3 Es preciso avanzar hacia una sociedad del reciclado que, no sólo gestione de forma adecuada sus recursos y los residuos que éstos generan, sino que también favorezca la creación de empleo y proporcione una mayor rentabilidad económica a los operadores We need to move toward a recycling society which not only offers appropriate management of resources and the waste that is created, but which also favours the creation of employment while ensuring greater profitability for operators Hacia la sociedad del reciclado Los envases forman una parte importante de nuestra vida cotidiana: mantienen adecuadamente los alimentos hasta su consumo, son soporte de transmisión de información a los consumidores y facilitan el transporte y el manejo de los productos que contienen. No obstante, su utilización genera una gran cantidad de residuos que requieren una adecuada gestión. Nos encontramos en un contexto europeo en el que la producción de residuos se encuentra en continuo aumento y en el que la actividad económica vinculada a la gestión de los mismos adquiere cada día un mayor protagonismo. Por esta razón es preciso avanzar hacia una sociedad del reciclado que, no sólo gestione de forma adecuada sus recursos y los residuos que éstos generan, sino que también favorezca la creación de empleo y proporcione una mayor rentabilidad económica a los operadores asegurando su sostenibilidad en el futuro. En este sentido, Ecoembes ha contribuido durante sus 5 años de trayectoria a que los productores de envases cumplan con sus obligaciones en lo que se refiere a la gestión de residuos. Mediante su Sistema Integrado de Gestión ha impulsado una utilización eficiente de los mismos y ha propiciado un aumento de las toneladas recogidas y de las empresas adheridas al sistema, desempeñando al mismo tiempo un papel fundamental en la prevención de la generación de residuos de envases. Desde el Ministerio queremos felicitar a Ecoembes en su decimoquinto aniversario y seguir trabajando en colaboración con ellos y el resto de administraciones competentes para alcanzar los objetivos que se nos plantean en este nuevo escenario normativo, incrementando las tasas de materiales recogidos separadamente y haciendo del reciclado un proceso más eficiente. Por último, quiero agradecer el esfuerzo que realiza Ecoembes en una actividad que contribuye a la mejora del medio ambiente, genera nuevas relaciones económicas y enriquece la cadena de valor impulsando la sostenibilidad a través del reciclado de los residuos. Towards a recycling society Packaging plays an important part in our daily lives: it keeps foodstuffs in good condition until they are consumed, it carries information of use to consumers and it facilitates the transport and handling of the products contained therein. Nevertheless, its use creates a vast amount of waste which requires suitable management. We are in a European framework in which waste production is constantly increasing and in which economic activity related to waste management is of ever greater importance. We therefore need to move toward a recycling society which not only offers appropriate management of resources and the waste that is created, but which also favours the creation of employment, ensuring greater profitability for operators and future sustainability. Over its fifteen-year history Ecoembes has helped to ensure that packaging manufacturers comply with all their waste management commitments. Through its Integrated Management System, Ecoembes has promoted an efficient approach to packaging, as well as working toward increasing the amount recycled and the number of companies involved in the scheme, playing a fundamental role in preventing an accumulation of packaging waste. This Ministry would like to congratulate Ecoembes on its fifteenth anniversary and express its desire to continue to work in collaboration with them and other organisations in order to reach the targets established under new regulations, increasing the materials collected separately and making the recycling process more efficient. Finally, I would like to thank Ecoembes for the work they have done to contribute to improving the environment, creating new economic relations and enriching the value chain by promoting sustainability through waste recycling. 4 Marcos de Quinto presidente de Ecoembes ( ) CHAIRMAN of Ecoembes ( ) Cómo hemos cambiado Tienen entre sus manos un libro que, más allá de ser un producto editorial, contiene el trabajo, los esfuerzos y las ilusiones de un nutrido grupo de profesionales que han hecho posible la existencia de Ecoembes a lo largo de estos últimos 5 años. Y es que aprovechamos, precisamente, el decimoquinto aniversario de nuestro SIG para echar la mirada atrás, para reflexionar sobre lo conseguido y, por qué no, para cargarnos de nuevas energías de cara a las próximas décadas. Les propongo un ejercicio de imaginación. Cierren los ojos y piensen cómo éramos hace una década y media, cómo era el país en el que vivíamos. Además de la nostalgia propia del recuerdo, comprobaremos que nuestra conciencia medioambiental estaba en pañales, que las redes de conocimiento y de relación entre las organizaciones públicas y privadas necesitaban mejorar y que todavía mirábamos hacia Europa con un cierto sentido de envidia. Sobre este escenario, las imposiciones legales que nos llegaron de la Unión Europea en forma de Directiva, así como su transposición a la legislación española, obligaron a las empresas que colocaban envases en el mercado a hacerse cargo de ellos para su posterior recuperación, selección y reciclaje. Sin duda, era todo un reto. Había que construir un sistema integrado de gestión partiendo de cero, si bien contábamos con la colaboración de nuestros homólogos europeos. Desde el primer momento todos fuimos conscientes de que el éxito de la tarea pasaba por la complicidad de las empresas, pero también por el diálogo con las administraciones públicas y, cómo no, por el compromiso de los ciudadanos que, a fin de cuentas, son los que hacen posible que la rueda del reciclaje gire con determinación. Sin embargo, no siempre fue un camino de rosas. El lógicamente limitado conocimiento de las administraciones públicas ante un cambio tan radical en la gestión de los residuos y algunas dudas del sector empresarial, fueron obstáculos que hubo que sortear con mucha didáctica, infinitas horas de negociación y una gran capacidad de consenso. Algunas dificultades y muchas generosidades han granado el camino de Ecoembes en estos 5 años. La regulación legal vino a empujar una tendencia que, ya de por sí, se estaba instalando en el corazón del tejido empresarial español: la responsabilidad social y ambiental que toda organización tiene con las sociedades donde despliega su actividad. Llegó un momento en el que ya no sólo valía con hablar sobre el compromiso con el medio ambiente, había que empezar a materializar acciones que demostraran esa implicación. No podemos olvidar tampoco el ingente trabajo desplegado por Ecoembes durante estos años en materia de prevención, actividad que es un magnífico ejemplo para demostrar que la investigación y el desarrollo son una vía de futuro, que las empresas pueden ser solidarias cuando se les requiere, especialmente si se trata de preservar el planeta Tierra, y que el intercambio de conocimiento es compatible con las normas del mercado libre y la sana competencia. Hoy vivimos en un país donde nadie pone en cuestión la necesidad de reciclar, porque ésta es una actitud y una actividad que pertenece a nuestro ADN como sociedad. En situaciones delicadas como la actual no podemos bajar los brazos y evitar el cumplimiento de nuestros compromisos medioambientales. A lo largo de estos años, el SIG ha sido y continúa siendo la mejor herramienta para las empresas, un instrumento de alta eficiencia para que canalicen y rentabilicen sus inversiones medioambientales. Posiblemente, el reciclado sea uno de los aspectos socio-económicos donde España ha evolucionado con más celeridad. Y aquí no puedo dejar de hacer una mención muy sentida al que ha sido durante estos 5 años el director general de Ecoembes, Melchor Ordóñez, a los tres presidentes que me han precedido y a todos los profesionales que les han acompañado en este periplo. No obstante, los logros alcanzados han de ser por encima de todo alicientes para seguir avanzando en el futuro. A Ecoembes le quedan todavía muchos objetivos por alcanzar. Aunque las tasas de recuperación con las que hemos cerrado 20, en torno al 68%, son muy buenas, queremos ser ambiciosos para los próximos años hasta alcanzar un sistema integrado de gestión excelente en su funcionamiento y plenamente identificado con la sociedad española. Ahora abra los ojos, mire el presente y piense en futuro. How We Have Changed Desde el primer momento todos fuimos conscientes de que el éxito de la tarea pasaba por la complicidad de las empresas, pero también por el diálogo con las administraciones públicas y, cómo no, por el compromiso de los ciudadanos From the start we were all aware that success would require not only the cooperation of companies, but also a dialogue with public authorities and, of course, the commitment of the public The book you are holding goes beyond the normal work a publisher might produce. Instead it contains the hard work and ambitions of a team that have made Ecoembes a reality over the past 5 years. We are marking the fifteenth anniversary of our Integrated Management System by taking the opportunity to look back and reflect on what we have achieved as well as to recharge our batteries with new energy with which to tackle the challenges that face us over the coming decades. I would like to ask you to let your imagination run free for a moment. Close your eyes and think back to how things were a decade and a half ago, what things were like in this country in which we live. As well as the nostalgia that comes with recollecting, we should remember that our environmental awareness was in its infancy, that the various knowledge and contact networks linking public and private organisations needed improvement and we still looked toward the rest of Europe with a sense of envy. This open book began to be filled with the various legal requisites passed down from the European Union as Directives and their subsequent adoption in Spanish law, obliging the companies that introduced packaging into the market to take the necessary steps to ensure it could be later recovered, selected and recycled. This was undoubtedly a great challenge. An integrated waste management system had to be set up from scratch, albeit in collaboration with our European colleagues. From the outset we were aware that the success of the undertaking was reliant on the involvement of the companies in question, as well as on establishing a dialogue with the local and regional governments and, of course, counting on the commitment of the citizens who, after all, are the people that ensure that the great wheel of recycling continues to turn. The path, however, has not always been a straightforward one. The understandably limited awareness among governments of matters related to such a radical change in waste management and a series of questions posed by the business sector were obstacles that had to be overcome with sensitivity, long hours of negotiation and a clear desire on all parts to seek consensus. A number of problems and a great deal of generosity have accompanied us on this fifteen-year path. The legislation became a trend which soon instilled itself at the very heart of the Spanish business-sector psyche: the social and environmental responsibility that every organisation needs in order to carry out its activities. The moment had come when it was no longer enough just to talk about a commitment to the environment - it was now time to start to put those good words into action. We must not forget the enormous task undertaken by Ecoembes over these fifteen years regarding preventive action, an activity which stands as a magnificent example that demonstrates that research and development are the way of the future, that companies can work together when needed - especially with a view to saving the Earth - and that the exchange of knowledge is compatible with the free market and a spirit of healthy competition. Today we live in a country in which nobody questions the need to recycle, as it has become an attitude and activity that is now part of our DNA as a society. At difficult times like the present we cannot drop our guard and give up on our environmental commitments. Over this fifteen-year period, an Integrated Management System has been and is still the best tool available to companies, a highly efficient instrument that channels environmental investment, making it more profitable. Recycling could well be one of the socio-economic areas in which Spain has advanced the most swiftly. Here I must pay tribute to Melchor Ordóñez, CEO of Ecoembes for fifteen years, to the three chairmen who came before me and everyone else on this team who has accompanied us on this journey. Nonetheless, our many achievements must above all encourage us to continue our progress in the future. Ecoembes still has many targets to reach. Although at the close of 20, recovery figures stood at around 68%, a very positive rate, we want to be even more ambitious in the coming years and ensure a truly excellent integrated management system is in place, one with which Spanish society can fully identify. Now, open your eyes, look at the present and think about the future. 8 9

5 0 Melchor OrdÓñez Director general de Ecoembes entre 997 y 20 general manager OF ECOEMBES Anotaciones para un futuro prometedor Cuando me paro y miro hacia atrás, me veo en un piso de la calle Rafael Salgado, con un cuadernillo en blanco, que todavía conservo, teniendo que aplicar toda mi experiencia adquirida fruto de una rica vida laboral, pero dirigiéndola a interpretar la Ley de Envases de 997. En mi cuaderno iba anotando todas las reuniones previas sobre la creación de un Sistema Integrado de Gestión de Residuos. Esta información me fue muy útil cuando tuve que escribir el primer balance de situación de una compañía que tenía sólo unos meses de vida. Nunca imaginé que desde aquellas primeras anotaciones Ecoembes pudiese alcanzar el éxito que hoy tiene en España y en Europa. Tres Directivas, una Ley de Envases y otra de Residuos, con sus respectivos reglamentos, más la normativa autonómica y municipal, crearon un marco legislativo a lo largo de 5 años que tuvimos que interpretar y aprender, un proceso que nos sirvió enormemente cuando hubo que atar flecos con las comunidades autónomas a la hora de redactar los respectivos convenios firmados con estas entidades. El nacimiento de Ecoembes fue, en parte, el resultado de un renovado escenario legal. Sin embargo, tuvimos que explicárselo con detalle a la industria para que ésta comprendiera las exigencias de la nueva realidad. No lo hicimos mal, porque de las numerosas y maratonianas reuniones que mantuvimos con los envasadores hoy tenemos adheridas más de empresas a nuestro sistema de gestión. Lo cierto es que la colaboración de la industria siempre ha estado ahí, muy comprometida con nuestra actividad, a pesar de la profunda crisis económica en la que estamos inmersos. Tengo que pronosticar que con la confianza que han puesto las empresas en nuestro modelo de trabajo, podemos tener SIG para muchos años. Nunca olvidaré la inestimable colaboración de la ciudadanía que con el simple gesto de depositar una lata o un envase de plástico en la bolsa amarilla ha evitado desde que nació el SIG que más de 4 millones de toneladas de envases terminen en el vertedero, lo que equivale a casi 900 estadios de fútbol de gran envergadura repletos de envases. Con cierta modestia, pero sin miedo al merecido reconocimiento, he de decir que me siento muy orgulloso del trabajo realizado por el equipo profesional de Ecoembes al que me ha honrado dirigir durante 5 años. Más allá de convenios, planes de prevención, porcentajes, declaraciones y leyes, me quedo con la calidad humana de este magnífico equipo, excelente en lo laboral y entrañable en lo personal. La celebración de nuestro 5 aniversario es también el recuerdo de las muchas dificultades que hemos tenido que sortear. Incomprensión, dudas, incertidumbres, malas interpretaciones De todo hemos tenido en el camino. Pero hoy, con una mirada más nostálgica que crítica, recuerdo los malos momentos con la satisfacción de haberlos superado. Dicen que el tiempo atenúa los malos recuerdos, aunque en mis carpetas y libros de notas, que aún hoy atesoro con cariño, casi siempre encuentro párrafos, citas, nombres y fechas que me hacen sonreir rememorando lo difícil, pero también lo enriquecedor, que fue bregar con el nacimiento de Ecoembes. Creo que hemos logrado aportar nuestro granito de arena para que este país en el que vivimos sea un poco mejor, para que entendamos todos con mayor conocimiento que reciclar es actitud, pero también una aptitud. Las generaciones venideras se merecen un mundo mejor, donde la calidad del medio ambiente prime por encima de intereses personales o comerciales. Sin duda, Ecoembes ha colaborado, y espero en que los siga haciendo por muchos años, a que esto sea así. Nuestra actividad ahorra materias primas, energía y agua, además de evitar la emisión de miles de toneladas de gases de efecto invernadero. Pocas actividades económicas pueden estar tan orgullosas de proclamar sin ambages estos resultados. Quisiera finalizar como empecé, revisando de nuevo mis cuadernos. Cuántas veces me habrán preguntado los tres expresidentes de la compañía, Antonio Monerris, Ignacio J. Martínez y José Arcas, así como el presidente actual, Marcos de Quinto, en los que siempre he tenido un gran apoyo, por qué anotas siempre todo?. Y los menciono a ellos pero no olvido a todos los miembros de la Comisión Delegada, donde he tenido grandes profesionales, pero sobre todo inmejorables amigos. Mirando estas anotaciones de nuevo deseo decir que lo conseguido hasta ahora son logros colectivos. Y por ello debemos seguir contando con la colaboración de todos -empresas adheridas, administración y ciudadanos- para que el ciclo de recogida selectiva, recuperación y reciclado de los envases se lleven a cabo con éxito. Debemos seguir trabajando con el mismo entusiasmo, para seguir contribuyendo a una gestión responsable y medioambientalmente sostenible de los residuos domésticos. El éxito de esta tarea dependerá de nosotros y de todos vosotros. Por mi parte solicito, como he hecho siempre, constancia, tenacidad e ilusión para seguir la misma línea ascendente y poder felicitarnos todos dentro de 5 años más por los éxitos obtenidos. Ética y lealtad son también valores que deben guiar nuestro trabajo. La proyección futura de Ecoembes está garantizada, sus profesionales lo conseguirán y la nueva dirección que inicia ahora otra etapa consolidará y mejorará la positiva evolución del Sistema. De momento cierro mi cuaderno, aunque siempre seguirá abierto para el que lo necesite. Gracias a todos. Notes on a Promising Future Whenever I pause and look back, I see myself in a flat in Calle Rafael Salgado, with a blank notebook, which I still have, trying to apply all the experience I had acquired throughout a long and rewarding career in order to best interpret the 997 Packaging Act. In this notebook I would record all the meetings prior to implementing an Integrated Waste Management System. This information was of great use when I came to write the first balance sheet for a company that was only months old. I never imagined that from those first notes. Ecoembes could achieve the success that it has, both in Spain and across Europe. Three EC Directives, a Packaging Act and a Waste Management Act, with their successive amendments, plus all the regional and municipal legislation that has been passed, have created a legislative framework over the past fifteen years which we have had to learn and interpret, a process which has been of enormous assistance when working alongside regional governments in order to draw up agreements. The founding of Ecoembes was, in part, the result of a redrafted legal framework. Nevertheless, we had to carefully explain it to the industry in order that it might fully understand the demands of a new reality. We didn t do too badly, since as a result of the numerous lengthy meetings we held with packagers we now have over 2,000 companies signed up to our waste management system. The truth is that close collaboration with the industry has always been a central part of our activities, despite the grave economic recession we find ourselves in. My view of the future is that thanks to the confidence that so many companies continue to place in our approach, our Integrated Management System will remain at the forefront for a considerable time to come. I will never forget the citizens immense contribution through the simple act of placing a tin or plastic packaging in the yellow waste bag, which has meant that since the implementation of our IMS, over 4 millions tonnes of waste no longer ended up in landfills, the equivalent of 900 large football stadiums full of packaging. With a certain modesty - yet without fear of the recognition due - I have to say that I am immensely proud of the hard work undertaken by the Ecoembes team which I am honoured to have led for 5 years. The celebration of our fifteenth anniversary is also a reminder of the many difficulties that we have had to face. Incomprehension, doubts, uncertainties and misunderstandings, we have dealt with them all and more along the way. Nevertheless today, from a perspective which is more nostalgic than it is critical, I recall these difficult moments with the satisfaction that comes from having successfully tackled them. They say that time heals old wounds, although in my files and notebooks - which I still treasure - I almost always find paragraphs, details of meetings, names and dates that bring a smile to my face when I remember the problems we faced in setting up Ecoembes, as well as recalling how enriching that experience has been. I believe we have made our own small contribution to ensuring that life in Spain is a little better, that we are all now more aware that recycling is not only an attitude but also an aptitude. Future generations deserve a better world, one in which environmental quality is valued above personal or commercial interests. Ecoembes has undoubtedly helped in this and I hope that it continues to do so for many years to come. Our business saves raw materials, energy and water, as well as preventing the emission of thousands of tons of greenhouse gas emiss ion. Few economic activities can be so unambiguously proud of such results. I would like to close this piece as I began, by looking back at my old notebooks. How many times have the company s three former Chairmen, Antonio Monerris, Ignacio J. Martínez and José Arcas, as well as the current Chairman, Marcos de Quinto, all of whom have provided fantastic support, asked me, Why do you bother to write everything down?. I mention these gentlemen, yet I shouldn t overlook all members of the Board of Directors, which has always been made up of not only great professionals but also real friends. Looking at these jottings again makes it clear that all our successes until now have been collective achievements. For this reason we need to ensure we continue to work with everybody - with companies involved in the sector, the public administration and with people in general - in order that the selective collection, recovery and recycling of packaging can be carried out successfully. We need to keep working with the same enthusiasm in order to continue to contribute to responsible waste management and an environmentally sustainable approach to domestic waste. The success of this undertaking depends on us and all of you. As I have always done, I once again ask for perseverance, tenacity and enthusiasm in building on our success in order that I might be able to once again offer you my heartfelt thanks for all that we have achieved. Ethics and loyalty are also values which guide our work. The future of Ecoembes is guaranteed - our team of professionals has ensured that - and the new way that we are embarking on will further consolidate and improve the System s successful evolution. I m going to close my notebook for now, although I will always keep it at hand for whenever I might need it. Thank you to everybody.

It is also time to plan for the future because, in true Ecoembes tradition, we will continue to take on new challenges 2 ÓSCAR MARTÍN Director general de Ecoembes general manager Ecoembes Historia de una actitud Es difícil compendiar en unas pocas líneas el significado que tiene cumplir 5 años de vida. Celebrar aniversarios, fechas redondas en el calendario, es siempre un motivo de felicidad y orgullo, porque demuestra que una organización sigue viva, que puede mirar atrás y reconocerse en su propia historia a la vez que acumula experiencia para afrontar los nuevos retos que, sin duda, nos depararán las próximas décadas. En todo caso, celebrar nuestro 5 cumpleaños es un síntoma de fortaleza, más aún si observamos el crecimiento constante de nuestras principales magnitudes a lo largo de estos tres lustros pasados. Hoy, somos más empresas adheridas, más toneladas recicladas, más empleo creado, más ciudadanos comprometidos con el reciclaje, mayores beneficios ambientales. Y este más, siempre ha definido nuestro horizonte, porque somos los primeros en reconocer que sigue quedando mucho trabajo por hacer. Precisamente hoy, cuando celebramos 5 años de andadura, también ha llegado el momento de hacer futuro porque, como es tradición en Ecoembes, vamos a continuar asumiendo nuevos retos. El primero de ellos, sin duda, pasa por seguir incrementando en los próximos años la tasa de reciclado. A día de hoy, 7 de cada 0 envases ya se están reciclando. Se confirma que la recogida selectiva es una realidad en la que ocho de cada diez ciudadanos reconocen ser parte activa. Siguiendo la máxima de que el mejor residuo es el que no se produce, uno de nuestros principales objetivos será continuar trabajando intensamente en materia de prevención. Por ello, vamos a continuar impulsando iniciativas que promuevan el ecodiseño que, junto a la innovación, harán más efectivo el reciclado de los envases. Nuestras iniciativas para la conservación del medio ambiente se han convertido en un valor añadido para los ciudadanos y eso las empresas envasadoras lo han valorado. Nunca hemos olvidado que la comunicación con el ciudadano es un elemento clave en la estrategia de Ecoembes. El objetivo pasa porque la población, además de reciclar más, recicle mejor. Hoy, más que nunca, el diálogo con los actores del ciclo del reciclado se hace imprescindible para que todos rememos en la misma dirección. Ecoembes ha demostrado en estos 5 años que siempre hay un lugar para el entendimiento y el acuerdo. La capacidad de escuchar y comprender las necesidades de cada uno de los agentes que forma parte del ciclo del reciclado ha sido siempre una máxima de los equipos profesionales que han trabajado y trabajan en Ecoembes. El diálogo ha sido una característica esencial de nuestra organización gracias a la visión de Melchor Ordóñez, quien ha dirigido Ecoembes con firmeza y acierto en estos primeros 5 años de vida. Siguiendo con la relación mantenida durante los últimos años con las entidades locales, nuestra filosofía seguirá siendo la de colaborar, estableciendo una línea de diálogo permanente con todas las partes que integramos el Sistema. Así, siguiendo nuestra línea de trabajo en colaboración, estamos convencidos de que Ecoembes celebrará muchos más aniversarios pudiendo afirmar con orgullo que desarrollamos una actividad eficiente, sostenible e imprescindible para la sociedad española y el medio ambiente. Si hay alguna palabra que pudiera definir estos años de actividad, ésta sería esfuerzo. Pero si tuviéramos que elegir una idea para resumir el trabajo conseguido, sin duda la palabra escogida sería compromiso. Den por seguro que pondremos todo nuestro empeño en mantener muy alto el listón que hemos heredado y seguir creciendo hacia nuevas metas. Continuar trabajando con la actitud que ha determinado estos 5 años será nuestra manera de seguir haciendo historia. The History of an Attitude It is not easy to summarise in just a few lines what it means to celebrate our fifteenth anniversary. These dates, underlined in our calendars, are always cause for both joy and pride, as they show that this is a living organisation, one that can look back and appreciate its past whilst accumulating experience which allows it to tackle new challenges which will no doubt arise in the coming decades. Our fifteenth birthday is, in any event, a sign of our strength, even more so if we observe the constant growth of our key performance indicators of the past decade and a half. Today, we have more affiliated companies, more recycled tons of waste, more jobs created, more people committed to recycling, greater environmental benefits than ever before. It is this more, this greater that has always defined our horizons, as we are the first in recognising that there is still much work to be done. Today, on which we celebrate fifteen years of service, is the perfect moment to consider the future, as Ecoembes has always been characterised by the way it enthusiastically faces new challenges. The first of these is undoubtedly the target of increasing recycling rates over the coming years. Today, seven out of every ten pieces of packaging are recycled. Selective collection has become a reality, with eight out of ten people saying they take an active part in the process. Paying heed to the maxim that the best waste of all is the waste that is never produced in the first place, one of our main aims is to keep placing a great emphasis on prevention work. To this end we shall continue to foster initiatives that promote ecodesign, which, together with innovation, will make packaging recycling more effective. Our initiatives aimed at conserving the environment have become an added value for the citizens, something that packaging companies appreciate. We have never forgotten that communication with the citizens is a key element in the Ecoembes strategy. It is a successful one, as people now not only recycle more, they recycle better. We live in a global village, in which each gesture, each act, takes on great significance. These are also times of exchange, of sharing knowledge and experience. Today, more than ever, a dialogue between all those involved in the recycling process is essential to ensure we are all on the same page. Ecoembes has shown over the past fifteen years that there is always room for more consensus and understanding. The ability to listen to and understand the needs of all those involved has always been key to those working at Ecoembes. Dialogue has long been an essential part of our organisation, thanks to the vision of Melchor Ordóñez, who has steered Ecoembes with great commitment and good judgement over its first fifteen years. Following the relationship we have maintained over the past decade and a half with local governments, our philosophy continues to be one of collaboration and establishing ongoing dialogue with all involved in the System. And so, continuing with this focus on collaboration, we remain convinced that Ecoembes will celebrate many more anniversaries and take great pride in the fact that we are undertaking an activity that is efficient, sustainable and essential both to Spanish society and the Environment as a whole. If there is any word or expression which might summarise this activity, it would be hard work. However, if I had to choose an idea to sum up all we have achieved together, it would be commitment. Have no doubt that we will make every effort to continue to set the bar as high as possible and continue our growth toward new goals. To continue working with the same attitude that has marked these past fifteen years would be the best way we could continue making history. 3

9 C Historia/History Los esfuerzos del pasado son el motor del futuro Los 5 años de gestión de Ecoembes ya forman parte del imaginario ambiental de España. Gracias al esfuerzo de las empresas, las administraciones públicas y los ciudadanos, los porcentajes de recuperación de envases en nuestro país están por encima de lo exigido por la ley, con lo que ello significa para la protección medioambiental de nuestro entorno. Contar y comprender la historia de Ecoembes es narrar también un proceso a nivel europeo. Jorge Jordana, que en aquel entonces era secretario general de la Federación Española de Industrias de la Alimentación y Bebidas (FIAB) comenta que cuando España entró en la CEE en 986, desde FIAB ya vimos la que se nos venía encima. Por eso creamos el Grupo de Trabajo de Envases, presidido por Jesús Serafín Pérez, actual presidente de FIAB y de FoodDrinkEurope. El grupo lo completábamos Francisco Chacón, por entonces asesor jurídico de Coca Cola, y yo mismo. Más adelante el grupo aumentó de miembros, acogiendo representantes conocedores del tema como José Jiménez, de Nestlé, y Javier de Lara, de Danone. Tras un viaje de Francisco Chacón y Jesús Serafín a Londres a principios de los años 90 para conocer las propuestas del ministro de Medio Ambiente de Alemania, Klaus Töpfer, comprendimos que debíamos crear un sistema gestionado por nosotros mismos y que el modelo francés era el que más nos gustaba, apunta Jordana. Jorge Jordana, the then secretary general of the Spanish Federation of Food and Drink Industries (FIAB) stated that when Spain joined the EEC in 986, the FIAB could see what was coming. For this reason we created the Packaging Work Group, chaired by Jesús Serafín Pérez, the current Chairman of the FIAB and of FoodDrinkEurope. The group also included Francisco Chacón, the then Legal Adviser to 9

10 20 Los esfuerzos del pasado son el motor del futuro The hard work of the past is the driving force behind the future El mencionado ministro alemán convocó a los sectores económicos implicados en la fabricación, distribución y comercialización de envases para comunicarles que algo tenía que cambiar, porque los envases ya suponían el 40% de los residuos urbanos en volumen y el 30% en peso. La industria y la distribución mostraron su disposición al cambio, siempre y cuando se contase con las empresas implicadas. El Gobierno alemán lo aceptó y se creó el Duales System Deutschland (DSD), organización sin ánimo de lucro integrada por la distribución y la industria, cuya finalidad era buscar una solución para este problema. DSD surgió manteniendo la red paralela que ya tenían los municipios alemanes para la gestión de los envases, algo que en un futuro le diferenciará de otros sistemas, situándose por primera vez en las calles de los municipios de este país los populares contenedores de colores. La semilla europea En 99 nació en Alemania el primer sistema para la recogida de envases y residuos de envases, y un año después el ministro francés de Medio Ambiente, Brice Lalonde, comunicó a las empresas que deberían montar un sistema propio. Pero en vez de montar un sistema dual como sus vecinos germanos, los franceses optaron por apoyarse en lo que ya estaban haciendo sus entidades locales: recoger y tratar los residuos. Así nació Eco-Emballages, un modelo que en el futuro siguieron muchos países, en particular España. Eco-Emballages comienza a funcionar pactando con los municipios para que realicen una recogida diferenciada y para que monten unas plantas de tratamiento donde se puedan separar los distintos materiales. Otros sistemas van apareciendo: en 993 surge ARA en Austria y en 994 Fost Plus en Bélgica. En diciembre de 994 se publica la Directiva 94/62/CE, relativa a los envases y residuos de envases. Esta Directiva impulsa todas las medidas tendentes a evitar la generación y fomentar la reutilización, reciclado o valorización de los residuos de envases, mediante la implantación de sistemas de recogida selectiva y de separación por materiales. A year later, the French Minister for the Environment, Brice Lalonde, told companies that they had to set up their own system. Nevertheless, instead of setting up a dual system like their German neighbours, the French decided to base themselves on what local set-ups were already doing: waste collection and treatment. The system was christened Eco-Emballages and became a model for many future set-ups in other countries, Spain in particular. Eco-Emballages required an agreement with towns and cities to collect waste separately and to build treatment centres where the various materials could be handled. Cuando en España en el panorama de la recogida de residuos de envases, estaba prácticamente todo por hacer, aparecimos nosotros, un grupo de fabricantes que unía productores de productos de consumo, de materias primas, de reciclaje y valorización junto con sus asociaciones gremiales. Fuimos capaces de crear una organización sin ánimo de lucro pero con gran ánimo de eficiencia, que facilitara el sistema para, en un trabajo conjunto con la administración pública ( en toda su gama, estatal, autonómica y municipal), edificar un sistema que facilitara de un modo económicamente viable para el país el cumplimiento de una importante Directiva europea. Debo agradecer a todos los miembros de la Comisión Delegada, representantes de todos los participantes en Ecoembes, su inestimable ayuda y su trabajo para resolver las incomprensiones y las dificultades que surgieron durante la puesta en marcha del SIG. Con su ayuda, las empresas respondieron a la demanda social de un sistema que claramente beneficiaba al entorno de cada una de las poblaciones del territorio Español, con su alto nivel de adhesión desde el principio. En 998 ya se contaba por miles las empresas adheridas. Empresas de todos los tamaños, sin olvidarse de las pymes, que son la verdadera columna vertebral de nuestra economía. Tengo que felicitar también a los técnicos de Ecoembes que encontraron una actitud abierta y colaboradora en las administraciones públicas a las que nos dirigíamos para cerrar acuerdos. El esfuerzo del grupo profesional de Ecoembes, junto con todos los agentes implicados, fue primordial para lograr la complicidad de los ciudadanos, quienes tenían que hacer de la separación en el hogar un acto cotidiano y lo hicieron. A lo largo de estos años, Ecoembes ha cumplido con creces las exigencias de la Directiva Europea, gracias al esfuerzo de la población y a su labor de selección en el hogar, gracias a las administraciones públicas que pusieron en marcha los sistemas de recogida selectiva y gracias también al esfuerzo de las empresas con su adhesión al sistema. Siento verdadera satisfacción por haber participado en el nacimiento del SIG, de la Ley de Envases, de los primeros contactos con las comunidades autónomas y con las empresas, de la puesta en marcha de los Planes de Prevención, de estar en la organización del primer Congreso Europeo organizado por Pro Europe celebrado en 200 en Madrid y de cumplir los objetivos marcados por la Directiva europea. Pero de lo que más orgulloso me siento es de haber sido el responsable de hacer viable el proyecto de Ecoembes, incorporando al mismo a Melchor Ordóñez, quien como director general ha sido el "alma mater" de la creación de una organización eficiente, vehículo del éxito de la recogida selectiva en España. ECOEMBES CHAIRMAN Complicated, But Not Impossible Having played my part in setting up Ecoembes and having been its first chairman fills me with pride. When in Spain the panorama for the collection of waste packaging was practically non-existent, we appeared on the scene, a group of manufacturers who brought together the makers of consumer products, the producers of raw materials and those responsible for recycling and recovery, along with their respective business organisations. We were able to create a non-profit organisation which strove toward efficiency, facilitating a system which, in tandem with the governments (at all levels - national, regional and local), could design a programme which would make it economically viable for the country to comply with this important European Directive. I would like to thank all the members of the board of directors, representatives of all those who play a part in Ecoembes, for their invaluable assistance and hard work in overcoming misunderstandings and the difficulties that arose during the start-up of the IMS. With their help, companies could respond to the social demand for a system which clearly benefited every city, town and village in Spain, joining en masse from the outset. In 998 there were thousands of member companies. Companies of all sizes, including small and medium-sized enterprises, the true backbone of the Spanish economy. I would also like to thank all the Ecoembes technicians, so openminded and prepared to work hand-in-hand with governments with whom we were seeking to draw up agreements. The hard work of the whole Ecoembes team, together with all the other involved in the project, was essential in ensuring the cooperation of the citizens who had to make domestic waste separation an everyday act, which they did. Over the past fifteen years, Ecoembes has fully complied with the European Directive, thanks to the efforts of the citizens and their willingness to separate waste in the home, thanks to the public administrations who started up the selective collection systems as well as to the efforts made by companies and their willingness to join to the system. I feel real satisfaction for having been there at the birth of the IMS, the Packaging Act, the first contact with regional governments and companies, the implementation of Prevention Plans, organising the first European Congress held in 200 by Pro Europe in Madrid and meeting the targets set by the European Directive. However, I am proudest of having been responsible for making the Ecoembes project viable, bringing in Melchor Ordóñez, who as GM has been the alma mater in creating such an efficient organisation, the driving force behind the success of selective waste collection in Spain. Por tanto, el símbolo del Punto Verde significa que la empresa que ha puesto en el mercado el producto está financiando un SIG, Los niveles de recuperación de envases siempre han estado por encima de los límites marcados por las directivas europeas y las leyes nacionales como el de Ecoembes en España, para cumplir sus objetivos. En 995 Duales System Deutchland AG decidió ampliar el empleo del Sistema de Punto Verde en forma de una licencia general a una organización europea, y consecuentemente fundó la Organización Europea de Recuperación de Envases: Packaging Recovery Organisatión Europe s.p.r.l. (PRO EUROPE), domiciliada en Bruselas. Pro Europe otorga a los envasadores europeos la licencia para el uso del Punto Verde. Los Sistemas que participan en dicha organización (En España el SIG de Ecoembes) controlarán el uso del Punto Verde. La Directiva europea no especificaba cómo debía organizarse cada país para la gestión de los envases. Podía hacerlo a través de las administraciones públicas (caso español) o estableciendo un impuesto y confiando la recogida a la propia administración. This Directive established all the measures designed to prevent the generation of waste and promote the reuse, recycling Levels of packaging recovery have always exceeded the limits set by European directives and Spanish law and recovery of packaging through the implementation of selective collection systems and the separation of materials. In order to avoid a proliferation of individual programmes in each country and overcome any obstacles to free trade that arose, this Directive normalised packaging waste recovery systems without hindering the free circulation of goods. A minimum recycling percentage was established, between 25% and 45%, as well as a date by which to meet this target: 30 June 200. The Green Dot Public awareness raising Ecoembes invests nearly 4 million euros a year in advertising and awareness raising campaigns, mainly in collaboration with governments. Next came the first appearance of the Green Dot, a symbol used by all packaging companies signed up to an integrated waste management system to identify the packaging of their products. The symbol guarantees that the companies whose packaging bears the symbol comply with the principles set out in European Directive 94/62 and the corresponding national legislation (in Spain the Packaging and Packaging Waste Act nº /97). The Green Dot therefore means that the company marketing this product is financing an IMS, such as the Ecoembes system in Spain, in order to meet the aforementioned objectives. In 995 Duales System Deutschland AG took the decision to extend its Der Grüne Punkt system via a general licence to other European organisations, setting up the Packaging Recovery Organisation Europe s.p.r.l. (PRO EUROPE), based in Brussels. PRO Europe grants European packaging companies a licence allowing them to use the Green Dot symbol. The various systems participating in this organisation (in Spain, the Ecoembes IMS) are responsible for controlling use of the Green Dot. The European Directive did not specify how each country Ignacio J. Martínez Blasco presidente ecoembes Estilo Ecoembes Mi conocimiento de Ecoembes se inicia en las navidades de 996, cuando recién llegado de México, mi presidente en Unilever me dijo que se iba a crear una compañía relacionada con la recogida de envases y que yo iba a ser su representante en la misma. En ese momento entré a formar parte de la Comisión Delegada de la compañía e incluso participé en la selección de Melchor Ordóñez como director general, algo de lo que nunca me arrepentí. Por eso me sentí tremendamente orgulloso cuando en julio de 2002 pasé a ser el presidente de Ecoembes tras el trabajo que había iniciado magistralmente Antonio Monerris. Teníamos que ofrecer motivaciones a las personas y empresas para que se acercasen al SIG y nuestro mejor argumento era que disponíamos en el consejo de administración de los primeros espadas de las principales compañías envasadoras y distribuidoras del país. Había que transmitir confianza a todos lo socios, sobre todo cuando tuvimos que comunicar que íbamos a subir el Punto Verde. Para ello, eché mano de un lema, que siempre he practicado, y que desarrollé en México: Con mi dinero hago lo que quiero. Con el de la compañía sólo lo que debo y aquí lo mantuve otra vez a rajatabla. Iniciamos un proceso de auditorías que siempre ha sido valorado como ejemplar. Nos ganamos la confianza de las empresas y con ello su gran generosidad, algo que ha sido muy importante para el progreso de Ecoembes, ya que se podía disponer de las personas que integraban los departamentos de desarrollo de las principales empresas para hacer estudios sobre los envases. Nunca nos olvidamos del ciudadano, sabíamos que era el principal eslabón de la cadena de la recuperación. Por este motivo, siempre hemos potenciado todas las acciones dirigidas a sensibilizarlo sobre el beneficio de la separación de envases en el hogar y a educar en cómo hacerlo correctamente. En las campañas de divulgación pusimos mucho énfasis en la separación en los hogares y también fuimos al lugar donde se educaban los más jóvenes, al colegio. Nuestro mensaje caló tanto que los propios jóvenes nos sorprendieron en el Ecoparlamento de los Jóv enes 2004, cuando los chavales de Cádiz hicieron una soberbia presentación llena de contenido. Teníamos que ser más eficientes que los más eficientes que había en Europa y lo conseguimos. Por eso tuvimos tan buena acogida, incluso en las negociaciones con las comunidades autónomas, donde nos dimos cuenta que si transmitíamos algo que no produjera rechazo en nadie, algo sencillo y de sentido común, sería fácil convencer a los responsables de las administraciones públicas. Después de 5 años, Melchor Ordóñez deja una empresa con futuro, con todas las grandes compañías implicadas, con la distribución, los recicladores, las entidades locales y los ciudadanos. Entre todos hemos conseguido crear un estilo Ecoembes, un modo de proceder y trabajar con el que se nos va a identificar siempre. Somos, como la definición que hacían los antiguos griegos del ser humano: aquellas personas, sinceras, honestas, agradables y que tienen cierto encanto. ecoembes CHAIRMAN The Ecoembes Style My knowledge of Ecoembes began in Christmas 996, when, recently arrived from Mexico, my Chairman at Unilever told me that a company was to be created to focus on the collection of packaging and I was to be Unilever s representative. I joined the company s executive committee and, in fact, played a part in the appointment of Melchor Ordóñez as GM, something I have never regretted for a second. I was therefore tremendously proud when, in July 2002, I became Ecoembes Chairman, following on from the work that Antonio Monerris had begun so fantastically. We had to offer motivation to the companies and individuals who approached our IMS. Our greatest argument was that one of Spain s leading packaging and distribution companies was represented on our executive committee. We had to transmit confidence to all our members, above all when we had to raise the Green Dot fees. I have always stuck to a phrase I first used in Mexico: I can do what I want with my own money. With my company s I have to do what I should. Here, this expression was truer than ever. We began an auditing process which I have always considered to be exemplary. We gained the confidence of companies and also great generosity on their part, something that has been extremely important in ensuring the progress made by Ecoembes. It meant we had people on-side who made up the R+D departments of Spain s leading companies in order to carry out research into packaging. We have never overlooked the importance of the individual, of the citizens. We knew that they were the first link in the recovery chain. To this end we have always sought to strengthen awareness raising regarding the benefits of separating packaging waste in the home and educating people how to do it properly. In our communication compaigns we placed a great emphasis on waste separation in the home, as well as going out to schools to pass on the message directly to young people. We had such success in getting our message across that the same young people pleasantly surprised us at the Young People s Eco-Parliament 2004, when boys and girls from Cádiz gave a superb content-packed presentation. We had to be more efficient than the most efficient in Europe and we managed it. That was the reason our message was well-accepted, even in the negotiations we held with Spain s regional authorities, where we realised that if we could transmit something that nobody would reject, something that was simple common sense, it would be easy to convince those responsible in the governments. After fifteen years, Melchor Ordóñez is now leaving a company with a great future, one which has all the large corporations in Spain on board, as well as the distributors, recyclers, governments and the citizens. Between all of us we have managed to create an Ecoembes style, a way of going about things, one that we will long be identified with. We fit the definition the Ancient Greeks gave of human beings: a sincere, honest, kind people with a certain charm. Ecoembes y la Historia 23

Desde la Federación de Industrias de Alimentación y Bebidas (FIAB), cuyo secretario general por aquel entonces era Jorge Jordana, se percataron ya en 986, con la entrada de España en CEE, de que había que tomar la iniciativa en cuanto a la gestión de los residuos de envases domésticos. Fue así como nació un grupo de trabajo en el seno de la FIAB para comenzar a tratar este tema. El grupo contaba, además de Jorge Jordana, con expertos contrastados como Jesús Serafín y Francisco Chacón aunque después se sumarían otros. Sin duda, este grupo de trabajo fue una de las primeras piedras de lo que años después sería Ecoembes. Así nacía un SIG que englobaba a fabricantes de materiales de envases, fabricantes de envases, envasadores, distribución, consumidores, etc. Los envasadores asumimos el papel de liderazgo que nos correspondía en esta situación, afirma Jorge Jordana. En el SIG todos tienen un rol, un papel que jugar; desde los envasadores hasta los consumidores y las Administraciones Públicas, porque este esquema circular es, en realidad, un reflejo de la sociedad misma, apunta Jordana. Y aun así, como reconocen los propios protagonistas de los inicios de la historia de Ecoembes, había dudas. Por ejemplo, dónde colocaría la gente en Como reconoce el actual presidente de Ecoembes, Marcos de Quinto, nadie sabía cómo se montaban estas cosas, pero en ese momento éramos un grupo de empresarios que no queríamos la losa de la tasa que pudiese venir del Gobierno. Así, entre 994 y 996, aprovechando la experiencia de la industria multinacional asentada en España, se creó una especie de pre-ecoembes, denominado Asociación para el Desarrollo de Ecoembalajes, Asodeco, con un objetivo fundamental: la puesta en marcha de un sistema para la gestión de los residuos similar al que existía en Francia, Eco-Emballages, ya que se consideró el sistema más eficaz, porque podía funcionar tan bien como el alemán pero con una gran diferencia de precio. Además, era el que mejor podía adaptarse a la mentalidad española. Nace Ecoembes Jorge Jordana recuerda aquellos primeros tiempos: comenzamos a crear las condiciones para que todo se pudiese llevar a buen puerto. Así empezamos a cumplir determinados porcentajes de recuperación de envases de forma voluntaria. Preparamos el camino para que finalmente naciese una sociedad sin ánimo de lucro. Ya teníamos el entramado y un poco de experiencia, pero necesitábamos un director general que se hiciera cargo de la gestión del nuevo SIG y que acabó siendo Melchor Ordóñez. Así nació Ecoembalajes, un magnífico modelo donde se puede observar cómo la sociedad civil, ante un problema, en este caso el de los residuos, es capaz de adelantarse, de fijar un procedimiento y de que la administración participe. Siempre he comentado que en sus hogares la bolsa amarilla? bajarían sus envases y el papel/cartón a los contenedores de la calle? sabrían entender la importancia de reciclar para el medio ambiente? Dudas todas ellas que el tiempo ha ido aclarando, a la vista de los porcentajes de recuperación de envases y reciclaje que Ecoembes consigue año tras año. The origins of Ecoembes should organise waste management. This can be carried out through the governments (as in the Spanish case) or by implementing a tax and entrusting collection to the administration in question. As the current Ecoembes Chairman, Marcos de Quinto, says: Nobody knew how such things were set up. We were just a group of business people who didn t want to be liable to any taxes the Government might levy on us. Therefore, from 994 to 996, taking advantage of the experience of the multinational industry in Spain, a kind of pre-ecoembes organisation was set up, the Asociación para el Desarrollo de Ecoembalajes (Association for the Development of Eco- Packaging), known as or Asodeco, with a key role: setting up a waste management system similar to the one in France, Eco-Emballages, as this was considered the most efficient system, as it can run as well as the German version at a much lower price. It also seemed to be the system which would fit best with the Spanish mentality. Ecoembes is Born The history of Ecoembes dates back much further than its founding in 996. Back in 986, the Spanish Food and Drink Industry Federation (FIAB), whose general secretary at the time was Jorge Jordana, felt that Spain s entry into the EEC meant that steps had to be taken to better manage domestic packaging waste. A working group was therefore set up within the FIAB to look further into the matter. As well as Jorge Jordana, the group included other experts in the field, such as Jesús Serafín and Francisco Chacón, who were later joined by other key members. This working group was undoubtedly one of the foundation stones for what would become Ecoembes. This was the birth of the IMS, which brought together the manufacturers of packaging and packaging materials, packagers, distribution companies, consumer groups etc. The packagers duly assumed the role of leaders that was expected of us, said Jorge Jordana. We all had a part to play in the IMS - the packagers, the consumers and the public administration, as this circular set-up is, in fact, a reflection of the society we live in, explained Jordana. Even so, as all the main players in the Ecoembes story agree, there were doubts. For example, where would people keep the yellow waste bags in their homes? Would they actually take their packaging and waste paper and cardboard to the containers in the street? Would they understand the environmental importance of recycling? All of these questions have been satisfactorily answered over time, as can be seen in the percentages of recovered packages and recycling which Ecoembes achieves year after year. Jorge Jordana recalls those early days: We began to create the conditions required for future success. We started meeting voluntary target packaging recovery percentages. We were preparing the way to becoming a non-profit making company. We now had the framework and a little experience, although we still needed a CEO who would oversee the new Integrated Management System. This person was to be Melchor Ordóñez. And so Ecoembalajes came into being, a fantastic model in which we can see how society at large José Arcas presidente ecoembes ECOEMBES CHAIRMAN Gran trabajo en prevención Cuando me enganché al inicio y creación de Ecoembes no me sorprendió la actividad que teníamos que desplegar, porque como presidente y director general de Nestlé en Portugal ya participé allí en la creación de la Sociedade Ponto Verde. En España supimos coger el testigo que nos daban desde Bruselas y, como empresas privadas que éramos, pensamos que si había que parecerse a un modelo, el mejor era el francés. Con ello aprovechábamos la recogida que ya hacían los ayuntamientos y nosotros les pagábamos el diferencial. Creo que no nos equivocamos. Al principio, dudábamos sobre si esto iba a servir para alcanzar los objetivos que nos marcaban desde Europa, pero el impulso que recibimos por el empuje de un grupo granado de la industria fue crucial para poner en funcionamiento el Punto Verde. También ha ayudado el que en Ecoembes siempre se ha respirado consenso. Este ha sido uno de sus valores, incluso desde la Comisión Delegada, donde siempre hemos alardeado de ello. Presidí Ecoembes desde el de julio de 2005 hasta el 30 de junio de 2008, y si cuando estaba en la Comisión Delegada me gustaba el trabajo que realizaba Melchor Ordóñez, cuando trabajé desde la presidencia del SIG me reafirmé en la buena elección que hicimos en 997 para que fuese director general. Es un hombre de una gran capacidad que ha sabido componer una empresa en la que solamente tiene a los que son indispensables. También ha sabido establecer como nadie el sistema de auditorias interno y externo, algo muy necesario cuando había que trabajar con las administraciones públicas. Me siento satisfecho porque en Ecoembes se haya conseguido que los planes de prevención sean algo cotidiano. Se ha sabido aprovechar la experiencia de las grandes empresas, como Nestlé, donde desde hace años estamos muy preocupados por la reducción del peso de los envases. Nosotros, como el resto de empresas, hemos puesto a disposición del SIG la información para mejorar en la prevención. Y lo mejor de todo es que Ecoembes está en el centro de este proceso, coordinando lo que aporta cada empresa para que se pueda consultar en un catálogo o en Internet, para tomar ideas y aplicarlas. Yo soy un forofo del ecodiseño. Creo que la empresa tiene que vender siempre con un producto atractivo. Por eso creo que desde el principio, desde que se piensa cómo se envuelve un producto, los ingenieros tienen que pensar en cómo hacerlo racional, que se pueda reciclar. Hoy hay que diseñar pensando que el envase tiene que ser reciclado y debe aparecer en las estrategias de marketing como un valor más de lo que se vende, y creo que se está consiguiendo. Great Achievements in Waste Prevention When I caught the bug and joined Ecoembes at the outset, I wasn t surprised at the amount of work we had to do because as chairman and GM of Nestlé in Portugal I had already taken part in the setting up of Sociedade Ponto Verde. In Spain we knew how to pick up the baton that Brussels had passed on to us and, as private companies, we felt that if we should base ourselves on an existing model, the best available was the French system. That allowed us to take advantage of the waste collection already undertaken by local councils with us paying them the differential. I believe we took the right decision. At first I was not sure whether this would be enough to meet the targets Europe had set us; nevertheless the impetus provided by a select group of companies in the industry was crucial in getting the Green Dot scheme up and running. The fact that at Ecoembes, consensus has always carried the day has also been a great help. This has long been one of the company s characterising features, one which the executive committee has frequently commented on. I chaired Ecoembes from July 2005 to 30 July When I sat on the Board of Directors I liked the work that Melchor Ordóñez did and when I headed the IMS I felt that the good choice we had made in appointing him GM in 997 was confirmed. He is a man of great ability who has put together a company in which there is no excess baggage. Better than anyone else he has also known how best to set up the internal and external audit system, a necessity when working with the governments. I felt satisfied because Ecoembes had ensured that waste prevention was now something commonplace. The company has been able to take advantage of the experience of large companies such as Nestlé, where for some years we had wanted to reduce the weight of packaging. Like other companies, we have made all the information we have available regarding improvements to waste prevention. The best thing of all is that Ecoembes is at the centre of the process, coordinating the contributions of each business and which can be seen in a catalogue and on the internet, in order to learn new ideas and apply them. I am a great fan of eco-design. I believe that the company must always sell an appealing product. For this reason, from the outset, from the point when the decision how to package the product is taken, engineers have to think on how to make this rationally, make something which could be recycled. Today package design must consider how it is to be recycled and should appear in marketing strategies as a further added value. I believe that we are achieving this. Ecoembes y la Historia 25

En aquellos años de la protohistoria de Ecoembes recuerdo que un día iba con un amigo por el barrio de Malasaña en Madrid y nos preguntamos cómo van a poner estas personas en sus casas galdosianas varios cubos para la basura, cuando tienen que poner la bombona de butano en La Directiva europea de 994 planteaba un nuevo escenario para la recogida y reciclaje de los envases los balcones porque no había espacio dentro de las casas?. En ese momento lo veíamos complicado, pero gracias a la educación y la formación de los ciudadanos se ha escrito una historia de éxito. En abril de 997, de la mano de Antonio Monerris, y con la aprobación de toda la Comisión Delegada, se dio el visto bueno a la incorporación en el proyecto de Melchor Ordóñez. El 22 de noviembre de ese mismo año se constituyó como sociedad anónima sin ánimo de lucro Ecoembalajes España S.A.. Melchor Ordóñez sería su director general durante estos 5 años. Su principal objetivo fue diseñar y gestionar un Sistema Integrado de Gestión, de acuerdo con lo que recogía la Ley de Envases y Residuos de Envases. Nació así una sociedad anónima sin ánimo de lucro con todo lo que ello implica. Tal y como recuerda Melchor Ordóñez, teníamos que rendir cuentas a los accionistas y estar exhaustivamente controlados y auditados. No podíamos dar beneficios (ni, lógicamente, repartir dividendos). Los ingresos deben responder a la obli- gación de sufragar a las entidades locales el coste extra de la recogida selectiva. En este sentido, la eficiencia está muy presente en la gestión y en la filosofía del SIG, puntualiza Melchor Ordóñez. En aquellos momentos, se necesitaba también un marco legal para transponer la Directiva Europea. Además, había que cumplir los objetivos que dicha Directiva tenía marcados para el 30 de junio de 200: valorizar el 50% como mínimo y el 65% como máximo, en peso, de la totalidad de los residuos de envases generados; reciclar el 25% como mínimo y el 45% como máximo, en peso, de la totalidad de los materiales de envasado, con un mínimo de un 5% en peso de cada material, y reducir al menos el 0% en peso de la totalidad de los residuos generados. Objetivos ambiciosos que ponían alto el listón para el recién nacido SIG. Había que trabajar mucho, y rápido. El nuevo gobierno del Partido Popular de 996 estudió los numerosos borradores que se habían redactado para la nueva Ley, negociaron con el resto de partidos en coalición e incluyeron los objetivos de prevención: reducir el 0% el peso de los envases. Finalmente, el 26 de abril de 997, la legislación española transpuso la Directiva europea, entrando en vigor la Ley /997 de Envases y Residuos de Envases que representó el entorno legal para el arranque de Ecoembes. Esta Ley establecía como prioritarias las medidas que tienden a evitar la generación de envases y residuos de éstos, así como a fomentar su reutilización, reciclado o valorización. Primeros años Los primeros pasos se iban dando. Ecoembes ya disponía de una estructura, de un director general y de una Ley reguladora que representaba el escenario del futuro del reciclaje en España. Ahora los envasadores y comerciantes de productos envasados (cuando éstos no puedan ser identificados serían los responsables de su primera puesta en el mercado) se encontraban con que podían gestionar sus envases a través de un Sistema de Depósito, Devolución y Retorno, o alternativamente, a través de un Sistema Integrado de Gestión, como el que Ecoembes gestiona. La industria apostó desde el primer momento por la creación del Sistema Integrado de Gestión. La primera ministra de Medio Ambiente que tuvo España, Isabel Tocino, avaló la creación de Ecoembes y felicitó a los creadores del SIG porque una norma tan ambiciosa, como era la Ley de 997, solo podía ser aplicada con garantías de The 994 European Directive introduced a new scenario for packaging collection and recycling when faced with a problem - in this case, waste treatment - has the capacity to innovate, to set up a process with the administration joining in. I have always said that within the circular format of the IMS, everybody plays a role, with that of the consumer, the individual, of great importance. In those years of the Ecoembes pre-history I remember that one day I was walking through Madrid s Malasaña district with a friend and we began to wonder how people would fit various waste bins in their tiny old houses, when they had to keep the butane cylinder on their balconies because there was no room inside. At the time it seemed complicated and yet, thanks to publicity and education, the scheme has been a great success. In April 997, Antonio Monerris, with the unanimous backing of the Board of Directors executive committee, approved the appointment of Melchor Ordóñez to the project. On 22 November of the same year, the limited non-profit making company Ecoembalajes España S.A. was incorporated. Melchor Ordóñez was to remain as company GM for the next 5 years. His main task was to design and oversee an Integrated Management System, in accordance with the Packaging and Packaging Waste Act. And so a limited nonprofit making company was born, with all that that implies. As Melchor Ordóñez recalls, we had to justify ourselves to our shareholders and subject ourselves to exhaustive audits and other controls. We couldn t make a profit (nor, logically enough, could we pay dividends). Income would have to come from local bodies bearing the extra cost of selective collection. Efficiency is a given constant in the approach to and philosophy of our IMS. At that time, a legal framework was needed in order to adapt the European Directive to Spanish Law. It was also necessary to comply with the targets that the Directive had set for 30 June 200: ensure recovery of a minimum of 50% and a maximum of 65% of the total weight of packaging, recycle a minimum of 25% and a maximum of 45% of all packaging materials, with a minimum 5% of the weight of each material and reduce the total weight of all generated waste by at least 0%. These were ambitious objectives which set the bar high for the new IMS. There was a lot of work to be done, and quickly too. In 996, the newly-elected Popular Party government studied the numerous drafts of the new Act that had been drawn up, negotiating with the other parties in coalition and including prevention aims: reduce the total weight of all packaging by 0%. Finally, on 26 April 997, Spanish law adopted the European Directive, coming into force through the Packaging and Packaging Waste Act nº /97 which represented the legal framework which paved the way for Ecoembes. This Act prioritised the measures to be adopted to reduce the generation of packaging and subsequent waste, as well as promoting its reuse, recycling and recovery. First Years The first steps had been taken. Ecoembes had a structure, a GM and regulatory legislation in place which represented a framework for the future of recycling in Spain. Now fillers and packers and those selling packaged products (wherever these cannot be identified they are those responsible for Ecoembes y la Historia 27

Esto es, desde los envasadores hasta los consumidores, pasando por los recicladores y valorizadores y sin olvidar a las asociaciones de consumidores o a las organizaciones ecologistas. En aquellos iniciales años hubo que reunirse con las empresas para explicarles en qué consistía el Punto Verde. Existían muchos temas espinosos como si se debía incluir IVA o no en las facturas, porque las primeras fueron con IVA, pero posteriormente se negoció con el Ministerio de Hacienda para eliminarlo, lo que creó confusión. Se explicó que el SIG se financiaría con las aportaciones de los envasadores de una cantidad por cada producto envasado puesto por primera vez en el mercado nacional (art. 0 de la Ley). De esta manera, el Sistema compensaría a su vez a las entidades locales por los costes adicionales anteriormente mencionados en los términos establecidos en los respectivos convenios de colaboración, para los que la Ley recogía dos posibilidades: Convenio Marco (se firma con la Consejería de Medio Ambiente de las comunidades autónomas y recoge que las entidades locales de esa autonomías se adhieren a las condiciones de ese Convenio Marco) y Convenio de Colaboración (la comunidad autónoma autoriza, pero el SIG tiene que negociar con cada agrupación de entidades locales un Convenio de Colaboración). Al principio, todas las comunidades autónomas querían autorizar el SIG, pero ninguna quería ser la primera. La situación estaba bloqueada. Según Melchor Ordóñez, para solucionar el problema nos dirigimos directamente a la ministra de Medio Ambiente, Isabel Tocino, quien nos dijo que la primera debería ser Cataluña. Recuerdo que cogí un avión a Barcelona y nos pusimos de inmediato a negociar. La reunión duró de nueve de la mañana hasta las nueve de la noche, pero volví a Madrid con la autorización debajo del brazo. Habiendo firmado ya una primera comunidad, el resto le siguieron sin problemas. El arranque En 997 Ecoembes comenzaba su actividad con un imponente reto por delante: había que convencer del nuevo sistema a empresas, administraciones públicas y ciudadanos El SIG se estaba completando y era el momento de repartir el accionariado. Todavía no había ninguna empresa asociada pero sí un grupo de más de 50 accionistas que se distribuyeron en cuatro grupos. El primero era el de los envasadores, que con un 55% del capital desembolsado tenían la mayoría. Un 20% correspondió a las empresas de distribución. Otro 20% fue para las sociedades de materiales y el 5% restante quedó en manos de las empresas de servicios y recicladores. In those first years meeting had to be held with companies in order to explain how the Green Dot scheme worked. There were many touchy areas such as whether VAT should or should not be included in invoices. VAT was added at first although a subsequent negotiation with the Ministry of Finance removed it, creating confusion. It was explained that the IMS would be financed through contributions by packagers of a set sum the first time that a packaged product appears on the domestic market (Article 0 of the aforementioned Act). The System would thus compensate local governments for the aforementioned additional costs under the terms and conditions established in the various collaboration agreement, with the law setting out two possibilities: A Framework Agreement (also signed by Spain s Regional Government Environmental Departments establishing that local governments from these regions would also sign up this agreement) and a Collaboration Agreement (whereby the Regional Government gives authorisation, yet the IMS has to negotiate with each group of local bodies). At first, all of Spain s regions wanted to authorise the IMS although none of them wanted to be the first to do so. The situation was gridlocked. Como los objetivos de la Directiva eran para 200 había que evitar una subida de la inflación a toda costa, y lo mejor fue retrasar la entrada en vigor del Reglamento. El ejercicio de 998 fue sin duda el más importante para la compañía. Se había iniciado un sistema de gestión que debía aunar las voluntades y habilidades de las administraciones públicas y de la industria privada en toda su extensión para conseguir los objetivos marcados por la Directiva Europea. Todo estaba encajando, especialmente cuando los promotores del SIG tuvieron muy claro que, más allá del compromiso de administraciones públicas y empresas, había otro agente clave para el éxito de Ecoembes: los ciudadanos. Sin ellos, sin su colaboración a la hora de separar en origen los envases, no sería posible poner en marcha un sistema de reciclaje. Convencer a todos Contenedores en las calles La población tenía que ser concienciada. Para ello, el SIG desarrolló, y sigue haciéndolo, numerosas campañas de comunicación y sensibilización a lo largo de estos años con el fin de popularizar el reciclaje y hacer entender a la población que es una acción necesaria e imprescindible para preservar el planeta en el que vivimos haciendo un uso racional de los recursos disponibles. En los primeros años de la vida de Ecoembes, los responsables del SIG eran muy conscientes de una realidad aplastante: ni los ciudadanos, ni las administraciones públicas, ni los agentes implicados en el sistema de gestión tenían nada claro el porqué de Ecoembes. Ahora había que reciclar los envases. Para qué? Cómo? Desde 997 el paisaje de las calles de los pueblos y ciudades españolas acogió un nuevo inquilino: los contenedores amarillos y azules. order to solve the problem we went directly to the Minister for the Environment, Isabel Tocino, who suggested that the first should be Catalonia. The first consisted of packagers, whose 55% holding ensured they were the majority group. 20% of the shareholders were distribution companies. A further 20% were companies producing materials, whilst the remaining 5% of shares were in the hands of service companies and recyclers. After a series of negotiations, in May 998 the Regulations ensconced in Act /997 were published and selective waste collection got underway. The launch of the system had to be delayed from January to May 998. At that time, Spain was negotiating its joining the single European currency, the euro, and the country was experiencing runaway inflation. As one of the aims of the Directive for 200 was to avoid a rise in inflation at all costs, and so it was advisable to delay enforcement of the new regulations. 998 was undoubtedly the most important year for the com- Ecoembes y la Historia 29

15 Los esfuerzos del pasado son el motor del futuro The hard work of the past is the driving force behind the future 30 Representantes de Ecoembes participaron ya en 998 en más de 80 jornadas o sesiones impartidas a instancias de las distintas asociaciones empresariales de todos los sectores, de las cámaras de comercio de prácticamente todas las provincias, de las entidades locales o de grupos de empresas, gremios empresariales y de todas las patronales con las que se tuvo una colaboración clara. También se iniciaron continuas y periódicas acciones informativas dirigidas principalmente a las empresas en trámite de adhesión y se perfeccionó y profesionalizó la plataforma de atención telefónica que se había puesto en marcha en el último trimestre de 997. Con las acciones de marketing y comunicación se estaba llegando a dos públicos clave: por un lado las empresas adheridas y, por otro, al público en general. El objetivo fue, en primer Ya en los primeros años, los responsables de Ecoembes vieron la importancia de los Planes de Prevención y de las campañas de sensibilización lugar, mejorar la atención y el servicio que se prestaba a las empresas adheridas e incrementar su número. Igualmente, con el Manual del Punto Verde se ayudó a las empresas para facilitar la presentación de la declaración anual de envases puestos en el mercado y se procedió a sistematizar las tareas de gestión de las compañías mediante el desarrollo de la documentación normativa necesaria para regular los procesos. La respuesta se reflejó en el nivel de adhesión al SIG que en 998 alcanzó las 8.28 empresas. Todo un éxito. Se adhirieron compañías de todos los tamaños. Lógicamente, las empresas más pequeñas tenían más dificultades administrativas y técnicas para cumplir con las exigencias de la Ley. El SIG pensó en este pequeño gran sector de empresas adheridas. Para mantenerlas bajo su paraguas realizó un profundo estudio que simplificaría el método de adhesión creando un Contrato de Adhesión Simplificado Individual. En paralelo, se enmarcó la elaboración de los Planes Empresariales de Prevención (PEP), un documento en el que las compañías expresaron qué medidas iban a tomar para alcanzar una reducción del 0% en peso de la totalidad de los residuos de envases generados en el periodo Pero había otros muchos detalles que resolver. Se observó que Ecoembalajes España era un nombre muy largo que podía crear confusión con el SIG francés. Revisando la documentación de los accionistas, Melchor Ordóñez descubrió un documento en el que figuraba el nombre Ecoembes. Y le llamó la atención. Este es nuestro nombre pensó. Desde entonces, Ecoembes es el nombre de pila del SIG. Even in the early years, Ecoembes management saw the importance of prevention plans and awarenessraising campaigns pany. A waste management system had been set up which needed to combine the skills and abilities of the governments and the broad church of private industry to achieve the targets set by the European Directive. Everything was falling into place, especially when the IMS promoters were in no doubt that beyond the commitment of the governments and private companies, another key player which would ensure Ecoembes success was on side: the citizens. Without them, without their collaboration in separating packaging at source, no recycling system could possibly be set up. Convincing Everybody People need to be made aware. The IMS has therefore run numerous communication and awareness-raising campaigns over the past fifteen years in order to popularise recycling and help people to understand that making sensible use of the resources available is essential to the conservation of the planet on which we all live. In Ecoembes early years, those behind the IMS were very aware of one evident truth: neither the citizen, nor the governments, nor those involved in the management system were at all clear about what Ecoembes was all about. So now we all had to recycle packaging. Why? How? In 998, Ecoembes representatives took part in over 80 sessions requested by the various business associations from all sectors, the chambers of commerce from practically all Spain s provinces, local organisations and business groups and guilds and management bodies with whom we have worked in close collaboration. There has also been regular ongoing informative action aimed mainly at companies in the membership process and perfecting and professionalising the telephone assistance system which was put in place in late 997. These marketing and communications activities were aimed at two key audiences: on the one hand the companies who had membership to the system and on the other, the citizens. The aim was firstly to improve assistance and the services provided to membership companies and increase their number. The second priority was to inform people of the importance of their participation in order to ensure that the start-up of the new system was a success. With the appearance of Ecoembes News in late 998, a fantastic informative tool was now available. Similarly, the Green Dot Manual helped companies in the presentation of the annual declaration packaging introduced to the market, systemising management tasks through the development of the documentation required in order to regulate the processes in question. The response could be seen in 998 when membership levels stood at 8,28 companies. A great success by any measure. Companies of all shapes and sizes signed up. Este aspecto ha sido siempre considerado estratégico por la dirección de Ecoembes, para lo que se han dotado de los recursos necesarios y la tecnología más apropiada en cada momento. Se desarrolló un software especial para facilitar la gestión de la información de las empresas adheridas. De lo que no hay ninguna duda es que Internet ha resultado una herramienta muy interesante para facilitar todas las labores de gestión y así se aplica hoy. Había que enviar miles de facturas a las empresas y nació Ecosoft, un programa informático que se enviaba a las empresas (y que sigue funcionando hoy) y donde ellas introducen toda la información necesaria para poder facturar el coste del Punto Verde. Hoy aproximadamente el 80% de las declaraciones se realizan telemáticamente y ya no viajan físicamente. Un gran avance porque estos datos deben llegar antes del 28 de febrero de cada año a Ecoembes, como recoge la Ley. El año 200 supuso para todos los actores que forman parte de Ecoembes un año crucial. Contra todo pronóstico, consiguieron cumplir con los objetivos que marcaba la legislación y que cuatro años antes, parecían difícilmente alcanzables. El trabajo de Melchor Ordóñez y su equipo demostró la viabilidad del sistema y se confirmó además que la iniciativa privada y la pública, Hoy, Ecoembes mantiene un sistema con la máxima implicación de más de empresas adheridas y con la inmensa mayoría de ciudadanos comprometidos con el reciclaje de envases trabajando conjuntamente, eran capaces de lograr unos retos que España había aceptado (con menos plazo de tiempo para alcanzarlos que otros países). Ecoembes había cubierto los objetivos que le correspondían y que toneladas (el equivalente a 70 estadios de fútbol como el Santiago Bernabeu repletos hasta arriba de residuos de envases) hubiesen sido recuperados evitando su entrada en los vertederos y supuso un hito de primer orden. También se consiguió que.475 empresas estuviesen adheridas a Ecoembes, con lo que se mantuvo como tercer SIG de Europa, y que existiesen más de cien Convenios firmados con las administraciones públicas, responsables en España del sistema de recogida de residuos. Inevitablemente, se experimentó una evolución en cuanto a los hábitos de la población hacia el reciclado. nistrative and technical difficulties in meeting the requirements laid down in law. The IMS took this small yet great sector of membership companies into consideration. In order to keep them in the fold, an in-depth study was undertaken aimed at simplifying the membership process, creating the Simplified Individual Affiliation Contract. Meanwhile, the framework for Business Waste Prevention Plans was drawn up, a document in which companies outlined what measures they were going to undertake in order to reduce the total weight of packaging waste by 0% over the period. There also many other details to settle. It was noted that Ecoembalajes España was a very long name and one which could be confused with the French IMS. Checking through the documentation made available to shareholders, Melchor Ordóñez found a reference to the name Ecoembes. It immediately caught his eye. That s our new name he thought to himself. Ever since then, the IMS has gone under the Ecoembes name. Committed Companies An avalanche of data from all our member companies began to arrive at Ecoembes and we had to be able to guarantee confidentiality. This is an aspect that has always been considered a strategic factor for Ecoembes management, which has always ensured that the necessary resources and technologies are always available in this regard. Special software was developed to facilitate the data management of our member companies. There can be no doubt that the internet has proved to be a great help in making management tasks that much easier. Thousands of invoices had to be sent out to companies and so Ecosoft was born, a programme which was supplied to companies (and which is still in use today) allowing them to enter all information required to invoice Green Dot costs. Today approximately 80% of the aforementioned declarations are submitted electronically, with no hard copy sent. This has represented a great step forward as this data has to be received by Ecoembes before 28 February each year, as required by law. 200 was a key year for all those involved in Ecoembes. Against all expectations, the targets set by Spanish legislation and which just four years earlier had seemed so hard to achieve had indeed been met. The hard work undertaken by Melchor Ordóñez and his team showed the viability of the system as well as confirming that the joint public-private initiative was capable of meeting the challenges which Spain had accepted (in a shorter time than other countries had required). Ecoembes had succeeded in meeting its objectives - 796,72 tonnes (the equivalent of 70 football stadiums the size of Real Madrid s Santiago Bernabeu Stadium full to the brim with packaging waste) had been recovered which would otherwise have ended up in landfills. A truly outstanding achievement.,475 companies were now join to Ecoembes, making it the third largest IMS in Europe, with over a hundred agreements with governments signed, as well as with representatives from Spain s waste collection system. Así, los niños que tenían tres o cuatro años en 998 y que hoy estrenan su mayoría de edad, han crecido en un entorno en el que reciclar es algo normal, lógico y necesario. En sus inicios, el grado de conocimiento de la población sobre la recogida selectiva escasamente alcanzaba el 20%, como se recoge en el estudio Hábitos y actitudes de la población española frente a la separación y recogida selectiva de residuos. Pero el último estudio Monitor sobre Separación y Reciclaje de Residuos realizado en 20 reveló que el 84% de la población consultada ya declara separar los envases en el contenedor amarillo y azul. Las campañas de sensibilización, por tanto, siguen siendo necesarias. Estamos concienciados de la recogida selectiva, ahora hay que procurar hacerlo mejor si cabe, porque todavía existen lugares donde un 30% de lo que se deposita en el contenedor amarillo no son envases. Buscando la mejora del sistema y su eficiencia, cada vez se presta más atención al tema de los impropios. El mismo ciudadano es el que, desde la pequeña central de separación en que ha convertido su cocina, procura que los envases vayan perfectamente separados. These significant sums are used to fund campaigns aimed at the youngest members of the family, among other groups. The children who were three or four years old in 998 and who now are of voting age have grown up in an environment in which recycling is something that is normal, logical and necessary. In the early days, the extent of public awareness on selective collection was scarcely more than 20%, as mentioned in the research paper Habits and attitudes of the Spanish population regarding the separation and selective collection of waste. However, the final Monitor Study on the Separation and Recycling of Waste undertaken in 20 showed that 84% of all those asked replied that they separated their waste into the blue and yellow containers. The awareness-raising campaigns are therefore still necessary. We may be aware Ecoembes y la Historia 33

La mejor noticia fue que el SIG había cumplido los objetivos para 2008 exigidos por la Directiva Europea 2004/2/CE en materia de reciclaje de envases un año antes. Irremediablemente dos años después, en 2009, los efectos de la crisis financiera internacional se empezaron a notar con crudeza, afectando severamente al entorno en el que las compañías desarrollan su actividad de negocio. Especialmente significativo ha sido el esfuerzo realizado por las empresas adheridas que aceptaron con entereza la subida de las tarifas del Punto Verde. Cuando las empresas asumieron la subida de esta tasa en un 35,8%, estaban certificando el esfuerzo que hacía Ecoembes para el buen funcionamiento del SIG. Esta medida se adoptó desde el máximo rigor y transparencia, como reconoció, incluso, la Comisión Nacional de la Competencia (CNC). Si nítida fue la posición de Ecoembes al explicar las razones del incremento de las tarifas, más contundente fue la declaración de la CNC validando plenamente el procedimiento seguido para su revisión. Estas circunstancias no afectaron al trabajo diario de Ecoembes, que gracias a la aportación de todos ha redundado en un nuevo incremento de los porcentajes de recuperación y reciclaje de envases. En 20 se ha alcanzado una tasa del 68,3%, lo que supera en 3 puntos los objetivos establecidos por la Unión Europea (55%), y sitúa a España entre los países más aventajados en cuanto a la recuperación y reciclaje de envases. Por otra parte, desde 2008 el marco legislativo en Europa en materia de residuos está marcado por la Directiva europea 2008/98/CE que establece una jerarquía de residuos -muy próxima a la línea de trabajo de Ecoembes en estos últimos 94 Plantas de selección. Son muchos los retos que aguardan respuesta para los próximos años. Ya no se contará con la figura de Melchor Ordóñez como director general de Ecoembes para impulsarlo, pero, con la mirada puesta en el futuro, el nuevo director, Óscar Martín, tiene la intención de continuar desarrollando una política basada en el equilibrio entre coste y beneficio medioambiental, incorporando las herramientas a su alcance para hacer una gestión sostenible, sin olvidar una apuesta decidida por el ecodiseño y la comunicación. Este deseo nos impulsará cada año para seguir superando cualquier objetivo de la Unión Europea, algo que posiciona a Ecoembes como garante de eficiencia y referente para otros países europeos, comenta el actual director general de Ecoembes. Ecoembes took a very active part in the process of drafting the new Law, a decisive moment in the future of the IMS. It has assumed its requirements as a natural part of its everyday activities. In fact, the levels of recycling that Ecoembes has achieved over the past years have always exceeded those imposed by both European Directives and domestic legislation. There are numerous challenges to be faced over the coming years. We will no longer have Melchor Ordóñez at the helm as the Ecoembes Chief Executive Officer. Nevertheless, with our sights set on the future, the new GM Óscar Martín intends to continue pursuing a policy based on seeking a balance between cost and environmental benefit, taking all the steps at Ecoembes disposal to ensure sustainable management, as well as a decided commitment to eco-design and communication. Every year this desire drives us to strive to exceed each European Union target, consolidating Ecoembes position as a byword for efficiency and a point of reference for other European countries said the current Ecoembes GM. 19 C2 Medio Ambiente/The Environment 38 Tan natural como necesario La gestión de los residuos de envases ayuda de manera determinante a la protección del medio ambiente. Esta visión ocupa un lugar prioritario en la filosofía de Ecoembes desde que inició su actividad en 996. Hace 5 años la preocupación por el medio ambiente en España no era, ni de lejos, la misma que, por fortuna, existe hoy. Sí, había que reciclar, pero a quién beneficiaba? Cuál era la finalidad de separar en origen los residuos? Para qué servía reciclar? Se podría responder que los beneficios para el medio ambiente son tan considerables que el esfuerzo de reciclar, tanto en cantidad como en calidad, merecen toda nuestra atención. Cada vez que se separan los envases y se depositan en su contenedor para su posterior reciclado, se está evitando la extracción de nuevas materias primas, además de reducir el consumo de energía y la emisión de gases de efecto invernadero causantes del cambio climático. Asimismo, se pueden hacer nuevos productos que alargan la vida de los materiales y se evita que los envases acaben en el vertedero donde su ciclo de vida termina sin remisión. Menos vertedero En este sentido, Ecoembes puede mostrar -y demostrar- cifras muy interesantes que son el fruto del trabajo desarrollado a lo largo de estos 5 años. Desde 998 se ha evitado que más de,7 millones de toneladas de envases terminen en un vertedero, lo que equivale a unos 900 estadios de fútbol de gran envergadura repletos de envases. Su equivalente en reducción de emisiones de CO2 es de,5 millones de As Natural as it is Necessary THE MANAGEMENT OF PACKAGING WASTE IS A DETERMINING FACTOR IN ENSURING THE PROTECTION OF THE ENVIRONMENT. THIS VISION HAS BEEN ABSOLUTELY FO- REFRONT IN THE ECOEMBES PHILOSOPHY SINCE IT BEGAN OPERATIONS IN years ago the concern for the environment in Spain was nothing like as great as fortunately it is now. Yes, we had to recycle, but who really benefited? What was the point of separating waste at source? What good did recycling do? We could answer that the benefits for the environment are so considerable that the effort taken in recycling, both in terms of quantity and quality, deserves our greatest attention. Every time that packaging is separated and deposited in its respective container for subsequent recycling, the extraction of new raw materials is avoided, as well as reducing the consumption of energy and the emission of greenhouse gases. Similarly new products can be made which extend the life of materials and ensure that packaging does not end up in a landfill where its life cycle definitively ends. Fewer Landfills Ecoembes can show significant figures which represent the fruit of the work undertaken over these past fifteen years. Since 998 we have prevented over.7 million tonnes of packaging ending up in landfills, the equivalent of 900 large Ecoembes ha hecho suya la relación que tiene el hombre con los recursos, y no sólo por la sostenibilidad ambiental, sino también por su aspecto económico y social toneladas. También se han ahorrado 3,3 Mwh de energía, lo que equivale al consumo anual en España de más de un millón de habitantes, y 34 millones de m3 de agua, aproximadamente el consumo anual de 5,6 millones de personas. Siguiendo una línea de crecimiento, Ecoembes ha cerrado sus cifras de 20 con un 68,3% de envases reciclados y espera alcanzar en torno al 70% para 202. Desde sus orígenes, Ecoembes se enfrentaba a la organización y puesta en marcha desde cero de un sistema integrado de gestión, y también a aumentar el escaso conocimiento que por parte de la ciudadanía (y de muchos organismos públicos) había sobre las ventajas medioambientales que conllevaba el reciclaje. Se desconocía, por ejemplo, que son numerosos los agentes sociales que participan en el SIG, comenzando con los fabricantes de envases e importadores o adquirientes de materias primas. A estos les siguen los envasadores y los comerciantes o distribuidores, aquellos que se dedican a la distribución, mayorista o minorista, de envases o de productos envasados en cualquiera de las fases de comercialización de los productos. En este punto aparece el corazón del sistema: los consumidores, ciudadanos que entienden el valor y la necesidad de reciclar. Los ayuntamientos y comunidades autónomas serán los responsables de la recogida selectiva en ciudades y pueblos, y finalmente, entran en escena los recicladores y recuperadores, los encargado de transformar los residuos en nueva materia prima útil. Es interesante saber que la propia historia de Ecoembes es la historia del afianzamiento de un concepto que vino a cambiar nuestra forma de pensar (del residuo al recurso) y que tuvo sus antecedentes en Europa con la Directiva 94/62/CE, relativa a los envases y residuos de envases. Por primera vez se daba prioridad a la prevención, asumiendo como principios fundamentales la reutilización de los envases, el reciclado y otras formas de valorización de los residuos. En España la normativa comunitaria se recogió en la Ley /997 de Envases y Residuos de Envases, que fijó el principio de responsabilidad compartida en materia de medio ambiente entre las distintas administraciones públicas y permitió la participación de los agentes económicos y sociales. Se tuvo entonces la base legal para crear Ecoembes. Con la promulgación de la Directiva 2008/98/ CE del Parlamento Europeo y del Consejo, se sustituyó el football stadiums full of packaging. These were followed by packagers, traders and distributors, those working with the wholesale and retail distribution of packaging or packaged products in any phase of the commercialisation process. Here we see those who are at the heart of the system: consumers, individuals who understand the value of and need to recycle. Town councils and regional authorities would be responsible for selective collection in towns and villages, and finally we would see the recyclers and recovery teams, those responsible for transforming waste into a new raw material. It is interesting to note that the history of Ecoembes is also the history of the strengthening of a concept that would change how we thought (from waste to resource ) and which originated in Europe with Directive 94/62/ EC, on packaging and packaging waste. For the first time, prevention was the priority, assuming as the basic principle the reuse of packaging, recycling and other waste recovery. 20 Tan natural como necesario As Natural as it is Necessary En todo lugar y momento Son muchas y muy diferentes las campañas que Ecoembes ha desplegado para enseñar a los ciudadanos cómo reciclar sus envases. El ordenamiento jurídico español ha transpuesto esta Directiva en la Ley 22/20 de Residuos y Suelos Contaminados, que sustituye a la anteriormente vigente y configura los instrumentos necesarios para llevar a cabo una política de residuos más ambiciosa y eficaz. Nadie pudo imaginar que el envase, creado para proteger el producto que ponen las empresas en circulación, se convertiría en el protagonista indiscutible de la recogida selectiva y el SIG que lo gestiona en el impulsor de toda una corriente ambiental. El envase evoluciona Al envase siempre se le ha exigido protección y practicidad, además de ser un anuncio portátil que ofrezca una imagen corporativa diferenciadora de la competencia. Hoy también tiene que dar respuesta a una demanda social que reclama nuevos envases diseñados para las porciones alimentarias individuales, que satisfaga a la creciente demanda de productos frescos y sin conservantes, que estén dotados de una apertura fácil para las personas mayores y, además, pueda distribuirse en monodosis para que los más pequeños puedan consumirlos fuera del hogar. Hoy se fabrican una gran variedad de envases con formas, materiales, elementos y diseños específicos que también se deben reciclar y que, inevitablemente, pueden generar dudas a la hora de depositarlos en el contenedor. Este ha sido siempre un duro caballo de batalla para Ecoembes que, desde el inicio de su actividad, tuvo que enseñar a través de sus campañas de comunicación cómo había que separar los residuos. Por fortuna, esta información ha calado profundamente en la sociedad española. Hoy tenemos más información sobre lo que debemos depositar en cada contenedor y, quizás lo más importante, por qué tenemos que hacerlo. En efecto, lo hacemos por los beneficios ambientales mencionados y porque, una vez reciclados, los materiales con los que están compuestos los envases se pueden volver a utilizar como materia prima secundaria para crear nuevos productos. Por ejemplo, los envases de plástico dan lugar a nuevos envases, fibras textiles, mobiliario urbano o mate- The city faces a world of waste in which it is not always easy to know where to place each piece of waste packaging blished the principle of shared responsibility in environmental matters between the various governments and allowed the participation of economic and social agents. This was therefore the legal basis for the creation of Ecoembes. With the enactment of Directive 2008/98/EC of the European Parliament and of the Council, the previous legal framework was substituted, with the aim of transforming the European Union into a recycling society which would play a key part in the fight against climate change. The Spanish legal system had implemented this Directive as the Waste and Contaminated Soil Act 22/20, replacing previous legislation and putting in place the instruments required in order to introduce a more ambitious and effective waste management policy. Nobody could possibly imagine that packaging, designed to protect the products that companies put into circulation could make selective waste collection and the IMS that oversees it the undisputed protagonists, driving the environmental current. Packaging Evolves Packaging has always had to protect and be practical, as well as serving as a portable advertisement, offering a corporate image which sets the product apart from the competition. Today there is also the need to respond to a social demand for new packaging designed for individual food packaging, meeting the growing demand for fresh, additive-free products, which should be easy to open for the elderly and which can be distributed in single portions in order that the youngest can eat them away from home. Today there is a wide variety of packaging employing specific shapes, materials, elements and designs which need to be recyclable and which, inevitably, may lead to confusion when placing it in the right container. This has always been a hard battle ground for Ecoembes who, from the outset, have sought to teach how waste should be separated through their many campaigns. Fortunately, this information has been very well accepted by rial de construcción, mientras que con el aluminio y el acero se producen nuevos envases y láminas. Si entramos en detalle, por ejemplo, con ocho cajas de cereales se puede fabricar un libro, con 80 latas una llanta de coche, con seis briks una caja de zapatos, y con 40 botellas de plástico PET se puede hacer un forro polar. Para que el sistema funcione correctamente es importante la cantidad y también la calidad. Por eso los ciudadanos son los actores más importantes, ya que tienen que depositar cada residuo en el contenedor que corresponda. En caso contrario, el sistema de gestión del reciclado se resiente porque la presencia de residuos impropios dificulta mucho su labor. Después de 5 años, Ecoembes ya no se limita a trabajar sólo en que los contenedores amarillos y azules cada vez estén más llenos. También lo hace en reducir el porcentaje de impropios -residuos mal depositados - que llegan a las plantas de selección, mediante estrictos controles de calidad. Una vez logrados los objetivos marcados por la legislación, hoy la meta de Ecoembes pasa por la optimización de la eficiencia de todos los procesos del SIG, por la apuesta en la innovación, por la educación ambiental y por las nuevas tecnologías aplicadas tanto a la recogida selectiva como a las plantas de selección, lo que repercute directamente en ahorros económicos y, lo más importante de todo, en beneficios ambientales. Muestra de ello son, por ejemplo, los diferentes planes de prevención que se han desarrollado en los últimos años, la colaboración de Ecoembes en el proyecto Fénix, la obtención de los certificados de calidad y gestión medioambiental (según las normas UNE-EN ISO 900 y UNE-EN ISO 400) o las auditorías externas que garantizan la completa trazabilidad de los materiales. El ciudadano se enfrenta a un universo de residuos tal que no siempre es fácil saber dónde hay que depositar cada envase Spanish society. Today we have a lot more information available concerning what we should put in each container and, perhaps more importantly, why we should do so. We do so because of the environmental benefits we have mentioned and because, once recycled, the materials which they are composed of can be reused as a secondary raw material in order to create new products. For example, plastic packaging makes way for new packaging, textile fibres, urban fixtures and building materials, whilst aluminium and steel produce new packaging and new metal sheets. Tetra Pak cartons can be used to make cardboard bags and sacks, whilst paper and card are used to produce boxes, newspapers, wrapping paper and writing paper. Going into greater detail for example, eight cereal boxes can be used to make a book, eighty tin cans can make a wheel rim, six Tetra Pak cartons can make a shoe box, whilst forty PET plastic bottles can be turned into a polar fleece jacket. In order that the system might function correctly it is important to ensure both quantity and quality. Individuals are therefore the most important players, as they have to place each item of waste in the corresponding container. If they do not, the recycling management system is greatly hindered by the presence of wrong waste. After fifteen years, Ecoembes no longer limits itself to ensuring that the yellow and blue containers are kept full. It is also active in seeking to reduce the percentage of incorrectly deposited waste arriving at selection plants, through strict quality control. Now that the targets set by existing legislation have been met, the goal for Ecoembes is the optimisation of the efficiency of all IMS processes, a commitment to innovation, environmental education and new technologies applied to selective collection and selection plants, with their direct benefits in terms of economic savings and, most importantly, environmental benefits. As examples of this we have the various waste prevention plans that have been developed over recent years, Ecoembes collaboration in the Fénix Project, the obtaining of quality control and environmental management certification (based on the UNE-EN ISO 900 and UNE-EN ISO 400 standards) and the external audits which guarantee the complete traceability of materials.
