En 1996, Ojeda se convierte en la Directora Ejecutiva de la Coalición pro Justicia en las Maquiladoras, donde ha trabajado por más de 16 años por los derechos humano laborales y de género. Martha ha presentado ponencias en múltiples conferencias y foros internacionales, incluyendo las Naciones Unidas. English Presentation of Los Other Dreamers, The Book With Nancy Landa and other participants in the book Dream in Mexico AC and Collective Dreamers Collective About the book and the authors - In collaboration with other young returnees and deportees, Nancy Landa presents the book The Other Dreamers whose authors, Jill Anderson and Nin Solis, relate the cases of 26 young returnees and deportees from the United States in a collective testimonio in word and image. Originally from the US and living in Mexico City since 2007, Dr. Jill Anderson collaborates with civil society as an independent researcher to advance the rights of migrants and transnational citizenship. Nin Solis studied an MA in photography at Burg Giebichenstein Kunsthochschule Halle in Germany (2011) and her work has been exhibited in the Embassy of Mexico in Berlin; Stiftung Moritzburg, Halle and the Norton 3

Profesor en la Universidad Autónoma de Baja California de 1981 a 1983, ha sido profesor en San Diego State University SDSU desde Fundador y director del Centro Binacional de Derechos Humanos en Tijuana desde 1987 a la fecha, Clark Alfaro ha sido articulista para Pacific New Service, PNS ( ), y columnista en el periódico La Opinión, Los Angeles, California ( ). También Consejero de la Comisión Nacional para el Desarrollo de los Pueblos Indígenas CDI ( ), Clark Alfaro es ejemplo de investigador dedicado a combatir la injusticia social en la frontera. 5 Sesión conjunta * Joint Session Panel 1 Marlene Solis, Colegio de la Frontera Norte COLEF Tijuana Presentación del libro Fronteras comparadas: desarrollo, trabajo y migración : México-Estados Unidos/ Marruecos-Union Europea Bio: Este libro tiene como propósito el estudio de los procesos de globalización que han afectado en las décadas recientes la dinámica económica y social de las regiones fronterizas del norte de México y Marruecos. Estos procesos tienen que ver con la relocalización de las industrias de los países desarrollados hacia los menos desarrollados, así como con los crecientes flujos de personas en dirección sur-norte. El volumen reúne distintas investigaciones de especialistas que, con una visión novedosa, van develando el entrecruce entre el modelo de desarrollo adoptado por estos países con las trayectorias laborales, las condiciones laborales y la migración. Las coordinadoras de libro son: María del Rosio Barajas Escamilla que es doctora en ciencias sociales con especialidad en economía política internacional y estudios regionales por la Universidad de California, Irvine; y Marlene Solís Pérezdoctora en ciencias sociales con especialidad en estudios regionales por El Colegio de la Frontera Norte. Odeh 48 Building Bridges Across Borders: The Colonial Experience from Aztlan to Palestine This workshop seeks to give students and others a brief historical background to the occupation of Palestine and Mexico s northern provinces. The goal is to provide a framework to understand the current conditions that both Palestinians and Chicanas/os face today in occupied territory. In turn we hope 5

6 this framework will provide students with a better understanding of the similarities and differences between the occupation of Palestine and Mexico by hostile Western settler colonial forces. With this new understanding we hope that students will be compelled to think critically about the media messages about the Israeli Palestinian conflict and how it relates to their own experience in the United States as Chicana/o and Mexicana/o population. With this deeper understanding and critical perspective of the media we challenge students to move beyond understanding and into action in solidarity with Palestianian self-determination and resistance to occupation. Bios: Abel Roque Macias is a professor of Chicana/o Studies at both San Diego City College and San Diego State University. His emphasis is indigenous communities of the Americas and the interconnectedness of these communities across international borders. In 2008 Abel participated in an intercontinental indigenous spiritual run that crossed eight countries in seven months. This Peace and Dignity Journey along with over twenty years of activism has been the chief source of energy that has guided Abel s academic and radical framework for understanding international and local politics. Abel is currently the Vice-President on the Board of Directors at the Centro Cultural de la Raza and a member of the Coalition Act Now to Stop War and End Racism. abel.macias@yahoo.com LennaTayseerOdeh is a PhD candidate finishing her doctorial work in the Comparative Literature Department at the University Of California San Diego (UCSD). She is also an activist and is a part of multiple organizations that work to end the Israeli occupation across Palestine. Lenna s dissertation is centered on Palestinian Sumud (resistance/resilience/steadfast). She explores Palestinian political prisoner testimony, Palestinian Hip-Hop, resistance art and literature. Her work delves into the historical genealogy of the colonial prison system in Palestine in order to discuss how the Palestinian political 6

7 prisoner s movement underneath both the British and Israeli occupation affected the development of Sumud as a national and political ideology expressed through various mediums of popular culture. lennuni@gmail.com Panel 1 Sophia Lawson El Primer Libro de la Chingada This is not political science it is an experiment in political science-fiction, where the re-negotiation and ownership of power occurs as fictions are reimagined into Gospel by all those courageous enough to dream dreams and indulge fables. As an extension of my paper on the metaphysics of US- Mexico border rationality, this collection of poems is the result of time spent living in Tijuana, crossing the US-Mexico border, and standing in solidarity with the deported migrants living in el Rio de Tijuana. Just as academia tends to make objects out of subjects, and subjects out of knowable, clearly defined human beings the US-Mexico border as a form of omnipotent biopower, transcends time and space to construct, define, and then confine Chican@ identities to that of the traitor, the deserter, the contaminator the eternal deportee. In opposition to this dialogue of oppression, I present a blasphemous code the monstrously perverse tale of our origination as multitudinous beings. Bio: I am an honors graduate of International Studies Political Science and Human Rights from the University of California--San Diego where I worked under the tutelage of Ricardo Dominguez; and a lifetime advocate, activist, artist and scholar of justice. With an extensive interdisciplinary background in 7

8 the critical analysis of migration, US border theory and militarization, human rights and justice discourses, the intersectionality of race, age, gender, nationality, and class in experiential human rights acquisition and deprivation, is a central focus of my research and advocacy methodologies. Crossing Borders and the Dreams of the Americas Since the conquest of the Americas, the so-called New World has functioned as a historical trope in the global imaginary, for dreams pursued and dreams deferred. With the conquest and colonization of the Americas, Hispanic American Revolutions and rise of US cultural hegemony, possibilities for solidarity across the Americas have been reframed in terms of the American Dream. Yet today, even as the national and global mythology of that dream is fissuring as perhaps never before, the legacy of war and neocolonialism continues to drive massive migration flows to the United States., as seen 8

9 recently with Central American youth. At the same time, with rising costs for education in North America, there are now return migrations to Mexico, for less expensive university education and cheaper housing. Simultaneously, a new emerging literature about the poor and working class immigrant diaspora is exploring the meaning and harsh realities of what some call the Latino century in an age of US politico-economic decline and continuous socioeconomic and ecological crisis. This paper explores the cultural imaginary of the dreams of the Americas, including those carried across borders, in literature and film, to explore the possibilities for new solidarities across physical borders, as well as those of race, ethnicity, class, nation, gender and age, especially as related to youth migration and related struggles for education. 10 Panel 2 Evelyn Vidaca The Survival of the Migrant Brother La Sobrevivencia Del Hermano Migrante Central American migrants are faced with a larger challenge than our Mexican brothers once they are evicted from the United States. Not only are they expulsed into a country they have little to no knowledge of, but most of the time they have no way of contacting their loved ones once this takes place. The struggle for survival rests no day of the week and has no mercy. Central Americans need support programs that help them contact their families and adapt to the new environment. The last thing a person needs is to prolong the hardship once they are exiled from what they thought would be a new opportunity, a chance to ensure the family s well-being, a possibility of a better future. Despite any conflicts we may have between each other, we are all brothers and sisters of Latin America. We are all being judged and singled out upon deportation. The only way we can thrive as a whole is if we give each other a hand when we most need it. Los migrantes centroamericanos se enfrentan a un reto más grande que nuestros hermanos mexicanos en el momento que son desalojados de los Estados Unidos. No sólo son expulsados a un país del cual tienen poco o ningún conocimiento de, pero la mayoría de las veces no tienen forma de comunicarse con sus seres queridos una vez que esto se lleva a cabo. La lucha por la supervivencia no descansa ningún día de la semana y no tiene misericordia. Centroamericanos necesitan programas de apoyo que les ayudan a ponerse en contacto con sus familias y que les ayude a adaptarse al nuevo entorno. Lo último que una persona necesita es prolongar las dificultades una vez que son exiliados de lo que pensaban sería una nueva oportunidad, una oportunidad para asegurar el bienestar de la familia y la posibilidad de un mejor futuro. A pesar de los conflictos que podamos tener 10

11 entre nosotros, todos somos hermanos y hermanas latinoamericanos. La única manera de que podamos prosperar en su conjunto es si nos damos unos a otros la mano cuando más lo necesitamos. Bio: I am a student at San Diego City College. I am majoring in Linguistics and my focus area will be Spanish translation and interpretation. I am 22 years old and have always had a very strong feeling toward immigration and it s prolonged promise of reform. I have experienced the displacement from one country to another. I plan to obtain a Master s in Applied Linguistics and help people understand what is happening in their court trials. If anything infuriates me, it is the way immigrants are treated both in the United States and Mexico. I ve have a passion for writing since I can remember. In the future, I want to build schools beginning in Southern Mexico and teach children who speak their indigenous tongue to read and write in Spanish and possibly English to ensure they will be able to defend themselves if necessary once they venture out into the world. Soy un estudiante en San Diego City College. Tengo 22 años y siempre he tenido un sentimiento muy fuerte hacia la inmigración y su prolongada promesa de reforma. He experimentado el desplazamiento de un país a otro. Tengo la intención de obtener una Maestría en Lingüística Aplicada y ayudar a la gente a entender lo que está sucediendo en sus juicios. Si hay algo que me enfurece, es la manera en que inmigrantes son tratados tanto en los Estados Unidos y México. Tengo una pasión por la escritura desde que tengo memoria. En el futuro, quiero construir escuelas empezando en el sur de México y enseñarle a los niños que hablan su lengua indígena a leer y escribir en Español y posiblemente Inglés para asegurar que puedan defenderse y hablar por sí mismos si es necesario una vez que se atrevan aventura el mundo. 11

Y en algunos de los casos es no decisión propia, ante la necesidad de escapar de la violencia intrafamiliar. El fenómeno de los niños y jóvenes que se desplazan solos a través de las fronteras internacionales es cada vez más frecuente. La migración de menores no acompañados no es sino una manifestación de las transformaciones que los procesos migratorios están experimentando en los últimos años. Ante dicha problemática, el estudio hace una descripción y una reflexión sobre las causas y factores que motivan la migración de menores no acompañados, quienes fueron repatriados por la frontera de Reynosa, Tamaulipas-McAllen, Texas, (Estados Unidos), durante el periodo de estudio de enero del 2011 al junio Así como el género dominante del flujo migratorio, el rango de edad y su nacionalidad. 12

13 The migration of children and young people has traditionally been understood as part of a strategy to looking for family togetherness. The phenomenon of children and young people who travel alone across international borders is becoming more frequent. The migration of unaccompanied minors is but a manifestation of the changes that migration processes are experienced in recent years. 15 Panel 3 While the political-economy surrounding immigration and border control militarized the US-Mexico Border in the mid-1990s, it was the attacks of terrorism on September 11, 2001 that sparked the further intensification of US immigration enforcement making the nation s interior space ground zero in the policing of immigrants and immigration. This shift in the location and practice of immigration policing away from the border into local spaces marks a sea change in how immigration is policed and should be seen in the larger context of a newly emerging immigration enforcement regime and part and parcel of the wholesale militarization of immigration enforcement (Coleman, 2011). This paper sets out to develop an analytic framework for understanding the current immigration-enforcement regime by constructing a political taxonomy of immigration policing. While debates surrounding the devolution /rescaling of immigration policing have been beneficial, the current literature lacks a clear understanding of what aspects of the current immigration enforcement regime count as devolution and/or rescaling of the state in the enforcement and policing of immigration. Does the devolution and rescaling of immigration policing really signal a decentralization in state power and governance or merely mark an escalation of state policing apparatus into new spaces of control? Categorizing the many dimensions of immigration policing into a larger political taxonomy of immigration policing provides us a window into the ways the state is restructuring as result of the political and economic contradictions surrounding neoliberal globalization, and how immigration policing is used as statecraft to mitigate theses contradictions. nick.batt@gmail.com Daniel Watman Friendship Park and how cross border activity can lead to a non-miltarized border El Parque de amistad/friendship Park y cómo es que la actividad transfronteriza puede superar la militarización en la frontera 15

16 The history of friendship park and how both the vision for human and environmental connection in the park of the Tijuana Estuary represent hope for a non-militarized border. The activist, artististic, environmental, cultural, and humanitarian cross-border activities over the last 42 years will be given as examples of embracing the border as a point of conection and related to the greater model of relations between people and habitat that are affected along the US/Mex border in general. What individuals and organizations participate in this scene, what art do they produce, and how do they exhibit and distribute it? Can art spaces encourage political expression and provide ways for border artists to represent their often-misunderstood landscape? Can arts districts on the California- Baja California border revitalize neighborhoods and create community economic development while also challenging gentrification, militarization of border infrastructure and issues of cultural appropriation? This ethnographic study of artists, gallery owners, community activists and merchants in the emerging Chicano arts districts of Barrio Logan, San Diego and Zona Centro, Tijuana explores the challenges and 16

17 possibilities of border artists creating art communities on both sides of the border. Literature on the history of San Diego and Tijuana art and counterculture contextualizes a further analysis of the politics of development of art spaces in San Diego and Tijuana as told through the narratives of those involved in the trans-border art scene. Bio: Born in Santiago, Chile, Pablo spent the second half of his childhood growing up in Maryland, between Baltimore and Washington, DC. In 2010, Pablo moved to California to attend Pitzer College in Claremont, CA, where he majored in Urban Studies, and in addition to studying border culture, also researched the history of transportation in Ontario, CA and its effect on its aging downtown, comparative analysis of narratives of DIY culture and neighborhood change in Baltimore and Oakland, CA. Pablo currently lives in Oakland and helps coordinate an after-school tutoring program at 826 Valencia, a creative writing, personal narrative and literacy education organization that works with San Francisco youth to improve their writing and reading skills and highlight their many voices and stories. Modelos de sociedad y políticas públicas Resumen: Existen las fronteras porque se debe resguardar o delimitar un territorio, una nación, del otro-otra; sin embargo, la globalización y mundialización han puesto en jaque estos supuestos al presuponer que los flujos de capitales transitan libremente, a diferencia de lo que sucede con 17

18 los flujos de personas en todo el mundo. Pensar las fronteras independiente de la migración es una aberración. Intentar el purismo académico como sucede en otros espacios es negar la polifonía de la actividad interdisciplinar. Es por ello que este libro presenta un modelo epistemológico de la frontera que consiste en repensar, reconocer y reaprender las fronteras de México en niveles diferentes que permitan yuxtaponerlo teórico con lo empírico (o viceversa). La propuesta epistemológica es una apuesta deconstructiva de los sistemas democráticos liberales irreconciliables con modelos de sociedad impuestos en países como el nuestro dadas las problemáticas actuales de la migración y la afección que las comunidades receptoras de migrantes han experimentado desde mediados del siglo pasado. La originalidad del texto radica en demostrar que la frontera es el punto diegético de la narración teórica de un modelo epistemológico basado en la categorización de cuatro tipos de fronteras (la frontera histórica, la frontera de la securitización, la frontera subjetiva, la frontera glocal) asociadas a políticas públicas que involucran fenómenos fronterizos y fenómenos migratorios contemporáneos. 19 Panel 4 Enrique Davalos Notas sobre las relaciones entre academia y activismo La discusión sobre activismo y academia tuvo un giro inesperado en el San Diego City College. En meses pasados, el nuevo presidente invitó a la comunidad del colegio a introducir el concepto de justicia social como elemento de los objetivos del colegio. Esta sorpresiva propuesta en tiempos de neoliberalismo ha producido ya reuniones, declaraciones y redefiniciones en varios programas y departamentos del colegio, y se ha entrelazado con el tema central de la conferencia binacional de 2014: la relación entre activismo y academia. Mi platica en la conferencia revisará experiencias y ejemplos de esta relación que han emergido en México y Estados Unidos desde ámbitos de investigación, acción y docencia ligados a derechos indígenas, luchas medio ambientales y movimientos por derechos civiles y de migrantes. Mi plática terminará invitando a elaborar propuesta de enseñanza-comunidad en la definición de éxito educativo de los estudiantes. 20 Viviana Alexandrowicz, Professor in School of Leadership and Education Sciences (SOLES), Learning and Teaching Department at USD. Community-Based Youth Programs in Border Regions: A New Model for University Partnerships This presentation focuses on a successful program developed by The Center for Awareness Service and Action s (CASA) Youth Engagement Initiative (YEI) at the University of San Diego (USD). This initiative is a place-based program focused on Linda Vista. Linda Vista is a community of immigrants, with shifts in the cultural makeup reflective of economics, war, and/or violence in home countries. Currently, Linda Vista is predominantly Mexican, with two out of three local elementary schools now offering Spanish Immersion programs. Linda Vista is about 30 minutes from the U.S./Mexico border and serves as an example for how communities outside of the South Bay are impacted by the border region. Linda Vista is also a low-income neighborhood, where local public schools receive federal Title 1 funds. CASA s Youth Engagement Initiative began in the early 1990 s as a mentorship program in reaction to a rise in gang-related graffiti, but has shifted to an educational initiative that seeks to empower local youth through academic, leadership, and socio-emotional programs. It also seeks to increase awareness in USD students, of the complex social issues in K-12 education (including issues of migration, immigration, and how different documentation status impact access to programs), the specific needs of English language learners, and generally how what is observed in the school setting is embedded in a larger societal context. After approximately 25 years of leading a communitybased program in an immigrant community located in a U.S./Mexico border region, this report seeks to reveal the approaches that have most successfully engaged low-income immigrant youth, while spread awareness on societal issues impacting education.
