2 SOME BASIC QUESTIONS What is the real importance assigned in terms of public policies to Complex Migration and Internal Displaced forced by emergencies and / or natural disaster? How the "displaced" is assisted in terms of rights and citizenship card? What elements and strategies can be identified between the Migration Management and Disaster Risk Management, to mitigate the problems faced by families as a result of natural disasters? How does the mobility of people strengthens or alleviates the vulnerability? 16 Some conclusions: Concern for the internally displaced and forced migration due to natural disasters Not only should consider the immediate response, but the return of their identity, their social, environment (rights and citizenship card). In the post disaster, should mitigate irregular forms of migration to urban centers, traffic and trafficking. Prevention plans in the Andean countries even do not need programs or projects to mitigate the complex migrations. The IDP status and forced by emergencies and / or disaster may worsen the conditions of vulnerability and exposure of the affected groups- Environmental factors including natural disasters CC have an impact on poor regions of the Andean countries, leading to greater exposure and vulnerability of these. 16
