2 Fundación Cibervoluntarios / Cibervoluntarios Foundation Spain #BYND2015 CHANGE YOUR WORLD PROPUESTAS / PROPOSALS: 1)PROPUESTAS LIBRE ACCESO Y CULTURA LIBRE FREE ACCESS AND FREE CULTURE PROPOSALS Talia Rodríguez (Cybervolunteer from Madrid, Cibervoluntaria de Madrid) - Tenemos la necesidad de crear modelos sostenibles para la cultura libre que tiendan hacia la apertura y el fácil acceso en vez de aplicar medidas restrictivas mercantilizadoras. - We need to create sustainable models for the free culture that tend toward openness and easy access instead of limited mercantilists measures. - OPEN DATA: continuar desarrollando las iniciativas y filosofía del Open Data distribuyendo el conocimiento y reutilizándolo para avanzar socialmente. - Keep on developing the initiatives and philosophy of Open Data distributing and reusing knowledge promoting social development. - Ampliar y continuar formando a mayores y niños en temas de tecnología y redes sociales y sobretodo en buenas prácticas para reducir la brecha digital. - To Expand and continue training to adults and children on issues of technology and social networks, and especially on good practices to reduce the digital divide. - Crear más puntos de acceso wifi gratuito en las ciudades y medios de transporte. - To Create more free wifi hotspots in cities and public transport. - Crear una legislación global para regular la actividad en la red, basada en la ciudadanía y sus necesidades. - To Foster a global legislation to regulate the activity in the Network, based on citizenship and needs. - Reducir el coste de acceso a internet en España. - To Reduce the cost of internet access in Spain. - Promocionar desde los centros educativos, las instituciones y las entidades, el uso del software libre. - To Promote from educational centers, institutions and entities, the use of free software.

3 - Utilizar de forma eficiente y veraz la red para crear gobiernos abiertos que consulten a la ciudadanía. - To use in an efficient and accurate way the Internet network to create Open Government taking in account citizens points of view and opinions. - Las Nuevas Tecnologías han demostrado cómo se incrementa el poder de organización de las personas a través de uso. Por eso debemos promover el buen uso de estas herramientas en catástrofes, movimientos sociales y acciones con el fin de desarrollar el pro común. - New technologies have shown their power to increase the power of organizing people through their social use. That is why we must promote the proper use of these tools in disasters, social movements and actions in order to develop the new pro-common. 2) PROPUESTAS EN MATERIA DE TRANSPARENCIA Y MEJOR GOBIERNO TRANSPARENCY AND OPEN GOV PROPOSALS Izaskun Ajuria (Cybervolunteer from Málaga, Cibervoluntaria de Málaga) - Creación de plataformas gubernamentales online donde se publiquen información veraz sobre los organismos públicos. Puede realizarse a través de login. - To create governmental online platforms piblishing truthful information about public agencies. It can be done through login. - Reformas legislativas en materia de transparencia informativa con verdaderos mecanismos de control e implementación de penalizaciones en caso de transgresión de las mismas. - Reforms in legislation with true information on transparency mechanisms for monitoring and enforcement of penalties in case of violation of these reforms. - Reducción de los requisitos para ejercitar las iniciativas legislativas populares. Que puedan tramitarse y tener un efecto real. - Less requirements for exercising popular legislative initiatives. That can be processed and have a real effect. - Más centros de información ciudadana con asesoramiento gratuito de parte de organismos estatales y horarios más extensos. Que haya atención por las tardes. - More citizen information centers with free advice from public agencies and extended schedules. With attention service in the evenings.

4 - Mas subvenciones y mayor presupuesto para los start ups tecnológicas que desarrollen nuevas vías de comunicación, innovación social y aplicaciones móviles. - Investing more and larger budgets for technology startups to develop new ways of communication, social innovation and mobile applications. 3) PROPUESTAS EN MATERIA DE EMANCIPACIÓN CIUDADANA CITIZENSHIP EMANCIPATION PROPOSALS Chris Moya (Cybervolunteer from Barcelona, Cibervoluntario de Barcelona) - Necesidad de fomentar el uso en las instituciones de Software libre. - Need to promote use of free software institutions. - Aumentar el uso de Software libre desde las primeras etapas educativas para que las generaciones que vengan crezcan en libertad. - To increase the use of Free Software from the earliest stages of education for generations to come grow in freedom. - Fomentar el uso en las instituciones de OPEN DATA para la facilitar que la ciudadanía cree nuevas formas y nuevas aplicaciones. - Encourage the use OPEN DATA in public institutions to facilitate the creation of new forms and new applications by citizenship. - Nosotros los ingenieros construimos internet, los usuarios generan nuevas formas de uso y somos nosotros y no debemos caer en la dependencia de aplicaciones privativas y cerradas. - We engineers build internet, then users generate new forms of use and enginers should not become dependent on proprietary and closed applications. - Necesitamos modelos tecnológicos públicos, comunes, que favorezcan la emancipación ciudadana en términos de decisiones políticas. - We need public and common technological models, that promote citizen empowerment in terms of policy decisions. - Debemos intentar tener la posibilidad de la creación colaborativa de nuevas Constituciones para la regeneración democrática. - We have to try the possibility of collaborative citizenship creation of new constitutions for a democratic regeneration. - Los gobiernos no son más que gestores públicos de recursos comunes y como tales deben rendir cuentas de todas y cada una de

5 las acciones y decisiones tomadas. Mientras no llegamos al punto de no necesitar gobernantes, debemos luchar y proteger al menos la posibilidad de fiscalizar su gestión de una manera abierta y libre. - Governments are no more than public managers of common resources and they have to report back for each and every one of the actions and decisions taken. Until we reach the point of not needing rulers, we must fight and protect at least the possibility of controlling its management in an open and free way. - Las TIC (Tecnologías de la Información y Comunicación) demuestran que la colaboración transnacional para problemas globales es posible y esa metodología puede ser trasladada a la vida cotidiana utilizando siempre tecnologías libres de intereses comerciales que se aparten de la autosostenibilidad. - ICTs (Information and Communication) show that transnational collaboration for global problems is possible and this methodology can be transferred to everyday life using free technologies of commercial interests that deviate from self-sustainability. - No debemos permitir que elementos externos, como el caso de la NSA, lleguen a controlar y monitorizar Internet, debemos constriur una web que permita la privacidad ya conseguida fuera de internet. - We must not allow external elements, as in the case of NSA, come to control and monitor the Internet, we must build websites that allows privacy almost reached out of the internet
