1 Alice Birney Elementary School 1050 E. Olive Street Colton, CA English Language Advisory Council Minutes September 4, :00 a.m. / Staff Lounge 1. Call to Order / Quorum The meeting was called to order at 10:06 a.m. o Mrs. Gomez introduced herself. She was formerly at Lincoln. She served as a teacher, CPS, Assistant Principal and then became a Principal. Before that she was with the Ontario/Montclair School District. Her husband is the Director of Education in San Bernardino. She lives in Loma Linda and has two children, ages 7 years and 4 years. o Her philosophy: The role of parents is very important. She wants to connect with the community and wants them involved and to have input. Her door is always open. She may possibly start Coffee with the Principal meetings or find another way to bring in more parents. o She shared that she is used to many parents participating. Her goal for the year is to get more parents involved. She wants the meetings to be a little more informal- no gavel, more flexible ELAC doesn t have the same rules as SSC and she wants parents to feel comfortable providing input. 2. Approval of Minutes / Action Item The minutes from the May 29, 2012 meeting were distributed for review. Error Noted: Attending Should be Angelica Martinez, not Anjelica Martinez The minutes were approved unanimously. 3. Additions to the Agenda There were no additions to the agenda. 4. Old Business There was no old business 5. New Business Purpose of ELAC, By-Laws o Purpose of ELAC to provide input to the principal and have an opportunity to ask questions/get clarification was discussed. Copies of the By-Laws were distributed. New Member / Officer Nominations and Elections o Ballots will go out o Officer Nomination Slate Mr. Callejas Chairperson Mrs. Gutierrez Co-Chairperson Ms. Connolly Secretary Ms. Torres DELAC Representative Mrs. Quilici and Mrs. Martinez- members

2 Parent Involvement Policy Board Policy and Administrative Regulations o Copies were distributed. Parents will review and discuss/ask questions/provide input at the next meeting. Purchasing, Budgets, Transfers o Reviewed in detail two EIA/LEP purchases o Mrs. Quilici asked what Open Purchase Orders could be used for. Examples were given of materials that support EL learners and GLAD strategies. o Committee reviewed other account purchases and were invited to ask questions. o Mrs. Quilici asked about United Streaming: Is it an annual fee? Does it cover everyone at the site? Ms. Connolly answered yes to both questions. 6. Reports / Announcements Principal s Report o Think about how to increase parent involvement in ELAC o Look at the time right when school begins o Reaching out to parent volunteers o Had Helping Hands program on T/Th from 9:00-10:50 a.m. at Lincoln o Make announcement on the loud speaker to get parents before they leave o TeleParent o Send note home every time o Invite children to come for childcare / purchase some outside equipment put on the flyer Expenditures- report given during purchasing/budgets/transfers Data 2012 CST Results o Appears that the school went down. The school dropped 33 points in API. Need to focus on English Learners. Need to look on what s happened and evaluate effectiveness. Will be looking both at grade levels and as a school. o Mr. Callejas asked when individual results would be given. It was stated that it should be soon. o Mrs. Gutierrez asked if there would be tutoring. The response was that it would be something we need to look at. Things are different this year with the new start and end times for school. DELAC- there has not been a meeting yet this year School Cents o Ended in 11 th place o Bought a popcorn machine with the funds earned o Continuing the program this year Home/School Connection Newsletter o Distributed copies o Will not be part of the newsletter but will keep it on hand and distribute at parent meetings Meeting Times o Change to 9:20 a.m. o Dates for the year distributed 7. 3 Mrs. Gutierrez & Mr. Callejas asked if there was anything that could be done about the start time since there are no buses. o Mrs. Gomez responded that we can t make a change because of overflow students from other schools that get bussed here. Even next year this will be the case. o Mr. Callejas asked if they could start a petition and get signatures. Mrs. Gomez and Mrs. Quilici shared that parents can communicate to the District/Board. It is their right. Mrs. Gutierrez shared that there are also problems since there are no crossing guards. People are parking illegally and don t follow rules. A police officer would make a difference. o Mrs. Gomez acknowledged that it is a problem and said that patience makes a difference as well. Also, she is asking the city to make it a one way street o Mrs. Quilici could they ask for more crosswalks on Fairway? Mrs. Torres asked about the Parent Institute? Mrs. Gomez and Ms. Connolly shared that the will have a program coming- need to meet and discuss what type of parent classes- Project Inspire, Parent Institute, etc. best meet our needs. 8. Adjournment The meeting adjourned at 11:15am. Apertura / Quórum La junta abrió a las 10:06 a.m. o La Sra. Gómez se presentó. Anteriormente estuvo en la escuela primaria Lincoln. Fue maestra, CPS, subdirectora y después fue la directora. Antes de esto estuvo en el distrito escolar unificado Ontario/Montclair. Su esposo es el director de educación en San Bernardino. Vive en Loma Linda y tiene dos niños de 7 y 4 años. o Su filosofía: El papel de los padres es muy importante. Quiere conectarse con la comunidad y desea que se involucren y den sus aportaciones. Su puerta siempre está abierta. Posiblemente empiece juntas de café con la directora o buscar otra manera para atraer a más padres de familia. o Indicó que está acostumbrada a tener más padres de familia participando. Su objetivo para el año es tener más padres involucrados. Quiere que las juntas sean un poco más informales sin mazo, más flexibles ELAC no tiene los mismos reglamentos que el SSC y quiere que los padres se sientan cómodos dando sus aportaciones. 2. Aprobación de las minutas / asunto de acción a tomar Las minutas del 29 de mayo del 2012 fueron distribuidas para revisión. Error observado: Asistieron Debe ser Angélica Martínez, no Anjelica Martínez. Las minutas fueron aprobadas unánimemente. 3. Adiciones a la agenda No hubo adiciones a la agenda. 4. Asuntos nuevos Propósito del ELAC, estatutos o Se hablo sobre que el propósito del ELAC es el de proporcionar aportaciones a la directora y tener una oportunidad de hacer preguntas /obtener clarificación. Se distribuyeron copias de los estatutos. Nuevos miembros / nominaciones y elecciones de oficiales o Se enviaran balotas o Lista de nominación de oficiales Sr. Callejas presidente Sra. 5 Norma sobre participación de los padres norma de la mesa directiva y reglamentos administrativos o Se distribuyeron copias. Los padres revisaran y discutirán /harán preguntas /darán sus aportaciones durante la próxima junta. Compras, presupuestos y transferencias o Revisaron detalladamente dos compras de la cuenta EIA/LEP o La Sra. Quilici preguntó para que se podían utilizar las órdenes de compra emitidas. Se dieron ejemplos de materiales que apoyan a los aprendices de inglés y las estrategias de GLAD. o El comité repaso otras compras y se les invitó hacer preguntas. o La Sra. Quilici preguntó sobre United Streaming: Es una cuota anual? Cubre a todos en el plantel? La Srta. Connolly contestó afirmativamente a ambas preguntas. 6. Informes / Anuncios Informe de la directora o Pensar en cómo incrementar la participación de los padres en ELAC o Observar la hora justo al comienzo de clases o Comunicación con los padres voluntarios o Tener el programa Helping Hands los martes y jueves de las 9:00-10:50 a.m. en la escuela Lincoln o Dar anuncios por el altavoz para obtener la atención de los padres antes que se retiren o TeleParent o Enviar notas a casa cada vez o Invitar a los niños a venir cuando hay cuidado para niños /comprar un equipo para afuera indicarlo en el volante Gastos El informe se dio durante el informe sobre compras /presupuesto /transferencias Datos Resultados del CST para el 2012 o Parece que los resultados de la escuela bajaron. La escuela bajo 33 puntos en IRA (API). Necesitamos centrarnos en los aprendices de inglés. Necesitamos ver lo que ha pasado y evaluar la efectividad. Estaremos viendo los niveles de grado tanto como a la escuela. o El Sr. Callejas preguntó cuando se darían los resultados individuales. Se informó que sería pronto. o La Sra. Gutiérrez preguntó si habría instrucción individual. La respuesta fue que era algo que tendríamos que ver. Las cosas son diferentes este año con el nuevo horario de comienzo y final de clases. DELAC aun no ha habido una junta este año escolar. School Cents o Termino en 11 o lugar o Se compró una máquina para palomitas con el dinero que se obtuvo o Continuaremos con el programa este año escolar Boletín de conexión entre la casa y la escuela (Home/School Connection Newsletter) o Se distribuyeron copias o No será parte del boletín de noticias pero lo mantendremos a la mano y distribuirlo durante las juntas de padres de familia. 6 7. Asuntos adicionales La Sra. Gutiérrez y el Sr. Callejas preguntaron si había algo que se podía hacer sobre el horario de comienzo de clases ya que no hay autobuses. o La Sra. Gómez respondió que no podemos hacer un cambio debido a los alumnos de sobrecupo de otras escuelas que se traen en autobús aquí. Este será el caso incluso el próximo año. o El Sr. Callejas preguntó si podían empezar una petición y obtener firmas. La Sra. Gómez y la Sra. Quilici informaron que los padres pueden comunicarse con el distrito y la mesa directiva. Es su derecho. La Sra. Gutiérrez informó que también hay problemas ya que no hay guardias de cruce para peatones. Las personas se estacionan ilegalmente y no siguen los reglamentos. Un oficial de policía haría una diferencia. o La Sra. Gómez reconoció que esto es un problema y dijo que la paciencia también hace una diferencia. Además, le está pidiendo a la ciudad hacer la calle un solo sentido. o Sra. Quilici pueden solicitar más cruses para peatones por la Fairway? La Sra. Torres preguntó sobre el instituto para padres. La Sra. Gómez y la Srta. Connolly informaron que más adelante habrá un programa necesitan hablar sobre qué tipo de clases para padres - Project Inspire, Parent Institute, etc., reúne mejor nuestras necesidades. 8.
