3 Purposes of ELAC Each CA public school, K-12, with 21 or more ELs must form an ELAC (English Learner Advisory Committee) ELAC serves as an advisory committee to o Advise the principal and school staff on the school s program for English Learners o Advise the School Site Council (SSC) on development of the Single School Plan for Student Achievement (Site Plan) o Assist with the development of the school s Needs Assessment o Review the R-30 Language Census each Spring o Receive information and recommend actions to support regular school attendance 2
4 Process for establishing an ELAC Determine the percentage of English Learners in the school and determine preliminary size of the committee Notify all parents in the school of the election of parents to serve on the ELAC Conduct the parent elections Only parents of English Learners may vote Train members on their roles and responsibilities ELAC decides to remain a committee ELAC meets 4-5 times throughout the year ELAC assumes its roles and responsibilities ELAC elects a member to the DELAC ELAC votes to delegate its duties and responsibilities to the SSC (record in ELAC minutes) SSC accepts ELAC responsibilities (record in SSC minutes) SSC gets trained on ELAC roles and responsibilities SSC assumes ELAC roles and responsibilities and meets throughout the year SSC elects a member to DELAC 3

6 Elections 3 Notify the Parent Community of ELAC Elections: a All parents in the school may be elected to serve on the committee b The principal should notify all parents that an election of ELAC members will occur and that nominations are open This notification can be sent home to parents 4 Elect Members to Serve on the ELAC: a The law requires that only parents/guardians of English learners elect the parent/guardians members of the ELAC b Parents of non-english learners and staff may also be part of the committee, as long as they re elected by a parent/guardian of an English learner 5
7 Roles of ELAC Officers Chairperson/President Develops agendas along with principal/coordinator Conducts meetings Follows duties determined in local bylaws Vice Chairperson/Vice President Assists chairperson in conducting meetings Conducts meetings in absence of chairperson Follows duties determined in local bylaws DELAC Representative Attends DELAC meetings Communicates information between ELAC and DELAC 6
8 Member Requirements ELAC members serve as an advisory committee to: 1 Advise the principal and school staff on the school s program for English Learners 2 Advise the School Site Council (SSC) on development of the Single School Plan for Student Achievement (Site Plan) 3 Assist with the development of the school s Needs Assessment 4 Review the R-30 Language Census each Spring 5 Receive information and recommend actions to support regular school attendance 7
9 Other Member Requirements / Duties ELAC members also: 6 Follow your school s ELAC bylaws (School sites are responsible for creating their bylaws - OPTIONAL) 7 Elect a representative to DELAC 8 Send and receive information to/from DELAC 9 Send and receive information to/from SSC 10 Participate in training provided by the school and district 8
10 School sites will: School Responsibilities 1 Hold elections for ELAC members 2 Hold elections for ELAC officers 3 Provide sufficient ongoing training for elected officers 4 Facilitate regular ELAC meetings 5 Ensure that all legally required functions of the ELAC are completed each school year 6 Facilitate correspondence with the DELAC 7 Facilitate communication between ELAC and other leadership groups, such as SSC and PTO 8 Maintain agendas, sign in sheets, minutes of all ELAC meetings and submit copies to Ed Services department 9 Facilitate the feedback loop on implementation of ELAC advisement Train Advise Report Act 9
11 Training for ELAC Members Training offered by the district in October after all ELAC members have been elected In English and Spanish In Truckee and on the lakeside ELAC members learn about o rights and responsibilities of members o the Big 5 requirements o legal requirements of each ELAC meeting o how to bring parent-suggested topics the meeting ELAC training dates: Tuesday October 8, 6:00 Thursday October 17, 6:00 10

20 Monitoring EL Site Coordinators will maintain an ELAC binder and will collect and file the following ELAC documents o Agenda (Using TTUSD ELAC template) o Minutes (Using TTUSD ELAC template) o Sign in sheet (Using TTUSD ELAC template) o Handouts ELAC Documents are due to ELPC on the following dates: o October 31, 2013 o February 14, 2014 o June 6, 2014 All documents will be sent via district mail to the attention of Nicole Sayegh, DO or by to nsayegh@ttusdorg o EL Programs Coordinator will review minutes to verify that all required items are addressed o ELPC will follow up with sites with incomplete documentation o ELAC documents submitted and in complete form will be entered into the electronic database o ELAC monitoring reports will be generated to be reviewed by the Director of Ed Services and forwarded to school sites 19
21 Requirement #1: Advise on the school s program for English Learners English Learner Advisory Committee SUGGESTED TRAINING TOPICS ON REQUIRED TASKS REQUIREMENT: The ELAC has advised the principal and staff on the school s program for English Learners (EC 52176[c], ) Background: The school s program for English Learners includes services that English Learners receive throughout the school year Some of these services are part of the core curriculum, such as daily ELD, SDAIE strategies for access to core content and intervention through RTI These services also include supplemental programs for English Learners, such as homework club, additional support in ELD or core content areas, before or after school programs Training Topics for ELAC meetings: Review and discuss the school s current programs and services for English Learners including ELD, SDAIE, RTI and other interventions Review and discuss supplementary programs and services for ELs such as o Additional assistance in ELD o Additional assistance in core content areas o Opportunities to increase reading skills (after school tutorial programs, computer lab time) o Use of technology for development of skills o Supplementary assistance by staff (bilingual aides, enhancement paraprofessionals, liaisons) Review and discuss reclassification and R-FEP monitoring Review and discuss all parent notifications, including explanations of test results such as CELDT and CST Review and discuss services for English Learners who are also participants in Special Education and/or GATE Ask for parent feedback in the creation of a master plan for an alternative program at the site Discuss and ask committee members for suggestions and possible improvements to the school s services and programs for English Learners 20
22 Requirement #2: Advise on the Site Plan (SPSA) English Learner Advisory Committee SUGGESTED TRAINING TOPICS ON REQUIRED TASKS REQUIREMENT: The ELAC has advised the school site council (SSC) on the development of the Single Plan for Student Achievement (EC 64001[a]) Background: Single Plan for Student Achievement, also known as the site plan, is created and approved by the site council (which includes staff and parents) The plan includes budget allocations for how to spend EIA and Title 1 funds, which relate to English Learners and Title 1 students Such funds must be used to supplement the generally funded services for English Learners and Title 1 students, and must be related to the goals defined in the district s plan Therefore, ELAC input is gathered and presented to the SSC before the plan is approved Training Topics for ELAC meetings: Review and discuss the school s current programs and services for English Learners Share and explain the EIA and Title 1 budgets o Discuss line item expenditures in SPSA for ELs Review and discuss staff recommendations for supplementary programs and services for ELs such as o Additional assistance in ELD o Additional assistance in core content areas o Opportunities to increase reading skills (after school tutorial programs, computer lab time) o Use of technology for development of skills o Supplementary assistance by staff (bilingual aides, enhancement paraprofessionals, liaisons) Discuss and ask committee members for suggestions and possible improvements to the site plan s supplementary services, programs, staffing and funding for English Learners 21
23 Requirement #3 Assist in the development of the school s needs assessment English Learner Advisory Committee SUGGESTED TRAINING TOPICS ON REQUIRED TASKS REQUIREMENT: The ELAC has assisted in the development of the school s needs assessment (EC , 5217[c]) Background: The topic Needs Assessment takes on 2 meanings in ELAC One task is to do a needs assessment of what ELAC members want or need for further ELAC training The 2 nd task is to have parents advise on the school-wide needs assessment survey that is given out to all parents Resource: See ELAC Handbook Other Topics for ELAC Meetings for suggestions on topics parents might want at future meetings Training Topics for ELAC meetings: Provide a list of possible topics for ELAC training and ask parents to prioritize their training needs Review and comment on a draft of the school-wide needs assessment Explain how school survey results can reflect some changes recommended to the Site Plan (SPSA) Discuss and ask committee members for suggestions of additional survey questions related to instructional services and resources available to English Learners and EL families Review and discuss survey results 22
24 Requirement #4: Review R-30 Language Census data English Learner Advisory Committee SUGGESTED TRAINING TOPICS ON REQUIRED TASKS REQUIREMENT: The ELAC has assisted in the development of the school s Language Census (R-30LC) (EC , 5217[c]) Background: The R-30 Language Census data is collected by the Data Management Specialist using Aeries data from March 1 Data is turned into the state for reporting by the end of March, and copies of the report are provided to sites by April 1 Resource: PowerPoint: R-30 Training Topics for ELAC meetings: Review and discuss the district s process to assess all students and the identification on English Learners Discuss the selection, use and rationale for the district s selection of a particular English and primary language assessment instrument o CELDT state mandated o IPT similar to LAS, but a more diagnostic tool; most districts used the English version pre-celdt Review the most current R-30 Language Census report Provide non reported data on the R-30, such as: o numbers of EL and FEP students at the school o numbers of waivers requested / granted / denied o numbers of bilingual paraprofessionals Discuss the report as it relates to placement of EL students and programs provided at the school Review and comment on parent notices on test results and notification of EL reclassified students Discuss and ask committee members for suggestions and possible improvements on services, programs and staffing for English Learners 23
25 Requirement #5: Advise on importance of school attendance English Learner Advisory Committee SUGGESTED TRAINING TOPICS ON REQUIRED TASKS REQUIREMENT: The ELAC has assisted in the development of the school s efforts to make parents aware of the importance of regular school attendance (EC , 5217[c]) Background: Improving student attendance is important to the academic success of the student An English Learner Advisory Committee (ELAC) can contribute to improving student attendance at the local level Resource: PowerPoint: Importance of Attendance / Importancia de la asistencia Training Topics for ELAC meetings: Discuss and provide parents information as to the importance of regular school attendance (see PowerPoint) Discuss specific ideas parents can use to encourage and support their child s regular school attendance Provide examples and possible solutions when students may be truant or have irregular attendance Discuss and ask committee members for suggestions and possible improvements on how the school can encourage better school attendance Examples might include: o With the assistance of ELAC members, training other school advisory committees o Utilizing training materials to develop a one page flyer or brochure about attendance o Utilizing funds to hire a parent liaison to work with parents o Scheduling various parent workshops 24

33 English Learner Advisory Committee (ELAC) ELAC Rights and Responsibilities Why do we have a committee of parents who speak a language other than English? 1 Parent involvement helps students reach their full potential 2 Parents have the right to understand and participate in their child s school Tahoe Truckee Unified School District The state mandates that we have an ELAC when there are 21 or more English Learners at a school The goals of English Learner programs : ELAC can include: 1 Identify the students who need help learning English (who aren t fluent) 2 Develop their English (Reading, Writing, Speaking, and Listening in English ) 3 Assure that students reach grade level standards as quickly as possible PARENTS! (the number of people in this group includes, at a minimum, the same percentage of English Learner students at the school) Principals or Vice Principals Teachers Instructional Aides Students Interested community members 1
34 The purpose of ELAC: To advise the school about the programs and services for English Learners = recommend, suggest, evaluate ELAC members advise: 1 The School Site Council (SSC) on the site plan and the programs related to the needs of ELs 2 About the available educational programs at the school that focus on ELs ELAC members aslo advise on: 3 The development of the school wide needs assessment 4 The school s R-30 Language Census and use the data to give recommendations to modify the school s programs 5 The best way to ensure that students attend school every day Also, ELAC members will: 6 Elect a representative and an alternate to the District English Learner Advisory Committee (DELAC) 7 Give and receive information from DELAC and School Site Council 8 Participate in school and district trainings 2
