Local companies expand, 150 new jobs coming to Commerce City On March 7, three local companies gathered at the Civic Center with state, county and city officials to announce their expansions within the city. Cummins Rocky Mountain, LLC, UE Compression and Precast Concepts will attract 150 new jobs to the state along with more than $30 million in capital improvements to the City. All three of these advanced manufacturing companies are critical to our local and state economies, said Mayor Sean Ford. We re thankful these firms leveraged the collaborative incentives to remain in Commerce City. To date, the city s program has helped 30 firms create 668 jobs and more than $85 million in capital improvements. Cummins Rocky Mountain is expanding its existing 104th Avenue campus to house four significant business operations including a new training center and shared services center. The Technical Training Center will host 800 customers and distributors from around the globe each year, while the new Technical Support Call Center will handle over 50,000 calls annually from 10 states. UE Compression decided to stay in Commerce City and contracted local city businesses for the construction of a 100,000-square-foot building on 96th Avenue for its manufacturing and business operations. UE Compression will add 65 high-paying jobs to the city. Precast Concepts acquired property adjacent to its existing campus and expanded the current building by 48,000-square-feet. StoneBilt Concepts is very pleased with staying in Commerce City and values the partnership with Commerce City in making this expansion a reality, said Ed Anderson, president of Precast Concepts, StoneBilt Concepts, and Distinctive Molds. The efforts of everyone with Commerce City Economic Development and the Planning Department fostered an environment of cooperation in achieving the completion of this expansion. All three companies agreed that city, county and state incentives and the high level of cooperation were the winning factors of choosing to stay in the city. Commerce City will rebate a total of $494,000 to these three companies under the city s incentive program. ACMCYA is an annual program that recognizes teens that have overcome personal adversity, created positive change in their lives and act as a role model for other youths in the community. The seven nominees include: Mariana Trujillo- Casteneda, Omar Duron, Jose Enriquez, Jose Olivas, Jason Perez, Abigail Rodriguez, and Dusty Schmidt. Mariana Trujillo-Casteneda is one of the 20 award winners that will be recognized at Riverdale Golf Course on April 13. I want to thank our youth for their personal stories and serving as role models not only for their peers, but the entire community, said Mayor Sean Ford. 3 April City News, Commerce City, Colo News Briefs State of the City Address April 30 Residents, businesses and city employees are invited to the annual State of the City Address on Monday, April 30. The event will be held at the Civic Center starting at 6:30 p.m. with networking and hors d oeurves prior to the event. The address is a time to reflect on city-wide accomplishments from the past year, and discuss the city council s vision for a sustainable future. There are so many positive things happening in our community that all of us can be proud of, said Mayor Sean Ford. I look forward to updating everyone on our achievements and provide a look ahead of what city council s future goals are. The speech will be televised live on Channel 8 and streamed live online at Rebroadcasts of the speech will also be available online. New acting deputy city manager and community development director appointed James Hayes was appointed to acting deputy city manager of external services. In this role he will oversee the following departments and divisions: economic development, community development, parks and recreation, and public works. Hayes served as the city s community development director and acting economic development director, a position he maintains for the time being. Before joining Commerce City he served as the City of Northglenn s Director of Planning and Development. Chris Cramer will serve as acting community development director. Cramer has been with the city for the last decade as the city s planning manager where he led the city s zoning ordinance and updated the community s comprehensive plan. I want to thank Jim and Chris for their willingness to help lead the city in this time of transition, said Interim City Manager Brian McBroom. City to honor National Victims Rights Week April is National Victims Rights Week. The city s Victim Services Unit provides advocacy, referrals and support to victims of crime 24-hoursa-day, seven days a week. Each year 18.7 million Americans are directly harmed by crime covered under the Victim Rights Act, according to the National Center for Victims of Crime and the city s Victim Service Unit (VSU) is taking part in Victims Rights Week, April 22-28, to promote awareness of victims rights and what to do in a violent domestic case. Victims Right Week, sponsored by the U.S. Department of Justice, is a reminder that victims have the right to an active role in the criminal justice process, and are treated with fairness, respect and dignity. Many victims are not aware of their rights under the Colorado Victims Rights Act of This act entitles victims to immediate crisis intervention and follow-up support, special services for juveniles, elderly or disabled victims, referrals to organizations that provide medical, mental health, and social services along with referrals to organizations that provide translation services and financial assistance. Council Corner I want to thank all our citizens for allowing me to attend the National League of Cities conference in Washington, D.C. this past week, March Six members of our council attended and we were able to meet with staff members of representatives Ed Benson Perlmutter and Diana DeGette and staffs of both our U.S. senators, Michael Bennet and Mark Udall. Items of discussion were community development block grants (CDBG) from which Commerce City has received valuable funding over many years. The CDBG programs seem to be under attack from the U.S. House, but we remain hopeful that this program can be continued. We supported the Senate hearing process on the current transportation bill, which continues much needed transportation financing, which resulted in the Senate passing the bill on March 15. Our main thrust, however, was directed toward the off ramp from southbound Tower Road onto westbound Peña Boulevard. E-470 is now obligated to pay for this ramp, which will cost somewhere between $5-10 million. E-470 has the Victims also have the right to information on obtaining public records, including police reports and information on protective orders. Many victims are often frightened about stepping forward due to fear of the police or their attacker. With the support of the VSU, the victim has a safe place to stay, access to food and other daily necessities, and supplies for their children. Unfortunately, funding is limited and if the VSU does not have the resources it will do everything in its power to guarantee safety for the victim by providing transportation to a shelter or referrals to a safe place. The police ensure the safety of the victim while investigating the crime. The city s VSU provides advocacy, referrals and support to victims of crime as well as crisis intervention services. The city s VSU served 532 victims of crime in The unit operates 24-hoursa-day, seven days a week. The VSU employees are always available and will provide on-scene support to victims. The VSU participates in many community events such as National Night Out, Neighborhood Outreaches and Operation Free Bird. This year they are participating with the police at Adams City High School for the Every 15 Minutes program (See page 2). The VSU is always open for donations from individuals and businesses, for items such as Walmart and King Soopers gift cards, Super 8 and Holiday Inn Express hotel vouchers, diapers, infant formula, and pre-paid phones. Volunteers are always welcome and must be 21 years old and commit to four shifts of 12 hours of volunteer time per month following 40 hours of training. This issue began in the early 90s and culminated in January 1995 in an agreement, between Commerce City and E-470, which stated that if the ramp was not built before Jan. 1, 2012, E-470 then became responsible for building it. As part of the same agreement, the city loaned $4 million to E-470 (which has been paid back) and we agreed to limit traffic on Tower Road by lowering the speed limit and putting in stop lights. E-470 did not want competition from Tower Road to get on westbound Peña Boulevard and we came to an agreement. The city has complied with all its obligations from this agreement. Now we must get the approval of the City and County of Denver, Denver International Airport (DIA) and the Federal Aviation Administration (FAA). Denver and DIA are on board but the FAA continues to stall this process. At the National League of Cities we asked all of our representatives and senators to help us get FAA approval. The city considers Tower Road an essential part of our economic growth and development and we are doing everything we can to get this ramp completed. 5 April City News, Commerce City, Colo City finds cost savings in native grasses Low maintenance and water conservation are benefits For more than 10 years, the city has maintained native grasses to conserve and purify water as well as provide cost-savings to the city with reduced maintenance and water consumption. These plantings are part of the 2000 Prairieways Action Plan. Adopted by City Council, this plan outlines principles and planning standards for parks, trails and open space as well as cost estimates, phasing and implementation strategies. The mission of the Prairieways Action Plan is to maintain and enhance the quality of life of current and future city residents as well as protecting and enhancing environmental and cultural resources through a quality park, trail and open space system that is affordable to create and maintain. These native grasses, found along Quebec Street, the Civic Center and in open spaces, save the city percent more water than common bluegrass which needs watering five to seven days a week instead of the once a week watering native grasses receive. Supplies and maintenance costs are also reduced significantly when compared to the upkeep of bluegrass. Native grasses only need mowing once a year with minimal weed removal and spraying as bluegrass requires weekly mowing and needs extra nutrients to grow. Summer construction plans heating up to improve city roads. Watch for detour signs and drive at a safe speed through all work zones. Summer road construction look ahead The city s construction crews are gearing up for the summer road work schedule. While the city continually works on maintaining the city s pavement and sidewalks, summer weather provides the best opportunity to get work done with little interference from Mother Nature. These projects begin this month and will provide smooth driving. Some projects that are heating up include: Expect slower traffic on 56th Avenue at Dahlia Street, from May through June, with bridge work lasting up to 60 days. The bridge work is part of the pavement rehabilitation to overlay smoother roads. Reconstruction of East 104th Avenue between Highway 85 and Lima Street. This project allows for the construction of a new overpass over I-76 and roadwork on Joliet Street and Havana Street. Jaramillo added that these grasses differ from weeds as they are not invasive. Weeds spread quickly and can take over the existing land by requiring more nutrients and water than regular grass. As a part of enhancing environmental resources a variety of native grasses were planted as a measure to conserve and purify water, reduce maintenance time and supplies, and provide vegetation for other plants, such as trees. We know that a child s potential is not fixed from birth, rather, as parents and educators, we have the chance to improve academic outcomes for our children by providing them with literacy empowerment from birth! A child s first teachers are its parents, and so it s important to be providing literacy opportunities at home from the time your little one is born. Thanks to generous funding from the Denver Foundation and the Temple Hoyne Buell Foundation, Adams 14 has been able to initiate an early literacy program in the District called Cradling Literacy. Cradling Literacy is an interactive training curriculum that builds teachers skills to nurture early language and literacy from birth to age five. Since May 2011, the District has hosted Cradling Literacy workshops for preschool parents and guardians in Adams 14. Participants provided high overall ratings for the workshops, and post-training surveys indicated that the session met or exceeded their expectations. Families walked away with tangible next steps in terms of supporting their child s academic development, like enhancing literacy at home. ALUMNI PROFILE: MEET MIKE KETTELER This Adams 14 employee is no stranger to Commerce City not only as the Adams 14 Building Engineer Supervisor, but also as a proud resident who attended Alsup, Adams City Middle School and Adams City High School! Overseeing 43 employees, Mike Ketteler works hard to ensure every building in Adams 14 is clean and safe. My goal is to make sure our schools are clean, safe and ready for students each day, said Mike. I coordinate with principals to make sure each building is staffed appropriately, and oversee the cleanliness so that we are maintaining our high standard of clean in each building. Mike spent nearly 21 years working in Denver Public Schools before he decided he needed a change. I told my wife I needed a change in my life, so we decided to move to San Antonio, said Mike. I worked in the San Antonio Airport for a few years and loved it! We moved back to Colorado shortly after that to be closer to family, said Mike. When Mike arrived back in Colorado, he looked for a new job, which brought him to Adams 14. I felt like I came home, said Mike. Today, Mike lives in Commerce City with his wife, son and three grandchildren. In his spare time, Mike and his wife enjoy four-wheeling. We go all over the mountains, said Mike. We each have a little ATV, and we enjoy taking off for days! Last summer, we went to Wyoming and didn t see anyone for five days, well, except for some bears, moose and other interesting wildlife. I m very lucky to have such a wonderful wife who enjoys the outdoors like me! Mike s favorite thing about working for Adams 14 is feeling like he s a part of a great community. I feel connected not only because I work here, but because I live here, said Mike. My job enables me to give back to the community by keeping things clean and safe for our students. Blunck Superintendent s Message Student achievement has always been a high priority for the District and our teachers, faculty and staff are making excellent strides to setting and achieving new goals for our students. Newly selected principals have placed high standards on themselves to improve every student s success for the next academic school year. The District is already recognized for leadership in graduation rates among high schools in Adams County high schools, with 73 percent of our students receiving a diploma, slightly above the state s average. We want all students to leave our schools well educated for their next endeavor which is why our new goal is to close the achievement gap. One way the District is closing this gap is with a free preschool program, funded by the state. Each year, more than 400 children and parents use this free program to get a jump start on education. The program focuses on writing, reading and preparing students for Kindergarten. You might ask how focusing on 4-year-olds helps increase our 12th grade graduation rates. According to a 2011 study at the University of Missouri, when children participate in early education programs graduation rates rise by 9 percent, and these children are 28 percent more likely to achieve a higher socioeconomic status. Since the preschool program started in 1988, those students entering K-12 are closing the achievement gap with better reading, writing, and classroom skills. Parents can also help their children succeed with some practical at-home learning tips. For example, to help 3-to-4-year-olds with reading, schedule a regular reading time each day, encourage your child when he or she tries to read, and give your child time and materials to color and draw. Calendar April 2012 S M T W T F S Chapter Two Back to the River In the January edition of the Commerce City News, we went back in time to document the journey that began in 1951 when an election was held to organize the South Adams County Water and Sanitation District to provide water and sanitation services to residents and businesses within a 14 square mile area. This vision, from a small group of individuals and businesses, recognized the need for...and the value of...a publicly-owned community solution that today serves a 65 square mile area and a population of over 52,000 residents in Commerce City which incorporated as a town in A little over a year later, voters approved a bond issue in the amount of $1,500,000 for water facilities. Chapter Two picks up in 1956 when $1,800,000 was approved to fund wastewater sanitation facilities. Amazingly, $1.8M was enough money in the 50s to construct three wastewater lift/pumping stations, a gravity flow wastewater system, and a treatment facility located at 96th Avenue and Monaco Street. The wastewater treatment facility has been redesigned and enlarged over the years to ultimately meet the effluent treatment capacity needs of approximately 35,500 equivalent residential units (ERUs). During this period of time, the Colorado State Board of Health (State) revised standards that increased the quality for wastewater effluent. The design of the facilities met the new rigid requirements for treating wastewater to ensure that our source water could be safety returned to the river. The South Adams County Water & Sanitation District Board of Directors Election of Board Members Members of the Board of Directors are elected by property owners and residents included within South Adams service boundary. Directors are elected to serve a four year term, with two-term limits. Terms are staggered and elections are held every two years in May. The two Board seats up for re-election this May are currently held by Joann Moss and Glen Murray In 2010, Director Moss was appointed by the Board to serve the remaining term of Bob Aragon who resigned his position. Director Murray was elected to the Board in Both Directors Moss and Murray submitted self-nomination petitions for their names to be included on the May 8, 2012 election ballot. The deadline for nomination submittals was March 2 nd and no other petitions were filed. The Board of Directors responsible for the successful sanitation funding election consisted of E. C. Francon, President, P.G. Merilatt, Secretary, C. M. Edwards, Treasurer, and Directors E. Martin and E. Saurini. Joann Stevenson President 2 nd four-year term Expires: 5/2014 So how does South Adams treat wastewater before it is discharged back to the river? Very carefully The Williams Monaco Wastewater Treatment Plant (WWTP) has always used bacteria to treat the wastewater that flows into the plant. Currently the plant treats 3.4 million gallons of sewage daily. The plant underwent an expansion, completed in 2004, which included a new cutting-edge, fixed film process called Moving Bed Biological Reactors (MBBRs). MBBRs use plastic pasta-shaped media to house aerobic and anaerobic bacteria that breakdown wastewater pollutants. This process is a robust and environmentally sustainable method of treatment that doesn t rely on chemicals. The sophisticated operation and super efficiency of the MBBR s to treat wastewater has captured the attention of engineers and plant operators from all over the United States. The treatment plant is staffed by WWTP operators who maintain the plant and keep it running 24/7. Lab technicians take samples throughout the process to monitor plant performance and compliance. The wastewater lab collects and analyzes over 2000 samples every year. Away from the plant, pretreatment technicians inspect businesses and industries to assure their wastewater practices also meet District limits and will not harm the collection system, treatment plant, or employees. The wastewater treatment plant involves a combination of state-ofthe-art processes, sophisticated monitoring equipment and dedicated South Adams wastewater personnel. Our community can rest assured that the final effluent water is clear and meets all state requirements necessary to protect the South Platte River and its many uses. Into the Future In keeping an eye on the future, the District entered into an agreement in 2009 with Metro Wastewater Reclamation District (Metro). As a member of Metro, flows from South Adams northern service area will be sent to Metro s future northern treatment plant on a schedule that allows for realization of maximum benefit from the District s WWTP. The District has retained the ability to continue to operate the existing treatment plant well into the future until it is no longer economically feasible. This type of project exemplifies the District s history of focusing on making decisions based on sound science that make economic sense in consideration of the environment, the community and the future. On March 6th, the Designated Election Official declared that JoAnn Moss and Glen Murray won by acclamation to serve on the South Adams Board of Directors. Director Moss will be serving her first 4-year term (time served by appointment isn t an elected term), and Director Murray will be serving his second 4-year term. On May 9th, at the Regular Meeting of the South Adams Board, the newly elected Directors will be sworn into office, and together with the current three Board members will nominate and elect officers to preside over the Board meetings. 10 East 70 th Avenue Commerce City South Adams County Water & Sanitation District Is it Spring Yet? We may love Colorado snow. But between the cold and the wind, we re ready for some Spring weather activities! However, although the irrigation season officially begins on April 15 th, Colorado temperatures can dip below freezing well into May. If water has collected in your outdoor irrigation system and we encounter a cold snap, your irrigation system is vulnerable - and it too may snap. Please don t be too anxious to turn your system on, especially if a little hand watering will take care of your outdoor activities until Spring weather actually arrives. Some things to remember as you prepare your irrigation system for watering your lawn: Check for broken sprinkler heads and cracked irrigation pipes (look for evidence of puddling in the lawn). Turn off your system until repairs are made. Adjust sprinklers for head-to-head coverage, and make sure they are spraying only on landscaped areas - not streets, sidewalks or weeds.* Adjust your time clock to irrigate your lawn appropriately (some zones require a little more; other areas a little less). And water only two days a week - maybe three when the moisture is low and lawns look stressed. If you hire a professional to provide irrigation start-up and shut-down services, be sure they are knowledgeable about the separate irrigation system (if applicable), the District s Rules and Regulations, and City Codes and Ordinances. A professional audit will be conducted by the Center for ReSource Conservation (CRC). Slow the Flow Colorado Irrigation Inspection Program was developed by the CRC to help property owners increase irrigation system efficiencies and reduce water waste. A detailed report is then provided, specific to your system. This is a pilot program with a limited number of audits available. Large properties will take priority on a first- come, first-served basis. Audits will be conducted for a ten-week period starting in June, ending in mid-august. Schedule your free audit now! As reported in the fall of 2011, the Board of Directors determined that the current administrative office building located at 6595 E 70th Avenue had outgrown its useful life. After 50+years, this structure just can t take the strain of extensively needed improvements including additional work areas, security upgrades (including the installation of a fire protection system), electrical improvements, heating, cooling and plumbing improvements. El distrito ya ha sido reconocido por su liderazgo en cuanto al índice de graduación entre las escuelas secundarias (preparatorias) del Condado Adams con un 73 por ciento de los estudiantes recibiendo su diploma, un poco por encima del promedio estatal. Desde que el programa prescolar comenzó en 1988, la brecha educativa se ha cerrado porque quienes entran en la escuela lo hacen con un mejor nivel de lectura, de escritura y de comportamiento en el aula. Los padres también pueden ayudar a que sus hijos progresen académicamente al compartir algunas actividades en la casa. Con mucho cuidado La planta de tratamiento Williams Monaco Wastewater Treatment Plant (WWTP en ingles) ha usado siempre bacteria para tratar las aguas residuales que entran a la planta. Actualmente la planta trata 3.4 millones de galones de aguas residuales diario. La planta pasó por una expansión terminada en 2004, que incluyó un proceso nuevo y ultra moderno llamado Moving Bed Biological Reactors (MBBRs en ingles). Los MBBRs usan plástico en forma de pastas para guardar bacteria aeróbica y anaeróbica que desintegra los contaminantes del agua residual. Este proceso es un método robusto y sostenible ambientalmente de tratamiento que no depende de químicos. La operación sofisticada y súper eficiente de los MBBR s para tratar aguas residuales ha capturado la atención de ingenieros y operadores de plantas de todos los Estados Unidos. La planta de tratamiento cuenta con operadores de WWTP quienes mantienen la planta y la tienen operando 24/7.
