As a registered voter in San Joaquin County, you are taking part in one of the most important fundamental civil rights in the United States of America. The General Election will be held on November 4, This sample ballot booklet is intended to assist you in completing your ballot properly. Please read it carefully. You may choose to take notes and make your voting choices directly in the booklet as a sample for you to vote your official ballot. You can bring the sample ballot booklet with you to your polling place on Election Day or use it as a guide when completing your official Vote-by-Mail ballot. Please remember, for your vote to count, sign the envelope before mailing your Vote-by-Mail ballot back to the Registrar of Voters Office. VOTE BY MAIL California Elections Code went into effect in 2014, which makes voting by mail even easier. To request your Voteby-Mail ballot, simply call the Registrar of Voters office at (209) There is no longer a paperwork requirement to request a Vote-by-Mail ballot. Voting by mail is fast, convenient, weatherproof, and reduces air pollution from eliminating a drive to a polling place. If you receive a Vote-by-Mail ballot and change your mind later, you can surrender your ballot and envelope at your polling place on Election Day and vote at the polls. I urge you to vote by mail. Dropping your ballot in the mail early will ensure that your votes are among the first to be counted. TOP-TWO OPEN PRIMARY ACT (PROPOSITION 14) One of the most significant changes in the history of elections in California occurred on June 8, 2010, when California voters approved Proposition 14 (Prop 14), which created the Top-Two Open Primary Act. Prop 14 requires that the two candidates for voter-nominated offices [Congressional or State elective offices] who receive the highest and secondhighest number of votes cast at the Primary Election shall appear on the ballot as candidates in the ensuing General Election (EC ). As a result, there are no write-in spaces for those offices affected by the Top-Two Open Primary Act in the 2014 General Election. Prop 14 also allows candidates to choose whether they want to disclose their party preference on the ballot. MILITARY AND OVERSEAS VOTER BALLOTS AVAILABLE ONLINE If you are a member of the military or are overseas, you can now download your ballot from the San Joaquin County Registrar of Voters website at Print your ballot, mark your vote and either fax or mail your voted ballot to the San Joaquin County Registrar of Voters Office. BE PREPARED Make sure you have your sample ballot and voter s guide and know your choices for each contest. FILL IN THE OVAL Fill in the oval to the left of your selection in each contest. Fill in the oval completely. WRITE-INS To vote for a qualified write-in candidate, write in the person s name on the blank line provided and fill in the oval to the left of the write-in line. A list of Qualified Write-in Candidates will be available 14 days before Election Day on our website at: Do not write your name, initials, or make any identifying marks on your ballot. BE AWARE OF THE OVER-VOTE Each contest shows the number of candidates to be elected. Check this number before marking your choices. To ensure your vote counts, do not vote for more candidates than allowed for each contest. MEASURES Vote only YES or NO. If you mark both, your vote will not count. TO CAST YOUR BALLOT Place your ballot in the secured ballot box. Once you have placed it in the ballot box, you cannot receive another ballot. IF YOU MAKE A MISTAKE Do not correct an error on your ballot. Simply take your ballot to a precinct officer and request a replacement ballot. Any U.S. citizen who is a member of the Uniformed Services, or Merchant Marines (on active duty) and their eligible dependents or U.S. citizens residing outside the United States may request to receive their ballot online.
