We are closing in on our homestretch for the school year and this is an important time of the year for staff and students. State and national testing takes place, seniors preparing for graduation and life after West Aurora, Spring Break, and preparations for next year. On April 7th, WASD 129 will have a ballot question for the community to consider passing a referendum. This Capital Needs referendum will not increase the debt portion of the tax bill. This year we have spent a great deal of time listening to staff, administration and the community. Our process began in August with 17 Listening Tour events, where we heard from staff, parents and community members on challenges, successes and physical plant needs. We then had the opportunity to meet with the Leadership Teams for each of our 18 schools to learn about the needs of our students and instructional approaches used by our great staff. And last but not least, we conducted 18, Coffee with the Superintendent sessions, where I had the unique opportunity to have a genuine dialogue with staff, answer questions and hear concerns and provide clarification as needed. We can talk collectively about our schools and our district, but I am proud to say that through many of these visits and conversations, I have found that we have outstanding individuals who contribute to their school teams, the school community and to the district organization. These are challenging but exciting times in our district, in our state and in our nation, especially in the realm of education. With challenges and changes there are opportunities and we look forward to our continued opportunity of working with our students, staff and community to improve our schools and school district. D Superintendent West Aurora School District 129 FOUR DISTINGUISHED ALUMNI SELECTED TO ENTER WEST AURORA HALL OF HONOR The West Aurora High School Distinguished Alumni Hall of Honor will recognize four former graduates this spring who have gained recognition for outstanding accomplishments in their fields of endeavor. The 2015 Hall inductees will be Dr. Michael Jay Fagel 70, Dr. Linda Demetry Cowan 66, Dr. Rodger Wade Pielet 79, and Dr. Joan Swinehamer Edwards 63. The inductees and their representatives will visit West Aurora High School and speak to the students in a variety of forums on Friday, April 17. The induction ceremony and banquet will be held on the evening of Saturday, April 18 at the Aurora Country Club. For dinner information and to purchase tickets online, please visit: Dr. Fagel has had a career in emergency management and has devoted most of his life to public service. His most noted accomplishments include founding Aurora Safety, recording over 30 years of experience in his field, and serving the Department of Defense and Homeland Security for the United States. Dr. Cowan is often recognized for her outstanding contributions in medical research. After receiving her PhD in Epidemiology she became widely known for her work with the New England Journal of Medicine, The American Heart Association, and for her participation on the National Research Council. Dr. Pielet was passionate about volunteering his time to correct body deformities in rural, impoverished villages for those who were less fortunate and did not have the resources to do so on their own. He has a PhD in Plastic and Cosmetic Surgery and his work has been showcased on Fox News, Oprah After the Show, WGN- TV, Access Hollywood, and the Discovery Health Channel. Dr. Edwards graduated with a PhD in Nursing from the University of Texas at Tyler. She is currently working as an associate professor and is the Director of Center for Global Nursing Scholarship at Texas Woman s University, College of Nursing, Houston Texas. She is well known for her many published journal articles and in 2005 Bill White, mayor of Houston Texas, declared a Joan E. 3 TODD EARLY CHILDHOOD CENTER ACHIEVES TOP QUALITY RATING Todd Early Childhood Center achieved the Gold Circle of Quality by the Illinois State Board of Education (ISBE) and ExceleRate Illinois. This award recognizes the high standard of teaching and learning of the Preschool for All (PFA) program in West Aurora School District 129. The Gold Circle of Quality is the highest quality standard from ExceleRate Illinois. ExceleRate Illinois is the state s new quality rating and improvement system for early learning and development programs that serve children from birth to age 5. They measure program quality based on the following domains: teaching and learning, family and community engagement, leadership and management, and qualifications and continuing education. Todd Early Childhood Center Todd Early Childhood staff receives recognition at West Aurora School Board meeting. has met or exceeded all 15 standards within these domains and has reached specific benchmarks in overall program excellence. All PFA programs are evaluated through multiple school visits, collecting evidence using the Early Childhood Environmental Rating Scale-Revised, and the ISBE Compliance Checklist. These evaluations identify which one of the four Circles of Quality a program achieves. The Gold Circle of Quality is the highest standard for a program. WEST AURORA HIGH SCHOOL RECOGNIZED AS DEMOCRACY SCHOOL The Illinois Civic Mission Coalition has recognized West Aurora High School as an Illinois Democracy School. Democracy Schools are recognized for providing students with authentic experiences in the rights, responsibilities and tensions inherent in living in a constitutional democracy. Through these experiences, participating schools strive to equip students with the knowledge, skills, and dispositions necessary for informed, effective engagement in our democracy. Since 2006, 31 Illinois high schools have successfully completed a schoolwide civic assessment and have been subsequently recognized as Democracy Schools. This recognition is a welcome indicator of the strong civic foundation embedded in our school, and serves as a guide of where we would like to go, says Dr. Charles Hiscock, Principal of West Aurora High School. Illinois Democracy Schools embrace their mission to provide high quality civic learning opportunities for all students. Their leadership emphasizes civic learning through development of professional faculty and staff capacity, and proven civic learning practices are woven throughout the formal curriculum. Democracy Schools foster a school climate that nurtures and models civic dispositions and build reciprocal relationships within the surrounding community. The mission of The West Aurora High School is to ensure that each individual will develop skills for life-long learning, develop a sense of global consciousness, and gain a sense of self-worth. 4 2015 CAPITAL BOND REFERENDUM BUILDING TOWARDS EQUITY AND OPPORTUNITY NO TAX INCREASE AS A RESULT OF THIS REFERENDUM NO INCREASE IN DEBT PAYMENT There will be no tax increase as a result of this referendum. This is because the District is going to restructure its debt and replace the expiring debt with new debt and still keep the District s annual debt payment the same. The maximum amount of bonds the district can ask for and keep the debt payment the same is $90 million. Because the district is asking for $84.2 million, taxpayers may even see a decrease in their tax bill. The graph illustrates the debt portion of the District s tax structure. With the successful passing of the referendum, the District s debt payment will remain the same until the year 2021 and then will begin to steadily drop year by year. WHAT ARE QSCBS? QSCB stands for Qualified School Construction Bonds. QSCBs provide no interest financing for qualified school construction projects. The District is currently seeking $25 million of QSCBs DISTRICT ANNUAL BOND PAYMENT from the State of Illinois. This means if the referendum passes, $25 million will be interest free. By receiving $25 million interest free, it would save District 129 taxpayers over $21 million over the life of the bonds. WHY NOW? Interest rates are at a historic low, which means financing the proposed projects will cost less There are many buildings that have mechanicals that are starting to fail and will need replacing in the near future (i.e. boilers, roofs, doors, windows, etc.) The District s current debt is retiring and by replacing the debt the District can keep the debt portion of the tax bill the same The District infrastructure is aging and it is time to address major issues throughout the District, for example Hill Elementary School is 127 years old Every year that the District waits would add $4 million for the exact same projects WHY EARLY CHILDHOOD? In terms of the need for Early Childhood intervention, Aurora has been identified as the 2nd highest community in the State of Illinois Aurora has over 7,500 Pre-K eligible children in Greater Aurora area The District has identified the need to prepare children 3 and 4 years of age for school rather than remediate them at 13 and 14 years of age Data shows that districts are more successful with students who begin and end in the same system vs students who enter and leave at various times in their school careers OPERATIONAL SAVINGS FOR THE DISTRICT The District would see substantial operational savings with a successful passage of the referendum. The following would be some of the savings. $240,000 annual savings in lease payments by eliminating mobile classrooms $250,000 annual savings in utility costs from geothermal systems $220,000 annual savings on returning students to the district for Pathways to Prosperity (P2P) PROJECTED ANNUAL OPERATIONAL SAVINGS: $710,000 This information is intended to be factual and not an endorsement for or against the referendum. 4 West Aurora Pulse

There are many buildings in our district that are in need of boiler replacement in the next 1-3 years. A geothermal heating system is a more efficient and lower maintenance system, which has a free byproduct, airconditioning. The design takes advantage of the moderate temperatures in the ground to boost efficiency and reduce the operational costs by over 50%. BENEFITS OF GEOTHERMAL 1. LOWER OPERATING COST The most efficient gas boilers have an efficiency rating of 91%. Geothermal delivers a 400% efficiency rating. 4 units of energy are delivered for every 1 unit of electrical energy. This does not bend the laws of physics; geothermal systems are transferring heat, not creating it by burning something. A more efficient comfort system lowers the bill significantly, up to 50%. 2. CLEAN AND SAFE INDOOR ENVIRONMENT The geothermal system lets teachers control the classroom temperature by allowing heating or cooling year round. There is no combustion in a geothermal heat pump; therefore, there is no potential carbon monoxide produced in the building. By adding high efficiency air cleaners with geothermal, a high indoor air quality level can be reached. Finally, a geothermal system dehumidifies the air year round to minimize environmental issues. 3. REDUCED OPERATIONAL COSTS Geothermal is an investment. For many retrofit applications and especially new construction the energy savings more than offset the cost of installation over a short period of time. HOW IT WORKS: 1. A geothermal heat exchanger system consists of indoor heat pump equipment, a ground loop, and a flow center to connect the indoor and outdoor equipment. 2. The ground loop geothermal system uses the constant temperature of the ground or water several feet underground. 3. The pump circulates temperaturesensitive fluid through the ground loop which stays 50 to 60 degrees year-round. In winter, warm fluid carries heat into the school. In summer, cool fluid draws heat out of the school. 6 2015 DISTRICT 129 REFERENDUM FAQ ON TUESDAY, APRIL 7, YOU WILL HAVE THE OPPORTUNITY TO VOTE on the proposed $84.2 million building bond to fund capital improvements in School District 129. For questions regarding the referendum please call Q. If the referendum passes, will my taxes go up? A. NO, this will not raise the debt portion of your tax bill. Due to the District s current debt structure, we are able to restructure our existing bonds and issue the new bonds while keeping our annual debt payment the same. To not place any additional burden on the taxpayers, the District is only asking to issue the amount of bonds that will keep the annual debt payment at the current $14 million level. The maximum amount of bonds the district can ask for and keep the debt payment the same is $90 million. Because the District is asking for $84.2 million, taxpayers may even see a decrease in their tax bill. Q. What types of capital improvements are being proposed? A. The projects that are being proposed are: Installing geothermal heating and cooling systems in 9 buildings that need boiler replacement; Freeman, Goodwin, Hall, McCleery, Nicholson, Schneider, Jefferson, Washington, and West High Installing air-conditioning (HVAC) at Todd (space constraints for geothermal) Classroom additions at Fearn, Jefferson, Nicholson, McCleery and Freeman to eliminate portable classrooms. Creating safe zones for Greenman Elementary and Herget Middle School Adding a protective canopy at Hope Wall. Building a field house, renovating locker rooms, adding a multipurpose space, and creating a connecting corridor at West High Building an Early Childhood Center/ Administration Building with a capacity for 500 students Build a new Hill Elementary School with geothermal heating and cooling system Q. What is a geothermal heating and cooling system? A. A geothermal heating and cooling system is a central heating and cooling system that transfers heat to or from the ground. The design takes advantage of the moderate temperatures in the ground to boost efficiency and reduce the operational costs of heating and cooling. Air-conditioning is a free byproduct of a geothermal system. Q. What are the District s options if the referendum does not pass? A. If the referendum does not pass, our needs do not go away. The district will still need to address issues with our aging infrastructure. There are some projects that will never be able to be accomplished through our operating budget. For example, a new Hill Elementary will cost approximately $17.5 million. The district will never be able to save that amount of money to rebuild Hill without a referendum. We would just have to continue to maintain a 127-year-old building that does not suit the needs of our students. Q. How do I interpret my tax bill? A. Your tax bill will show one total for School District 129 apart from the District 129 pension total. This total is made up of 2 parts. One part goes to fund the District s operating budget. This portion of the tax bill has the potential to increase yearly by inflation. The other part of the tax bill is for debt service and is used for our bond payments. The District can influence this portion of the tax bill by refinancing and restructuring debt to lower our interest costs. The District s current debt payment is $14 million. Q. Is there any way that these projects can be funded other than a referendum? A. There are some smaller projects that could be accomplished through the District s operating budget. These smaller projects would have to be worked into the budget gradually. Most of the projects on the referendum list are too large in scope and would never be able to be completed by using the District s operating funds. Simply, the District could never save the amount of money needed for the projects. Q. How much will the District save by replacing the portable classrooms with permanent building additions? A. By replacing the portable classrooms at 6 schools, the projected savings for the District would be $240,000 in lease payments per year. Q. How much will the District save by installing the proposed geothermal systems in the schools? A. The projected annual savings for the District would be $250,000 in utility costs. For example, when the geothermal system was installed at Smith Elementary the District saved 60% on the building s utility costs. Q. Are there other funding sources that can be used to finance these projects other than using referendum funds? A. Yes, the district is exploring different opportunities through QSCBs, QZABs, and energy efficient grants. QSCB stands for Qualified School Construction Bonds. QSCBs provide no interest financing for qualified school construction projects. The District is currently seeking $25 million of QSCBs from the State of the Illinois. This means if the referendum passes, $25 million will be interest free. QZAB stands for Qualified Zone Academy Bonds. These bonds permit schools serving large concentrations of low-income families to benefit from interest-free financing to pay for building repairs and additions. The District can only qualify for these additional revenue sources if the referendum passes. 7 GOODWIN ELEMENTARY SCHOOL RECEIVES TOP HONOR FOR PBIS PROGRAM Goodwin Elementary School in West Aurora School District 129 received the highest level of recognition from the Illinois Positive Behavioral Interventions and Supports (PBIS) Network, for the school year. In Illinois, 715 schools were recognized for their achievements in their PBIS programs. Of those 715 schools, only 28 schools received the highest level of recognition, which is the Platinum level of achievement. In order to qualify for the Platinum level of achievement, the school has to reach at least 80 percent fidelity across all the three tiers of the PBIS program. WEST AURORA ATHLETES EXCELLED AT STATE COMPETITIONS West Aurora High School athletic teams competed in multiple athletic state competitions this year. Varsity Girls Bowling finished 4th in the IHSA State Bowling Finals. Jamie McCreedy led the way with a 9th place individual finish. At the IHSA State Wrestling Finals, brothers Isaac and Chachi Jacquez had 5th place finishes in the 113-pound and 120-pound weight classes, respectively. 8 REGISTRATION KINDERGARTEN REGISTRATION INFORMATION Are you ready for Kindergarten? All students who reside in West Aurora School District 129 that will be age 5 on or before September 1, 2015 are eligible to enroll in kindergarten. Parents/Guardians are asked to bring the following documents to the elementary building within their attendance boundaries on the appropriate date: Two (2) current proofs of residency (electric, gas, water, phone, cable bills) The student s original birth certificate Parent/Guardian photo ID Immunization/physical records (due before the first day of student attendance) Fearn March 12 3pm-6pm McCleery March 17 3pm-6pm Nicholson March 19 3pm-6pm Greenman March 24 3pm-6pm Schneider March 26 3pm-6pm For questions about registration, please contact District 129 s Central Registration Office, or registration@sd129.org. RETURNING STUDENT REGISTRATION: It is time to enroll student(s) for the school year! You must have an address on file with the school district in order to have your password ed to you. Parents/guardians making changes to a student s home address will be required to upload two (2) proofs of residency before submitting the application. Districtapproved proofs of residency include: Utility Bills: Nicor, ComEd, Comcast, city bills, telephone (current billing cycle) Housing Documents: mortgage statement, current tax bill, mortgage closing documents Residency Affidavits: Must be completed at the Central Registration Office. After the application is submitted, parents/guardians will receive an or personal phone call if additional information is necessary. confirmation of the application s approval could take a few days as each application is reviewed individually. Student enrollment is not complete until this confirmation is received. It is important to remember that all students must submit their enrollment application on or before April 1. Failure to register your student(s) may prevent them from being able to attend their home elementary school. The payment of registration fees is not required to complete the April 1 enrollment process. Fee payment will be accepted through the following methods and should be paid by November 2, 2015: 1. Después tuvimos la oportunidad de reunirnos con Equipos de Líderes de cada una de nuestras 18 escuelas para aprender sobre las necesidades de nuestros alumnos y métodos de enseñanza usados por nuestro personal. Por último, pero no menos importante, realizamos 18 sesiones de Café con el Superintendente, donde tuve la oportunidad de tener un diálogo genuino con el personal, responder preguntas y escuchar inquietudes para proveer las aclaraciones necesarias. Podemos hablar colectivamente sobre nuestras escuelas y nuestro distrito, pero a mí me enorgullece decir que a través de muchas de estas visitas y conversaciones descubrí que tenemos individuos sobresalientes que aportan y contribuyen a sus escuelas, comunidad escolar y la organización del distrito. Esta es una época de reto, pero emocionante para nuestro distrito, nuestro estado y nuestra nación, especialmente en el campo educativo. 15 GOODWIN ELEMENTARY SCHOOL RECIBE MÁXIMO HONOR POR EL PROGRAMA PBIS La Escuela Primaria Goodwin Elementary del Distrito Escolar 129 de West Aurora recibió el nivel más alto de reconocimiento del Programa de Intervención y Apoyo de Comportamiento Positivo de Illinois (Positive Behavioral Interventions and Supports PBIS) para el año escolar En Illinois, 715 escuelas fueron reconocidas por sus logros en sus programas PBIS.
