4 Introduction: Agencia IDEA The Agencia IDEA, established in 1987, is a Public Agency attached to Ministry of Economy, Innovation, Science and Employment contributing in an efficient and effective way to settle an innovating environment, creating opportunities for Andalusian companies and fostering the creation of competitive companies for wealth generation in Andalucía. 7 Starting point Agreementpublishedat theofficial Gazette of the Government of Andalusia the 10th of june 2014which approve the formulation of the Strategy for the Generation of Environmental Jobs in Andalusia Main objectives: To analyze the current situation of natural resources in Andalusia, making an integrated action in several areas Identify, quantify and promote the jobs associated with the natural resources of Andalusia and the green economy. Strengthening the foundations of structural change in the production model based on ecoinnovation and the promotion of that promote economic growth related to competitiveness, job creation and social cohesion. Improve the efficiency of materials and energy, sustainable management of multifunctionality natural / cultural environment and ultimately, the decoupling of economic growth from environmental pressures; changing a linear to a circular economy; and the shift from non-renewable resources renewable resources. Catalyzewith a participatory and cooperative manner a transition to a green economy, to contribute to reduce structural unemployment, create quality jobs and generate smart, sustainable and inclusive growth. Prioritize investment to boost thegreening of economic sectors and to develop skills training and education. 9 Selected sectors for analysis, rationale and selection procedure SECTOR SELECTION PROCEDURE Step 1: FIRST SELECTION -Identification and analysis of publications (studies, plans, regulations, etc.) - ILO Criteria for sector selection. - RIS3 Andalucía alignment. -Selection of the 3 sectors with the high potential for employment in the region. Step 2: SECOND SELECTION -Interviews and focus group with stakeholders (Public and private entities). -Selection of the sector under study. The sustainable construction and rehabilitation are key sectors because of its high potential impact on boosting employment and on the regional business network. Andalusia Public Administration, through the Comprehensive Development Plan for Sustainable Construction and Rehabilitation, establishes the framework forpublicboosttotheregionalsectorinthehorizon

11 Key figures for selected sector The construction sector is very significant for the society and economy of Andalusia in terms of jobs, the business community and public investment. WithregardtotheGDPofconstructioninAndalusia,therewasadrasticchangeinthesectorin2008.According to the data published by the Regional Government, construction fell from 13,9% of the regional GDP in 2008 to 5%in2014. In 2013, there were companies in the construction sector in the region, most of them (68%) without employees,orwith1or2employees(18%). 11

12 Key employment distribution/sector/gender -Theexpansionofthesectorintheboomyearsleadingupto2008sawconstructionattract a significant number of workers away from other sectors, so that its active population grew byapproximately96%intheperiodfrom1997to Employmentinthesectoralsodeclinedintheperiodbetween2007and2014,fallingfrom representing 15.2% to 5.2% of jobs in the community. In the last year, the unemployment rate in the construction sector reached 33%. - The construction sector employed a total of 135,100 people in Andalusia in The numberofpersonsemployedinthesectorfellby67%between2008andthelatest figuresfor2014,withatotalnumberof283,400jobslost. -Itisasectorinwhichmenaremassivelyinthemajority,withwomenbarelyoccupying are massively in the majority, 4.4%oftheworkforceinthelastyear.Womenalsotendtoconcentrateiscertain,more technical roles which require a higher level of qualifications. -ThemostcommontypeofworkerintheconstructionindustryinSpainisamanaged between30and45yearsold.

13 Key preliminary survey results The companies and professionals in the construction sector in Andalusia have access to a wide variety of training courses for sustainable construction in terms of the content, the student profiles required, the duration of the actions and the different options for taking the class. Companies have expressed their interest in the following areas: Business: acquisition of business skills, management, entrepreneurship, commerce, marketing and networking. Innovation: acquisition of skills related with new technologies and the opportunities existing in the area of innovation. The skills related with innovation and green networkings are also seenasareaswhereimprovementsmustbemade.inbothcases,only 13%ofcompaniesfeelthattheirpersonnelwillnotneedtheseskillsin the coming months. The most highly trained profiles are those which have identified a greaterneedtoacquirenewskills.around60%ofcompaniesdonot foresee any need to acquire new skills or green capacity for workers with profiles such as machine operators, labourers, guards or cleaners. 13

16 PERSONAS BENEFICIARIAS Las personas beneficiarias de la acción formativa serán 20 emprendedores y emprendedorasresidentes en Andalucíaque deseen llevar a cabo un proyecto empresarial cuya actividad deberá estar relacionada con la construcción sostenible (edificación, rehabilitación y mejora de su eficiencia energética) desde una perspectiva innovadora. Será condición indispensable para participar en el programa de formación que cada participante cuente con una idea de negocioque deberá presentar junto con la solicitud de participación. Los proyectos tendrán que ser potencialmente viables desde el punto de vista empresarial y deberán desarrollarse en Andalucía. 16

17 TRAINING PATH Part 1: Theoretical training Un total 96 horas de formación semi-presencial impartida por profesionales de reconocido prestigio en diversos módulos especializados sobre el sector de la construcción sostenible (normativa, nuevos materiales, certificación, huella de carbono,...) y sobre creación y gestión de empresas. Part 2: Coaching sessions Un máximo de 8 horas de tutoría individualizada para cada persona emprendedora beneficiaria de la acción formativa. Durante dichas tutorías profesionales de reconocido prestigio en el ámbito del emprendimiento y/o de la construcción sostenible, la guiará en la elaboración de su plan de empresa y la posterior puesta en marcha de su proyecto empresarial. Part 3: International exchanging seminars. Una representación de las emprendedoras y los emprendedores andaluces beneficiarios de esta acción formativa participará en dos seminarios internacionales junto con los y las jóvenes que se hayan beneficiado de las acciones formativas desarrolladas por las otras entidades socias del proyecto. La celebración de dichos seminarios está prevista durante los meses de mayo y junio de 2015 en Cerdeña y Túnez, respectivamente. 17

19 TEMARIO FORMACIÓN ONLINE MÓDULO 1. CONTEXTO DE MERCADO, MARCO DE PLANIFICACIÓN Y NORMATIVO (17 h) Objetivo: Este módulo formativo pretende introducir al alumnado en la realidad y las tendencias del sector. Partiendo de la definición conceptual de la construcción sostenible, los contenidos permitirán construir el mapa del sector: actividades de construcción sostenible, la planificación estratégica y los agentes que intervienen y el marco regulatorio de aplicación. Así, este primer módulo, además de crear una base sólida de conocimiento de mercado para el aprovechamiento óptimo de la acción formativa, ofrecerá al alumnado una visión prospectiva del sector de gran valor para la orientación de sus respectivas actividades empresariales / de emprendimiento. Contenidos: 1. 1 Tendencias del Mercado de la Construcción Sostenible (6h) 1. 2 Marco Normativo de Aplicación a Nivel Europeo, Nacional y Regional (3h) 1. 3 Planificación Estratégica Estatal y Regional con Incidencia en el Sector (5h) 1. 4 Certificaciones y Estándares en Materia de Construcción Sostenible y Eficiencia Energética en la Edificación (3h) 19

REHABILITACIÓN SOSTENIBLE DE LA EDIFICACIÓN (19 h) Objetivo: Este módulo formativo tiene por objeto aportar al alumnado los conocimientos relativos a las técnicas, materiales y sistemas energéticos, de iluminación y climatización aplicables a la rehabilitación sostenible de edificios. Contenidos: 2. 1 Ecodiseño (3h) 2. 2 Energías Renovables Aplicadas a la Rehabilitación Sostenible (7h) 2. 3 Nuevos Materiales para la Rehabilitación (3h) 2. 4 Diseño de Instalaciones de Iluminación y Climatización Eficientes (4h) 2. 5 Simulación Energética (2h) 20

21 TEMARIO FORMACIÓN ONLINE MÓDULO 3. CREACIÓN Y GESTIÓN EMPRESARIAL (36 h) Objetivo: Este módulo formativo prevé una serie de contenidos específicos que pretenden cubrir las necesidades sobre creación de empresas y gestión empresarial, que permita al alumnado desarrollar su negocio en el ámbito nacional e internacional. Así, se le dotará de las capacidades necesarias para el desarrollo efectivo de sus ideas de negocio, de manera que; partiendo de la idea, sean capaces de transformar la misma en un modelo de negocio viable y sostenible. Del mismo modo, podrá adquirir los conocimientos necesarios para iniciar la puesta en marcha del negocio. Los contenidos formativos aportarán al alumnado los conocimientos necesarios para optimizar o, en su caso, definir la estrategia de comercialización y marketing de su empresa de acuerdo a un nuevo contexto de mercado, definido por el cambio de modelo de negocio en el sector de la construcción orientado hacia la sostenibilidad. 31 The international financial crisis of 2008, which sow the collapse of the construction sector, led many to question the country s model of economic development, and its excessive dependence on this sector. The rising price of energy and the widespread interest in lowering CO2 emissions into the atmosphere, reducing waste and the responsible use of resources have encouraged the implementation of different and strategies for financial and territorial development by applying an approach based on efficiency and sustainability. In Andalusia, the Integrated Plan for the Promotion of Sustainable Construction and Renovation, establishes the framework for public investment in the region to the year The different plans and currently in place in the fields of sustainable construction and building include training and qualifications for professionals in the sector as a priority. 31

32 Involvement of several regional stakeholders through ETEC constitution and meeting, Feasiblity GJ study interviews, focus group and validation meetings. The renovation of 190,000 houses, which represent a cumulative rate of 10% of the total amount of houses susceptible of renovation in Andalusia, could generate 130,000 stable jobs within the period according to the projections made in the study. According to the estimates made by the 20 entrepreneurs participating at the training, 120 direct jobs could be created in long term in case that they succeed with their start ups. 32
