1 4rd meeting of the SPINCAM Steering Committee and regional technical meeting to evaluate the results and planning on future steps 30 November 2 December 2011 Guayaquil, Ecuador 1. INTRODUCTION Summary Report The Executive Secretariat of the Action Plan for the Protection of the Marine and Coastal Areas of the Southeast Pacific, as part of project activities CPPS/IOC/Government of Flanders Southeast Pacific Data And Information Network In Support to Integrated Coastal Area Management (SPINCAM), and pursuant to the Program of Activities, 2011, approved by Decision No. 13 of the Seventeenth Meeting of the General Authority of the Action Plan of the Southeast Pacific, made the call for the "4rd meeting of the SPINCAM Steering Committee and regional technical meeting to evaluate the results and planning on future steps", where the objectives were as follows: 1. To evaluate the results of national and regional level during the first phase of the project. 2. To assess the progress in the development of Regional Atlas. 3. To develop a proposed request for a second phase of the project that meets the real needs both nationally and regionally. 2. PARTICIPANTS The meeting brought together 19 people including delegates from the National Focal Points and Technical National Focal POINTS of the SPINCAM Project, the ODINCARSA Regional Coordinator, IOCARIBE, UNESCO- IOC CPPS representatives. The list of participants is attached as Annex OPENING The 4rd meeting of the SPINCAM Steering Committee and regional technical meeting to evaluate the results and planning on future steps was held at Unipark Hotel in Guayaquil, Ecuador from the 30 th November to the 2 nd December The Permanent Commission for the South Pacific (CPPS), co- coordinator of the SPINCAM project and as host of the event organized the meeting. Mr. Héctor Huerta, Action Plan manager of CPPS, welcomed the participants and opened the meeting at 9 am. Afterwards, the word was given to Mr. Julian Barbière, IOC representative and SPINCAM project manager. First of all, he said a few words on behalf of the representative of Flanders,

2 Mr. Rudy Herman, who was not able to join the meeting, but would be reached by teleconference later in the day. Mr. Barbière highlighted the importance of the reunion whose first objective must be to review the decisions and activities accomplished since the 3 rd Steering Committee in Santa Marta (Colombia). He recognized that the establishment of the prototype of the regional atlas is a very good achievement by itself. He remarked the need for countries to complete the 1 st phase of the SPINCAM project, including the planned national activities in due time. In Santa Marta it was decided to complete the activities by end of 2011, however, it is clear that there has been some delays and that the group need to adapt the work plan. All activities should be completed by March 2012, in order to demonstrate achievements of the project and to develop the proposal for a second phase of SPINCAM. Mr. Barbière mentioned the necessity to discuss arrangements for the final symposium, which will be an opportunity to show to the region what SPINCAM, has achieved, and involve stakeholders and policymakers. As the meeting will discuss a strategy for a SPINCAM II phase, the participants need to have a honest discussion on successes and challenges that were encountered in the last 3 years, and make sure lessons learnt are built in the proposal for the second phase. For example, an important issue to take into account for planning the 2 nd phase will be the Institutional arrangements at national level. It is estimated that about 800,000 USD would be available from the Government of Flanders to perform SPINCAM II in 3-4 years. This next proposal should also focus on the implementation of ICAM within the region and will need to demonstrate the sustainability of SPINCAM outputs, through their integration and institutionalisation within the countries own national frameworks. This is an indicator of success. There is the need to strengthen the role of SPINCAM at the regional level and in supporting the goals of the CPPS Action Plan. He recalled the Mediterranean Action Plan adopted an ICZM protocol in which countries need to report through a set if coastal indicators. This could work for this region and the group could discuss on that. Mr. Barbière also mentioned the United Nations Regular Process established by its General Assembly, discussed in a recent meeting in Chile, and he stated that SPINCAM is a good opportunity to establish a reporting mechanism of the state of the coast in the region. Mr. Julian Barbière finished his intervention looking forward to interact with the group and with the aim, to have a roadmap develop for SPINCAM phase 2 by the end of the meeting. Mrs. Maria Del Carmen González Cabal, Sub- secretary of CPPS, welcomed all the participants. She stated that SPINCAM has constituted and continues forming a powerful mechanism to support ICAM in the framework of other projects as SIBIMAP/SEPIS. This year has been difficult but the group will find the solution for all those problems. That will require the reaffirmation on the commitment and the willingness of the countries to adequately develop the activities, taking into account the 1981 Lima Convention. She mentioned that the CPPS and its Action Plan will continue supporting the capacity development together with the National Focal Points, the building of effective networks and regional communication, essential requirements to achieve the activities. The task comes together with an important motivational component. The UN Regular Process is an outstanding initiative in conjunction with the Action Plan, and SPINCAM has an important role. SPINCAM gives a great opportunity that the group must use. Mrs. González finished her intervention wishing a successful and productive meeting. Mr. Héctor Huerta chaired the session and the agenda was approved as presented in Annex PROJECT OVERVIEW, DECISIONS OF 2 ND STEERING COMMITTEE AND MAIN PROGRESS ACHIEVED

3 Ms. Carmen Morales (IOC/UNESCO) gave a briefing of the SPINCAM project reminding the objectives, organigramme, the criteria followed to select the Regional Indicators and the available tools for communication and working such as the virtual office. She reviewed the decisions taken in the 3 rd Steering Committee (Santa Marta, Colombia 2010) towards capacity development and the different work packages. She also showed the main SPINCAM regional events that were held in 2011: Geonetwork Course: Regional course- workshop on Regional Indicators, their representation and management standards for normalization of datasets and metadata documentation (Santa Marta, 26 to 28 January 2011) Regional Workshop to adopt a structure of metadata standards and parameters for assessing the state of the coast (Guayaquil, 1-3 March 2011) Course of map servers and map viewers for the development of Atlas (Lima, 3-5 May 2011) Regional Meeting on Atlas and repository prototype (Panama, August 31- September 1, 2011) Ms. Morales also informed the partners that the project will be presented at the First Ibero- American Congress of Integrated Coastal Areas Management in Cádiz, January This event will be a great opportunity to show the SPINCAM achievements to ICAM experts from the Ibero- American region, and establish links with other initiatives. 5. NATIONAL REPORTS ON PROGRESS AND FUTURE PLANS WITHIN SPINCAM I The SPINCAM national representatives presented their reports to the audience. Summaries of national presentations are available in Annex 3. This included the following points: Status of SPINCAM national activities - National Coordination Committee Status (NTFP, NODC, IODE coordinators and experts) (WP2) - National institution al relationships (WP2) - Status of Data and Information Management activities (WP2) - Status of the National Atlas (WP2) - Situation of National Indicators and Sheets (WP3) - Situation of final data sheets and report on the state of the coast (WP3) - Activities developed towards public participation and dissemination of results (WP3) Status of Regional Indicators - Information delivered and completed tasks (WP2) - Pending Activities (WP2) Main challenges in the execution of the project Proposals for future plans and commitment After each intervention the audience posed questions to the speakers mainly to clarify certain issues such as national indicators, difficulties, Ocean Data Portal and institutional commitments. 6. GOVERNMENT OF FLANDERS INTERVENTION Mr. Rudy Herman was contacted through Skype at noon. He showed his support to the SPINCAM project together with Ann- Katrien Lescrauwaet. He stated the importance of working together with IODE as a crucial component in data and information management. Mr. Herman also highlighted the importance of the networks and training. He clarified the mechanism to apply for a 2nd phase of SPINCAM and that the proposal should be submitted

4 by the end of March In terms of issues to be followed in a 2 nd phase includes interaction with other initiatives such as the PEGASO project and to have the 5 regional indicators ready and include new ones to the regional atlas. He also mentioned the opportunity of the Caribbean Marine Atlas as an example for synergies with SPINCAM. In addition, he recalled the attention to the UN Regular Process and SPINCAM s role as a very good contributor. 7. REPORT OF THE CPPS ON ADMINISTRATIVE ACTIVITIES Mrs. Magaly Valencia, Technical Assistant Action Plan began his presentation by reminding the scope of the SPINCAM project for the countries of the region, likewise, she stressed that the CPPS activities as the Project Coordination Office, is to assist in its implementation and the Development of the Regional Atlas. Additionally, she briefly stated meetings, workshops and courses held during 2010 and 2011, focusing on the various recommendations, decisions and agreements achieved, which provided the guideline for the development of Regional Atlas. Mrs Valencia called on countries to meet their commitments on pending activities. She also indicated that due to delays in product delivery and internal management problems in some countries there are pending funds to be transferred to some countries. She finished her presentation by showing the difficulties, which identified the lack of empowerment and involvement in national institutions, the different degrees of progress in each of the countries of the project and the internal administrative problems for funding. The representative of CPPS highlighted the goal of the he Coordination Office, is to achieve interagency coordination among the SPINCAM National Focal Points and other national institutions and to promote empowerment in the SPINCAM project, to achieve capacity and to ensure the permanent exchange of updated data and information. It was also remarked the importance that all countries commit to providing regular reports on the status of implementation of the activities. 8. REPORT OF THE CPPS ON OTHER INITIATIVES RELATED TO SPINCAM PROJECT Mr. Fernando Félix (CPPS) presented this item. It is very important to consider that the provision of reliable and accurate information helps scientists to find effective mechanisms for conservation. For this reason, since 2008, CPPS began the implementation of an information system to support the conservation and management of marine biodiversity and marine protected areas through the SIBIMAP initiative funded through UNESCO / IOC / Flanders. SIBIMAP, provide is a tool for searching online, consulting and downloading various data layers. The site has been developed and it is fed with SIBIMAP/SEPIS data. Since 2009 CPPS has worked with the IOC in building a regional portal that incorporates various layers of information, such as marine protected areas, among others. A new component on sharks will be added. SIBIMAP will be made inter- operational with the SPINCAM regional atlas. These information systems with the collaboration of researchers, institutions and owners of information are essential for the exchange and updating of data and information. 9. REPORT OF THE CPPS ON TECHNICAL ACTIVITIES Mr. Giovani Tapia (CPPS) began his presentation by reporting activities for the development of the Regional Atlas and Catalogue of Metadata and recalling the various decisions taken at technical meetings aimed to guide the development of the Regional Atlas. He gave some recommendations on the technological equipment necessary to support the development of

5 the applications. Subsequently, he mentioned the various trainings he had attended, including the technical visit to INVEMAR that allowed sharing of knowledge and experience, the Workshop on Mapping and viewers in Lima Peru that brought together the national technicians involved in the project. He also mentioned the activities on the implementation of open source platforms that support the development of the project, the web application, the development of the atlas using viewer geographic data layers, and language development using PHP and using libraries in java script. Finally, he stressed the need to receive the feedbacks from the focal points for the design of the atlas and catalogue of metadata. Likewise, the integration of information generated by the focal nodes according to established formats, including the integration of metadata in the central metadata catalogue. It is essential that the countries agree to send the information to begin the development of statistics adopted at the regional workshops. After his presentation Mr. Ariel Troisi, ODINCARSA regional coordinator posed some questions related to the feedback between Giovani and the countries about the format of the required information. Giovani answered that he will keep the feedback in the future to ensure the unified structure and the communication. Mr. Tapia also answered Mr. Troisi to a query about the difference between the two pilot indicators. Giovani agreed that the performance of the Marine Protected Areas Indicator helped to achieve the second indicator: Population Dynamics, although this last one resulted much more complex. Mr. Troisi also commented in the importance of the control points, the indicators of performance and the issues of the policies to keep the information plus the model of network that will be used. 10. REPORT OF THE IODE/ODINCARSA COORDINATOR ON DATA AND INFORMATION MANAGEMENT This item was presented by Mr. Ariel Troisi, coordinator of IODE- ODINCARSA. He began his intervention reviewing the pending issues of WP2 Data and Information Management. These include a) Populating Ocean Expert as there are no experts linked to SPINCAM; b) OceanDocs, not used by Peru; c) Ocean Data Portal, which has not even been installed and despite the fact that some have their own websites, interoperability has not been checked; d) Information Management, as a premise of the project was to work with IODE coordinators and at the moment we have no information; e) Documentation of procedures, to see how the project progresses, i.e. a procedure manual and/or methodological guides, to support the continuance of the activities if there are personnel changes in the institution concerned. Mr. Troisi detected some problems in the execution of the activities: a) There have been delays in the compliance of the activities and this has affected the achievement of the goals established by the countries, as shown in Giovani s presentation. b) There is a lack of effective communication. The virtual office is not used to the fullest, and the data exchange strongly depends on the communication. c) Differences between countries: priorities and goals differ locally, nationally and that will remain. Despite these facts, achievements were obtained. The ODINCARSA coordinator also mentioned the issues that need to be strengthen: a) Create networks: what matters is not just talking about how to link servers. In addition to the institutional commitment we need people to communicate. It is essential to try to build that core and to know who to contact needed.

6 b) More impact requires more time and more resources; however it s important to balance data and information, capacity building, infrastructure plus goals to support decision- making and public awareness. c) The Countries began the project with an important effort but there is still some work to do in order to obtain tools that support planning and decision- making. d) The ultimate challenge is sustainability of the projet, as at some point it will get to and end. After A. Troisi s intervention the countries posed some questions about next steps to take. On these issues, he highlighted the importance of creating networks with people, ensuring communication and to see how to transfer the indicators into decision- making tool. The countries agreed in the importance to go from a static tool to a dynamic one. There was a discussion on the link and utility of the Ocean Data Portal and OceanDocs. Mr. Troisi argued that Ocean Data Portal is an appropriate mechanism to access data and information, allowing access to data and products. OceanDocs allows to host more than the methodological factsheets and gives visibility to the SPINCAM project. 11. SPINCAM PHASE I CHALLENGES AND SUCCESSES Ms. Carmen Morales, IOC, presented this item about the results of the questionnaires and lessons learnt. The aim of the questionnaires was to evaluate the first phase of the SPINCAM Project and to compile the opinion of the partners plus discuss the perceptions of a 2nd phase. A summary of the results of the questionnaires can be found in Annex 4. Then she also presented the main challenges and lessons learnt from SPINCAM I and the partners discussed in plenary. 12. SPINCAM II PLANNING The countries split in working groups to decide the possible framework for SPINCAM II and to define the project objectives, outputs, activities, benchmarks and performance indicators. Their proposal was presented and discussed in plenary. The recommended framework is attached in Annex REVIEW OF THE WORKING PLAN OF SPINCAM I The timeline of the remaining activities of SPINCAM I was reviewed as shown in Annex DECISIONS AND RECOMMENDATIONS DECISIONS Completion of SPINCAM I activities Countries agreed to complete the pending activities of the first SPINCAM phase before April 2012 according to the updated work plan (Annex 6). The Countries responsible of each pending regional indicator committed to formulate do the required consultations and provide the methodological sheet of their regional indicator before 15 March Countries agreed to populate each pending regional indicator before the beginning of the 2 nd phase of SPINCAM. The Steering Committee agreed that the National Focal Points will provide monthly progress reports to the coordinators CPPS / IOC about the implementation of the pending

7 activities of the working plan; this report will be posted in the virtual office using a established format that will be provided by the project coordinators. End of project Symposium- Conference: The Steering Committee agreed that the final meeting of the project will be a one day event targeting ministers, decision makers and high- level political officials in charge and with competencies in sustainable development, environmental issues and marine and coastal management. The objective of the high level SPINCAM meeting will be to establish a regional dialog with decision- makers about how to strengthen the collaboration and investment in marine- coastal assessment systems in support of national and regional policies and to remark the project contribution to coastal area management at both national and regional level. The Committee recommends that the SPINCAM Conference take place during the second part of April 2012, as a tentative date. Chile will do the necessary consultations to confirm the venue. Peru has expressed its availability as alternative host. The Executive Secretary of the Action Plan of the Southeast Pacific will request the National Focal Points a list of priority participants to be invited. The Executive Secretary of the Action Plan of the Southeast Pacific will send a concept note about the SPINCAM Conference to the Countries to check the ministerial availability. CPPS will prepare a Budget for the conference based on the available SPINCAM regional funds and in the possible relocation of non- committed funds. The Steering Committee requests the Executive Secretary to demand the General Authority of the Action Plan the convenience of releasing a declaration in the conference. The Conference will have a posters session about the national SPINCAM activities, with contributions from the member states. An Organizing Committee will be put in place and will rather work through electronic media. It will be composed by the Action Plan and SPINCAM focal point of the host country, IOC and CPPS. The Executive Secretary of the Action Plan of the Southeast Pacific will inform about the decisions of the SPINCAM Steering Committee to the General Authority of the Action Plan (Lima Convention) during their next meeting, including the management to support the high- level conference. SPINCAM II Proposal Countries agreed on the roadmap for the preparation and presentation of the proposal SPINCAM II including dates, activities and responsibilities (Annex 7). RECOMMENDATIONS Countries recommended that the SPINCAM II proposal meet the following general objective and specific objectives: General Objective SPINCAM II: To support the implementation and effectiveness of ICAM through improving the management capacity of data and information, knowledge, communication and networking at national and regional level, to be used as planning tools for decision making. Specific objectives: 1) To strengthen the framework for ICZM indicators as an aid to decision making, by developing partnerships and collaborations between institutions.

8 2) To optimize and integrate regional and national information systems to improve the delivery of information on the status and management of coastal and marine resources. 3) To design and implement a strategy for dissemination and awareness of the ICZM indicator framework for local and regional actors 4) To promote continuous training to strengthen institutional capacities, public awareness and the system management The Steering Committee recommended products, activities and performance indicators to be included in the SPINCAM II proposal (Annex 5). The Steering Committee recommended keeping and strengthening the current execution and coordination mechanisms of the project SPINCAM at national and regional level for the second phase. 15. CLOSURE Mr. Héctor Huerta, chair of the meeting and CPPS representative, closed the meeting at IOC and CPPS representatives acknowledged the participants for their involvement and work during the meeting. 19 RESUMEN DE INFORME NACIONAL- CHILE La presentación realizada por Chile mostró la coordinación de un Plan de Acción a seguir, entre PFNT y PFNPA (DIRECTEMAR) del cual depende el CNDO (SHOA- CENDHOC), que a la vez es el coordinador IODE. Este Plan de Acción tiene por objetivo presentar un marco general del proyecto SPINCAM, y enmarcar aquellas acciones que se proyectan para el período fines 2011 a marzo de 2012, de acuerdo a los compromisos asumidos por todos los países participantes, detallando las actividades y metas esperadas. Se realizó el 16 de Nov., la 4ta reunión del GMDI- CHILE, en el que se definieron 8 indicadores Nacionales (G1, G2, G15, E2, E7, SE1, SE3, SE13), para el Atlas Nacional, que se presentará en la Página WEB SPINCAM CHILE, corresponden a los indicadores G1. Respecto a los indicadores Regionales se encuentran terminados los de Áreas Marinas y Costeras Protegidas; Densidad de Población; avanzado el indicador de Instrumentos MIZC, se ha recibido encuestas de Perú y Colombia; pendiente se encuentra indicador de Calidad de Agua, con cálculo en proceso y Abundancia de Especies en ajustes por cambio de concepto del indicador por parte de Perú. Las principales dificultades han sido: concretar el traspaso de los recursos financieros del Proyecto; compra del Servidor SPINCAM CHILE que no estaba considerado en un principio en el Proyecto, se está gestionando su compra con presupuesto del año 2012; materializar la instalación del Geonetwork y la difusión a través de la Página Web y cambio a la ley Orgánica del Ministerio de Defensa Nacional, generó nuevos procedimientos administrativos y se reactivó SPINCAM. El Plan de Acción contempla la realización de 3 talleres a realizarse de diciembre de 2011 a marzo de RESUMEN DE INFORME NACIONAL- COLOMBIA La presentación realizada por Colombia mostró los resultados alcanzados a la fecha, los retos y dificultades y la propuesta de actividades de SPINCAM Fase II. Los resultados se presentaron por paquete de trabajo. Para el WP2 sobre coordinación nacional y manejo de datos e información se han cumplido los objetivos completamente y obteniendo los siguientes resultados: Se definió el directorio de expertos y entidades nacionales encargada de proveer los datos Se realizaron reuniones técnicas y talleres para la selección, formulación y validación de los indicadores nacionales y regionales en el marco del GMDI Se definió un perfil de metadatos y fueron poblados los metadatos de indicadores nacionales Se elaboró el reporte de los indicadores a través de formatos estándar (para entidades sin infraestructura tecnológica para proveer servicios de datos) Se definió el catálogo de datos de los indicadores Se elaboró el prototipo de Atlas Digital Nacional en el marco del Sistema de Indicadores Ambientales Marinos y costeros (Figura 1), donde se integran herramientas de visualización geográfica, datos y metadatos ( ). 19

Vista del Atlas Digital Nacional Para el WP3 sobre la elaboración de un marco de referencia de indicadores nacionales y regionales se reportaron los siguientes resultados: Se seleccionaron y definieron 11 indicadores Nacionales, elaborando sus hojas metodológicas. Está en espera de la definición del indicador de biodiversidad a nivel regional para adoptarlo a nivel nacional. Los datos de los indicadores fueron solicitados oficialmente y fueron reportados a través de formatos estándar El informe del estado de la costa está incorporado como parte del Sistema de Indicadores Ambientales Marinos y Costeros En cuanto al tema de participación pública y difusión de los resultados, Colombia ha llevado a cabo cinco talleres nacionales, ha participado en cuatro eventos académicos y científicos internacionales y elaboró y entregó cartilla de divulgación y sensibilización del proyecto (Figura 2). 21 En lo relacionado con los indicadores regionales Colombia ha publicado los servicios de datos para los indicadores de AMCP y Densidad de Población (WMS), adicionalmente se han entregado las encuestas para indicadores de instrumentos de planificación y abundancia de especies representativas. Colombia ha entregado a los países la formulación del indicador regional de calidad del agua. Como actividades pendientes están las pruebas de interoperabilidad por parte de CPPS para Atlas Regional y la revisión por parte de los países de propuesta metodológica del indicador regional de calidad del agua. En cuanto a las principales dificultades encontradas en el proyecto, Colombia presentó los siguientes temas: No todas las entidades proveedoras de datos se encuentran en el mismo nivel técnico para implementar sistema distribuido. La implementación del Ocean Data Portal y los repositorios de información, estuvieron desarticulados del resto de las actividades del WP2. La comunicación entre los socios SPINCAM no ha sido eficiente a pesar de contar con la herramienta de la Oficina Virtual. El proceso de definición de los indicadores requirió esfuerzo de las instituciones proveedoras de las entidades generadoras de los datos, esto ocasionó demoras ya que estos funcionarios normalmente cuentan con tiempos reducidos para realizar tareas adicionales. En cuanto a los planes propuestos de cara al futuro Colombia plantea los siguientes temas: Apropiar el proyecto a nivel nacional más que como un compromiso regional, de tal manera que se asegure la participación de las diferentes entidades (apropiación del reporte de los indicadores). Fortalecimiento del atlas digital nacional con nuevos indicadores ecológicos, de gobernabilidad y socioeconómicos. Inclusión de otras entidades que no se tuvieron en cuenta durante la primera etapa del proyecto. Desarrollar un sistema de soporte a las decisiones basado en indicadores. Armonizar indicadores SPINCAM con el sistema nacional de indicadores a través del comité nacional de indicadores (agenda de indicadores). Extrapolar iniciativa SPINCAM hacia el Caribe. Bajar la escala de los indicadores a nivel sub- nacional. Revisar estrategias nacionales para manejo de metadatos de indicadores. Fortalecimiento para la formulación de indicadores regionales complejos (biodiversidad, calidad del agua, instrumentos de planificación) a través de talleres. Definir actividades binacionales de temas comunes para la formulación de indicadores subregionales. RESUMEN DE INFORME NACIONAL- ECUADOR La presentación realizada por Ecuador indicó la Situación de las actividades nacionales SPINCAM, en la cual expuso la formación el Comité Nacional, el cual está compuesto por el Ministerio del Ambiente y el INOCAR. Así mismo, mencionó que existe una lista preliminar de 21

22 Expertos y contactos dentro de las instituciones, pero no todos están incluidos dentro de OceanExpert. Por otro lado, las Reuniones de Coordinación deben ser reactivadas, por lo que se tiene programada una Reunión en la 2da quincena de diciembre para informar internamente los avances del Proyecto y la Hoja de Ruta a seguir. Adicionalmente, se espera que en diciembre el Geoportal del INOCAR sobre datos marinos costeros (meteorología, batimetría, parámetros físicos) esté funcionando. Respecto a la situación de las actividades correspondientes al manejo de datos e información (WP2), el Atlas Nacional está en proceso de implementación y se utilizará la infraestructura nacional instalada del MAE y SIMCE. Referente a la situación de Indicadores Nacionales y fichas metodológicas, se indicó que los 11 indicadores Nacionales cuentan con sus respectivas fichas e información de línea base. La situación de las hojas datos e informe sobre el estado de la costa, se encuentra pendiente ya que falta desarrollar las hojas metodológicas, para esto se procederá a compilar la información disponible para realizar el informe respectivo. Adicionalmente la participación pública y difusión de los resultados deben ser reactivadas mediante la presentación de productos a nivel nacional. De acuerdo a las actividades relacionadas con los indicadores Regionales SPINCAM, para el caso del indicador de AMCPS, se ha proporcionado formato shapefile y metadatos, para el indicador de densidad poblacional, se ha enviado el shapefile y metadatos correspondientes. Para el caso del indicador de calidad de agua falta responder a Colombia ya que Ecuador no tiene estaciones fijas de monitoreo de calidad de agua, pero comenzará a tomar la información de las estaciones definidas en el Estero Salado. El indicador herramientas de ordenamiento y gestión integrada de la zona costera, fueron entregados los shapefiles y falta el envío de los metadatos. Finalmente, para el indicador regional de Biodiversidad se cuenta con información y el proceso de selección de especies emblemáticas está en proceso. Entre las principales dificultades encontradas en el proyecto, el representante de Ecuador indicó entre una de las principales el efectuar el traspaso de los recursos asignados. Así mismo, indicó que ciertas instituciones tienen participación activa, tales como, INOCAR e INP, y las demás instituciones nacionales tienen muy poca participación, debiéndose quizás a la falta de una infraestructura uniforme, lo que impide una participación más dinámica por parte de las instituciones. De acuerdo a lo expuesto, los planes propuestos de cara al futuro y compromisos que deben ser considerados es el fortalecer SPINCAM Ecuador, realizar reuniones de manera frecuente para informar avances y resultados, así como, el aprovechamiento de la plataforma del SIMCE e incluir la información geográfica de SPINCAM y finalmente mejorar la infraestructura informática del MAE y del INOCAR. 23 La presentación por parte de Panamá indicó la situación de actividades nacionales SPINCAM realizadas para cumplir con los objetivos propuestos, para tal efecto el Comité de Coordinación Nacional (PFNT, NODC, coordinadores IODE, expertos) realizó las siguientes tareas: 1. Establecimiento de Centros Nacionales de Datos Oceanográficos- NODC(s) Panamá identifico al Centro Nacional de Datos Oceanográficos NODC(S), identificando así al Instituto de Geociencias de la Universidad de Panamá. Sin embargo a la fecha dicho instituto no se ha pronunciado respecto a su interés en ser centro NODC s. (perfil para ser remitido al IODE para su reconocimiento como NODCs.) Creación de Grupo Nacional de Coordinación para Manejo de Datos e Información (GMDI) En agosto de 2009 se convocaron las instancias con competencia en la ZC y se conformó el Grupo Nacional de trabajo (GMDI) para apoyo del proyecto SPINCAM teniendo como colaboradores: Autoridad de los Recursos Acuáticos de Panamá - ARAP Autoridad Nacional del Ambiente - ANAM Contraloría General de la República de Panamá Autoridad del Canal de Panamá - ACP Instituto de Investigaciones Tropicales Smithsonian - STRI Instituto de Geociencias de la Universidad de Panamá Centro de Ciencias del Mar y Limnología de la Universidad de Panamá Empresa de Trasmisión de Energía S.A.- ETESA Sin embargo, luego de la depuración de indicadores nacionales y la elección de los indicadores regionales esta lista se redujo de acuerdo a los requerimientos de información concernientes al desarrollo de cada indicador. 2. Relaciones institucionales a nivel nacional (WP2) Se cuenta con Cartas Compromiso para el suministro de información Emitidas por la Contraloría General - Instituto Nacional de Estadística y Censo y se está a la espera de las de UP y ANAM. 3. Actividades de manejo de datos e información (WP2) Se envió información para la elaboración de los indicadores regionales de Calidad de Agua- a Colombia e información sobre Manejo Integrado de Zonas Costeras a Chile. 2. En Noviembre de 2010 se identificaron los candidatos a capacitarse en Geonetwork, encaminando la información a través del Coordinador Regional ODINCARSA- LA. (Posteriormente fue necesario capacitar nuevamente a dos técnicos de la ARAP en Colombia, para que asumieran las responsabilidades del proyecto debido a que los técnicos asignados inicialmente no pudieron cumplir con las tareas del proyecto). 3. Se entregó el directorio nacional de instituciones y profesionales MIZC, posteriormente el mismo fue ampliado con mayor numero de expertos. Del inventario se incluyen la 23

24 instancias con injerencia en la zona costera, cuencas hidrográficas y ordenamiento territorial, para ser integrado con el OceanExpert de la COI/IODE; 4. Se remitió un documento donde se Identificaron los usuarios y los productos requeridos por los usuarios. 5. Se envió el Inventario de Fondos de datos de instituciones colaboradoras 6. Identificación de Socios proveedores de datos y gestores de información 4. Situación Atlas Nacional (WP2) El Atlas Nacional está poblado con información, AMPs, ZEM y Manglares y sitios Ramsar usando la plataforma acordada Map server, sin embargo estamos tratando de adquirir la plataforma Argis server bin/mapapanama?map=c:/mapserver_data/mapfiles/mapapanama.map&layers=all&mod E=MAP 5. Situación de Indicadores Nacionales y fichas (WP3) Situación de hojas de datos e informe del estado de la costa (WP3) 1. Se presentaron las Fichas y Hojas Metodológicas de los 4 indicadores nacionales. 2. Se elaboraron los Parámetros y Metodología de los indicadores nacionales, 3. se revisaron la metodología para la construcción de los indicadores nacionales que incluye la elaboración de la hoja metodológica y la fase de construcción final de los indicadores. Para la elaboración de la metodología se tomó en consideración la metodología utilizada en la preparación de indicadores ambientales de Panamá. 6. Participación pública y difusión de los resultados (WP3) 1. Desarrollo de materiales de sensibilización pública sobre ICAM tipo Brochures y Posters y cartillas de los Indicadores los cuales están siendo elaborados por la oficina de Relaciones Publicas para ser entregados al grupo de trabajo y posterior distribución. 2. Se creó el link del proyecto SPINCAM en la página web de la ARAP: 7. 25 Indicador regional Calidad de Agua: Revisión del Documento Metodológico del indicador de calidad de agua remitido por Colombia se entrego el documento a la ANAM, se está a la espera de comentarios al mismo No se ha hecho nada respecto a la Curva de calibración de cada parámetro No se ha hecho una evaluación sobre el cálculo del indicador y que se necesitaría para poder avanzar en el tema a nivel nacional Indicador de Biodiversidad: Cuadro de especies representativas Emblemas, Pesquerías esta lista. Indicador de MIZC: Se remitió un borrador de encuesta a Chile, pero está sometida a una nueva revisión por parte del grupo de trabajo. 9. Principales dificultades encontradas en el proyecto 1. Participación de distintos profesionales en reuniones del Grupo de trabajo Nacional. 2. Establecer el NODC. 3. Identificar nuevos técnicos (capacitaciones previas) y capacitarlos. 4. Envió de Fondos. 5. Establecer la oficina Repositorio, la cual ya se encuentra instalada y funcionando. 6. Falta de infraestructura, como por ejemplo, servidor, etc. 10. Propuestas para planes futuros y compromiso 1. Contar con instrumentos que aporten información e indiquen el estado actual de nuestras zonas costeras ante los cambios que se están generando debido a los efectos de invernadero, por ende cambio climático y aumento del nivel del mar. 2. Contar con indicadores nacionales bien definidos que apoyen las estrategias futuras de país y de la región ante los cambios globales. 3. Fortalecer el Punto Focal Técnico ( Grupo de Trabajo) 4. Establecer el Centro Nacional de Datos Oceanográficos (NODC) 5. Terminar el Atlas nacional con todos los indicadores nacionales e ir incorporando otros. 6. Difusión del ATLAS nacional. RESUMEN DE INFORME NACIONAL- PERÚ La presentación realizada por Perú dio a conocer el estado del proyecto SPINCAM en el Perú Referente al Paquete de Trabajo 2- WP2, el Comité Coordinación Nacional fue formado el año 2010 con representantes de IMARPE, INDECI, MINAM, DHN y PCM. Durante el 2011 se han reunido 2 veces para evaluar el set de indicadores nacionales. Sus sugerencias fueron tomadas en cuenta, y se ha continuado virtualmente las coordinaciones con los miembros del Comité. La relación con las instituciones nacionales en el tema de MIZC son continuas a través del Grupo Nacional de Trabajo de MIZC del Comisión Multisectorial del Punto Focal Nacional, dicha Comisión se reúne una vez al mes para evaluar los avances nacionales y regionales en el tema. 25

26 En cuanto a la situación de las actividades de Manejo de Datos e Información, ya se ha decidido en las reuniones mencionadas que la Dirección de Hidrografía y Navegación de la Marina de Guerra del Perú- DHN sea la institución encargada de alojar los datos y servicios del Atlas Nacional. Parte de la información requerida para la elaboración del atlas ya ha sido obtenida. Asimismo se viene coordinando con la DHN para la contratación de los consultores encargados de la puesta en marcha del sistema. Respecto a la situación de los Indicadores Nacionales y fichas correspondientes al Paquete de Trabajo 3, en las reuniones mencionadas anteriormente se ha visto la necesidad de priorizar un primer set de indicadores nacionales. Se tienen originalmente18 indicadores (6 por grupo), de los cuales se han seleccionado 4 indicadores ecológicos, 2 socioeconómicos y 3 de gobernanza. Conforme se vaya obteniendo la información derivada del Atlas Nacional se van a ir elaborando las hojas de datos y el informe del estado de la costa basado en los indicadores. En cuanto a la participación pública y difusión de los resultados, en el marco del proyecto SPINCAM se han realizado talleres participativos durante el periodo Estos han sido llevados a cabo en las siguientes zonas: Chimbote, (del 02 al 03 de abril 2009), Ilo, (del 16 al 17 de julio 2009), Pisco, (del 24 al 25 de setiembre 2009), Sechura, (del 16 al 17 de julio 2010), Huacho, (del 11 al 12 de junio 2010) y Camaná, (el 23 de noviembre 2011). En estos talleres se difundió la metodología de Indicadores en diferentes ámbitos de la costa peruana con una asistencia de 228 participantes funcionarios de Gobiernos Regionales y Locales, de los sectores de gobierno y miembros de la Comisión Multisectorial del Plan de Acción, empresarios y técnicos industriales, docentes y estudiantes de la Universidad Peruana, ONGs, gremios de pescadores industriales, artesanales, armadores pesqueros, instituciones y otros participantes de la sociedad civil organizada. El Punto Focal Técnico del proyecto ya ha cumplido con entregar la información de Áreas Marinas Protegidas y Densidad Poblacional. Los datos de Abundancia se encuentran en etapa de sistematización con la información aportada hasta el momento, de igual forma los datos de Herramientas de Gestión. Asimismo el servicio de Geonetwork ya se encuentra implementado en la DHN y los Metadatos se encuentran en proceso de elaboración. El procesamiento del indicador Calidad de Aguas se encuentra pendiente. En cuanto a las principales dificultades encontradas en el proyecto se pueden mencionar el retraso en las respuestas y aporte de información y la dificultad en uniformizar los indicadores regionales (en algunos casos no hay consenso en cómo expresar los parámetros. En el corto plazo se tiene planificada la finalización de indicadores regionales Abundancia, Calidad y Herramientas de Gestión y sus respectivos metadatos y la culminación de Indicadores nacionales y Atlas Nacional. La elaboración de los Informes de Estado de la Costa es también otra tarea pendiente. Para la segunda fase SPINCAM considerar la aplicación de la herramienta elaborada en los planes de MIZC por las autoridades competentes. 26
