We set high learning expectations for every child. In fact, OPS reading and mathematics achievement has increased at every grade level. However, the state and federal governments judge schools based only on the results of state tests for many student sub groups. Examples of student groups include English language learners and special education students. As a part of a federal law known as the No Child Left Behind (NCLB) Act, public schools, through test scores, are judged against multiple goals established by the Nebraska Department of Education (NDE). Last year, Bancroft was required to meet more than 28 goals in order to be judged as meeting Adequate Yearly Progress or AYP. This is due, in large part, to state testing targets that have now increased by 11 to 16 percentage points from one school year to the next. Overall, Bancroft met many of the AYP criteria. However, for the last five years some of the student groups did not meet the goals in the areas of areas of Reading, Mathematics and Writing. As a result, Bancroft has been labeled as a school in Need of Improvement, Year 4. Federal regulations require the label despite yearly gains in student achievement attained at the school. As a Needs Improvement School for four years, the school is planning for Restructuring. Therefore, by law, the school is required to develop a restructuring plan to be implemented next school year if it does not meet AYP this year. The plan that is developed must re do how the governance of the school is structured. The law also requires that parents have opportunities to comment about the plan. As a Bancroft parent, you will be receiving information about upcoming meetings to comment about the school s restructuring plan. The Omaha Public Schools does not believe the AYP label is a reasonable one and we are not alone. In fact, this year federal law requires that 100 percent of students be proficient in reading and mathematics. Although this is a worthy goal, it is not a realistic one, much like it would not be reasonable that every adult be able to run the 40 yard dash in under five seconds. As a district, and as a school, we are using an Academic Action Plan to improve learning for every student. As a part of our school s plan we: Use classroom reading, math, and science test results to focus instruction on specific student needs; Plan lessons to include effective teaching techniques; Provide descriptive feedback to students throughout lessons to improve their understanding and skill; Differentiate instruction with small groups of learners to re teach for mastery or extend learning for rigor; and Provide many literacy strategies throughout all subject areas. Our teachers are supported through classroom visits known as coaching where expert staff visit classrooms and provide teachers with feedback about their strategic teaching skills. OMAHA PUBLIC SCHOOLS Castelar Elementary October 27, 2014 Dear Parent/Guardian, The Omaha Public Schools (OPS) is dedicated to providing all students with a sound education that prepares them to succeed in school and in life. We set high learning expectations for every child. In fact, OPS reading and mathematics achievement has increased at every grade level. However, the state and federal governments judge schools based only on the results of state tests for many student sub groups. Examples of student groups include English language learners and special education students. As a part of a federal law known as the No Child Left Behind (NCLB) Act, public schools, through test scores, are judged against multiple goals established by the Nebraska Department of Education (NDE). Last year, Castelar was required to meet more than 24 goals in order to be judged as meeting Adequate Yearly Progress or AYP. If just one of these goals is not met, the entire school is labeled as not meeting AYP. In 2013 14, Castelar did not meet AYP. This is due, in large part, to state testing targets that have now increased by 11 to 16 percentage points from one school year to the next. Overall, Castelar met many of the AYP criteria. However, for the last five years some of the student groups did not meet the goals in the areas of areas of Reading and Mathematics. As a result, Castelar has been labeled as a school in Need of Improvement, Year 4. Federal regulations require the label despite yearly gains in student achievement attained at the school. As a Needs Improvement School for four years, the school is planning for Restructuring. Therefore, by law, the school is required to develop a restructuring plan to be implemented next school year if it does not meet AYP this year. The plan that is developed must re do how the governance of the school is structured. The law also requires that parents have opportunities to comment about the plan. As a Castelar parent, you will be receiving information about upcoming meetings to comment about the school s restructuring plan. The Omaha Public Schools does not believe the AYP label is a reasonable one and we are not alone. In fact, this year federal law requires that 100 percent of students be proficient in reading and mathematics. Although this is a worthy goal, it is not a realistic one, much like it would not be reasonable that every adult be able to run the 40 yard dash in under five seconds. As a district, and as a school, we are using an Academic Action Plan to improve learning for every student. As a part of our school s plan we: Use classroom reading, math, and science test results to focus instruction on specific student needs; Plan lessons to include effective teaching techniques; Provide descriptive feedback to students throughout lessons to improve their understanding and skill; Differentiate instruction with small groups of learners to re teach for mastery or extend learning for rigor; and Provide many literacy strategies throughout all subject areas. Our teachers are supported through classroom visits known as coaching where expert staff visit classrooms and provide teachers with feedback about their strategic teaching skills. We want you to know about the many programs at our school that help students. Your support matters and we encourage you to attend school events such as parent/teacher conferences and curriculum nights.
