Visit our website at Ernest Gurulé Back when the 20th century was young, Wisconsin expatriate Billy Adams knew there was something missing from his new hometown of Alamosa. Despite its modest size only a few thousand people it was, nonetheless, the hub of the sprawling San Luis Valley. Adams knew that if the town was going to truly serve the needs of the region, it would need a college, not just to educate local students but all young people from across the Valley and beyond. In 1921, Adams, who had risen to become the Valley s voice in the state legislature and who would later become Colorado Governor, got his wish and Adams State Normal School today, Adams State University opened its doors to its first students. It has since become one of the cultural and economic pillars of the Valley. And, if you listen to the school s new chief executive, that s just the start. 3 August 12, 2015 La Voz Bilingüe Educación / Education 3 Denver Preschool Program expands into summer months James Mejia There are a lot of people who don t get much of a summer break namely most working parents and children who are in early childhood education (ECE) programs. While the Denver Preschool Program (DPP) can t help give vacation to hard working parents, they can provide financial help to make sure ECE students are provided enriching programs during summer months, thanks to an expansion of the Denver tax. DPP was first implemented in 2006 after it narrowly won passage in a 2005 tax election. The program was designed to sunset in 2016 after a 10-year trial period. The program was so successful that not only was the original.12 percent tax continued, it was expanded to.15 percent sales tax in a November 2014 Denver election. Success of DPP is due to the substantial reach of the program and metrics demonstrating improved educational outcomes for 4-year olds completing a DPP funded program. One of the primary goals of the expansion was to serve children during the crucial summer months. Serving Over 70 percent of Denver 4-Year-Olds In three short years, the Denver Preschool Program grew to become the third-most subscribed preschool program in the nation after only the states of Georgia and Oklahoma. By the 5th year of operation, DPP served over 70 percent of all Denver 4-year olds. DPP Grads Make Academic Progress Documented results for students completing DPP financed programs have led to public support for the program. The first report of 3rd graders who graduated from a DPP financed program revealed that 90 percent of students were prepared for kindergarten based on literacy tests. More recent follow-up studies confirm that children with Denver Preschool Program experience show better literacy and math skills than their peers in public school. Not only are children better prepared academically, most rate high for factors to lifelong success such as initiative and self-control, notes Jennifer Landrum, DPP s President and CEO. Our teams of preschool providers located in every neighborhood across the city are highly committed to giving Denver s children a smart start to kindergarten and a great start to life. DPP Innovation and Quality DPP has also inspired confidence among the Denver electorate given a few key innovative measures that set the standard for ECE programs across the country. 1. DPP has integrated faith-based programs, financing only the secular portion of the curriculum. Parameters were established in collaboration with the American Civil Liberties Union and other partners to ensure that tax dollars did not fund religious programs. 2. All participating programs are required to be rated for quality in order to take part in DPP. As incentive to improve, the higher the rating a program earns, the more financing from DPP families are provided to attend. All ratings are conducted by the Denver not for profit, Qualistar, which also provides program training. 3. The amount of resources provided families is determined on a sliding scale according to family income. Importantly, all Denver families with a 4-year old in a participating program, regardless of income, are provided some financial benefit. Besides academic benefit, social and emotional development has been critical to student success. According to Denver mother Jaira Lopez, her four-year old son Edgar, began to recognize his feelings and became able to calm himself down when he needed to. And, my once shy little boy was now outgoing and eager to make new friends. The Lowry Mile High Montessori student has had a whole new world of letters, colors and numbers opened up for him. Edgar suddenly became aware of his surroundings and he began to continually ask why about everything. He now wants to know how things work, Jaira, said. Diana DeGette (CO-01) has introduced the Colorado Wilderness Act of 2015, a statewide wilderness bill and product of decades of work. The bill contains some of the last remaining wild areas in the state. The Act proposes to protect 32 separate areas consisting of more than 715,000 acres. It will preserve a wide range of wilderness quality public land including high mountain peaks and critical lower elevation red rock canyons. As I ve traveled the state over the years, meeting with stakeholders and listening to Coloradoans, I ve heard people across the state emphasize the importance of wilderness and their reasons are as diverse as the individuals calling for their protection, ranging from the support it brings to local businesses and our economy to habitat protection and the Colorado lifestyle, said Rep. The attacks Africa Graphic viral video hits the internet from Libya: A video has hit the internet that shows Libyan prison guards abusing one of the sons of former Libyan dictator Moammar Gadhafi. Gadhafi s son, Saadi, is shown in the video being blindfolded and men in uniforms are seen interrogating Saadi. Human rights groups have decried the video and noted that Moammar Gadhafi used the same kind of torture tactics as the men seen in the video. Egypt expands Suez Canal: Egypt has introduced the expansion to the Suez Canal. The project took a year to complete and costed over $8 billion. The new Suez Canal has been deepened and widened in order to increase traffic and revenue. 45 miles worth of new waterways have also been added to the canal. The Suez Canal links the Mediterranean Sea to the Red Sea. Asia Baby found in Beijing toilet: A newborn baby girl was found wedged face down in a Beijing toilet. The baby was discovered when residents heard cries from a public toilet. Authorities are currently searching for the mother of the girl and the girl was in a stable condition and has no physical defects. More than 100,000 children were abandoned in China in Europe Eleven suspected mafia members arrested: Italian authorities have arrested 11 people in Sicily under suspicion of being Mafia members. The Mafia has used coded messages to communicate and to schedule meetings in isolated rural spots. A few of the members that were arrested were in their 70s including 77 year old Vito Gondola. Swiss discover eight bags of ivory: Swiss officials found over 578 pounds of elephant ivory headed for China at Zurich Airport. The ivory was discovered during a random check of three Chinese passengers. The tusks were in eight suitcases and officials also discovered lion fangs and claws. The ivory has a black market value of $412,000. As poaching continues, 35,000 elephants are poached yearly. 6 6 Commentary / Comentario La Voz Bilingüe August 12, 2015 Parents the key to children s education success Our K-12 system is in crisis and there are many ideas floating around about how to turn the situation around and many have been tried out with various levels of success. The fact remains however, that as innovative as we have tried to be in our effort to succeed against the challenge of universal education, America is trailing a significant number of other developed countries in producing superior David Conde achievement results. The reaction of the public has generally manifested itself in taking more control of the education of the children through a variety of mechanisms such as voucher programs that are currently a hot topic in Colorado. Another strategy that has received widespread support at the local, state and national levels is charter schools. On its face, the charter school concept has allowed traditional and non-traditional themes to provide the rationale for its existence. Yet a charter school dedicated to international studies, technology, math and science, performing arts or other topics has not answered the questions that have led to its relative success. The answers about the success of charter schools boil down to the notion that they obey the intent of a group of parents and community leaders who come together to make decisions about the future of their children and about how that future should be best approached. That successful notion was borrowed from the enduring legacy of the Head Start initiative that formed an important part of the Great Society programs first legislated in Head Start, an early childhood preschool program designed to prepare children for K-12, features the will of parents as a primary factor in making education decisions for their children. A Head Start project does this by organizing the parents in the program into a parent council that helps make policy decisions in partnership with a board of directors. The council shares in all of the information about the educational progress of the children and plays a key role in making decisions about funding, academic programs, personnel, planning and outcomes. Many school districts are operating Head Starts programs and are having success to the extent that the board of education can attend to them because there is an inherent conflict in representing the political interests of their constituency and that of the parents in the program. Secretary Duncan who is proposing to include 4-year olds in public schools appears willing to diminish the role of the Head Start parent policy council in order to make the program more compatible with the interests of the school system. The recently published Head Start regulations offered for public comment include possible elimination of some parent committees, inclusion of school staff in parent councils, possible elimination of the shared governance model and in some cases make the parent council a recommending rather than decision-making body. The irony of all this is that as the country moves toward an educational process that is based on parent involvement, the politics of the day dictate the interests of those who rule over a failing system that needs the parents. It has been clear that the secret to the historical success of Head Start is parental involvement and control over the education affairs of their children. This model is now threatened by a desperate attempt to find a solution away from proven success. The parents in the charter school movement appear to think otherwise. They have seen first hand that the failure of the school system in their communities can be reversed only with parents at the helm. Much of climate change is driven by carbon pollution that power plants pump out around the clock. Power plants contribute to a third of our greenhouse gas emissions. Breathing the soot and particulate matter in dirty air is connected to asthma and other serious respiratory diseases. So how does this impact Latinos? Latinos became the majority in 191 U.S. cities and are exposed to more harmful air pollution by living in higher traffic areas, and closer to power plants than other residents. So it s no surprise that Latinos have a higher rate of asthma, which, together with the fact that Latinos made up 41 percent of all uninsured Americans in 2012, suggests that Latinos are less likely to receive treatment for asthma and other health issues impacted by climate change. The Colorado Latino Leadership, Advocacy and Research Organization (CLLARO) recently conducted a research project that measured the Latino community s perception about climate change. Interestingly, the majority of bilingual or multilingual participants understand that climate change is different than global warming, as opposed to the majority of English-only respondents who believe these two are the same. The results highlight the importance of culture and cross-cultural understanding of climate change and its impact on the Latino community. Bilingual residents are more likely to be engaged in both the Latino community and the larger English-speaking American community. Addressing differences in cultural understanding will be very important to deal with the problem of climate change, since not every culture views climate change in the same way. That is why researching Latinos and other communities about their perceptions of climate change is an important step in understanding these potential differences and how to make positive changes. The Environmental Protection Agency s Clean Power Plan will begin to curb carbon pollution from power plants by 40 percent and soot and smog by 25 percent. This will make our air cleaner and healthier, not only for Latinos but for all Coloradans. But if we are going to make sure the Clean Power Plan directly addresses the health of the Latino community, Latinos need to be at the strategy table, whether convened by the Governor, our Congressional Representatives and Senators, mayors or the private sectors. Latinos need to represent our community s interest and recommend real steps that protect our families, including outreach, community education, involvement in the public policy process and of course, voting. As part of this process, CLLARO will host a Research Expo at the Denver Center for the Performing Arts on August 13th at 5:00 p.m., where we will release our research findings and host a panel discussion and town hall meeting. The general public is welcome to attend. CLLARO supports the Clean Power Plan and will encourage members of the Latino community to support it, too improving the health of Latinos depends on it. McClure, who for the previous decade ran New Mexico s Association of Commerce and Industry, a public policy think tank based in Albuquerque, sees a university in bloom. This is a wonderful thing to be part of, said McClure. It (ASU) is really poised to grow, and her job is to sell the school like never before. We have not told the story of what we have to offer. And what the University has to offer, she promises, is everything a young person would want in a college experience. We have arts, culture, student activities, the beauty that is here in the Valley. We offer a big university experience with the personal touch of a small university. In taking the Alamosa job, McClure is returning to what she says she knows and loves most. Prior to running New Mexico s Association of Commerce and Industry, she was president of Clovis Community College, a job she held from 1998 to She also served for two years as New Mexico s Secretary of Higher Education in then Gov. Bill Richardson s cabinet. Because McClure s predecessor held the job for a full decade, she knows she has big shoes to fill. I have an aggressive plan for my first hundred days. The plan includes visiting clubs and civic groups spread across the Valley. She s also made plans to meet with ASU alumni not only in the Valley but across the state. The job also means regular trips to Denver for official meetings with state governmental leaders. And in a little over a month, she ll be having sit-downs with students returning for the fall semester. ASU s enrollment hovers around 4,000 students. They come from Boston to Austin and everywhere in between. The school has also been the ideal landing spot for international students who might otherwise be overwhelmed at a place like Boulder or Fort Collins. Adams State is also the state s first Hispanic Serving Institution, a designation for a college or university whose student population meets or exceeds 25 percent Hispanic enrollment. Diversity was also a key selling point for McClure in taking the job. It s one of the other beauties of the Valley, believes the new ASU President. Many of our students are first-generation college students. McClure, also a first generation college student, says she s committed to get them in and retain them, as she is to every student who chooses ASU. Despite having metro area colleges and universities from which to choose after high school in Aurora, La Voz Bilingüe production coordinator, Tiffany Wood, was sold on ASU. I chose Adams State strictly on school size, and the fact that it had a respected journalism program, said Wood. Of course, leaving the metro area and for a small town generously, ten thousand people required a small adjustment. Alamosa is isolated, but not isolating, says the ASU grad. But, there are still restaurants, theaters and shopping that didn t exist in Aurora. Looking back, Wood says Alamosa was a good choice. Her education worked; the friendships, too. It makes me feel good to know that I ve got that connection around the country and the world. For another ASU alum, things also worked out well. Initially, Liliosa Gomez, today, Padilla, had no plans to attend college. Despite having graduated from Canon City s private and prestigious Saint Scholastica at 16, she simply returned to Pagosa Junction to work in her father s general merchandise store, a family business that had served the area since But a high school girlfriend, recalled Padilla, told her that she could do well in college. She told me all about it and I decided, why not? Three years after high school and with her family s blessing, she left home and settled in at Adams State. Her education paved the way for a career as a teacher. But, because she performed so well at Adams State, Padilla actually became a teacher before graduation. I got a teaching job after my sophomore year, she said. The job, which called for teaching sixth through eighth grades came about through an emergency program that allowed high performing college students to teach in rural area. Under the program, she taught for a year in Rosa, New Mexico, before returning to college and graduating in Her late husband, Amos Padilla, graduated from ASU three years earlier. It was a good time; one of the best times of my life, says Padilla. While McClure says Adams State has many attractive qualities, one serious draw for prospective students is the school s tuition schedule. Full-time in-state tuition and fees are just over $8,500 a year. Room and board sits at just under $8,500. While Adams State sits in isolation in the San Luis Valley and a five hour drive from Denver, it nonetheless continues to turn out serious and well-prepared students. It also has its share of distinguished alumni, including Dr. Julian Samora, Class of Samora, who established the Mexican- American graduate studies program at the University of Notre Dame, is often referred to as the father of Chicano Studies. Other distinguished ASU graduates include Alamosa native and U.S. Federal Judge Carlos Lucero, U.S. Track and Field Hall of Fame coach Joe Vigil (425 All-Americans, 87 national champions), William Porter, Massachusetts Institute of Technology Sloan School of Management, former U.S. Congressman John Salazar and Raymond G. Jerry Murphy, recipient of the Congressional Medal of Honor. There are certain drawbacks to attending Adams State University, not the least of which is the town s designation as the coldest place in the United States. Deep winter temperatures can often hit minus-30 degrees or worse. But a little cold, says the new president, should not dissuade a prospective student. Adams State and Alamosa, she said, offer an amazing history, culture, and foundation for life after college. The Valley is not telling its story.
