1 THE AFFORDABLE CARE ACT (OBAMACARE) AND HEALTH INSURANCE FOR YOUR FAMILY 32BJ members have been getting letters from their employers about the Marketplace. The government requires employers to send these letters. They re intended to notify employees who don t have family coverage that they have the opportunity under Obamacare to purchase health coverage on the Marketplace. The Marketplace is sometimes called the Exchange. TYPES OF COVERAGE 32BJ FAMILY COVERAGE If you and your dependents have family coverage from a 32BJ health plan, you re already covered. Don t go to the Marketplace for coverage. Any notice you get about the Marketplace doesn t apply to you and your family. If you have or are offered family coverage by your employer, but it s not from a 32BJ plan, you should speak with a Navigator (see list) about your options. SINGLE COVERAGE If you have single coverage (that is, insurance that only covers you) and your spouse and dependents don t have health coverage, the Marketplace is a good place for your dependents to go to purchase coverage. NO COVERAGE If you and your family members don t have coverage, all of you can use the Marketplace to purchase coverage. HELP AND MORE INFORMATION GETTING HELP FROM A NAVIGATOR A Navigator is a government-funded coordinator whose job it is to help people navigate the Marketplace and the new health care system. In Delaware, the new health care system includes expanded Medicaid coverage. Pennsylvania has not decided whether it will expand Medicaid coverage. The easiest way to figure out whether you and your dependents are eligible for Medicaid, CHIP (a good alternative for kids) or coverage and subsidies from the Marketplace is to consult a Navigator. The Marketplace offers four levels of benefits (higher or lower deductibles, co-pays, etc.) from different insurance companies. MORE ABOUT THE MARKETPLACE The Marketplace is where people who aren t covered can purchase health coverage. Beginning January 1, 2014, everyone is required to have health coverage. In Delaware and Pennsylvania, the Marketplace is called The Health Insurance Marketplace. The website is The Marketplace opened October 1, 2013 for people to purchase coverage that will take effect on January 1, You can go to to apply for coverage. Better still, you can consult with a Navigator whose job it is to help people navigate the Marketplace and the new health care system. Enrollment for 2014 coverage closes on March 31, 2014; after that you can purchase 2014 coverage through the Marketplace only if there is a special circumstance, like losing your job, a child is born, divorce. Any health coverage that is bought at the Marketplace will cost money. However, some people who purchase in the Marketplace will qualify for government subsidies. To purchase coverage in the Marketplace you: Must be U.S. citizen or lawfully present in the U.S. Can t be eligible for Medicaid, CHIP or Medicare. To qualify for a subsidy, you can t have family income that exceeds certain levels. SUBSIDIES Subsidies through the Marketplace depend on family income and size. For example, a family of four with yearly income of $45,000 can purchase a silver plan (there are four levels of plans: platinum, gold, silver and bronze) for about $220 per month. That plan would have cost $822 monthly without the subsidy, so the subsidy will save $602 monthly. And a single person earning $12 an hour and working full-time ($24,960 annually) can purchase a silver plan for about $143 monthly. The plan would have cost $252 monthly without the subsidy, so the subsidy will save $109 monthly. For a simple way to find out whether your family income and size qualify you for a subsidy, go to the Kaiser Family Foundation website. On the website, use the Health Insurance Subsidy Calculator.
