2 Editor s Note: Hello, and thank you for picking up the second print edition of Richmond Pulse, your community voice. A lot has happened since we published our first edition last August. New data released in December by the U.S. Census Bureau reveal a record number of Americans nearly half the population are now poor. In California, as with the rest of the nation, a growing number of those falling into poverty are children. These new poor are joining the ranks of millions of other Americans, some of them right here in Richmond who have been struggling for decades and even for generations. Yet the news is not all bad. While the Occupy Movement was bringing thousands of Americans out into the street to protest corporate greed, residents of Richmond were hard at work, tackling community health and inequality issues to bring about change at a local level. In response to the lack of adequate access to healthy foods, community members created the Food Policy Council to discuss creative solutions to the problem. The East Bay Center for Performing Arts returned to a beautifully renovated building in Central Richmond where they serve hundreds of the city s youth and families through arts education and public performance. The Richmond Community Foundation found a new home in the city also, where they can continue to support local people and projects that are making Richmond a better place to live. With the NBA stuck in a lockout (while millionaire owners and players argued over their share of the riches), the Richmond Rockets brought professional basketball and some pride to the city. Meanwhile, residents broke ground on a project to transform Elm Playlot in the Iron Triangle into Pogo Park, a vibrant new community resource. And later this year, voters will have a chance to make Richmond the first city in the U.S. to place a special tax on sodas and sugar-sweetened beverages, generating much needed revenue that some hope can be used to create a new Department of Children, Youth and Families for the City of Richmond. We ll see what the people decide. Like the community we cover, the Pulse has also undergone changes. We ve seen some of our best youth contributors move on to college and other endeavors, while others have joined the team and brought new energy and fresh perspectives. And we too, just like the City of Richmond, are gaining momentum. The vision of a Healthy Richmond is attainable but it will take work. Our hope is to be a part of that work, through making connections, training young people, listening to the community, reporting on issues of importance and helping to build a healthier Richmond, one story at a time. Seeing the Police in a Different Light Comentary Sean Shavers All my life I ve been taught to despise the police, and for that matter, any other law enforcement official. I even had a saying: From the Pigs to the Feds, may they all drop dead. Now, you could say that was scandalous, wrong and just plain trifling. But I ve seen the police abuse their authority and violate people s civil rights, and when you come from a background where the police are considered terrorists, you don t respect them or trust them and that s how it s been ever since I can remember. I recently had a brush in with the law I received a citation for marijuana that ended with me being slammed against a fence and thrown into a police car. At that moment, all the rage and anger I felt toward the police hit the fan. I hated them with a passion. Not long afterward, I recorded a vlog (a video blog) about the Oakland Police Department. I said that they were incapable of catching criminals and were getting paid just to wear a badge. At the time, I was speaking from a position of hurt and anger. I didn t realize that none of my statements were based on fact. I mean, how could I prove that all officers are lazy and not doing their job? About a week later, I saw a headline in the newspaper: Four Shot and One Critically Injured in Richmond. I immediately wanted to cover the story and put my spin on it. So later that day I started making some calls and ultimately got in touch with Captain Mark Gagan of the Richmond Police Department. We set up an interview for the following day and it was on. The next day Cpt. Gagan picked me up in his patrol car and we drove down to Central Richmond. We spoke briefly about politics, family and real life situations. Then the conversation, and my story, took a dramatic turn when Cpt. Gagan began revealing his street tactics and discussing his emotional ties to the community. He showed me one of his tactics that was totally on the money. Then he would mug (cold stare) others and you could almost tell what they were feeling by their facial expressions: fear, anger and annoyance. Cpt. Gagan said it s a simple tactic that reveals how just a little bit of positive acknowledgment can change folk s views and opinions about the police. He also said that when officers acknowledge people like that in a non-threatening manner they are more cooperative and willing to help. But when you act like an asshole, then people seem to shy away. Knowing and understanding these things about the community have made Cpt. Gagan a persuasive force in Richmond. After the car ride, we headed down to the Richmond Police Department and Cpt. Gagan took me to a small room where there are video monitors showing live footage from 80 cameras located throughout the city. I saw several illegal but minor activities that were going on from each section of the city, like kids smoking weed, people urinating in public and jay walking. Though these are minor offenses, they are still offenses and violators could ve been disciplined. At that moment... After watching the video monitors, we jumped straight into the interview: It was time for me to see who this guy really was. From the very first question, his answers were intelligent, smooth and compelling. Each time I asked a question, he not only answered that one question but several others I hadn t even asked yet. By the third question he had answered all ten questions I had written down, and you could tell each answer was real. Cpt. Gagan was the first police officer that I d ever felt comfortable with. I didn t get a bad feeling in my gut when I saw him and I actually felt safe with him around. I felt like he was a real person, someone I could talk to and be open with. He had a different opinion than most officers; he felt that he had to prove to the streets that he was real and that he was only there to help. He wanted to bridge the gap between the community and the police force. By the end of that day, my opinion about the police had changed. The Bay Area became ground zero for the Occupy movement last fall, after demonstrators in Oakland held a general strike that shut down the nation s fifth largest port, and violence between police and protesters broke out downtown. Meanwhile, San Francisco struggled to find a solution to it s own occupy encampments, and some activists in the South Bay turned their attention to Silicon Valley. Over in Richmond, residents did not mobilize en masse, yet city officials put their own unique stamp on Occupy Wall Street when Mayor Gayle McLaughlin voiced her support for the movement and used the moment to shift public attention to what Chevron - the city s major corporate entity is or isn t doing to give back to the community. In the midst of all the activity, Richmond Pulse paused to ask several young adults from Richmond and the East Bay: Are you feeling the movement? Mike Jones, 18, Richmond: When it comes to the Occupy movement, I m definitely for it but won t be joining, at least not right now. I feel good seeing people out there using their constitutional rights to protest and push for change but according to my research, even if all the wealthy people paid higher taxes we would still be in a very deep hole. Therefore, [the economic problem] is bigger than just taxing these fat cats, although it will make some difference (because) we re trillions of dollars in debt. I support Occupy Richmond, but due to all the other issues the City of Richmond has, there won t be much support coming from the community. I mostly support the movement because the U.S. is stirring up all these revolutions in the Middle East and now hopefully it s our turn. Karina Guadalupe, 20, Richmond: The lack of jobs, the foreclosures, the inequality both socially and economically, has hit everyone really hard. I m all for the Occupy movement but I m not going to drop everything to fight for something that might die down in a few weeks, a few months or even a few years. I have to make sure I do what I have to do in order to make my life better because no one else will. I want to be optimistic and I really do hope something good will come out of all this. I guess we ll just see what happens. Edgardo Cervano-Soto, 22, Richmond: While I believe that capitalism has spurred the economic and political inequalities hurting low-income and immigrant communities of color, I have not participated in any Occupy Wall Street demonstrations throughout the Bay Area. Asked for a reason, I would say, I don t have the time, followed by a sense of guilt. The truth is that I m not sure if the Occupy Wall Street movement is the correct vehicle for me to close the education gap, protect immigrant rights and decrease inequality between the poor and wealthy. I don t believe the movement is nuanced enough to address community issues in concrete and specific ways. There are many reasons why I think a city of blue-collar workers, hard-working families and big industry has not awakened to the promise of an Occupy Richmond. While the upper-middle class is shocked to have lost their jobs and be encountering the threat of their savings being erased, for most families in Richmond struggle is a way of life. For the poor, there is no option but to figure out how to survive. We have training in times of recession. Whether it means saving by coupons, growing our own vegetables, selling plates of hot food from our kitchens or working over time and getting a second job, the working class is prepared to do so because it is a mode of living. It is a mode of living so severely normalized to the point that it is not a shock that leads us to protest. Is it wrong to live so numb? Yes. Completely. Is it understandable to see parents prefer to work in order to feed their family than to protest in the streets? Yes. I would do the same. Todd Spencer, 23, Richmond: 60 minutes recently reported how congress has grown wealth through insidertrading. With that news, how could American citizens be confident in their elected officials? I believe that our [government s] interest is in protecting The One Percent. I do support Occupy movements that project real issues into the mainstream other than Justin Bieber being accused of fathering a child, which has been all over the TV. Sean Shavers, 22, West Oakland: In my opinion, the Occupy movement encourages people to fight against corporate greed; to understand who controls the wealth in this country and to be aware of your own power, as a citizen in the United States. Their principles are simple: We all have issues, problems, etc. But if we can work together, as a unit and community, then we can make changes and dismantle the head of the corporate devils we all serve. The Occupy Oakland camp has done wonders for the community. It has provided shelter for the homeless, food for the ones in need, clothes for people who can t afford them and safety for hundreds of people who were in an unsafe living environment. Anyone can join at any time, and the price of admission is totally free. Knowing these things would sway anyone to join, but the truth is, there is a lack of leadership within the group and there isn t a clear list of demands that the occupants are fighting for. They have an idea, that everyone contributes to the campsite, therefore there isn t any one leader. But I believe without a leader, you lack guidance, instruction and wisdom. You need a leader to develop ideas and to control the site. Molly Merson, 30, Richmond: I m all for a Richmond contingent of Occupy, but we seem to be lacking something that Oakland has: Unity within community. We have pockets of community that are successful at engaging a small population of the people here, but nothing like what Oakland has. One example of Oakland s community is its community-based organizations, such as Ella Baker Center, Causa Justa/Just Cause, Green For All, Asian Pacific Environmental Fund, and Black Organizing Project just to name a few. Where are the community agencies in Richmond where residents can get connected, and in what ways are they supporting our city? Where is the participation of these kinds of activist organizations in Richmond? Might that be a better place to start occupying/reclaiming/ decolonizing, rather than camping out in front of City Hall, for us Richmonders? Juan Ramirez, 38, and Angelica Garcia, 34, migrated from Mexico to the United States in search of a better way of life 18 years ago. And like many undocumented people, they had been doing their best to live below the radar ever since that is, until Ramirez was abruptly detained and deported earlier in 2011, pushing his already struggling family into an even deeper financial crisis. Ramirez was the primary income earner for the household, making a living as a day laborer. He regularly sought pick-up jobs at Home Depot, while his partner, Garcia, supplemented his earnings babysitting the children of other immigrant families. The food stamps her three U.S.-born children Julio, 16, Francisca, 8, and Umberto, 2 were entitled to, also helped. Ramirez and Garcia did everything they could to provide a stable home for their children in the studio apartment they rented in San Pablo, Calif. They saw their kids off to school every morning and ate dinner together as a family every evening. Despite their undocumented status, it was an ordinary life until a series of unforeseen events turned everything upside down. The family was eventually forced to move into an emergency homeless shelter in Richmond. The five-member family s home was now reduced to a 10 by 10 square foot dormitory. Ramirez and Garcia vowed to stay in the shelter only until they could save enough money to secure another apartment. 24 Hours That Changed Everything Leaving the shelter early one morning last April, Ramirez made his way down to the local Home Depot, just like on any other day. The weather was nice, a good omen for day laborers seeking an honest day s work. Because March had been a particularly rainy month (which resulted in inconsistent work), Ramirez was happy when he received an offer to do some long-distance work. He left the family s mini-van parked nearby, and hopped into the truck of the worksite foreman who had decided to hire him for the day. Around noon, Ramirez called Garcia and told her to pick the kids up from school, as he couldn t since he was still at work. It would be the last time Ramirez and Garcia would talk that day. Little did they know that Ramirez would work well into the evening hours, and be unable to return to the shelter before its mandatory curfew hour of 9 p.m. When Ramirez finally did get back to the shelter one hour after curfew, he was unable to gain entry. So he slept in his vehicle until daybreak. Meanwhile, a concerned Garcia endured a sleepless night, frantically calling local hospitals as she sought information about Ramirez s wellbeing. Around 5 a.m. Ramirez woke up in his vehicle, ready to get back to work. On his way to the previous day s jobsite, he stopped at the local 7-Eleven in Richmond for a cup of coffee. As he gazed outside the store windows, he saw a Richmond Police patrol car and an immigration vehicle in the 7-11 parking lot. According to Garcia (who would later speak to Ramirez by phone), With Ramirez now gone, she relies on her son and daughter (who are both bilingual) to be the 7-Eleven cashier suspecting Ramirez to be an undocumented immigrant and fearing the officers would possibly detain him warned Ramirez to remain in the store until the vehicles left. Ramirez heeded the cashier s warning and waited until the cars left the lot before he exited the store and climbed into his car. But within seconds, flashing lights from what Ramirez originally thought was a Richmond police car appeared in his rearview mirror. Unfortunately for Ramirez, however, it was an Immigration and Customs Enforcement (ICE) vehicle. According to Ramirez, who spoke to Richmond Pulse by phone from Mexico, the ICE officers followed him for awhile before pulling him over. They asked for my ID and registration, he recalled. I told them, I have no ID. Then they said, You have no ID, so how do we know (this is your car?) You re going in. Ramirez told Richmond Pulse that there were other men in the ICE vehicle when he was arrested, implying that ICE had picked up multiple workers early that morning despite the fact that Richmond became a sanctuary city for immigrants in late Under the sanctuary policy, city employees including police officers in Richmond are instructed to not share the immigration status of residents with federal authorities. There were others who had been picked up, said Ramirez. It wasn t just me. With a heavy heart, Garcia recalled her husband s last words to her that day, during a phone call he made after being detained. I want you to take care of the kids, Garcia said Ramirez told her, sobbing into the phone. By that time, according to Garcia, He was being transported to [immigration authorities] in San Francisco. Richmond Pulse contacted Immigration and Customs Enforcement (ICE) to verify details concerning Ramirez alleged deportation and was told that such information is only made available to the immediate respondents and their attorneys. her eyes, ears and voice. The Aftermath Today, Garcia lives as a single mother struggling to provide financial and emotional support to her three children. Her sole source of public aid is food stamps for her children. Fred Jackson devoted his life to justice, service, and freedom through expression. The flow and the music created in Richmond were manifest responses to the racial injustices and legacy of slavery recognizing years of struggle and bondage across the country noted by cultural critic Ralph Ellison who wrote, In those days it was either live with music or die with noise, and we chose rather desperately to live. In North Richmond jazz and blues clubs once thrived Minnie Lue s, Tappers Inn, and Club Savoy, among others. Club Savoy was home to the legendary Jimmy McCracklin, and owned by his sister-in-law Granny Johnson. The building later became the Green Pastures Church of God in Christ, (now Green Pastures Independent Faith,) and for more than half a century has maintained a deep commitment to living with music. Octavious Webster grandson of the church s founders, Pastor William Combs, Sr. and Missionary Irene Combs is now a drummer himself. He stated: I m a drummer, I play the drums in church. In the past there were days when there were three or four drummers lined up for one service, six to seven piano players, so many musicians. Vacant Lot Now a Home For Richmond s POOR News Report Kia Croom It used to be a vacant lot on the corner of 4th Street and MacDonald Avenue in Richmond s Iron Triangle neighborhood; a place for people to illegally dump their unwanted refuse; a public safety hazard at worst and an eyesore at best. Now, it s a housing development that 26 low-income individuals and families call home. The Lillie Mae Jones apartment complex, named in honor of the long-time Richmond resident and neighborhood activist from the Iron Triangle, offers affordable but high quality apartments to some of Richmond s most vulnerable residents. A new beginning for mom and toddler After being homeless for more than a year, Robin Greene, 20, and her 18-month old son Malachi now call Lillie Mae Plaza home. And on an unseasonably warm day in Richmond, Greene and her son are catching some sunshine as they sit on a staircase leading to the beautifully landscaped Lillie Mae Jones Plaza courtyard, which is more reminiscent of a resort than most of the homes in this part of Richmond. Malachi is struggling to break away from his mother s lap, but Greene holds him tight. The child is all smiles as he attempts to maneuver out of his mother s arms, so he can go play in the courtyard. Just a toddler, Malachi is oblivious to his mother s almost two-year plight to find an affordably priced place to live for the two of them. I was homeless throughout my pregnancy with him and his whole life, Greene said, as she somberly recalls the previous year s events. We were moving from place to place about every three months, in between Richmond and east [Contra Costa] county. Greene attributes their homeless stint to a lack of money and some instability with her personal mental health. But now with a new place to call home, Greene is upbeat. She says it feels like a new day for her and Malachi. I love it! she says, beaming. Greene says she learned of the Lillie Mae Jones Plaza from her case manager at the Pittsburg Adult Mental Health Program, who helped her apply. According to Greene, the application was fairly easy, although the process of getting placed in a home was lengthy. In the end, Greene says the waiting period was a small price to pay for the comfort she and her son now enjoy at their new home. He (Malachi) loves his room. The only thing he s got in it are his toys, but he knows it s his own, says Greene. From transient to tranquil Jerry Johnson, 50, is at peace. After having spent the last nine months sleeping on couches and floors in the homes of family and friends, he now holds a key to his own one-bedroom apartment at Lillie Mae Jones Plaza. Although the apartment is yet to be furnished, he couldn t be happier. It s just lovely to be here inside these walls, says Johnson nodding his head. My life is better. Before I got here, I didn t have a place to be. He says the combination of a limited income and lack of affordable housing in the community caused him to become homeless. Johnson smiles and waves to a couple of his neighbors as they pass by. I like my neighbors. Everybody [keeps] to themselves, but it s really nice. It s a tranquil type of place. Of the 26 housing units at Lillie Mae Jones Plaza, half are reserved for households where at least one member of the family is disabled. Rubicon Programs (a community-based nonprofit organization) offers on-site support services, which include but are not limited to job development, substance abuse counseling and mental health services. There is also a full-time resident manager living on site. Initially, community members opposed the apartment project and advocated for a homeownership development instead. However, after learning of CHDC plans to create homeownership opportunities at another nearby site, community members became supportive. The community gains quality, affordable, permanent housing in the Iron Triangle, where there [had not been] any new family developments, said Joanna Griffith, who managed the Lillie Mae project for CHDC. There is also the opportunity to eliminate blight. These are (the) two major benefits to the community. CHDC is a Richmond-based nonprofit organization committed to creating affordable housing and homeownership opportunities for low-to-moderate income people. According to their website, CHDC programs and services benefit 5,000 people annually, through the development of more than 225 homeownership units and more than 650 rental units.
