Gilbert A. Romero, como nuevo juez de la Corte Superior del Estado de California, e inclusive, algunos tuvieron que verla mediante un monitor de televisión que se instaló afuera del salón. La ceremonia tuvo lugar a las cuatro de la tarde del pasado viernes primero de marzo y estuvo a cargo de el Juez Brian J. Back y como asistente el Juez Donald D. Coleman. Después de que el juez que llevó a cabo la sesión presentó a los dignatarios, el juez Coleman continuo con los demás jueces que asistieron a la ceremonia para después llamar al Lic. Romero para que, con la ayuda de su esposa Sandra, se vistiera con la túnica o toga negra, que usan y distinguen a los jueces. Hecho esto, la Juez Patricia Murphy tomó el juramento a quien en ese momento se convirtió en el tercer juez de ascendencia hispana en pertenecer al cuerpo de jueces de la Corte Superior del Condado de Ventura. El Asambleísta estatal Jeff Gorell fue el primero en tomar la palabra después del juramento y dijo ser amigo del ahora Juez Romero. Gorell recordó los tiempos cuando ambos fueron empleados de la oficina del Fiscal del Distrito y cómo Romero siempre se había distinguido por su pasión en el trabajo y su lucha incansable porque se llevara ante la justicia a quien cometiera algún delito, trabajando muchas veces en los casos más difíciles y logrando en muchos de ellos la convicción de los delincuentes. Zaragoza fue el segundo orador, quien recordó cómo Romero, a pesar de haber tenido una infancia difícil, viviendo en un vecindario problemático como es la conocida Colonia de Oxnard, tuvo la visión y la determinación para salir adelante y convertirse en un modelo a seguir para muchos jóvenes a los que sigue invitando a la superación a través de distintos programas donde participa como voluntario. Dijo también que su dedicación al trabajo lo ha hecho merecedor de varios reconocimientos, entre los que citó el de Fiscal del Año, recibido de parte de la oficina del Fiscal de Distrito, y el de Liderazgo otorgado por El Concilio del Condado de Ventura. Después de sus palabras, el Supervisor Zaragoza entregó un reconocimiento al Juez Romero en nombre de la oficina de Supervisores del Con- dado de Ventura. El Fiscal de Distrito Greg Totten fue el orador principal, quien al igual que los anteriores, se refirió al Juez Romero como una persona incansable, lo que lo ha llevado a recibir los reconocimientos mencionados por el Supervisor Zaragoza. Agradeció también a su mamá y a su tío Juan Ayala, de quien FROM LA COLONIA TO COURT JUDGE Before a packed courtroom 22, with an overflow crowd watching on TV in the hallway outside and with many past judges, including popular Judge Burt Henson watching from their portraits above, former DA s prosecutor Gilbert A. Romero, 40, was sworn in last Friday as a Superior Court Judge. Presiding Judge Brian J. Back was in charge from the bench. Romero s wife Sandra, an attorney, was there to help him don his robe and the jury box was full to the limit with current judges of the Superior Court. The oath of office was administered to Romero by Judge Patricia M. Murphy, and then the newest judge joined Judge Back on the bench in the courtroom. Attending the ceremony along with the group of present Superior Court Judges was 44th District Assemblyman Jeff Gorell, County Supervisor John C. Zaragoza, and field representatives for California Senator Hannah Beth Jackson and Assemblyman Das Williams. Also attending was attorney Joel Mark, President of the Ventura County Bar Association. Romero, who grew up in the La Colonia neighborhood of Oxnard, credits his grandmother s back-breaking work in the local fields for his success. He also credits his uncle, John Ayala, for guiding him. He is the second Hispanic judge in the county, joining Judge Manuel Covarrubias. Both Hispanic judges, said Romero, will bring their cultural experience and ideas to the bench. I had a role model, Judge Romero said during his remarks, and it wasn t a lawyer or a judge, but my role model was my grandmother. District Attorney Greg Totten, Romero s former boss, made a presentation during the ceremony, and in his remarks he pointed out that Romero was from a dysfunctional family with a father who died in prison. Even with this background, Totten said that Romero, who is succeeding Judge Edward Brodie who has retired, overcame many obstacles in his climb to the bench. The oldest of three brothers and three sisters, Romero faced the gang problem in Oxnard, and was aware that some of his relatives were gang members. Two of his brothers went to prison. He has never forgotten where he came from, said Totten. Totten also pointed out that Romero, a senior deputy district attorney, has volunteered thousands of hours for youth programs in Ventura County. And in his work in the District Attorney s office, He was relentless in his pursuit of justice, said Totten. Romero was appointed to the bench by Governor Jerry Brown, and will handle cases in Courtroom 10 as his first assignment. He will hear infractions and misdemeanors, traffic violations and civil assessment cases. A 1998 graduate of UC Hastings College of Law after graduation from CSU Northridge, Romero has tried some tough cases during his tenure as a local prosecutor, according to Totten. He has the experience to make him a really good judge, said Oxnard Councilwoman and attorney Carmen Ramirez when the appointment was announced. He had to work very hard to get to where he is now. He tells young people, yes, you can make it. You can succeed. You can be a lawyer, judge, teacher and anything you like to be if you just apply yourself. FRED KUNIK One of the most common proposals to reduce gun deaths, and one that has the most public support, is to keep firearms out of the hands of the mentally ill. Both President Obama and the National Rifle Association advocate fixing our broken mental health system. It s a worthy goal. The path to reaching it, though, is not a straight line. Policymakers and law enforcement officials must be cautious of the many twists and turns. Illinois congressman hires undocumented man for district office Rep. Luis Gutierrez (D-Ill.) hired the first Illinois DREAMer to receive his papers under the federal Deferred Action program, Mexican immigrant Jose Quintero, for his district office in Chicago. It was a surprise and I m very happy, said Quintero, 25, after he started this month as a full-time employee with a salary and medical benefits in the congressman s office. The congressman asked me to help in his office, Quintero said, referring to the tasks he performs, including helping other undocumented immigrants fill out requests for Deferred Action to avoid deportation. Mental health is a term that encompasses a vast array of conditions, from mild depression to violent schizophrenia. Sally Satel, a psychiatrist and resident scholar at the American Enterprise Institute, points out that although severely ill people whose symptoms are unmedicated are indeed at higher risk for committing violence than treated individuals, they account for only 3 to 5 percent of violent crimes in the general population. Furthermore, they are more likely to use a gun to kill themselves than to harm others. A broad approach that overstates the risk threatens to stigmatize the mentally ill. Identifying those who pose dangers, to themselves and to others, is an inexact science, to say the least. The risk in the current climate is to better be safe than sorry, leading to some people being unfairly classified and put on a list, depriving them of their legitimate Second Amendment rights. Mental health professionals shouldn t be placed in the position of being psychics, trying to predict who will commit offenses a la the precrime enforcement of science fiction (see Minority Report ). This already can be seen in New York state, which recently hastily passed gun control legislation in the wake of Sandy Hook. The law requires therapists, doctors, nurses and social workers to tell government authorities if they believe a patient is likely to harm himself or others. That could lead to revoking the patient s gun permit and seizing his guns. Mental health experts responded that they feared that provision would discourage people from seeking treatment, which could make the current situation even worse. Far too many Americans already slip through the I am challenging my colleagues to put their money where their mouths are and hire young people who have come forward, applied and received work authorization, Gutierrez said in a statement. It takes a lot of courage for undocumented immigrants to get their records together, pay their fees, and apply for this program and this is a very small way for a Member of Congress to lead by example, the lawmaker said. Quintero, who wants to be an architect, came to the United States with three siblings when he was 6 years old. He grew up and went to school in Chicago, where he received his associate s degree at a community college. Quintero was the first Illinois resident to obtain a work permit through the Obama administration s Deferred Action for Childhood Arrivals initiative, which is open to immigrants eligible for the DREAM Act. Gutierrez said he is considering hiring more DREAMers in the future and that he is confident that his colleagues will follow his example. Quintero joins DREAMer Erika Andiola, an activist who last week joined the staff of new congresswoman Krysten Sinema, an Arizona Democrat. nation s mental health safety net. For many, incarceration is their best opportunity to receive help. That is often inadequate and too late. Yet, there clearly are areas of improvement. Bay County Sheriff Frank McKeithen, who has said he would strongly and actively oppose any legislation that infringes on our Second Amendment rights, nevertheless struggles with what to do with suicidal gun owners. He told The News Herald s Chris Olwell that state law allows police to take weapons from people who may hurt themselves or someone else, and commit them, against their will, to mental treatment facility where they can legally be held for up to 72 hours. But when that person gets out of the hospital, the law also requires police to give the guns back. McKeithen says he and his deputies try to persuade individuals to at least give the firearms to a family member for safe keeping. If the person insists on getting the gun, though, the police have to give it back. Ideally, the nation will approach the issue holistically improving mental health services for their own sake, not simply as a tool of law enforcement aimed at a few potential threats. The Oxnard Planning Commission will hold public hearings to consider the following items at 7:00 p.m. on March 21, 2013 in the City Council Chambers, 305 West Third Street, Oxnard: PZ NO (zone text amendment) a request to consider an ordinance amendment, which would be effective citywide, and include changes to Chapters 8 and 16 of the City Code regarding vending from vehicles, including mobile food facilities (MFFs), and temporary use permits (TUPs). The proposed ordinance would amend regulations of vending from vehicles in the public right-of-way by expanding the list of arterial streets from which vending is prohibited, deleting the time limit on vending, and limiting vending near driveways or other vending vehicles. The ordinance would also amend the zoning ordinance to permit MFFs to operate on private property in specified zones as accessory uses, or in specified zones subject to a TUP and in accordance with operating standards. The ordinance would amend TUP fee waivers, TUP time limits, and the procedures for processing TUPs and appealing the denial or revocation of TUPs. The proposed ordinance amendment is exempt from environmental review under Section (Minor Alterations in Land Use Limitations) of the CEQA Guidelines. According to reports, Martinez then drove away from the scene of the collision. Police said as a result of the collision, the mother suffered multiple fractures to her pelvis causing the death of her unborn child. La inconformidad global con la política de Estados Unidos ha aumentado en años recientes, pero ello no ha socavado la admiración de gran parte del mundo por la cultura norteamericana. En su primera medición de opiniones en otros países, el Proyecto de Actitudes Globales Pew halló que los ciudadanos en 35 de 44 países tenían una opinión generalmente favorable de los Estados Unidos. Pero el número de personas que mantenían esa opinión declinó en 19 de los países en que podía identificarse la tendencia. Los sondeos hallaron antipatía hacia Estados Unidos en países aliados como Canadá y Gran Bretaña, en naciones de economía en declinación como Argentina y en países musulmanes como Egipto y Pakistán. La antipatía era especialmente potente en países musulmanes del Medio Oriente y del Asia Central. Un 75% de los individuos encuestados en Jordania tenían una opinión desfavorable de Estados Unidos, opinión que era compartida por un 69% de los egipcios y paquistaníes y un 59% de los libaneses. Aparte de los hechos del 11 de septiembre, "el descontento con los Estados Unidos ha aumentado en todo el mundo en los dos últimos años'', dijeron los investigadores del Pew. "Las opiniones acerca de Estados Unidos, empero, son complicadas y contradictorias. La gente por un lado adora las cosas norteamericanas y por otro lado critica la influencia de Estados Unidos en sus sociedades'', agregaron los investigadores. Entre los rusos, en cambio, la popularidad de Estados Unidos aumentó en 24 puntos, de un 37% hace dos años a un 61% hoy día. Un 31% de los nigerianos tenía opiniones favorables de Estados Unidos hace dos años, mientras que ahora el porcentaje es del 77%. En Uzbekistán, el aumento de la popularidad fue del 29% al 85% hoy día. Los ciudadanos de otros países admiran la tecnología y la cultura de Estados Unidos, pero rechazan la propagación de las ideas y costumbres norteamericanas. Un 54% de los canadienses, un 67% de los alemanes, un 71% de los franceses y un 84% de los egipcios consideran negativa la propagación de las ideas y las costumbres de Estados Unidos. No obstante, la demanda internacional de las expresiones culturales norteamericanas se mantuvo en auge. Un 77% de los canadienses dicen que les gustan la música, las películas y los programas de televisión de Estados Unidos.
