3 COP Work Program on Results-based Finance Aim to contribute to the ongoing efforts to scale up and improve the effectiveness of finance for the activities referred to in decision 1/CP.16, paragraph 70, taking into account decision 2/CP.17, paragraphs 66 and 67 (market & non-market-based approaches)

4 COP Work Program on Results-based Finance The WP will address options, taking into account a wide variety of sources, including: (a) (b) (c) Ways and means to transfer payments for results-based actions; Ways to incentivize non-carbon benefits; Ways to improve the coordination of results-based finance;

5 Expected results from the COP WP - Coordination with SBSTA - Report on the 2 workshops for consideration of COP19 - A decision would be expected for COP19, therefore the WP shall end in Warsaw (unless Parties decide otherwise) * Recognizes the need to improve the coordination of support for the implementation of REDD+ activities

6 SBSTA / SBI joint process - To jointly initiate a process to improve the coordination of support for the implementation of REDD+ activities, and - To consider institutional arrangements or potential governance alternatives (including a body, a board or a committee

7 SBSTA / SBI: Process - Submissions requested by March - Secretariat to produce a Misc. document for consideration of the SBs in their 38 th session - In-session workshop SBs 38 th session - Report of the workshop to be prepared and presented for consideration in the SBs 39 th session (COP19)

8 SBSTA Two new items are added to the list to report by COP19 (in addition to the 5 pending items): - How non-market-based approaches, such as joint mitigation and adaptation approaches for the integral and sustainable management of forests, could be developed - To initiate work on methodological issues related to non-carbon benefits

14 Recapitulación de las discusiones en SBSTA 37 Continuaron las discusiones sobre: - Sistemas Nacionales de Monitoreo Forestal (1.CP/16) - Medición, reporte y Verificación (MRV) (1.CP/16) - Hubo algunos avances en materia de niveles de referencia

15 Puntos relevantes para NFMS El texto sobre NFMS estaba casi limpio. Algunos puntos relevantes que se discutieron NFMS should: - Provide data and information that are transparent, consistent over time, and are suitable for measuring, reporting and verifying anthropogenic forest-related emissions; - Build upon existing systems, as appropriate; - Enable the assessment of different types of forest in the country, including natural forest, as defined by the Party; - Be flexible and allow for improvement; - Reflect, as appropriate, the phased-approach as referred to in decision 1/CP.16, paragraphs 73 and 74;

Algunos puntos relevantes que se discutieron - MRV is to be consistent with the methodological guidance provided in decision 4/CP.15, and any guidance on measuring, reporting and verification of nationally appropriate mitigation actions by developing country Parties; - Data and information should be transparent, consistent over time and with the established forest reference emission levels and/or forest reference levels in accordance with decision 1/CP.16, paragraph 71(b) and (c) and section II of decision 12/CP.17; - Data and information referred to in paragraph 9 above should be provided through the biennial update reports
