The advisory committee for the LAHC normally meets on a quarterly basis via teleconference to maintain an on-going dialog of the industry needs in the public safety industry. The executive and line professionals have expressed the difficulty with scheduling a full or half day from their agencies; therefore, faculty and committee members have learned that the means of telecommunications works best for everyone and allows for maximum participation. 2. Engquist: Chief of Police; ret d; LAPD & Cerritos CCPD c) Data from employers The data from local police and sheriff agencies indicate an accelerated stream of cadet and recruit applicants. For example, the Los Angeles Police Department and the Los Angeles Sheriff s Department have a monthly retirement/resignation/termination rate of 42 members; plus or minus 5 every monthly per department. There are 42 municipal police agencies in Los Angeles that produce similar numbers in job separation within their percentages and ratios per sworn force. Due to the recent economic slowdown since 2010, most municipalities suffered from zero based budgeting that prevented agencies from replacing retirees and resignations; therefore, any recent hiring data will indicate a low market or employment rate for perspective public safety candidates. However, now that the economic forecasts are positive in the labor market, municipal governments are funding the back-fill or replacement hires, in addition to newly created positions. The selection process for a sworn officer is very competitive within the hiring and endof-probation ratio of 1:3 or 1 per 700. The factors include, but are not limited to the following battery of examinations: written, oral, psychological, physical, polygraph, DMV, financial history, military review if applicable, education, and so on. For these reasons, police and sheriff departments, along with employment data providers such as the DOL and POST find it difficult to produce an accurate level of interest to actual candidate to academy recruit and end of probation. The advisory committee members review the course offerings on an annual basis for the program. The committee routinely makes suggestions and recommendations to improve the program that best meets the needs of our immediate service area and an overview of state and federal positions available. Additionally, the committee reviews other needs within the county and state that may lead to employment in areas such as corrections and probation. Other areas within the public safety field are examined and discussed. Below are recommendations that have forwarded by the committee. The committee members via phone discussions and during campus visits have witnessed the volume of work and dedication needed to academically manage the AJ program and are pleased that Mr. Reid was hired full-time in 2012 and has continued his position at the college. The committee recognized that the course rotation, both campus and on-line degree patterns, and overall maintenance of SLO s and assessment requires two full-time AJ instructor positions for proper oversight and instruction. The committee reconfirmed their opinion that AJ-7 <Traffic Enforcement> be replaced as a degree and certificate Core class to AJ-16 <Selection and
6 Recruitment>. The committee remains that officers will learn the outcomes of AJ-7 during their probationary period; therefore, AJ-7 is no longer recommended as a Core subject. The committee members received a presentation last fall from Mr. Reed; Asst. Executive Direction California Commission on Peace Officer Standards and Training on the value and need of administration of justice and criminal justice coursework to include proper Research Methods or a similar course in the Social Sciences as a requirement. Beginning in 2014/2015 AJ-319 Research Methods in Criminal Justice will become a requirement for the AS-T pattern. The discipline curriculum was approved in the TMC as submitted. The committee members strongly recommended the AJ faculty and Political Science faculty work together to develop a series of public administration or public policy classes. The members expressed the fact that a majority of officers would greatly benefit with a public administration emphasis as they become seasoned employees and seek promotions. The advisory committee recognized that due to budget constraints, new programs would not likely be offered at LAHC; however, they recommended the AJ department develop a series of courses or a certificate in forensic sciences--field evidence technician (CSI program). The members cited many examples of the industry need throughout the Los Angeles and Orange Counties. The advisory committee reaffirmed their on-going recommendation that the AJ department create and offer a certificate program in Juvenile Justice to meet the needs of the underserved probation department candidates. The Juvenile Justice program would also equally serve the Child Development program. The advisory committee recommended the AJ department continue their efforts in cross-discipline studies in Sociology as it relates to public safety occupations. The advisory committee recommended the AJ department continue their efforts in cross-discipline studies with Fire Technology. The advisory committee recommended the AJ department continue their efforts in working the large and small police and fire recruitment offices to promote testing for both disciplines in all areas of pre-employment testing at our college. The advisory committee recommended the continued support and funding for faculty, both full and part time, to work on Student Learning Outcomes and Assessment tools, and for continuing education workshops throughout the state so each faculty member remains current in the ever changing public safety field.
7 Lastly, the advisory committee recommended the AJ department continue their efforts to offer in-service continuing education to sworn and non-sworn, and public citizens. The results and conclusions are predictable over the last 15 years. The students request additional classes to be offered, along with a variety of electives each semester. The faculty has examined the FTE of AJ students and the required core coursework for the degree and certificate program. The recommendation to academic affairs has been to offer a reasonable rotation of classes of core requirements, with a minimum elective rotation. As enrollment increases and a need exist, additional courses will be added. e) Review and comments from a local South Bay Workforce Investment Board (N.B. Required by LACCD Board regulation). The AJ department has not had the opportunity to meet with the WIB during this academic year. Evidence of Students Attainment of Intended Learning Outcomes (Ed Code 78016(a)(3) Is of demonstrated effectiveness as measured by the employment and completion success of its students. How and why is the program/discipline effective? Analyze student performance indicators and patterns of student success in the course and/or the program. Provide evidence regarding progress toward and achievement of desired student outputs. Where appropriate, please indicate not applicable. Select those performance indicators applicable to the program. a) Success and retention rates. 1) What is the overall trend in success and retention in your program (have they increased/decreased)? Cite evidence from assessment of student learning outcomes. The retention rate for the program is 84.7 percent compared to the college wide retention rate of 84.3 percent. The 84.7 percent is lowest over the five
9 several years; therefore, the faculty and advisory committee are reviewing the statistics, possible cause and effects, and will report to academic affairs of their findings. The Student Learning Outcomes have been reviewed and updated for every course offered in the AJ department. The committee thus far has not cited any notable problems; therefore, the SLO s will be incorporated in all syllabi s and lecture materials in the fall 2014 semester. The assessment process is performed every semester. The AJ completion rate in 2012 was 65.2 percent compared to the college average at 66.7 percent. Faculty members are focused on the success of our students and retaining them at the same time. 4) Are there any courses where the trend over the past two years deviates from the program trend? 15 The number of degrees and certificates in the are lower than the college average. Since 1998, the AJ faculty and advisory committee members, in consultation with the Social and Behavioral Sciences faculty and the Counseling division, accept and encourage those students enrolling in an AJ degree or certificate pattern. In difference to the norm however, the faculty and advisory committees expertise and knowledge have recommended that students maintain their studies in the AJ discipline, but declare a major in the Social and Behavioral transfer pattern/course of study. Similarly, the Commission on Peace Officer Standards and Training (POST) recommends both academic pathways for law enforcement candidates. The simple lack of AJ degrees/certificates recorded at our college does in-fact skew the completion, graduation, and certificate rates that are reviewed by college administration, along with district and state officials. Beginning in fall 2014, the newly enrolled AJ student will be offered the AS-T degree that enables an AJ student to matriculate into the CSU transfer requirements and pattern. Students will still be encouraged to participate in the Social and Behavioral Sciences transfer pattern. c) Certification exam results 1) Is there a governing board that provides certification exams for students in your program?
