3 1 Introduction and Welcome The Rally Roars in the South of the American Continent Landscapes are similar to those of the moon: spectacular water splashes, challenging roads and over a million of fans looking forward to the FIA World Rally Championship (WRC) in the Southernmost round of the calendar. The 34th edition of the XION Rally Argentina, counts on the organization of the Automóvil Club Argentino, which proposed a compact itinerary through the main valley of the Province of Córdoba. The itinerary, which similar to the successful 2013 edition but with subtle changes, goes through a variety of roads that will test the driver s concentration and the car s strengths. From the winding stages of Punilla and the Sierras Chicas, up to the special stages in Traslasierra, plus the fast ones in the South of Córdoba, in Calamuchita. The most significant change of XION Rally Argentina 2014 will be the winner s name due to the fact that since 2005, each round in our country had Sébasitien Loeb in the top podium position. After Monsieur Rally s farewell, a new protagonist will stamp his name on the winners of WRC winners in the gauchos lands. Volkswagen, on its part, will try to break the hegemony of Citroën nine victories and there will be also eyes set on i20 WRC in the first time of Hyundai in Córdoba. All questions will start to get an answer from Thrusday 8th of May when engines start roaring in the Super Special Stage of the Thematic Park of Villa Carlos Paz. The following day, protagonists will have to overcome two very difficult obstacles: a double-passage through Santa Catalina La Pampa and the extensive Ascochinga Agua de Oro, which is 51,88 kilometers long. 5 With no time to get their breaths back, the second competitive day will take place in the Valley of Calamuchita, with two loops in San Agustín Villa del Dique and Amboy Yacanto. This last stage finished with Sébastien Ogier s Mikko Hirvonen s hopes to stop Loeb s command last year. Sunday will be the time for the most emblematic landscapes of this rally. The mythical Guilio Césare, will be run in the opposite direction, going from the top of the mountain downhill to the valley of Traslasierra. El Cóndor Copina, will be the Power Stage scenery and the end of the competition. Everything s ready for a historic edition of the XION Rally Argentina Get ready to enjoy it to the fullest extent! Service vehicles are allowed to enter the Service Park only if they are identified with Service Plates affixed on the vehicle as instructed by the Organizer. Team members must place: - Regular waste (current domiciliary litter: food, paper, bottles, etc.) To be placed in yellow plastic bags to be provided by organizers - Contaminated/dangerous waste o Solid (cloths or covers dirty with oil, parts such as brake pads, nuts, screws, etc.) To be placed in black plastic bags to be provided by organizers o Liquid (oils, fuel, brake liquid, etc.) To be placed in identified jerry cans to be provided by organizers. These will be collected and treated by a specialized company. All garbage will be collected from the Service Park at the end of each day - Wash of parts There will be a dedicated area within the Service Park to wash parts. Washing of parts in other locations is not permitted. All infringements to the above mentioned procedures will be punished according to the penalty set in the Supplementary Regulations. 10 6 Two-way Radios 7 Fuel The Comisión Nacional de Comunicaciones (CNC) is responsible for the management of the radio spectrum. The CNC shall be notified of the frequencies in the equipment in question, upon which it decides on assignment a suitable frequency to the customer and issues a license for the radio transmitter. Any unlicensed use, or equipment operated outside the terms of a license is a major concern for the CNC. 16 14.2 SHAKEDOWN for NON PRIORITY drivers ONLY The shakedown stage will be run as if it were a stage run during the rally and include all the appropriate safety measures. Location The Shakedown will take place along the Villa Carlos Paz - Cabalango stage. GPS Reference: Start: Lat S Long W Altitude 766 mts Finish: Lat S Long W Altitude 738 mts Stage Length and general characteristics The stage is 6.23km long and it is located 11.08km away from the Service Park. The loop from the finish point to the start point is 7.71km. The surface is mixed, with hard sectors and jumps, and a water splash. There are fast and twisty sectors and therefore it is representative of the rally route Times Thursday, May 8 10:00-12:00 Shakedown (Non P drivers only) Shakedown General Features Unlimited runs. Shakedown will be serviced from the sole Service Park for the entire rally. Shakedown circuit can be recced (two runs) according to the schedule on Appendix section. The Shakedown will be run as an ordinary stage, with start lights, time keeping, etc. All safety measures, ambulances, fire trucks, etc, will be available. Shakedown times will be posted at the Rally HQ and the Media Room. All drivers must wear homologated helmets and overalls. Competition number and plates must be affixed to the cars. Please find Shakedown road book in the Appendix section of this Guide Anybody who gets onboard a competing car and is not a crew member must previously sign a waiver of responsibility indemnifying the Organizers. 17 16 PR Activities Wednesday May 7: TBA 17 On-board Cameras As per article 65.1 of the WRC Regulations the entrant of any car which carries an on-board camera must have the prior agreement of the Promoter. Authorised cameras will be identified by an adhesive decal and must be mounted in the car at the time of scrutineering. 26 19 FIA CODASUR - South American Rally Championship - Argentine Championship of Rally Competing vehicles must comply with the stipulations of the CODASUR and the national technical regulations of the category, including the National rules regarding the use of authorized tyres. The Supplementary Regulations of the event and the FIA WRC Regulations will be applied. As mentioned in the Supplementary Regulations: Non Priority driver must use the fuel provided by the organizers. Classification Competitors of the CODASUR and the National Championship will be classified separately. And will not be awarded points for the WRC championships, they will be awarded points for each of their championship, respectively. They will start as a group after the last WRC competitor. 20 Medical and Safety Service 28 The Organizers of Rally Argentina have foreseen a Medical Service based on a hospital network that will be on the alert all throughout the rally, plus the co-ordination of emergency vehicles. The medical assistance of the event comprehends two aspects: assistance for both competing crews and for attending spectators. The medical plan for competitors includes the participation of a total of 71 vehicles; distributed in 26 ambulances (AMB), 32 fast intervention vehicles (FIV) and 13 heavy-duty cutting gears (RESCUE), distributed in such a way that there will be a high complexity ambulance, a fast intervention vehicle and a heavy-duty cutting gear, at the start of each special stage. Within the special stages, medical assistance will be distributed in order to answer with a maximum delay of ten minutes, and it will be provided depending on the terrain by a FIV, an Ambulance and a heavy-duty cutting gears. The strategic location of back-up ambulances and a shock room installed in the Service Park in Villa Carlos Paz, complete the above mentioned plan. A medical helicopter will fly over the special stages during the three competition days, optimizing the referral of patients and the arrival to difficult-to-reach spots. All vehicles count upon specially trained doctors and operators. As regards spectators, the medical assistance will be provided by the ambulances belonging to the Province of Córdoba. Besides, every provincial and municipal hospital on the area of the rally will be on permanent alert. During the rally, in case of an accident, competitors will be transferred to the Hospital de Urgencias (in Córdoba), Hospital Córdoba, Hospital San Roque and Hospital Domingo Funes (in Villa Caeiro). 86 E 1 SIT Sports Safety Tracking System - FIA WRC Sistema de Seguimiento de Seguridad SIT Sports - FIA WRC SIT SPORTS TRACKING UNIT / 1- EQUIPO DE SEGUIMIENTO SIT SPORTS The SIT Sports Tracking unit must be fitted and connected in all competitors cars before arrival at scrutineering, where it will be checked by SIT Sports engineers. The tracking unit must be used together with the tracker base. This allows the quick fitting and removal of the unit. The unit and the base must be firmly mounted to a solid surface to avoid extreme shock or vibration excessive. Please be sure that the base preserves its original shock absorbing link pad, it also helps reduce vibration IMPORTANT: Any problems must be dealt with during the 10 service so the unit has to be easy to reach and remove. 88 3- ANTENNAS / 3- ANTENAS The SIT Sports Tracking unit needs three antennas: UHF, dual GPS-GSM and GPS2 Antennas. UHF and dual GPS- GSM antennas must be installed on the roof of the car and the GPS2 antenna inside the car with a clear view to the sky, i.e. attached to the rear window. 89 4- INSTALLATION / 4- INSTALACIÓN SIT Sports will provide with only one Y power splitter cable, the main end of this cable should be connected to the tracking box and the two other ends to the safety console and power supply (+VCC, Ground and Ignition). Please ensure direct connection to power (+12VDC) before the circuit breaker with a 5A fuse protection. The ignition line must supply +12VDC too (it can be connect to the same terminal that +VCC). Do not cut, shorten or bend the cable especially near the connector.
