The North Carolina Department of Transportation (NCDOT) is beginning the project development studies for Business 40 (formerly I-40 Business) from west of 4th Street to east of Church Street in Winston-Salem. We will be holding meetings with residents, businesses, organizations, elected officials, City of Winston-Salem staff and other interested parties to gather input. Among the topics to be discussed is whether Business 40 either should be closed completely for about two years or if it should be partially closed for up to six years while these repairs are underway. 2 Project Overview The Business 40 Project Development Study will determine how improvements will be planned, designed, and constructed. The 1.08-mile project involves removing and replacing highway pavement, replacing bridges and improving ramps on to and off of Business 40 from west of 4th Street to east of Church Street in Winston-Salem. Today, this roadway carries 70,000 vehicles per day. Pavement and bridges along Business 40 need to be replaced, and many of the roadway s features do not meet today s standards. One of the purposes of this project is to address these conditions. Also, there are high crash rates at many locations in the project study corridor. Another purpose of this project is to improve safety and roadway conditions. Consideration is being given to either closing the roadway to all traffic during construction for about two years or reducing the number of lanes open to traffic during construction for a period of up to six years. Improvements to potential detour routes also will be considered. The Business 40 Project Development Study follows a process outlined by the National Environmental Policy Act, or NEPA. This study is a multiyear, decision-making process required before any federally funded transportation project can be built. It is designed to ensure that reasonable transportation alternatives are considered, that community input plays a key role in the decision-making, and that the environmental and community impacts are fully studied. Issues affecting the community and the environment are identified and considered before making a final decision. The study is led by NCDOT and includes local, state and federal agencies. The results of this study are included in a planning and environmental NEPA document called an Environmental Assessment. WHAT YOU CAN EXPECT IN THE NEAR FUTURE Core Neighborhoods Residents and businesses in neighborhoods directly bordering Business 40 will be visited by project outreach specialists conducting door-to-door interviews. These neighborhoods include: Ardmore South Marshall Crystal Towers Downtown Winston- Salem East Winston Goler Happy Hill Holly Avenue Old Salem Wachovia Highlands Watkins Street West End West End South West Highlands Westdale Winston-Salem State University Surrounding Neighborhoods, Communities, and Towns Local meetings will be held for residents and businesses outside the Core Neighborhoods but near Business 40. These areas will include: Neighborhoods Balview Bromley Park Buena Vista Forest Park Old Town Reynolda Park Sunnyside Washington Park West Salem And others Towns and Communities Bethania Clemmons Kernersville Lewisville Pfafftown Commuters Commuters will be asked three or four brief questions at specific exits on Business 40 including: Knollwood Street, Stratford Road and Broad Street. 3 Community Outreach The objective of the community outreach program is to solicit input through an open, dynamic process that includes as many of the residents, businesses, property owners, agencies and community groups within the study area as possible. The process is structured to involve people early and often, and to share information as it becomes available. Community outreach for the Business 40 corridor will be conducted in a variety of ways, including: Hiring residents from the neighborhoods to help share project information; Conducting door-to-door outreach as a first contact in many neighborhoods; Using flyers to notify residences and businesses of meetings; Holding neighborhood and corridor-wide meetings, with translation provided, as well as free childcare and meals offered by local not-for-profits; Attending neighborhood association meetings and business meetings; Establishing a working group to address bridge impacts; Involving the media in a proactive manner; and Meeting frequently with local- and state-elected officials. The outreach process is designed to be personal and extensive. It will begin at a one-on-one level and expand to bring together the many interests in the corridor. A variety of opportunities will be available for the community to get involved and stay informed about the project. Flyers, Newsletters and Mailings Flyers, newsletters and mailings will be used to provide project status updates and information. They will be delivered at critical points during the project. Business 40 newsletters and mailings will be English and Spanish publications. Call the project office to join the Business 40 Mailing List. Advertisements Advertisements will be placed in the daily and weekly newspapers, The Winston- Salem Journal, The Winston-Salem Chronicle, Que Pasa and other relevant local publications to announce meetings and other important study information. Web Site The project Web site will provide information and a schedule of events. The site will include English and Spanish options and include features such as an on-line feedback form, an automatic update , a location for media information, and technical documents and reports. The Web site will be updated on a regular basis to provide real-time project information. Public Meeting Public meetings will be held on an as-needed basis and will include property or business owners, business or homeowners associations, special interest groups, religious organizations, neighborhood associations, police/fire personnel and others as appropriate. These are typically a presentation at the group s regularly scheduled meeting, but can be specially-arranged meetings. Corridor-wide and Neighborhood Meetings Corridor-wide and neighborhood meetings will be conducted at major project milestones or for specific topics and will provide opportunities for the community to interact with the project team and discuss project issues and recommendations. Neighborhood Bridge Working Group The Neighborhood Bridge Working Group will include residents, businesses, property owners and related stakeholders of each neighborhood surrounding each of the eight bridges crossing Business 40. These groups will discuss relevant topics including community impacts, interchanges, alternate routes, bike/pedestrian/open space and economic development. Scoping Scoping is a formal coordination process that occurs early in the study and is used to gain input on the extent of the project and the major issues that need to be addressed. In the scoping portion of the study, which will begin in the fall, the Public Involvement Project Team will meet with the community, other interested parties and numerous governmental representatives to identify issues. Through these meetings participants will offer numerous ideas about transportation-related issues in the corridor. Page/Página 3
