2 MEASURE Z IMPARTIAL ANALYSIS F MEASURE Z This Impartial Analysis for Measure Z has been prepared by the County Counsel pursuant to Section 9313 of the California Elections Code. The Board of Directors of the Yucca Valley Airport District ( District ) has called this election to authorize it to impose a special tax to assist the District in meeting the costs of operation and maintenance of the District s facilities. The special tax shall be on all parcels of real property, improved or unimproved, within the District at a rate of $0.02 per square foot, adjusted annually for inflation. The tax shall begin fiscal year , and shall be in addition to any other taxes authorized by law. If two-thirds or more of the voters voting upon the proposition within the District vote YES, the special tax, not to exceed the maximum amount authorized, and for the purposes stated, will be approved. If less than two-thirds of the voters voting upon the proposition within the District vote YES, the District will not be authorized to impose the special tax. 3 ARGUMENT IN FAVR F MEASURE Z This Argument in Favor of Measure Z was submitted pursuant to Section 9315 of the California Elections Code. It is the opinion of the author(s), and has been printed exactly as submitted. The Yucca Valley Airport (the Airport ) is an important community resource. The Airport is open to the public 24 hours a day. The Airport is instrumental in providing logistical support to the U.S. Department of the Interior and the California Department of Forestry and Fire Protection in response to fires, search, and rescue operations. The Airport is a vital asset for military aircraft transiting the local airspace. The Local Agency Formation Commission is requiring that the Yucca Valley Airport District ( District ) secure a revenue stream for maintenance and operations of the Airport or cease to exist as a public entity. The revenue stream from Measure Z will allow the Airport to provide emergency air evacuation, law enforcement support, and emergency aid and secure the financial viability and operation of the Airport for future generations to come. Local general aviation airports like the Airport produce identifiable economic benefits over and above the tax dollars spent on operation and maintaining their facilities. A study conducted on behalf of the Commonwealth of Virginia found that each dollar spent by aviation and aviation-dependent businesses generates an additional $1.52 in economic activity. Local airports also offer benefits inherent with access to the nation s air transportation system. With only minimum support from the State, the Airport has been operating with limited income from airport users and transient tie down fees. New revenues from Measure Z will not only support a more professional and safer Airport, but may also help stabilize or increase depressed home values in the community. All revenues from Measure Z will be expended exclusively for the funding of operations and maintenance of the Airport s facilities. 10 Yucca Valley Airport District parcel tax, Measure Z (July 2013) A Yucca Valley Airport District parcel tax, Measure Z ballot question was on the July 2, 2013 ballot for voters in the Yucca Valley Airport District in San Bernardino County, where it was approved. Measure Z imposes a parcel tax of $0.02 per square foot on all improved and unimproved property in the district, beginning in fiscal year A 2/3rds supermajority vote was required for approval. 12 Article 3.5 (commencing with Section 50075) of Chapter 1 of Part 1 of Division 1 of Title 5 of the Government Code. Section 3. PURPSE F SPECIAL TAX. The purpose for which the Special Tax shall be imposed and levied is to raise revenue for the District to use in meeting the costs of operation and maintenance of the District's facilities. Section 4. SPECIAL TAX AUTHRlZATIN. The Board is authorized to impose and levy the Special Tax commencing in fiscal year and each year thereafter on all Parcels (as defined below) of real property, improved or unimproved, within the District at the rate of $0.02 per square foot. The Special Tax shall be assessed to the owner of said Parcel of land, unless the owner is by law exempt from taxation, in which case, the tax imposed shall be assessed to the holder of the possessory interest in such Parcel, unless such holder is also by law exempt from taxation. The Special Tax shall not exceed the maximum amount set forth in this Section 4, except that the Special Tax may be increased annually by the annual percent increase for the prior calendar year, i any, in the All Urban Consumer All Items Consumer Price Index for Riverside- San Bernardino- ntario statistical area, or any successor index. The Tax is levied pursuant to California Government Code Section et seq. and is a tax upon each Parcel of property within the District. The amount of the Special Tax is not measured by the value of the Parcel. "Parcel" shall mean the smallest, separately segregated lot, unit or plot of land having an identified owner, boundaries and surface area which is documented for property tax purposes and given an assessor's identification number by the County of San Bernardino Tax Assessor. Section 5. ANNUAL REPRT. Each year the District shall cause a report to be prepared and filed with the Board containing information regarding the amount of Special Tax revenues collected and expended. Section 6. CLLECTIN. The Special Tax shall be collected in the same manner and subject to the same penalty as other charges and taxes collected by or on behalf of the District by the County of San Bernardino (the "County"). The County's Tax Collector may deduct reasonable administrative costs incurred in collecting the Special Tax and deposit the amounts deducted in the San Bernardino County General Fund. Section 7. ELECTIN. Pursuant to the laws of the State of California, there is called and ordered to be held in District on July 2, 2013, an election for the purpose of submitting to the voters a measure that would enact a Special Tax to raise revenue for the costs of operation and maintenance of the District's facilities

13 Section 8. BALLT LANGUAGE. The Board, pursuant to its right and authority, does order submitted to the voters at the Special Tax Election the following question, and the County Registrar of Voters is hereby requested to include the following ballot measure as set forth hereinafter, and that the following ballot question, to be numbered and designated by the County to appear as follows: Shall the Yucca Valley Airport District be authorized to impose and levy or cause to be levied a new special tax commencing the fiscal year and each year thereafter on all Parcels of real property, improved or unimproved, within the District at a rate of $0.02 per square foot, plus an annual increase based on the annual percent increase for the prior calendar year, if any, in the All Urban Consumer All Items Consumer Price Index for Riverside - San Bernardino - ntario statistical area, or any successor index to assist the District in meeting the costs of operation and maintena1ce of the District's facilities? YES N Section 9. SPECIAL TAX EFFECTIVENESS. The Special Tax shall, upon twothirds voter approval, be imposed until such time as it is repealed. SECTIN 6. DELIVERY F RESLUTIN T CUNTY. The Board hereby authorizes and directs District staff to file a certified copy of this Resolution with the Board of Supervisors and the County election department of the County. Section 10. EFFECTIVE DATE. This Resolution shall take effect from and after its adoption and execution by a majority vote of all of the members of this Board
