1 November 20, 2009 Issue 8 Incorporation Backers to Call for March Election By Richard Romero Supporters of incorporating Tusayan are hoping to put the question before voters this spring. Members of United for Tusayan, the committee supporting the effort, gathered 58 signatures on an offi cial petition calling for an election, and fi led it on Nov. 18, 2009 with the Coconino County Recorder s offi ce. Cecily Maniaci, United for Tusayan s campaign chair, confi rmed the petitions were fi led. She said the move should come as no surprise to residents. It s time, Maniaci said. Things are stagnant here. We need more housing, jobs and our fair share of revenue, and our efforts in working with the county on these issues are turning out to be fruitless. Incorporation is the best way to move Tusayan forward. The committee s action is the latest in a long-running debate over the future of Tusayan. In 2008, residents voters narrowly defeated a different plan to incorporate, and legal questions stalled an effort that would have put the issue to a vote on Nov. 3, Supporters point to a lack of housing in Tusayan and argue incorporation will provide opportunities for new housing, recreation and retail development (such as a pharmacy and grocery store) and create jobs, while opponents say the plan would be too costly. The new plan draws boundaries that include Tusayan and private land just northwest of it called Kotzin Ranch. Supporters say the Kotzin land is an ideal location for new housing for local residents that would be independent from their employers. It s time to let the people of Tusayan take matters into their own hands. cont d on page 4 County Board of Supervisors Further Delay Tusayan Housing Decision came before the Board in July, from Logan Luca, LLC, a partnership between Tusayan business owner Elling Halvorson and area landowner Stilo, Inc. after the Planning and Zoning Commission denied the temporary housing proposal. On Tuesday, Nov. 10, Supervisors met in Flagstaff, behind closed doors in an executive session briefly before announcing they would send the amended proposal back to the Planning and Zoning Commission for reconsideration. The unusual decision followed a last-minute complaint against the proposal fi led by the Rose Law Group on behalf of Red Feather, Inc. Jordan Rose leads this law firm and she is the wife of Jason Rose. Jason Rose is a close, political consultant of Clarinda Vail and the Thurston family. Coconino County Board of Supervisors stand to leave after announcing they will send a Tusayan housing proposal back to the Planning and Zoning Commission for reconsideration. Staff Report For the second time in two months, the Coconino County Board of Supervisors further postponed a decision that could make way for new housing options in Tusayan. Supervisors were expected to issue a decision on the appeal to an application for temporary employee housing units at the south end of Camper Village. John Dillon, Western Discovery Museum director, said he is disappointed with the lack of action from the Board of Supervisors. Tusayan s Western Discovery Museum is scheduled to break ground in the coming months and will employ between 25 and 30 people, most of whom will need housing. The museum intends to hire local residents fi rst. Without housing alternatives for local residents, this goal becomes more challenging. This just shows that some people in Flagstaff don t understand what the people of Tusayan need, Dillon said. The Museum will need more employees in the near future and I am worried about finding adequate housing for them. But we hoped the Board would see that we have created a temporary solution to an on-going problem. The Board offered a brief explanation for the step back in the process, claiming the amended application is too different from the original cont d on page 4

2 GRAND CANYON THANKSGIVING SPECIAL Tastes of Tusayan The holiday season is here and along with it comes feasting and fun for all. The following recipes are a bit of the tastes of Tusayan thanks to local contributors in hopes of livening up traditional holiday dishes with a little flair and spice. Enjoy these creative recipes and share them with your families and friends. CHIPOTLE-GLAZED SWEET POTATO SPEARS WITH LIME Prep: 10 minutes Cook: 1 hour Makes: 10 servings 4 pounds peeled sweet potatoes cut into ½-inch wedges Cooking spray ¼ cup butter 1 teaspoon chipotle powder ½ cup honey 1/3 cup fresh lime juice 1 teaspoon kosher or sea salt Preheat oven to 400 degrees. Place potato wedges in a large bowl. Coat rimmed baking sheet with cooking spray and/or use nonstick foil. Set aside. Melt butter in a saucepan over medium heat. Whisk in chipotle powder and remaining ingredients. Bring to a simmer, stirring constantly, and cook 3 minutes. Pour glaze over potatoes, and toss to combine. Arrange in a single layer on prepared baking sheet. Use a rubber spatula to scrape bowl, drizzling remaining glaze over potatoes. Cover pan tightly with foil. Roast for 40 minutes. Remove foil, and baste potatoes. Bake for 20 minutes more until tender and caramelized at the edges, tossing every 10 minutes. Serve warm. JOE S FAMOUS FRIED CREAM CORN Ingredients: A Classic Southern Dish 6 ears corn 3 slices bacon 2 tablespoons butter 1 tablespoon flour 1 cup evaporated milk, warmed Salt (to taste) Pepper (to taste) Cut the kernels off the ears of corn. Heat a large skillet over medium-high heat, Add bacon and fry until slightly brown. Drain on paper towels and dice. In the drippings in the pan, saute the corn kernels until lightly browned. Add the butter and heat until melted. Stir in the flour until smooth and gradually stir in the evaporated milk. Stir in the diced bacon and cover and cook until the sauce is thickened, (about 10 minutes.) Season with salt and pepper. SQUASH MEDLEY Prep Time: 20 min Cook Time: 40 min Makes: 4 servings 2 small zucchini sliced 2 small yellow squash diced (quartered) 1 medium red onion sliced 1 pkg. whole mushrooms Scallions 1 red pepper sliced (quartered) Crumbled Feta cheese 2 Tablespoons butter 4 Tablespoons virgin olive oil Frozen Puff Pastry sheets ¼ cup Chardonnay In a large sauté pan, add butter and olive oil over low heat. Add zucchini, red onion, yellow squash, red pepper and mushrooms. Sauté covered until they just start to get tender. Season with salt and garlic pepper. With a slotted spoon, place equal amounts into individual ramekins (about 3 inches in diameter). Add 2 tablespoons of Flour to sauté pan and deglaze with about ¼ cup of Chardonnay to make a rue. Pour rue over vegetables. Sprinkle finely diced scallions and feta cheese over the top. Lay puff pastry on work surface and sprinkle with Italian seasonings of your choice. Cut puff pastry into circles just ¼ inch larger than the ramekin and cover each ramekin with puff pastry tucking edges down into ramekins. Place ramekins on a cookie sheet and bake in a pre-heated oven at 350 degrees for minutes until puff pastry begins to brown. Remove and serve ramekins on small individual plates as they will be quite hot. Recipe provided by Grand Canyon Chamber of Commerce Director Craig Andresen. 3 Tusayan Readies for New Western Discovery Museum Tusayan Talk Tusayan is talking this week about showing appreciation for those who give time for their country. Marine Corp Celebrates 234th Birthday with Bash at Best Western Tusayan residents who have served or know someone who has served in the United States Marine Corp gathered at the Best Western Squire Inn to celebrate the Marine Corp s 234th birthday on Tuesday, Nov. 10. The celebration this year included a prime rib dinner, a birthday cake and gifts. Ken Cantonwine, an event coordinator, passed out special Marine Corp Challenge Coins to thank the Marines for their service. Cantonwine, who also is the Best Western housing coordinator, started the celebration four years ago with Shaun Shields. Both hope the event will continue to grow. It started with three guys at breakfast at the Quality (Inn), Cantonwine said. I d actually like to see this grow into becoming a Marine Corp Ball. Frank Valerio, a Papillon employee, has been a Marine from 1999 to He shared his thoughts and appreciation for the event put on that night. The demolition of the original Grand Canyon Helicopter s heliport next to the Grand Canyon Trading Post will clear the way for the construction of the Western Discovery Museum. I m glad somebody actually put something like this together. Our community needs to recognize the people who live up here who actually did something for their country, Valerio said. The night concluded with a ceremonial cutting of the birthday cake by the youngest Marine present, Jared Reeder. Afterward, stories and a feeling of warmth filled the room as old and new friends celebrated the birth of a shared pride in their life. Or give us a call at (928) or (928) Grand Canyon Community Comes Together to Assist Neighbor By Richard Romero Community members came together and raised $3,422 for Grand Canyon local Debbie Gardner on Saturday, Nov. 7. Gardner has been battling against pancreatic cancer since February and is opting for experimental medicines. The fight has been financially costly and her friends wanted to help. Gardner said that she has tried several methods to treat the cancer but it remains an uphill battle. Pancreatic cancer is the toughest cancer to get to the toughest cancer to cure, Gardner said. Deb Gardner and Amy Wightman flash a smile for the community. The money raised will help pay for her medical expenses that include driving from the Grand Canyon to Scottsdale, Ariz. for appointments, Gardner said, adding that the money could also go to hospice care. Amy Wightman, the front desk manager at Yavapai Lodge is a Gardner s friend. She and several other friends coordinated the fundraiser. The event earned money by holding a chili cook -off, a cake baking contest and selling raffle tickets for prizes donated by Tusayan and Grand Canyon-area businesses. Grand Canyon community member Dorthy Westmoreland said she believes the event was a good way to show how much people care for Gardner. I just feel like supporting Deb because I know her and she s such a great person and it always seems that such really good people get afflicted with a disease, Westmoreland said. Box 724 Grand Canyon, AZ Flights began leaving from this site around Then the building catered to between 800 and 900 people a day, according to Clayann Cook, general manager for Canyon Flight Trading Company. The Grand Canyon was and still is a major tourism destination. Millions of people from around the world have been inside the building. In more recent years, the building was used as a bookstore and Internet café, Cook said. Cook worked in the building and was at the demolition site on Tuesday, Nov. 3. She described the bittersweet emotion she felt as the demolition occurred. All of a sudden we saw the claw come and just take it, and that s when I cried, Cook said. It was time for the building to go and it s gone for a good reason. The Papillon marquee sign will remain as a tribute to the company s contribution to Tusayan s history. John Dillon, the museum director, is excited for the museum to arrive but expressed concerns regarding local housing issues. The Coconino County Board of Supervisors recently remanded a proposal for temporary housing units in Camper Village to the Planning and Zoning Commission. Housing issues aside, Dillon predicts that the museum will become a first class operation that will provide a unique experience to visitors and become a positive asset to the community of Tusayan. Supervisor Carl Taylor indicated he was uncomfortable ruling on a decision from the Planning and Zoning Commission because the proposal before the Board differed slightly. The proposal modifi ed an existing conditional use permit for housing on the campground that would add 15 single-family homes and 31 recreational vehicle sites to temporarily give seasonal and local employees in Tusayan more housing alternatives. Logan Luca representatives say the three-year proposal is intended to be a transitional plan to address the current employee housing shortage until a long-term solution is created at the 160-acre Kotzin Ranch, just east of Tusayan. It is possible that some of the Supervisors do not understand how desperately we need more housing options in Tusayan. This delay will just make a bad situation worse, said Clayann Cook on behalf of Logan Luca. We are asking for a temporary solution until we can fi nd a long-term answer to the housing problem. It worries me that people in Flagstaff have so much control over our lives. There has to be another option. William Ring, Logan Luca attorney, said it will be months before the Board is able to consider the Tusayan temporary housing proposal again. I don t think there is any way you are going to get a decision any sooner than January, he said, adding it could take even longer. Although the issue has been temporarily put on hold, incorporation backers have suggested they intend to raise it again when the law allows. This would be unfortunate, the letter read. 6 La voz de Tusayan Tusayan lista para el nuevo Western Discovery Museum Esta semana el conversatorio de Tusayan trata sobre mostrar aprecio por quienes dan de su tiempo al país. El Cuerpo de la Marina celebra su aniversario 234 con una fiesta en Best Western. Los residentes de Tusayan que han servido o conocen a alguien que ha servido al Cuerpo de la Marina de los Estados Unidos, se reunieron el pasado 10 de noviembre en el hotel Best Western Squire para celebrar su aniversario 234. Este año la celebración incluyó una cena con prime rib, un pastel de cumpleaños y regalos. Ken Cantonwine, coordinador del evento, repartió medallas especiales de reconocimiento del Cuerpo de la Marina para agradecer a los marinos por sus servicios. Cantonwine, quien también es el coordinador de vivienda de Best Western, comenzó la celebración hace cuatro años junto con Shaun Shields. Ambos esperan que el evento continúe creciendo. Las siguientes recetas representan un poco de los gustos de Tusayan, gracias a los colaboradores locales que esperan animar un poco los platos tradicionales de estas fechas con un poco de estilo y especias. Disfrute de estas recetas creativas y compártalas con sus familiares y amigos. BATATAS GLASEADAS CON CHIPOTLE Y ROCIADAS CON LIMA Tiempo de preparación: 10 minutos Tiempo de cocción: 1 hora Porciones: 10 personas 4 libras de batatas peladas y cortadas en trozos de ½ pulgada Aceite en aerosol ¼ taza de mantequilla 1 cucharadita de polvo de chipotle ½ taza de miel 1/3 taza de jugo fresco de lima 1 cucharadita de kosher o sal marina Precaliente el horno a 400 grados. Coloque los trozos de batata en un tazón grande. Con el aceite en aerosol cubra hasta los bordes la bandeja para hornear y / o utilice papel antiadherente. Reserve. Derrita la mantequilla en una sartén a fuego medio. Bátala con el polvo de chipotle y los demás ingredientes. Hierva a fuego lento, revolviendo constantemente y cocine por 3 minutos. LA FAMOSA CREMA DE MAÍZ FRITA DE JOE 6 mazorcas Un Plato Clásico del Sur 3 lonchas de tocino 2 cucharadas de mantequilla 1 cucharada de harina 1 taza de leche evaporada, tibia Sal (al gusto) Pimienta (al gusto) Desgrane las mazorcas. Caliente una sartén grande a fuego medio alto, agregue el tocino y fríalo hasta que esté levemente dorado. Absorba la grasa con una toalla de papel y córtelo. Coloque los granos de maíz en la sartén hasta que doren levemente. Agregue la mantequilla y caliente hasta que derrita. Añada la harina y revuelva hasta que esté sin grumos y añada lentamente la leche evaporada. Agregue los trozos del tocino y cubra, cocine hasta que la salsa espese, alrededor de 10 minutos. Agregue el calabacín, la cebolla roja, el calabacín, el pimentón y los champiñones. Cubra y sofría hasta que estén tiernos. Sazone con sal y pimienta. Con una espumadera, coloque los vegetales por partes iguales en refractarias individuales (de diámetro aprox. de 3 pulg.). Coloque las refractarias en una bandeja y hornéelas en un horno precalentado a 350 grados por 20 a 25 minutos hasta que el hojaldre comience a dorar. 8 Noviembre 20, 2009 Issue 8 Partrocinadores de la incorporación para la convocatoria de las elleciones en marzo Por Richard Romero Los partidarios de la incorporación de Tusayan esperan presentar la cuestión a los votantes en esta primavera. Los miembros de la Unión por Tusayan, el comité de apoyo a este esfuerzo, reunieron fi rmas 58 para la petición ofi cial de convocatoria para una elección y presentarla en el 18 de noviembre, 2009 en la ofi cina de registro del condado de Coconino. Cecily Maniaci, directora de la campaña Unión por Tusayan, confi rmó que se realizó la petición. Expresó que la medida no debería sorprender a los residentes. Es el momento, expresó Maniaci, en que las cosas se encuentran estancadas. Necesitamos más vivienda, empleos e ingresos justos para nosotros y nuestros esfuerzos para trabajar con el condado en estos asuntos parecen infructuosos. La incorporación es la mejor manera de llevar a Tusayan hacia adelante. La acción del Comité es la última de un largo debate sobre el futuro de Tusayan. En 2008, los residentes votantes derrotaron por un estrecho margen un plan diferente para incorporar y acciones legales detuvieron el esfuerzo que podría haberse puesto a votación el 3 de noviembre de Los partidarios expusieron la falta de vivienda en Tusayan y argumentaron que la incorporación daría oportunidades para viviendas nuevas, recreación y el desarrollo minorista (como farmacias y tienda de abarrotes) y para crear empleos, mientras que los opositores dijeron que el plan podría ser muy costoso.
