3 IMPORTANT NOTICE TO VOTERS New Changes to California Law Top Two Open Primary VOTER-NOMINATED OFFICES The Top Two Open Primary Act, approved by the voters in 2010, requires that only the top two vote-getters in the Primary Election advance to the General Election for voter-nominated offices. For these offices, only the two candidates who received the highest and second-highest number of votes cast at the Primary Election will appear on the General Election ballot. These two candidates may be of the same party, different parties, or no party. The Top Two Open Primary Act also requires a candidate for a voter-nominated office to designate his or her party preference, or lack of party preference, and have that designation reflected on the primary and general election ballots. This party designation is shown for the information of the voters only; it does not imply an endorsement of the candidate by the party designated. Qualified political parties may provide a list of endorsements to be printed in the Sample Ballot. 11 CANDIDATE FOR REPRESENTATIVE IN CONGRESS 26TH CONGRESSIONAL DISTRICT Name: TONY STRICKLAND Age: 42 Occupation: Senator I was raised in Ventura County and I am raising my family here -- I m proud to call it home. In Ventura County, my parents were given a safe place to raise their children; my siblings and I attended public schools that prepared us for the future; and my parents were able to retire securely. That s why my three priorities focus on helping Ventura County s small business men and women grow and create jobs, ensuring our children s education prepares them for the jobs of the future, and strengthening and preserving Social Security and Medicare that are so critical to the health and economic security of Ventura s seniors. My first job was washing wheelchairs in a local nursing home. That experience taught me compassion and ingrained my commitment to keep the promise to America s greatest generation. Ventura County is a world away from Los Angeles -- things are different here. Rather than blindly following the party bosses, I ve worked to think independently. That s why I ve worked to unite Democrats, Republicans and Independents around protecting the jobs of 19,000 men and women employed at Naval Base Ventura County. I m fighting to keep our local jobs from being outsourced to other countries. I know what it means to have a family member lose their job, that s why I fought to ensure those who lose their jobs don t lose their health insurance. Let s end partisan gridlock and put Ventura County first. I d be honored to have your trust and your vote. TonyStrickland.com CANDIDATE FOR REPRESENTATIVE IN CONGRESS 26TH CONGRESSIONAL DISTRICT Name: JULIA BROWNLEY Occupation: California Assemblymember Julia Brownley is the candidate for Congress supported by local firefighters, teachers, nurses and deputies. She s the kind of independent Democrat who works with people from all parties because the challenges we face are too important for partisan bickering. Julia fights for middle class families. She s worked to create good jobs, led the effort to stop insurance companies from unfairly raising health care premiums, worked to protect homeowners from predatory lending practices, and fought to make college more affordable. Julia is an advocate for women. She s a leader in preventing domestic violence and supports ending wage discrimination against women. She strongly supports a woman s right to choose and fought to ensure that health insurance companies cover contraception, vaccines, and mammograms. That s why she s supported by Planned Parenthood. She delivers for Ventura County. Julia secured significant funding for the Cal State University Channel Islands campus to expand training for technical jobs. And she s leading the fight to clean up toxic waste from the Santa Susana Field Laboratory. As a mother, former school board member, and State Assemblymember, Julia has always fought for better schools. She helped increase student performance in local schools, fought to cut administrative spending to put more resources in the classroom, and worked to hold teachers and administrators more accountable. She s supported by the California Teachers Association, representing the educators in Ventura, Conejo and Oxnard Unified School Districts. Julia Brownley has the courage to fight for the people of Ventura County and stand up to the extremists in Congress. CANDIDATE FOR MEMBER OF THE STATE SENATE 27TH SENATORIAL DISTRICT Name: TODD ZINK Age: 43 Occupation: Military Officer I am running for State Senate to provide an independent, common sense voice. California is failing at the basics. The legislature is lost at sea with no direction and risking potential calamity due to its lack of priorities. Sacramento walks side by side with special interests groups over the needs of the common good that apply to every resident. It s time to correct our course. EXPERIENCED LEADER: I am a husband, a father, a United States Marine who has fought in Iraq and Afghanistan to right the wrong of 9-11 leading over 800 Marines, and now as Deputy District Attorney taking violent criminals off our streets. JOBS. State legislators need to stop passing job killer bills and overly burdensome regulations that drive business out of the state and prevent job creation. EDUCATION. It is our moral obligation to prepare our children for the future. The legislature is more interested in denying local control and siding with bad teachers over parents. Employers and state colleges find graduates to be ill prepared. PUBLIC SAFETY. There is never an excuse to put our public safety in jeopardy. The legislature through realignment is cutting criminals loose instead of cutting the budget. RESULT DRIVEN. I come from professions that are result driven. I will bring to Sacramento the philosophy of actions speak louder than words, and an ability to work with others to get things done. CALIFORNIA S PROMISE. California should be better. We deserve more. I humbly ask for your vote to restore California s promise. N VE

12 CANDIDATE FOR MEMBER OF THE STATE ASSEMBLY 44TH ASSEMBLY DISTRICT Name: JEFF GORELL Occupation: Assemblyman/Naval Officer As your Representative, I am dedicated to solving California s economic and budget problems through bipartisan collaboration, government openness and accountability, and responsible stewardship of taxpayer dollars. Last year, I was mobilized by the Navy Reserve and spent 12 months in Afghanistan. In the months prior to my deployment, and since my return in March, I have worked with both Republicans and Democrats to break the partisan gridlock in Sacramento. I authored many successful bipartisan bills that will help Ventura County businesses compete nationally, protect public safety and reduce flood insurance costs for local homeowners. Job Creation: I partnered with local businesses and California s Lieutenant Governor to establish a bipartisan Economic Gold Team that will work actively to attract new businesses and jobs to Ventura County. I proposed an Economic Action Plan to protect jobs at our Navy bases and reduce excessive government regulations on small businesses. Fiscal Responsibility: I supported spending reforms to reduce bureaucracy, lower future pension debt and make state government more efficient. Quality Education: As a former college educator, I am working to strengthen academic excellence for our children with high standards of accountability in our classrooms and schools. My experience includes: Military Veteran Intelligence Officer. 3 rd -Generation Naval Officer. Two tours of duty overseas. Criminal Prosecutor Former Deputy District Attorney who prosecuted violent criminals and major narcotics crimes. Educator-- Adjunct Professor at California Lutheran University in Thousand Oaks. Thank you for the opportunity to serve our Country and our State. I would be honored to earn your vote. CANDIDATE FOR GOVERNING BOARD MEMBER VENTURA COUNTY COMMUNITY COLLEGE DISTRICT TRUSTEE AREA NO. 4 Name: ASH GIVARGIS Age: 39 Occupation: Businessman Education: California Lutheran University-BA/Political Science California Assembly Fellowship-State Capitol, Class of EMPLOYMENT/Volunteer Information Technology Supervisor-Department of Corrections-Ventura Youth Correctional Facility, 15 years as an IT Professional Small Business Person Vice Chair Simi Valley Neighborhood Council #1 Lack of leadership has led to accreditation probation of all three colleges. Now, the students at Moorpark, Ventura, and Oxnard colleges may NOT be able to transfer their hard earned units to four year universities. That is a TRAVESTY. With an uncertain financial future, our colleges need trustees with INTEGRITY, technology and business expertise to solve our problems. I have those qualifications. My entire career has been devoted to information technology. As a former computer instructor and my experience working in a juvenile facility, I understand how important affordable higher education is to students. As a business owner, I know how to work within the constraints of tight budgets while preserving existing resources. Please visit CANDIDATE FOR MEMBER OF THE STATE ASSEMBLY 44TH ASSEMBLY DISTRICT Name: EILEEN MACENERY Age: 61 Occupation: Educator/Small Businesswoman California has been my home since As a middle-class single mother of two daughters in Ventura County, I have struggled with housing, transportation and healthcare, despite two degrees and a lifetime of hard work and professional experience. California was once world-famous for excellence in education, modern infrastructure and opportunities for business, manufacturing and commerce. Now, powerful corporations outsource jobs, and international contractors replace American workers. The result is unemployment, underemployment, homelessness, and a depressed economy. Drastic reform is needed in Sacramento to end the gridlock created by lobbyists and partisan politics. I will champion transparency and tough campaign finance laws and break the power of special interests. We must create opportunities for all who reside and work in California. We must implement 21st-Century transportation networks and environmentally sustainable communities in order to retain and attract those of diverse cultures and backgrounds. We must insure the welfare of our seniors and secure the education and future of our children and grandchildren. As your representative in the State Assembly I will bring a lifetime of practical experience, honesty, integrity and common sense to the California Legislature. Together, we can restore California as world leader in education, business and innovation. Vote for me, Eileen MacEnery, an independent-minded Californian, with the vision and solutions necessary in 2012 and future decades. 14 CANDIDATE FOR GOVERNING BOARD MEMBER SIMI VALLEY UNIFIED SCHOOL DISTRICT Name: CARLA KURACHI Occupation: School Psychologist My love of making a difference in the life of a child led me to become and work as a school psychologist. I did serve on the school board, but after my husband s death and due to political nonsense, I did not seek re-election. We used to have a zero tolerance against drug usage/selling, but if you review expulsion hearing results you can see that stance is gone. It is time to elect those that will question the status quo and will acknowledge problems and work hard to overcome them. If elected, I promise you I will: Decrease drugs on our campuses; Acknowledge problems honestly and find solutions; Increase test scores; Ensure student safety from gangs and bullies; Implement high expectations for students and staff. It would be an honor to serve this great community once again. I have the education and the heart to make a difference. Your vote is important. Together we can improve the live s of our children. Every child deserves a safe environment in which to learn. I work for you. My phone number is You can also find me on Facebook. CANDIDATE FOR GOVERNING BOARD MEMBER SIMI VALLEY UNIFIED SCHOOL DISTRICT Name: JOSH GALANTI Age: 18 Occupation: Lifeguard/College Student I m running for a position on the Simi Valley School Board because I feel that I can bring balance to the board with a fresh STUDENT perspective. I have served on the City of Simi Valley s Youth Council, and have been active in participating in public meetings for the City Council, School Board, and Heroin Prevention Task Force, so I understand the problems that students in our community face. In order to bring about lasting change and reform, I seek to bring STUDENTS into the conversation to ensure that we address their needs and concerns. As a Recent graduate from Royal High School who will attend UCLA this year, I struggle with finding work and with paying for college personally. I understand the challenges that students face in school TODAY as well as AFTER GRADUATION. With your help, I believe we can shift our district s focus back on the STUDENTS, and help them prepare for the upcoming challenges they will face in COLLEGE and their CAREERS. 15 CANDIDATE FOR DIRECTOR RANCHO SIMI RECREATION AND PARK DISTRICT Name: KATE O BRIEN Age: 59 Occupation: Director, Rancho Simi Recreation & Park District I am honored to have served on the Rancho Simi Recreation and Park District Board of Directors for the past 12 years. We are again facing challenges and will continue to do so in the future. Sacramento continues to try to find ways to get their hands on our local funds. We have had declining revenues due to our uncertain economic times. And yet, we have still managed to complete a large number of projects: We completed 2 dog parks, and they continue to be hugely popular. We are moving ahead with the Sinaloa Golf Course renovation, as well as the renovation/upgrading of the Arroyo. In addition, we have assumed maintenance and management duties at several grassy playing fields for the school district. And we have done all of this without incurring any debt. Yes; Rancho Simi is one of the few government agencies with no debt. Now, obviously, one director cannot take all the credit. We have the greatest staff in the world, a large group of terrific volunteers, and our Board of Directors works unusually well together. Please help us keep this great team together. I ask for your vote again on November 6, CANDIDATE FOR DIRECTOR RANCHO SIMI RECREATION AND PARK DISTRICT Name: ELAINE L. FREEMAN Age: 74 Occupation: Land Use & Government Policy Consultant/Incumbent GOALS Maintain the District s position among the finest park districts in Calif. Meet all community needs within a balanced budget Completion of Sinaloa Park Upgrade older parks Completion of Challenger Park ACCOMPLISHMENTS Completion of Big Sky Park, named best new facility by the Calif. Assoc. of Recreation & Park Districts Upgrades to Rancho Simi Community Park Completion of historic church, barber shop and pitting shed at Strathearn Historical Park Completion of two dog parks, one in Simi & one in Oak Park Upgrades to May Boyar Park in Oak Park QUALIFICATIONS Forty year resident of Simi Valley, Chair of the Board in 2005, BS Degree in Urban Studies/Planning UCR Involvement with many community organizations; SV Police Foundation Board; SV Community Council, Past President; Rotary Club of Simi Sunrise; Past Chair, SV Chamber of Commerce; current Vice Chair of Ventura County Special District s Assoc.; Member, Calif. Special District s Assoc. HONORS Business of the Year, SV Chamber of Commerce 2001 Woman of the Year, 2002, State Assembly District 38 Spirit Award, Free Clinic of Simi Valley, 2004 Strathearn Community Foundation Lifetime Achievement Award CANDIDATE FOR DIRECTOR RANCHO SIMI RECREATION AND PARK DISTRICT Name: MARK E. JOHNSON Age: 62 Occupation: Retired High School Math Teacher My name is Mark E. Johnson. I am married to Christine. We have 4 children. I was a Math teacher at Simi Valley High School for 34 years and the girls soccer head coach for 33 years. I have been on the park board for 20 years. I ran for the board to preserve open space in the District and to improve the recreation fields in the city for the youth and adults. I felt Simi Valley needed and deserved a community center, which was planned and completed for use by the residents in the late nineties. Oak Park s community center was the next project. It is completed and being used also. The plan was to make the Park District as independent as possible through running our own programs, our own golf courses and make the district as small a burden on the taxpayers as possible. We have started, there is much more to do. The people of Simi Valley and Oak Park have come to expect the finest parks and programs possible and I will work to accomplish that with your support. Thank you. Mark E. Johnson N VE

16 CANDIDATE FOR DIRECTOR CALLEGUAS MUNICIPAL WATER DISTRICT DIVISION NO. 2 Name: JANNA ORKNEY Occupation: Director, Triunfo Sanitation District I am running for the Calleguas Municipal Water District board to make sure that we continue to have a dependable water supply. Calleguas supplies most the of the water in east Ventura County, by purchasing water from northern California and then reselling it to local water districts. To continue having enough water, I support improving water storage, including the Las Posas Aquifer, and working with local agencies to increase the use of recycled water in nonresidential applications. Another goal is to control costs at Calleguas, to keep wholesale water rates as low as possible. I also want the district to become more open. It is time for Calleguas to reach out more to residents and local water boards, especially with water conservation programs. My six years on the board of Triunfo Sanitation District, which owns Oak Park Water, will help me accomplish these goals. At Triunfo, I successfully worked to change it from a mostly appointed, to a fully elected board in I have pushed to control costs, keep cash reserves safe, and improve communication with a new website. I would appreciate your vote. For more information, go to my website: CANDIDATE FOR DIRECTOR CALLEGUAS MUNICIPAL WATER DISTRICT DIVISION NO. 2 Name: DARIN M. HENRY Age: 39 Occupation: Small Businessman With our open spaces, vast agricultural acreage, businesses and close-knit community of families, water that is clean and readily available is central to keeping Ventura County a special and unique place to live. Without it, our community and economy will suffer. That is why I am a candidate for the Calleguas Municipal Water District. I want to protect Ventura County s water resources. Ventura County is where my wife and I have chosen to raise our family. With three young children, it is important to us that the water they drink at home, the park or school stays clean and is safe to consume. As a small businessman, I know how important our agricultural and business communities are to our economy. That is why I want to ensure water will be readily available to our businesses and farmers as well as our families. Finally as a ratepayer, you can count on me to ensure that the Calleguas Municipal Water District is managed as efficiently as possible and the money that you pay for water is not wasted. I value our pristine open spaces, large and small businesses and our close community of families. I would be honored to have your vote. CANDIDATE FOR DIRECTOR CALLEGUAS MUNICIPAL WATER DISTRICT DIVISION NO. 2 Name: SCOTT H. QUADY Occupation: Incumbent/Environmental Scientist I am running for the Calleguas Board because there is more to do! My first term was marked by progress: Institution of financial controls by rotating external auditors, tightening internal controls/approvals, adopting a quantitative reserves policy, reducing the General Manager s salary, and developing a 10-year financial plan. Reduction of long-term-capital-projects costs via the Build America Bonds and restructuring of debt for $2.5 million savings (with positive credit rating we obtained a beneficial lower interest rate). Obtaining $23 million in grants for projects providing regional solutions for local resource development/environmental stewardship. Removal of an aged, structurally deficient hillside tank located across from the Thousand Oaks Civic Arts Plaza, with the replacement to be underground. Focus on sustainable water conservation efforts by promoting native plants. Progress on the salinity management pipeline to facilitate the desalination of brackish groundwater and to stop future accumulation of salts in the watershed. If elected, I would continue to challenge rate increases from the Metropolitan Water District, continue to control costs in public agency benefits, and continue to find more opportunities to make operational costs more efficient. Academic qualifications include: BS/Biochemistry, MS/Environmental Science. Please support my ongoing efforts with your vote! N VE

(If the voter provides his or her driver s license number when registering to vote, and the number is matched to a state record, then the voter will not be required to show ID when he or she votes.) PROVISIONAL VOTING AT POLLING PLACE The provisional voting process allows voters, whose eligibility to vote cannot be determined at the polling place, to vote. Twenty-eight days after the election voters may use the receipt they received on Election Day to call the County of Ventura Elections Division to find out whether their provisional ballot was counted, and if not, why. Reasons for provisional voting The voter s name is not listed on the Master Roster at the polling place. 2. The voter has moved within the county, but did not re-register to vote. 3. If you do not, please contact the Ventura County Elections Division immediately at (805) or toll free in Ventura County at (800) Your voted ballot must be returned in the postage paid return envelope that is provided to you with your signature and address on the back of the envelope where indicated. Voters who affirm that they need assistance, i.e., physical or language assistance, to mark their ballot shall receive the assistance of not more than two persons selected by the voter. The Elections Division has a TDD (Telecommunications Device for the Deaf) to provide election information, (805) For the Visually Impaired, audio tapes of State Ballot Measures are available from the Elections Division, (805) N VE
