7 Dear Parent/Guardian: Notification to Parents Richland One s Commitment to All Limited English Proficient Students All schools in Richland County School District One are committed to providing a quality educational program for all students. Richland One schools ensure that students whose heritage/home language is other than English have equal access to all programs and services and are provided with appropriate instruction. The State of South Carolina only requires two documents as a prerequisite to the enrollment of a child in a South Carolina public school. The Department of Health and Environmental Control Immunization Form is required of all children. A birth certificate, or other proof of age, is required for the first-time enrollment for children entering kindergarten or first grade. In addition, Richland One requires written proof of residency. Richland One does not deny a student enrollment due to the lack of proof of immigration status. You are receiving this letter because you indicated that a language other than English is spoken in your home. Based on this information, a language assessment will be administered and an instructional program will be recommended for your child. The following activities should take place during this enrollment, assessment, and placement process. Home Language Survey: At the time of enrollment, all students (or parent/guardian) must respond to a home language survey. Language Assessment: If the survey indicates that a language other than English is spoken at home, each student will be assessed to determine his/her level of English proficiency to determine an appropriate educational program. Instructional Program Placement: Based on the language assessment results, students will be provided with comprehensible instruction and be placed in an appropriate educational program. Schools in Richland One will provide a range of services based on the specific program implementation at the school. Parent Notification: Parents will receive letters, notifications, and school information in a language they understand, unless clearly not feasible, to ensure informed parental consent and meaningful access to the educational program. Post Reclassification and Monitoring: Students who have been re-classified as fluent English proficient will be monitored to ensure their overall academic success for two additional years. Parent Advisory: Richland One parents have multiple opportunities to participate in the educational program development process within the school district. College Board: The English Language Proficiency Test (ELPT) may be accepted in some colleges, in lieu of the SAT or ACT for students whose native language is not English. 22 Richland One employees Services to ESOL Students Enrollment, Assessment and Placement Welcome all students and their parents regardless of their language background, ethnicity, national origin or immigrant status. Provide 30 days for students to submit required immunization documentation. Accept any one of the following documents to secure student name and date of birth: passport, birth certificate, national ID card or other official document. Issue identification number when Social Security number is not provided. Administer Primary/Home Language Survey (All fields must be completed.) If a language other than English is reported on the survey: Recommend that the student report to the International Welcome Center, located at 2612 Covenant Rd., Columbia, SC, 8:00 a.m.-12:00 p.m. for language assessment. If reporting to the International Welcome Center is not a viable option for parents, school must: 1) admit student, 2) administer language proficiency test (IPT) within 10 days of enrollment, 3) recommend ESOL services if warranted by IPT results, 4) provide ESOL services within 30 days of enrollment, 5) secure signed Waiver form from parents who decline ESOL services, 6) begin accommodations/modifications in mainstream classes, and 7) complete Placement, Monitoring and Exiting form and place in student s permanent record.
