2 INSTRUCTIONS TO VOTERS The following instructions are for voting at a polling place location on Election Day. After signing in at the Precinct Board table, a Precinct Election Officer will hand you your ballot, your ballot stub and a secrecy folder. If for some reason you must vote a Provisional Ballot, please fold and insert your voted ballot into the pink provisional envelope while you are at the voting booth. Use only the BLUE or BLACK INK pen provided in the voting booth. Draw one single thin line connecting the HEAD and TAIL of the ARROW that points to your choice. All distinguishing marks or erasures are forbidden and may make the ballot void. IF YOU WRONGLY MARK, OVER-VOTE, TEAR, OR DEFACE ANY PORTION OF YOUR BALLOT, RETURN IT TO THE PRECINCT ELECTION OFFICER AS SPOILED AND OBTAIN A NEW BALLOT. If you vote for more candidates than indicated in a contest (this is over-voting ) your vote in that contest ONLY will not count. If you vote for fewer candidates than indicated in a contest (this is under-voting ) your vote will count. To vote Yes or No on a measure or proposition, draw one single thin line connecting the HEAD and TAIL of the ARROW that points to your choice. To vote for a qualified candidate who is not listed in the contest, write their name in the space provided on the ballot under the appropriate contest and connect the arrow pointing to your choice. Check both the front and back of your ballot for voting contests. AFTER YOU HAVE VOTED, ensure your ballot stub is not attached to the ballot. Place your ballot in the secrecy folder. Take your ballot to the Optech Insight located on top of the ballot box. Remove the ballot from the secrecy folder and hand feed your ballot into the Optech Insight (ballot tabulator). HOW TO VOTE YOUR BALLOT 1. Use ball point pen with BLUE or BLACK INK only. Do not use felt tip or gel ink. Ball point pens work best. 2. 3 IMPORTANT NOTICE TO VOTERS New Changes to California Law Top Two Open Primary VOTER-NOMINATED OFFICES The Top Two Open Primary Act, approved by the voters in 2010, requires that only the top two vote-getters in the Primary Election advance to the General Election for voter-nominated offices. For these offices, only the two candidates who received the highest and second-highest number of votes cast at the Primary Election will appear on the General Election ballot. These two candidates may be of the same party, different parties, or no party. The Top Two Open Primary Act also requires a candidate for a voter-nominated office to designate his or her party preference, or lack of party preference, and have that designation reflected on the primary and general election ballots. This party designation is shown for the information of the voters only; it does not imply an endorsement of the candidate by the party designated. Qualified political parties may provide a list of endorsements to be printed in the Sample Ballot. Calleguas supplies most the of the water in east Ventura County, by purchasing water from northern California and then reselling it to local water districts. To continue having enough water, I support improving water storage, including the Las Posas Aquifer, and working with local agencies to increase the use of recycled water in nonresidential applications. Another goal is to control costs at Calleguas, to keep wholesale water rates as low as possible. I also want the district to become more open. HENRY Age: 39 Occupation: Small Businessman With our open spaces, vast agricultural acreage, businesses and close-knit community of families, water that is clean and readily available is central to keeping Ventura County a special and unique place to live. Without it, our community and economy will suffer. That is why I am a candidate for the Calleguas Municipal Water District. I want to protect Ventura County s water resources. Ventura County is where my wife and I have chosen to raise our family. With three young children, it is important to us that the water they drink at home, the park or school stays clean and is safe to consume. As a small businessman, I know how important our agricultural and business communities are to our economy. That is why I want to ensure water will be readily available to our businesses and farmers as well as our families. Finally as a ratepayer, you can count on me to ensure that the Calleguas Municipal Water District is managed as efficiently as possible and the money that you pay for water is not wasted. I value our pristine open spaces, large and small businesses and our close community of families. I would be honored to have your vote. QUADY Occupation: Incumbent/Environmental Scientist I am running for the Calleguas Board because there is more to do! My first term was marked by progress: Institution of financial controls by rotating external auditors, tightening internal controls/approvals, adopting a quantitative reserves policy, reducing the General Manager s salary, and developing a 10-year financial plan. Reduction of long-term-capital-projects costs via the Build America Bonds and restructuring of debt for $2.5 million savings (with positive credit rating we obtained a beneficial lower interest rate). Obtaining $23 million in grants for projects providing regional solutions for local resource development/environmental stewardship. Removal of an aged, structurally deficient hillside tank located across from the Thousand Oaks Civic Arts Plaza, with the replacement to be underground. Focus on sustainable water conservation efforts by promoting native plants. Progress on the salinity management pipeline to facilitate the desalination of brackish groundwater and to stop future accumulation of salts in the watershed. If elected, I would continue to challenge rate increases from the Metropolitan Water District, continue to control costs in public agency benefits, and continue to find more opportunities to make operational costs more efficient. 17 FIRST TIME VOTERS The Help America Vote Act states that if an individual registers by mail and has not previously voted in an election for federal office in the jurisdiction, then (a) If the person votes in person, the voter must show photo ID or a document with both the voter s name and residence address such as: Current Utility Bill, Bank Statement, Government Check or Government Documents; (b) If the voter votes by mail, the voter must submit a copy of a photo ID or a document with both the voter s name and residence address. (If the voter provides his or her driver s license number when registering to vote, and the number is matched to a state record, then the voter will not be required to show ID when he or she votes.) PROVISIONAL VOTING AT POLLING PLACE The provisional voting process allows voters, whose eligibility to vote cannot be determined at the polling place, to vote. Twenty-eight days after the election voters may use the receipt they received on Election Day to call the County of Ventura Elections Division to find out whether their provisional ballot was counted, and if not, why. Reasons for provisional voting The voter s name is not listed on the Master Roster at the polling place. 2. The voter has moved within the county, but did not re-register to vote. 3. The voter s name is listed on the Master Roster as receiving a Vote By Mail (VBM) Ballot but, for whatever reason, is unable to surrender it. 4. The voter is listed on the Master Roster and is required to show proof of identification for being a First Time Federal Election Voter, but is unable to show proof. IF YOU ARE IN A MAIL BALLOT PRECINCT If the label information on the back cover of this sample ballot booklet indicates you reside in a mail ballot precinct, you are not assigned to a polling place for this election and you will receive your Official Ballot through the mail. Mail Ballot precincts are created when various districts in your area are holding elections. Because you may only vote on issues for the district you reside in, there may only be 250 or fewer voters living in the same area, with the same issues on their ballot. The issues on your ballot may be different than your neighbor s. It is not feasible to establish a polling place for a small number of voters; therefore, we establish mail ballot precincts. If you reside in a mail ballot precinct, please watch the mail for your Official Vote By Mail ballot. You should receive this ballot approximately three weeks before the election. If you do not, please contact the Ventura County Elections Division immediately at (805) or toll free in Ventura County at (800) Your voted ballot must be returned in the postage paid return envelope that is provided to you with your signature and address on the back of the envelope where indicated. You may return your ballot by mail; however, it must be received no later than 8 p.m. on Election Day (postmarks are not acceptable) or you may return it between 7 a.m. and 8 p.m. to any polling place in Ventura County or to the Ventura County Elections Division, 800 S. 18 CAST YOUR BALLOT THE CONVENIENT WAY - BY MAIL! Who May Vote By Mail? Any registered voter may apply for a Vote By Mail ballot, making voting by mail accessible to everyone. How Do I Apply for a Vote By Mail Ballot? On the back cover of this Sample Ballot booklet you will find your application to receive a Vote By Mail Ballot. Fill in the required information and sign the application and drop the application in the mail or return it in person to the Elections Division. Applications can be mailed in or submitted to the Elections Division up to seven days prior to Election Day. After your application has been received and processed, you will promptly receive your ballot. Permanent Vote By Mail Option: Permanent Vote By Mail voters automatically receive a ballot in the mail within 29 days before every election in which they are eligible to vote. You can be a permanent Vote By Mail voter as long as you wish. Interested? Complete the application on the back of this booklet and check the appropriate box. How Do I Vote My Ballot?
