important aspects of wholeperson care for children with autism. Some topics include evaluation and treatment of autism-related health issues such as constipation, sleep problems and possible side effects of behavioral medications. Additionally, the training sessions will allow physicians to discuss their patient cases and receive input from other participants and the team of experts. The concept of delivering specialized training to primary care physicians is not new. The ECHO (Extension for Community Healthcare Outcomes) concept first began at the University of New Mexico as a way for medical experts to share their expertise with community providers using virtual technology, such as web conferencing. Now, several ECHO specialty programs exist, but the Missouri-led ECHO is the first focused on autism. Primary care doctors and nurses are the heart and foundation of pediatric medical care, Sohl said. I like it when we do our steps and choreography and when we do the dances, she told Hispanic News. I love dancing, the performing and going different places and learning new dances. She relished the opportunity to dance with the troupe from Mexico but admitted, It is really difficult because they were born and raised in Mexico and they know how to dance over there and we are just learning that. I feel lucky to have this opportunity because they are giving of their time to come over here to Kansas City and to show us how to do the steps. Not many other students get the opportunity to get taught by people that are born and raised in Mexico and who have more experience than we do. I tell my friends but they really don t get the importance of it. Rosemarie is a great instructor, she explains clearly and she is very patient with us. She also cares about us. It is not like having a regular teacher, really it s like family mostly, she said. Grijalva s mother Claudia danced when she was a young girl living in Mexico. She is happy that her daughter loves the form so much. It is a very nice way to bring our traditions to our children. Even though they grow up with their American culture, they still have the roots of their ancestors in how we lived in Mexico our experiences and our Mexican culture.
