1 OHSAS PASARÁ A SER LA ISO 45001:2016 ENGLISH BELOW En agosto del año 2013 ISO anunció la conformación del Comité PC 283 que estará a cargo de los temas de Seguridad y Salud Ocupacional, y por ende de la creación de la norma ISO 45001:2016, la cual reemplazará la OHSAS 18001:2007. Pero no fue hasta el 21 de octubre que el comité tuvo su primera reunión para iniciar las labores y ya para este segundo trimestre (abril-junio 2014) esperamos que salga el primer borrador de trabajo de la norma ISO Actualmente existen más de 90,000 certificados emitidos en la norma OHSAS en 127 países, lo que demuestra el reconocimiento que ha logrado este documento, pero también la necesidad de que esta norma ya se convierta en un estándar internacional. Si bien aún no sabemos cuáles serán las novedades y cambios en específico que tendrá la futura ISO 45001:2016, gracias al Anexo SL sabemos alrededor del 30-40% de los requisitos que tendrá este estándar internacional. El Anexo SL no es más que un documento aprobado por ISO en el 2012 para estandarizar la estructura de todas las normas ISO relacionadas a Sistemas de Gestión, de manera que se pueda mejorar la compatibilidad entre ellas. Por ejemplo, el Anexo SL define requisitos o textos comunes que deben tener todas las normas de los sistemas de gestión, como por ejemplo requisitos relacionados al contexto organizacional, la identificación y seguimiento de los riesgos, información documentada (antes llamada control de documentos / registros), entre otras. También, el anexo SL define la estructura de alto nivel que tendrán todas estas normas. Por ejemplo, todas las normas de sistemas de gestión (ISO 9001, ISO 14001, ISO 45001, ISO 22000, etc.) en su momento contarán con la siguiente estructura: 1. Alcance 2. Referencias Normativas 3. 2 5. Liderazgo 6. Soporte 7. Planificación 8. Apoyo 9. Evaluación del Desempeño 10. Mejora En otras palabras, el índice de la ISO 45001:2016 está dado por lo descrito en el Anexo SL. Pero qué otras cosas sabemos sobre el futuro del nuevo estándar de Seguridad y Salud Ocupacional? Charles Corrie, Secretario del Grupo OHSAS, nos da algunos avances de los puntos que se estarán revisando: En primer lugar, se estará renegociando la definición de riesgo, ya que existen diversas definiciones en la actualidad. Por ejemplo, la ISO 9001:2015 trae el concepto de riesgo y ya existe la ISO 31000, la cual es una guía para la gestión del riesgo. En mi opinión, lo que hará el comité PC 283 es alinear la definición de riesgos laborales a lo ya establecido por las normativas ISO, de manera que exista una coherencia. El concepto de lugar de trabajo es otro tema a revisar. El lugar de trabajo es solo la organización en la cual laboras? Cuál sería tu responsabilidad, en el tema de seguridad ocupacional, en una organización en la cual vas a prestar un servicio? Estas son algunas interrogantes que debe responder la nueva definición. También, se estará revisando el concepto de trabajador debido a algunas dificultades que tiene la definición actual en algunos países, así como las responsabilidades de la organización sobre un contratista o un tercero (outsourcing). De acuerdo a Charles Corrie, el concepto de identificación de peligros (Hazard) está muy asociado a la industria de manufactura y hoy día hemos visto como han surgido muchas empresas de servicios. Es por esto que la próxima norma estará hablando de identificación de riesgos y control de riesgos, en vez de peligros. Esto es definitivamente un punto positivo para los chicos de ISO, pues una de las principales quejas del sector servicios es el lenguaje técnico que tienen estas normas, comúnmente asociadas al sector manufactura. Por último (mi punto favorito), el comité tiene como objetivo lograr cambiar la mentalidad de ser una norma de cumplimiento a ser una norma orientada al negocio. Por ejemplo, en vez de pensar en la ISO como una norma para tener un certificado en la pared, la COMUNICACION / Noticias Página: 2 de 5

3 idea es que las empresas puedan verdaderamente entender, por ejemplo, como su imagen o reputación podría dañarse si un subcontratista creara un accidente laboral crítico. El caso del derrame de petróleo en el Golfo de México en el 2010 es un gran ejemplo, en el cual la empresa BP se vio seriamente afectada, a pesar de que los trabajos lo realizaban subcontratistas. Continuando con el último punto, siempre he dicho que las normas ISO se han quedado en un mundo muy técnico, lo cual ha hecho que las personas sean solamente técnicos sin la capacidad de poder comunicar a la gerencia temas importantes en un idioma que ellos puedan entender. Esto a mi parecer es una de las razones por las cuales existe un divorcio entre la Alta Gerencia y los temas del Sistema. La Gerencia no quiere escuchar de no conformidades, de requisitos, de acciones correctivas. La Gerencia quiere saber si estamos ganando o perdiendo, y cuáles beneficios tendríamos (económicamente) si perseguimos ciertas oportunidades (o que perderíamos si no la perseguimos). Al parecer ISO ya ha dado el primer paso para enfocar las normas al negocio, por tanto también es necesario que los gestores del sistema empiecen a dar su paso en enfocar sus sistemas al negocio y aprender a comunicarse en el idioma de la gerencia. Continuing from the last point, I've always said that the ISO standards have been in a highly technical world, which has meant that people are only technicians without the ability to communicate to management important issues in a language they can understand. This in my opinion is one of the reasons why there is a divorce between senior management and the issues of the system. Management does not want to hear of nonconformities, requirements, corrective action. Management wants to know if we are winning or losing, and what benefits would (financially) if we pursue certain opportunities (or lose if you do not pursue). Apparently ISO has already taken the first step in focusing the business rules, so it is also necessary for system managers to begin their path to focus their business systems and learn to communicate in the language of management.
