3 SPRING MIDDLETOWN SCHOOL SCENE 3 FACT FROM FICTION on Middletown s State Education Aid Two local politicians have mailed and/or endorsed resolutions of criticisms pointed at the Enlarged City School District of Middletown s Board of Education and administration s management of school district funds and programs. Our NYS Senator said, The BOE and administration has an insatiable appetite to spend, no matter how much they receive. Is this statement fact or fiction? Here are some facts to consider: In 2006, the NYS Court of Appeals directed that the state must provide its children with the opportunity for a sound basic education. In essence, it directed NYS to provide essential resources to all public school children. Shortly thereafter, the Governor and Legislature recognized their constitutional obligation to all children in the state with the passage of a statewide funding reform act entitled: Education Budget and Reform Act of The law also enacted a Foundation Aid Formula designed to ensure adequacy and equity in state school funding of educational programming vs. other categorical aid such as bussing, building aid, etc., that make up the total $80 million in state aid Middletown receives. New York state s adequacy and equity goal was accomplished by establishing a relationship between state aid, the needs of students and a district s ability to raise revenue. It provided for a four-year, phase-in of state aid to reach full funding of the formula. Our NYS Senator voted YES on the 2007 Reform Act and its companion, Education Foundation Aid Formula, identifying his agreement with how much financial aid Middletown SHOULD be getting for its educational programming portion of State Education Aid based on our very high-needs student population. In essence, we should get more foundation aid since it costs more to educate our very high-needs student population. But the Senator is now claiming that the Middletown school district has too much money. The actual Middletown school district state aid run is posted on the opposite page. Item # 1 is the amount of Foundation Aid Middletown is supposed to get for next year. ($101,658,329) Item # 2 is that amount of Foundation Aid we will actually get. ($55,580,385) More than $40 million LESS and that is not small change! BUT, If the NYS Legislature FULLY FUNDED their own Education Budget and Reform Act of 2007, which our Senator voted in favor of, the Middletown school district homeowners could see a 75 percent reduction in their school tax bills Example: * estimated school taxes on a $150,000 assessed home with only the current 50 percent funding of Foundation Aid: $4,300 *IF the NYS Legislature FULLY FUNDED their own Foundation Aid program, the estimated school taxes on the same $150,000 assessed home: $1,110 THUS, for every $150,000 of assessed value on their home, a taxpayer would see a savings of nearly $3,200! Middletown students don t get the programs they need. Taxpayers pay significantly more than they should! Not because of the Board of Education or the district s administration That is a smoke screen. The NYS Legislature doesn t really want to fully fund a program THEY designed to appropriately fund education in NYS. Especially, for school districts like Middletown with high percentages of minority and poverty students.

4 4 MIDDLETOWN SCHOOL SCENE SPRING 2015 Sullivan County Democrat, Times Herald-Record support Middletown leading Burke Catholic investigation From the Sullivan County Democrat: Eastwood spent Middletown s money wisely From the Times Herald-Record: Editorial: You follow the rules if you play the game read where the mayor of Middletown Joe DeStefano blasted Middletown School Superintendent Ken Eastwood for authorizng the spending of close to $20,000 to investiate alleged recruiting at neighboring school ohn S. Burke. The investigation, which was oined by other schools in Orange and Ulster ounties, ultimately led to the Section IX athetic council reprimanding Burke and banning he school from postseason basketball play in 016. Burke is appealing the ruling. DeStefano claimed "it was inappropriate to ire a law firm and spend almost $20,000 to nvestigate another school in Section IX in these imes when you are laying off teachers. It's an xample of poor use of taxpayers' money. I have o problem with Eastwood filing a complaint. I on t dispute the allegations or the findings. But question spending $20,000 during a time when ou are threatening to close schools." It's been reported that Middletown faces a $5 illion budget gap for the school year nd is considering closing Truman Moon lementary and laying off 33 teachers. In addiion, there is the possibility of Middletown liminating three administrative positions disrict-wide as well as K-8 summer school and xtended school-day activities. As a Sullivan West school board member for he past eight years, I can certainly understand estefano's concerns. These are restrictive imes and discretion my funds are hard to come y and/or justify. Public perception is very keen nd even though $20,000 in Middletown's total udget of $155 million can be considered iniscule, it's the message that looms large. rograms and staff are on the cutting block, yet n investigation into another school's athletic rogram was deemed worthy of investment by astwood. I'm not sure if the Middletown chool Board had to approve this spending on astwood's part - I believe they did not ecause it fell under the Superintendent's fiduiary authority. But I also know that often times you have to pend money to get the results you want. Twice n the last eight years, the Sullivan West School oard decided to spend $15,000 to hire a headunter to assist in its search for a superintendnt. I actually opposed the spending, voting gainst the resolution to allocate the funding. I hought like DeStefano that the money could be better spent. But I was wrong. Hiring a superintendent is the most important decision any school board makes and it shouldn't be done on the cheap. The headhunter found us two excellent candidates that we would not have come by without his connections. I'm happy to say, and I think my fellow Sullivan West constituents and taxpayers will agree, that we made two outstanding choices in Ken Hilton and Nancy Hackett. So I can understand where Eastwood was coming from when he decided to spend the money investigating Burke. He strongly believed that what was going on there had to be stopped or his kids and others in Section IX would continue to be playing interscholastic sports, specifically basketball, on unequal terms. Eastwood knows the importance of scholastic sports and how it can literally keep kids in school, change their lives and transform them into contributing members of society. And perhaps the most important teaching tool of participating in a sports environment is the fundamental principle of playing by the rules. In Eastwood s' world, and I wholeheartedly agree with him, if other schools and teams are violating those rules, then not only are his kids at a disadvantage, but they are not getting a clear sense of right and wrong. Eastwood helped usher in a new era in Middletown athletics in 2007 when he spearheaded the building of the school's $7 million sports complex. It is now one of the premiere high school athletic complexes in the state and host to several sectional and state championships. It has not only benefitted the school and its students, but the city of Middletown to the tune of millions of dollars in supplemental economic activity. I'm sure DeStefano has no problem with all that extra money being spent in his city in large part due to the vision of Eastwood. I think DeStefano and others have to give Eastwood the benefit of the doubt here. He crusaded against something he thought would be very detrimental to the long-term environment of his sports program and the development of his students. As former Sullivan West coach Rick Ellison said in thanking Eastwood for initiating the investigation, "I applaud your courage for stepping up to the plate and saying, enough is enough. " When teams shake hands at the end of a contest it reaffirms something that can get lost in the heat of competition. It is, after all, only a game. Especially at the high school level and below, this is a life lesson that athletes need to learn whether their career ends at graduation or continues where the pressures and the stakes are higher. The handshake, the hug, the pat on the back all serve to acknowledge that whatever happened in the previous nine innings, four quarters or three periods, it is now over. Questionable calls still sting, but those who play the game agree to follow the rules and accept the results. The principal of John S. Burke Catholic High School in Goshen does not agree. His school was investigated on charges of illegally recruiting and steering athletes to play for the school, one that is part of Section 9 and agreed to abide by its rules and procedures. The allegations were thoroughly investigated by a law firm hired by schools who complained about the practices at Burke and again by a lawyer hired by Section 9 to go over all of the evidence again. The schools who complained and Burke gave testimony to the Section 9 athletic council, the body with the power to hear complains and consider possible sanctions. Now that the council has determined that the school did violate the rules, that it did unfairly recruit players to its teams, the principal no longer is willing to accept the rules and regulations. John Dolan knew that the schools who complained were part of the 18-member athletic council that would hear testimony. Now that the sanctions have been outlined, he protests that those who brought the charges should not have been involved. But that s not the way the system works. He knew that from the start and he is setting a very bad example for his students and athletes - the first of many - by trying to change the rules after the game is over. Despite the two investigations, the lengthy meetings to hear testimony and deliberate, and the unanimous finding that Burke did what it was accused of doing, Dolan still wants to argue the call. He complains that the council disregarded almost all of the information that our administrators and faculty members provided during the extensive investigation, a contention that insults all of those who spent so much time in good faith. He says he is confident that when the facts and circumstances surrounding this matter are made public, John S. Burke Catholic High School will be exonerated. Does that mean that Burke held back some information? Nobody knows because Dolan has refused to answer questions. There s a temptation to suggest that Burke s one-year postseason ban and three years probation be extended if the school refuses to cooperate. But that would punish the athletes, not the people at the school who failed them by illegally recruiting students and are failing them now with these examples of bad sportsmanship. It s only a game, after all. Most athletes know that. The leadership at Burke needs to understand it, as well.

6 6 MIDDLETOWN SCHOOL SCENE SPRING 2015 Middletown budget remains below state-mandated tax levy cap School budget vote on May 19, with three school board positions up for grabs n May 19, Middletown school district residents will vote on a proposed $161,693,691 budget for the chool year. This budget represents a 4.99 ercent budget increase from the pending plan. Upon passing, it will result in n estimated tax levy increase of 3.35 perent. This proposal is within the district s tate-calculated tax cap. While we received additional aid from he state, it doesn t keep up with the growth f mandates, said Elizabeth McKean, ssistant Superintendent for Administration. The proposed budget necessitated a cut of 3,484,592, which includes the closing of ruman Moon Elementary School. iddletown will eliminate the high school usiness department, general fund support or the Teachers Center, summer school for lementary and middle school students and he Extended Day Institute. These cuts lead to the elimination of 35 positions. That would be 20 teachers, three administrators and 12 support staff employees. The administrator positions are the Truman Moon Principal, the district s Director of Guidance and the high school s Instructional Leader: Student Learning Objectives and Coordinator of Deans. According to McKean, as of mid-april, the district expected retirements or vacancies of 19 positions, so 16 people will be laid off. It s the best we could do to provide the best education for all of the students at this time, McKean said. Middletown school district residents also have the opportunity to vote for three members of the nine-seat Board of Education. Each seat carries a three-year term. Sitting board members with expiring terms are Paula Blumenau, Linda Knapp and John Perrino. You will vote yes or no for the proposed budget, and to elect three candidates to the ninemember Board of Education. Each seat carries a three-year term, which begins in July. If the proposed budget is defeated, state law gives the school board three options. Board members may: Put the same budget before the voters a second time. Put a revised budget before the voters. Or make legal, required deductions to the proposed budget and adopt the legal contingent budget set by the state. This includes the elimination of 18 more teaching positions. Also eliminated will be some extracurricular activities, equipment and certain salary increases. Costs associated with public use of district facilities will increase. The contingent budget for the school year is $159,422,498, which represents a 3.5 percent increase from this year s spending plan. That would result in an estimated zero percent tax levy increase.

8 8 MIDDLETOWN SCHOOL SCENE Kerby Sainlclair was recognized at a recent Board of Education meeting for his Army Reserve Officer Training Corps scholarship that will pay his tuition and academic expenses, as well as provide a living stipend. Sainclair, who is graduating a year early in June, plans to major in political science. Upon graduation, he will be commissioned as a second lieutenant in the Army and serve four years on active duty. 12 12 MIDDLETOWN SCHOOL SCENE SPRING 2015 Middletown school district s music education program receives national recognition he National Association of Music Merchants Foundation has recognized the Enlarged City School District of Middletown for its outstanding commitment to music education with a Best Communities for Music Education (BCME) designation. Middletown joins 388 districts across the country in receiving the prestigious distinction in Now in its 16th year, BCME affirms school districts that have demonstrated exceptional efforts toward maintaining music education as part of schools core curriculum. The BCME survey requires districts to answer detailed questions about funding, graduation requirements, music class participation, instruction time, facilities, support for the music program and community music-making programs. Responses were verified with school officials and reviewed by The Center for Public Partnerships and Research, an affiliate of the University of Kansas. Working with these conductors makes this an educational opportunity for rising musicians and is the focus of this program. It will provide students with invaluable experiences as they plan for college and other musical opportunities. The conductors are selected for their contributions to music education and work on international stages. The students will travel to New York on June 24. Junior point guard Daniel Grant was named a second-team all-star. Sophomore guard Jordan Bryan was a third-team choice. All four of Middletown s seniors will go to college, according to coach Jim Kelly. Ray will attend either Harcum College in Philadelphia or Hutchinson College in Kansas. This will make 22 players under Kelly s watch since 2010 to attend college, and not all played basketball there. I try not to concern myself with wins and losses, Kelly said, They will come and go. I focus on the life lessons that you can learn from the game of basketball, like dedication, responsibility and leadership. We try and get every senior into college and put them in a situation where they can be successful.
