2 Overview Need: Authorities lack of accountability at the local level means that they do not face any pressure to perform well. Objective: Empower the local population and leaders to demand good governance and accountability from authorities by reducing their cost of accessing information and building capacities in key stakeholders. Tools to discussed: Setting up a monitoring structure Disseminating information and building capacities Providing feedback to authorities 2

4 Stakeholder Oversight and Accountability Tool Aims to guide civil society on monitoring investment resources and promoting social accountability. Applied in Colombia and Peru to monitor mining, oil and gas royalties. PERU: MIM Toolkit Colombia: Guidelines for Social Accountability 4

5 Tools to set up a Monitoring Structure Objective: Provide guidance to set up and getting started a monitoring instance led by Civil Society Organizations. Focus: Setting up a Monitoring Structure (Network) Setting up the Technical Team Training Defining a Work Plan Recruiting volunteers 5

6 Tools to Disseminate Information Objective: Reach key groups from the population with information on royalties and municipal investment in a format that is attractive and that they can understand. Focus: Defining the right communicational mix (target group materials frequency of interaction). Producing specialized material: information gathering, material preparation, and distribution. Undertaking awareness and capacity building activities with different groups - developing a program of visits to key stakeholders to present the material. 6

9 Participatory Budget Bulletin Description: Updated information on the progress of projects selected in the participatory budgeting process. Target group: Surveillance Committees Frequency of publication: Bi-annual 9

10 Educational Pills Pi Description: One-page note on a key topic or basic concept related to royalties and municipal investment. Target group: Media, general population, local leaders. Frequency of publication: Used with Findings to ensure information is understood and in training sessions. 10

11 Don Justo Comic Booklet Description: A comic strip publication to educate rural communities on basic concepts of royalties and municipal investment in an easy and friendly way. Target group: Rural communities. Frequency of publication: Biannual. 11

12 Educational Caravans Description: Interpersonal communication methodology that teaches basic concepts of royalties and municipal investment to rural communities in a fun and interactive way. Includes street theatre and educational games. Target group: Rural communities Frequency: 10 communities per semester 12

13 Citizen s Dialogue Sessions Description: Interpersonal communication methodology that teaches basic concepts of royalties and municipal investment to local leaders and organized groups. Target group: Local leaders and organized groups. Frequency: 3 visits to each leader/organized group per semester 13

14 Tools to Provide Feedback Objective: Provide feedback to authorities on the population s perceptions of municipal investment, the provision of key services and social accountability. Focus: Providing authorities with results from periodic representative surveys. Channeling to authorities the population s questions and concerns. 20 Results Authorities 1,882 questions have been answered by Mayors and disseminated by MIMs. The answer rate improved from 13.5% in Dec 2008 to 35.9% in Dec 2010 The public perception regarding public disclosure of municipalities on the use of revenues has increased from 8% in Dec 2008 to 26.3% in Dec The public finds the way municipalities report their spending useful. The perception of its usefulness has increased from 25% in Dec 2008 to 58% in Dec 2010.

21 General Results In average all the municipalities monitored showed an increase in their understanding of basic concepts of royalties and municipal investment Access to information on mining canon increased from 30.8% to 43.9% Understanding of the right to ask for information increased from 45.4% to 55% In average 20% of the population knows MIM
