1 INTERVIEW Juan Ramón Rodríguez y Francesc Perarnau VICEPRESIDENTE Y SECRETARIO DE CIAC CIAC VICE-PRESIDENT AND SECRETARY NUESTRO OBJETIVO ES LA REINDUSTRIALIZACIÓN DE CATALUÑA Our goal is to reindustrialise Catalonia En poco menos de un año, el Clúster d Indústria d Automoció de Catalunya (CIAC) ha cambiado radicalmente el panorama del sector en esta Comunidad. Más de un centenar de socios y 80 proyectos en curso con una intensa implicación activa de las empresas en proyectos concretos. Juan Ramón Rodríguez, de SEAT, como vicepresidente, y Francesc Perarnau, de Gestamp, como secretario y presidente de la Comisión Tecnológica, explican el surgimiento, situación y planes de futuro del CIAC. In less than a year, the CIAC (Clúster d Indústria d Automoció de Catalunya Catalonian Automotive Industry Cluster) has radically changed the scenario in the region s vehicle-making industry. It now has over 100 members and is working on 80 projects strongly supported by participating firms. In this interview, SEAT s Juan Ramón Rodríguez, in his role as CIAC Vice-President, and Gestamp s Francesc Perarnau, speaking in his capacity as CIAC Secretary and President of the Technology Commission, explain how the cluster came about, its current status and its plans for the future. 2 UN NUEVO RUMBO PARA LA INDUSTRIA DE AUTOMOCIÓN EN CATALUÑA CATALONIA S AUTOMOTIVE INDUSTRY CHARTS A NEW COURSE AutoRevista.- Cómo y cuándo surge la idea de fundar el AClúster d Automoció de Catalunya? Juan Ramón Rodríguez.- La idea surge, tras muchas conversaciones, hace unos dos años, cuando decidimos tomar la iniciativa los dos constructores implantados en Cataluña, SEAT y Nissan y los tres Tier 1 más importantes, Ficosa, Gestamp y Doga. Estuvimos de acuerdo en lanzar un clúster para fomentar la cooperación entre empresas para poder competir en mejores condiciones e internacionalizar a las pymes catalanas. El objetivo prioritario se centra en reactivar el tejido industrial de automoción en Cataluña. Cabe reseñar que tuvo especial relevancia la unanimidad en el nombramiento como presidente de Vicenç Aguilera, porque es una persona muy reconocida, querida y aceptada en el sector. Ha sido un nexo entre los representantes de los cinco miembros fundadores, entre los que también existe una muy buena relación personal. Al final, son las personas las que hacen que las cosas funcionen. AR.- Cómo se puede valorar el apoyo de la Generalitat en su inicio y en su evolución hasta la fecha? J.R.R.- Estamos manteniendo esta entrevista en nuestra sede en las oficinas de Acció, que es una sociedad pública que actúa como herramienta de internacionalización muy importante para las empresas catalanas. Desde el primer momento, la Generalitat apostó por el clúster como instrumento para la reindustrialización de Cataluña, que, insisto, es nuestro principal objetivo. El 30 de abril de 2013, el president Artur Mas presentó el cluster a más de 500 empresas. Estamos perfectamente alineados con las políticas de desarrollo industrial del Gobierno de Cataluña. Francesc Perarnau.- En el Área de Innovación empresarial de cara al programa europeo RIS3 (acrónimo en inglés de Estrategia de Especialización Inteligente en Investigación e Innovación), está siendo muy importante la aportación de Acció, porque ha definido un plan estratégico muy claro de forma de actuación transversal, respecto al que el clúster se va a alinear. Respecto al Horizonte 2020, se puede decir que es la entidad de su perfil que más está trabajando en Europa. El 60% de los fondos europeos que van a ir ligados al RIS3 se destinarán a investigación, innovación y competitividad, lo que encaja con tres de los pilares de clúster, pues nuestros socios deben tener capacidades en investigación e innovación. AR.- -Cómo se han ido incorporando los diferentes socios y cuáles son las expectativas de crecimiento? J.R.R.- Hemos considerado inicialmente empezar sólo con empresas de ámbito industrial. Más adelante, la idea sería poder abrir el espectro a otros sectores como talleres de reparación, por ejemplo. Ahora contamos empresas de la industria como socios y también socios colaboradores que aportan valor al mundo del automóvil, como centros tecnológicos, instituciones, universidades, entidades como el Idiada (que es socio) o el Circuit de Catalunya. En marzo, ya hemos superado los 100 asociados y el objetivo para final de año se centra en alcanzar los 150. Tenemos un proyecto de mapeado del sector en Cataluña, para detectar AutoRevista: How and when did the idea of setting up an automotive industry cluster in Catalonia come about? Juan Ramón Rodríguez: The idea came about after a long series of conversations a couple of years ago. Having spoken extensively, a group of five firms, made up of the two automakers based in Catalonia SEAT and Nissan and the region s three biggest tier-one suppliers Ficosa, Gestamp and Doga decided to take the plunge. We all agreed that we wanted to set up a cluster to encourage co-operation between companies to improve the local industry s competitive position and to help Catalonian SMEs to internationalise. It is particularly significant that all of the participants were unanimous in supporting the appointment of Vicenç Aguilera, a man well-known, respected and accepted within the sector, as President. He acts as a nexus between the five founder members, which also share very good personal relationships. At the end of the day, it is people who make things happen. AR: What is your assessment of the support received from Catalonia s regional government, both at the beginning and through to now? J.R.R.: This interview is taking place in our headquarters, which are housed in the offices maintained by Acció, a stateowned company that plays a huge role in fostering internationalisation among Catalonian firms. On 30 April 2013, Regional President Artur Mas introduced the cluster at an event attended by over 500 companies. Our aims and operations are fully aligned with the Catalonian government s industrial development policies. Francesc Perarnau: Acció is making a major contribution to business innovation via the EU s RIS3 programme (Research and Innovation Strategies for Smart Specialisation) and has drawn up a crystal-clear cross-cutting strategic plan, with which the cluster will align itself. As far as the Horizon 2020 programme is concerned, it is probably doing more than any other similar organisation in Europe. Sixty per cent of the European funds assigned to the RIS3 initiative will be allocated to research, innovation and competitiveness, areas that coincide with three of the cluster s basic premises, as our members have to have research and innovation capacity. 3 ENTREVISTA / INTERVIEW SEIS COMISIONES MUY ACTIVAS El CIAC ha establecido seis Comisiones, a través de las cuales se canaliza la labor del clúster: Formación, Competitividad, Tecnológica, Innovación de Producto, Logística y e-mobility, aunque Juan Ramón Rodríguez, presidente de las de Logística y Formación, ya prevé proponer la séptima, que sería la de Medio Ambiente. El objetivo final es la creación de grupos de trabajo que generen proyectos. En cada comisión, se forman subteams capitaneados por un líder, que fomentan una dinámica de trabajo entre las empresas que forman cada subteam, al que se dota de recursos, explica Francesc Perarnau, que preside la Tecnológica. Cada subteam fija unos objetivos claros para definir cada proyecto que debe ser aprobado y auditado por la Junta Directiva del Clúster. En cuanto a la estructura de funcionamiento del clúster, Rodríguez y Perarnau coinciden en que sólo con la figura de un gerente, no habríamos llegado a donde estamos. Las Comisiones se reúnen una vez al mes, los subteams con la misma periodicidad e incluso dos veces al mes. Cada dos meses, se reúnen los subteams de todas las Comisiones. Cada subteam, presenta tres ofertas por proyecto y se aprueba por la Junta el que se considera mejor, no sólo en el aspecto económico. En cualquier caso, hay un seguimiento pormenorizado de cada proyecto y, en algunos casos, se toman las decisiones por correo electrónico, ya que las personas simultanean el trabajo de sus empresas con el del clúster, si bien respecto a este último, no se percibe ningún tipo de remuneración económica. ALGUNOS EJEMPLOS DE LA LABOR DE LAS COMISIONES SON: 1.- Formación: Implicación de los máximos responsables de Recursos Humanos de diferentes empresas asociadas. El objetivo es articular una oferta formativa para el sector del automóvil que sea un referente en Europa. Se trabaja en Formación Dual, Profesional, Directiva, Universitaria, etc. CIAC tiene como objetivo integrar a las empresas, universidades, centros de investigación, instituciones y escuelas de negocio para tener la mejor oferta de formación específica en automoción(formación Profesional Dual sistema alemán,técnica y Universitaria). A finales de este año o principios de 2015, está prevista la creación de un Centro de Excelencia en Formación, con una apuesta muy clara por los valores humanos y éticos: respeto, tolerancia, capacidad de sacrificio, valor del trabajo..., (Juan Ramón Rodríguez). Debemos definir el tipo de formación tecnológica para los próximos diez años para que no haya necesidad de importar mano de obra especializada, (Francesc Perarnau). 2.- Competitividad: Se deben reducir los costes de mano de obra, en el buen sentido, favoreciendo el desarrollo tecnológico. También es clave mejorar la eficiencia del consumo energético, (Juan Ramón Rodríguez). 3.- Tecnológica: Análisis del gap tecnológico actual en Producto, Procesos, Materiales y Sistemas TIC para fomentar la cooperación de forma transversal. Se está sacando mucho rendimiento en el campo de Lean Manufacturing, con una generación de buenas prácticas que enriquece al sistema. Diversas empresas están exponiendo cómo llevan a cabo esta metodología. La Comisión de Competitividad nos ha pedido añadir en la plataforma de gestión de proyectos del CIAC (Ver Recuadro) un apartado de Best Practices para que las empresas puedan publicar sus mejores prácticas industriales y eso sirva de referencia a empresas que no han llegado a ese nivel. También estamos trabajando con éxito, en un proyecto que ha implicado a 12 empresas en el terreno de las incubadoras y aceleradoras tecnológicas corporativas, que den lugar a nuevas start-ups para generar nuevos modelos de negocio empresarial y permitan un crecimiento inorgánico empresarial. (Francesc Perarnau). 4.-Innovación de Producto: Estamos trabajando, a través de un proyecto específico, en la mejor divulgación para que las empresas conozcan y aprovechen las deducciones fiscales por I+D+i a través de herramientas como Patent Box. Normalizar y sistematizar la innovación en las empresas es uno de nuestros principales objetivos.(francesc Perarnau) 5.-Logística: Es vital reducir las emisiones de CO 2 y efecto invernadero. Debemos potenciar puntos clave como el mayor y mejor uso del ferrocarril, la logística inversa y la gestión de contenedores. (Juan Ramón Rodríguez) 6.-E-mobility: Es un factor clave, que debería impulsar nuestra industria, atrayendo proyectos relacionados con la gestión de los sistemas de baterías. El clúster debe ser un driver, un mentor para impulsar la movilidad eléctrica, teniendo en cuenta la relevancia de la gestión de las baterías. En estos momentos, trabajamos sobre una cifra de unas 380 empresas de perfil industrial. En cuanto a los motivos por los que se está incorporando nuevas empresas, el ejemplo está en las Comisiones (ver Recuadro Adjunto). Cuando a una empresa conoce proyectos que van a dar respuesta a sus necesidades y ven el valor añadido que pueden conseguir a través de muy diversos proyectos, se convence sola. Son numerosos los casos de empresas que han puesto una persona de su equipo a trabajar en un proyecto de por el que muestran interés. F.P.- Ahora mismo más de 150 personas de 80 empresas de diferentes empresas están trabajando en proyectos del clúster, en algunos casos en varias comisiones. Una de las claves del éxito es que la gente viene a trabajar, aportando retos y soluciones. Los socios son miembros activos del propio clúster. AR.- Qué acciones se han acometido cuando aún no se ha cumplido el primer año de vida de la entidad? J.R.R.- Se han constituido las seis comisiones (Ver Recuadro) presididas por seis personas representativas del sector. Las comisiones, a su vez, han creado subteams de trabajo, cada uno de los cuales cuenta con un líder. Estamos trabajando actual- AR: How has membership been increased and what are the prospects for further growth? J.R.R.: To begin with, we have decided to restrict membership solely to industrial firms. Later on, the idea is to open it up to other segments like, for example, repair workshops. At present, we have a membership category for automotive industry firms and a separate associate member category for organisations that add value to the sector, like technology centres, institutions, universities and other entities like the IDIADA (Instituto de Investigación Aplicada del Automóvi Institute for Applied Automotive Research), that is member, and the Circuit de Catalunya racetrack. In March, we passed the 100-member mark and our aim is to raise that to 150 by the end of the year. We are working on a project to map the sector in Catalonia and identify all those companies that could be potential members. So far, we have found around 380 industrial firms that fit the profile. As for why new companies are joining, the main reason is the cluster s various commissions (see text box). As soon as companies see that the projects under development will answer their needs, and as soon as they see the added value that can be gained by participating in those projects, they require little convincing. LOS SOCIOS SON MIEMBROS ACTIVOS DEL PROPIO CLÚSTER / ONE OF THE KEYS TO OUR SUCCESS SO FAR IS THAT PEOPLE ARE PARTICIPATING BECAUSE THEY WANT TO GET INVOLVED AND WANT TO CONTRIBUTE SOLUTIONS. THIS CLUSTER S MEMBERS ARE EXTREMELY ACTIVE Francesc Perarnau mente en 80 proyectos vivos con recursos económicos limitados, procedentes de las aportaciones de los socios. La prueba piloto de cada proyecto la lleva a cabo uno de los socios y en caso de que se apruebe, se extrapola a los demás. Cabe citar ejemplos como la eliminación del uso de papel en las líneas de fabricación; la creación de una central de compras de energía para minimizar los costes por este concepto; la gestión conjunta de suministros mediante transporte intermodal, teniendo en cuenta rutas como el corredor del Mediterráneo (con la implicación de SEAT, Nissan y Ford) o un nuevo proyecto ferroviario que está arrancando en Zaragoza. Se ha trabajado en proyectos con presupuestos superiores a los tres millones de euros. Me gustaría llegar a contar con nuevos proyectos más para el año que viene. Debemos crear una dinámica de continuidad y sostenibilidad, sin altibajos, de proyectos a lo largo de los años. AR.- Cómo se está proyectando el clúster tanto al exterior como en su ámbito directo de actuación? F.P.- Ya hemos hecho misiones al extranjero como clúster, llevando a pymes a India y Brasil, en acciones conjuntas con el apoyo de la Generalitat. Se está preparando una tercera misión a Turquía. También se han hecho presentaciones del clúster en las provincias de Girona, Lleida y Tarragona, con el fin de extender el proyecto a toda Cataluña. Por otro lado, hemos conseguido por primera vez unir tres clústeres para interactuar: los de la Moto, el de Motor de Competición (motorsport) y del Automóvil. Se está trabajando para favorecer los intereses de los tres clústeres, para avanzar en campos comunes como puede ser el de las motos eléctricas y para generar un modelo de negocio propio dentro del sector. J.R.R.- Somos la Única Comunidad en el mundo que organiza grandes premios de Fórmula 1, Motociclismo y Rallies, y es algo que debemos promover. F.P.- Mantenemos relaciones con clústeres fuera del ámbito español, con experiencia en Reino Unido y Alemania (Baja Sajonia). A partir de estas conversaciones, se ha conseguido la interactuación de empresas socios del clúster con entidades y empresas de los países mencionados para exportar tecnología de aquí y cubrir las necesidades tecnológicas de estos países. their teams to work on the projects that most interest them. F.P.: At this very moment, over 150 people from 80 companies are working on cluster projects, and some of them are even contributing to several. One of the keys to our success so far is that people are participating because they want to get involved and want to contribute solutions. This cluster s members are extremely active. AR: What actions has the cluster carried out in its first year in existence? J.R.R.: We have set up the CIAC s six commissions (see text box), each headed by a leading industry figure. In turn, those commissions have assigned subteams to carry out the work, each with their own leader. We are currently working on 80 ongoing projects, all of which are funded by the limited economic resources provided directly by members. Each project is trialled by one of our members and, if the pilot scheme is approved, it is extrapolated to the rest. Examples include eliminating use of paper from production lines; setting up an energy-purchasing group to cut the price paid for this resource; joint supply management based on intermodal transport via routes like the Mediterranean Corridor (a project in which SEAT, Nissan and Ford are involved), and a new rail freight project just starting in Saragossa. The cluster has worked on projects assigned budgets of over 3 million and I would like to see several more new projects under way next year. We need to generate sustainable forward momentum and keep a steady stream of projects in development from one year to the next. AR: What is the cluster doing to extend its reach both abroad and within its immediate sphere of influence? F.P.: We have already taken part as a cluster in several joint foreign-trade missions supported by the regional government, travelling with SMEs to India and Brazil. In fact, we are now preparing a third one, this time to Turkey. Events have also been held in Girona, Lleida and Tarragona to introduce the cluster to firms throughout all of Catalonia. Furthermore, for the first time we have managed to combine the forces of three separate clusters Catalonia s motorcycle, motorsport and automotive clusters. Work is under way to AutoRevista 37

5 ENTREVISTA / INTERVIEW PLATAFORMA DE GESTIÓN DE PROYECTOS Project management platform CIAC cuenta con una plataforma de gestión, Easy Crit, de los retos de las propias comisiones y los subteams, que en palabras de Francesc Perarnau, nos ayuda a sistematizar de forma amplia y multidimensional, la gestión de la innovación empresarial. Abierta a todos los socios, pero restringida en algunas áreas concretas, se pretende que en la plataforma se reflejen los retos propios de las comisiones para que los socios aporten ideas y soluciones, que den como fruto grupos de trabajos y proyectos concretos. Perarnau señala que es una herramienta sencilla desde el punto de vista de manejo, pues trabaja en la Nube. Es flexible, la hemos adaptado a nuestras necesidades y está operativa en muchos proyectos en marcha. Para su utilización de ha formado a seis gestores, uno por comisión, al gerente de CIAC y a la persona encargada de traccionar la plataforma. Perarnau añade que la plataforma Easy Crit está enfocada a animar a los profesionales implicados en el clúster a una creciente implicación al ver el impacto que produce su contribución de forma abierta; a aprovechar y compartir conocimiento. La información es transversal a todos los departamentos y la plataforma es totalmente adaptable, al permitir trabajar tanto por comisiones de trabajo como por los subgrupos (subteams) de trabajo de las co- misiones. Nos está permitiendo extraer el número de KPIs relacionados con la innovación de cualquier tipo: de producto, tecnológica.... Perarnau añade que tiene un potencial muy bueno para el clúster, pero también para su proyección en innovación abierta con otros clústeres, no necesariamente de automoción. Estoy pensando en ámbitos como fotónica, mecatrónica, materiales AutoRevista The CIAC has set up a project management platform, Easy Crit, to facilitate the work done by the commissions and subteams. Francesc Perarnau says, It helps us to systematise and broaden the way we manage corporate innovation and make it multidimensional. Any member can join the platform, though some areas are restricted. The aim is that the platform should reflect the challenges facing each particular commission and should encourage members to propose ideas and solutions. These in turn develop into specific working groups and projects. Mr Perarnau explains, It is an easy-to-use cloud-based tool. It is flexible and we have adapted it to our requirements. It is now being used on many of the projects under way. We have provided training in how to use it to six managers, one per commission, as well as to the CIAC s director and to the person in charge of running the platform. Mr Perarnau adds that the Easy Crit platform is designed to encourage industry professionals belonging to the cluster to get involved, as the impact their contribution makes is openly visible. We want members to share and make the most of the knowledge each of them possesses. The information is applicable to every department and the platform is fully adaptable, allowing users to work at both commission and subteam levels. It allows us to monitor innovation-related KPIs in any area product, technology, etc. Mr Perarnau concludes by saying, It has enormous potential for the cluster and can also be extended to open innovation projects under development with other clusters, which do not necessarily have to come from the automotive industry. I am referring here to fields like photonics, mechatronics, materials, etc. HEMOS CONSIDERADO INICIALMENTE EMPEZAR SÓLO CON EMPRESAS DE ÁMBITO INDUSTRIAL. IN MARCH, WE PASSED THE 100-MEMBER MARK AND OUR AIM IS TO RAISE THAT TO 150 BY THE END OF THE YEAR Juan Ramón Rodríguez promote these three clusters interests and to advance in common areas like electric motorcycle development and creation of a sector-specific business model. J.R.R.: Catalonia is the only autonomous region in the world to host Formula 1, motorcycle and rally grand prix, and that is something that we need to make the most of. F.P.: Outside of Spain, we are in contact with clusters in the United Kingdom and Germany (Lower Saxony). These conversations have led to interaction between our members and organisations and companies in the aforementioned countries with a view to exporting our technology to meet those countries technology needs. AR: What fundamental guidelines does the CIAC follow when drawing up lines of action intended to generate innovation, competitiveness, cost-effectiveness and employment? J.R.R.: Our role is to serve Catalonia s automotive industry, helping it to develop, grow and re-industrialise. If we achieve these three goals, we will generate wealth and employment. We are also there to help our members in whatever capacity they require. After all, SEAT and Nissan build around 700,000

6 SIX HIGHLY ACTIVE COMMISSIONS The CIAC has set up six commissions to channel the cluster s output Training, Competitiveness, Technology, Product Innovation, Logistics and e-mobility. Moreover, Juan Ramón Rodríguez, President of the Logistics and Training commissions, already plans to propose a seventh Environment. Our ultimate aim is to set up working groups that generate projects. Each commission creates a subteam assigned a leader. These then establish the working dynamic between the firms that make up each subteam, which the cluster allocates resources, explains Francesc Perarnau, Technology Commission President. Each subteam sets clear targets for each project, which has to be approved and audited by the Cluster s Governing Council. Referring to the Cluster s organisational structure, Mr Rodríguez and Mr Perarnau agree that with just a director we would never have got where we are today. The commissions meet once a month, while the subteams meet at least once a month, if not twice. All of the Commissions subteams also meet every two months. Each subteam submits three project proposals and the Council approves what it considers to be the best one, judging them on various criteria, not just economic merit. In any event, each project is monitored very closely. In some cases, decisions are communicated and discussed by , as participants work both on projects for their companies and on others for the cluster, though they do not receive any remuneration for their contribution to the latter. SEVERAL EXAMPLES OF THE WORK DONE BY THE VARIOUS COMMISSIONS ARE LISTED BELOW: 1.- Training: Participants include various cluster members human resource managers. The goal is to create an automotive-industry training offering that sets a new benchmark in Europe. The commission is working on the dual education and apprenticeship model, as well as continuing professional development, management development and university education, among other areas. The CIAC s aim is to bring together companies, universities, research centres, institutions and business schools to create the best possible automotive-industry training offering spanning vocational training, the dual education and apprenticeship model and higher education. At the end of this year or in early 2015 it plans to open a Centre for Training Excellence with a clear commitment to promoting human and ethical values respect, tolerance, self-sacrifice and hard work. (Francesc Perarnau). 2.- Competitiveness: The aim is to cut labour costs, in the positive sense of the idea, by encouraging technological development. It is also vital to improve energy efficiency. (Juan Ramón Rodríguez). 3.- Technology: Our task here is to analyse current technology gaps in products, processes, materials and ICT systems to encourage cross-cutting co-operation. The lean manufacturing approach is generating major performance gains and is creating best practices that further enhance the system. Several companies are explaining how they apply this methodology. We are also working successfully on a corporate technology-incubator project that has involved 12 companies and is expected to produce several start-ups. The aim here is to create new business models and to stimulate non-organic business growth. The Competitiveness Commission has asked us to add a Best Practice section to the CIAC s project management platform (see text box) to allow firms to publish their own practices that can serve as references for companies that have not yet reached that stage. (Francesc Perarnau). 4.- Product Innovation: We are working on a specific project intended to raise awareness among companies about the tax deductions available on R&D and Innovation via tools like Patent Box. Standardising and systematising innovation in companies is one of our main goals. (Francesc Perarnau) 5.- Logistics: It is vitally important to cut CO2 emissions and reduce the greenhouse effect. We need to work on key areas, such as promoting greater and better use of rail transport, reverse logistics and container management. (Juan Ramón Rodríguez) 6.- E-mobility: This is a key factor and one that our industry needs to promote, attracting projects here related to battery system management. The cluster has to be one of the drivers behind electric mobility, in which battery management is vital.
