1 I. STATEMENT OF PURPOSE BROWNSVILLE INDEPENDENT SCHOOL DISTRICT TITLE I PARENTAL INVOLVEMENT POLICY Southmost Elementary School 2009 U.S. Dept. of Education Blue Ribbon & T.E.A. Recognized Campus Anabela Almanza Principal Southmost Elementary is committed to providing quality education to every student in the district. Partnerships with parents and the community are essential to this goal as neither home nor school can achieve this goal independently. Everyone gains if school and home work together to promote high student achievement. Parents play an important role as children s first teacher and their support is critical to their children s success. Southmost Elementary intends to include parents in all aspects of the district s Title I programs to create a school-home partnership that will promote student success. Grade level goals for all children in Southmost Elementary will be distributed to parents with the expectation that all students will work toward these goals. Southmost Elementary recognizes that some students may need the extra assistance of Title I programs to reach these goals and is committed to providing that support. PARENTAL INVOLVEMENT IN DEVELOPING AND REVISING THE POLICY The Southmost Elementary Advisory Committee consisting of campus parents, teachers, principal and community members developed the campus Parental Involvement Policy. Southmost Elementary will annually form an Advisory Committee to review the campus Parental Involvement Policy and to revise it as necessary. Special attention will be given to recruiting parent volunteers of children served in the Title programs, with a goal of having at least three parents on the committee.

ANNUAL TITLE I CAMPUS PARENT MEETINGS Southmost Elementary will hold an annual Title I meeting for parents. These meetings will be held during the fall semester. The purpose of these meetings is to provide parents with information regarding Title I guidelines and services offered to students utilizing Title I funds as stated in the current campus Parental Involvement Policy. The Parental Involvement Policy will also be distributed to parents. Parents will be given the opportunity to offer their suggestions for any revisions to the policy at a set meeting. Parents may also volunteer to serve on the district-wide and/or school s advisory committee. The annual meeting will be held at flexible times to increase the opportunity for parental participation. English and Spanish translation will be available. Written notices in both languages will be sent to parents notifying them of the date and times of the meetings. Parent volunteers, parent trainers, and parent liaisons will also contact other parents by phone regarding the meetings. Volunteers who speak both English and Spanish will make all contacts. SCHOOL-PARENT COMPACT According to Title I regulations, Southmost Elementary must share responsibility with parents for high student achievement by jointly developing a school-parent-student compact. These compacts must outline the responsibilities of parents, staff, and students for promoting high student performance. Parents on Southmost Elementary Advisory Committee will be involved in designing and reviewing the compact. Students responsibilities may vary by grade level. All parents will receive the compact from their child s school with a checklist of the responsibilities that teachers, parents, and students have for helping students achieve their goals. Parents are urged to discuss the compact with their children before they and their children sign the document. 3 V. TYPES OF PARENTAL INVOLVEMENT Southmost Elementary will provide opportunities for parent engagement to become involved in their children s education. Southmost Elementary values both the at-home contributions of parents and those that take place at the school or in the community. Reading to children at home and talking with them at family meals are as important as volunteering at school and serving on advisory committees. Many types of parental involvement are needed in school-home-community partnership to help all children succeed. In alignment with BISD s philosophy and mission, the Southmost Elementary Campus Improvement Plan (CIP) includes a parental involvement component. All parent and community volunteers must comply with the district policy regarding State of Texas background checks Meet the Teacher Open House Field Trips Parent Meetings Fall/Spring Carnival Parent/Teacher Conferences Christmas Program UIL Parent Volunteer SBDM Home Access Center LPAC Parent Representative Campus Beautification Thanksgiving Luncheon Six Weeks and End of the Year Award Ceremonies Zumba classes Nutrition classes VI. ADAPT PROGRAMS TO THE NEEDS OF OUR COMMUNITY Each year Southmost Elementary will assess the needs of parents and children in the community through a variety of measures, including questionnaires sent home to parents, so that Title I programs can be tailored to meet those needs. Workshops and other programs will be available to address the expressed needs. Parents will be notified of these opportunities by the individual schools. Parents may also call the Parental Involvement Department to express an interest in a particular workshop topic or to make recommendations about the program. 4 VII. STAFF-PARENT COMMUNICATION Communication with parents may include a school newsletter distributed by each school at least four times a year. Notices and activity packets sent home with children, telephone calls, conferences, and home visits will promote school-home communication as well. Notices sent home should be in both English and Spanish. Parents are encouraged to take the initiative in calling their child s teacher or campus administrator when they have a concern. Staff should receive training on techniques to improve home-school communication. Parents may participate in this training. EVALUATION The campus Advisory Committee, which may include parents of Title I, Migrant, Bilingual, Special Needs and GT students, will participate in the process of school review and improvement. This committee will collect information in a variety of ways, including campus visits and class observations. Parents will also be asked for their input on the content and effectiveness of the campus Title I parental involvement program through an annual evaluation of the program. The evaluation will include an assessment of overall increases in parental involvement and barriers to parental participation that still need to be overcome. Southmost Elementary will revise its campus Parental Involvement Policy and Campus Improvement Plan on the basis of this annual review. Para éste objetivo, las sociedades entre los padres y la comunidad son esenciales, porque ni hogar ni escuela pueden independientemente alcanzar este propósito. Todos ganamos si el hogar y la escuela trabajan juntos para promover altos logros académicos de nuestros estudiantes. Los padres, como los primeros maestros de sus niños juegan una función extremadamente importante y su apoyo es esencial para el éxito de sus hijos. La Escuela Primaria Southmost intenta incluir a los padres en todos los aspectos de los programas del Título I del Distrito para crear una sociedad de hogar-escuela que promueva el éxito estudiantil. PARTICIPACIÓN DE LOS PADRES EN EL DESARROLLO Y REVISIÓN DE LA POLÍTICA La política de participación de padres de La Escuela Primaria Southmost fue desarrollada por un comité consultivo constituido por padres, maestros, directores y miembros de la comunidad. La Escuela Primaria Southmost anualmente formará un comité consultivo para revisar su Política del Involucramiento de Padres y corregirla si es necesario. Especial atención se prestara para el reclutamiento de padres voluntarios de los niños participantes de los programas de Título I con el propósito de tener por lo menos a tres padres en el comité. 18 de Septiembre de 2013 (Fecha de reclutamiento de voluntarios en la escuela) 23 de Octubre de 2013 (Repaso de la junta de DPAC) III. JUNTA ESCOLAR ANUAL PARA LOS PADRES DEL TITULO I La Escuela Primaria Southmost realizará una junta anual para todos los padres del Título I. Estas juntas deberán llevarse a cabo durante el semestre de otoño. El propósito de estas juntas es de proveer a los padres con información acerca de las nuevas pautas y servicios proporcionados a los estudiantes utilizando fondos del Título I, según lo indicado en la presente política de la participación de padres. También dicha política será distribuida a los padres y se les dará la oportunidad de ofrecer sus sugerencias para cualquier revisión de la política en una junta establecida para este propósito. Los padres podrían ser voluntarios para servir en el comité de consejería de todo el distrito, en el comité asesor de su escuela o en ambos. La junta anual se efectuará en horarios accesibles para incrementar la oportunidad de la participación de los padres. Traducción inglés-español estará disponible. A los padres se les notificará por medio de volantes escritos en ambos idiomas con la fecha y horario de la junta. También serán contactados por medio de llamadas telefónicas por padres voluntarios, padres educadores y coordinadores de los padres. Todo contacto será efectuado por voluntarios que hablen dos idiomas, inglés-español. 11 de Septiembre del 2013 (Fecha de la junta escolar de Titulo I con los padres) IV. CONVENIO ESCUELA-PADRES De acuerdo a las regulaciones del Título I, La Escuela Primaria Southmost debe compartir responsabilidades con los padres para el alto desempeño estudiantil, desarrollando en conjunto un convenio escuela-padres-estudiantes. Este convenio debe indicar las responsabilidades que los padres, el personal de la escuela y los estudiantes compartirán para promover los altos logros académicos de los estudiantes. Los padres en cada Comité Consultivo
7 de La Escuela Primaria Southmost, se involucrarán en el diseño y revisión de estos convenios. Las responsabilidades de los estudiantes pueden variar de acuerdo a su grado de nivel escolar. Todos los padres recibirán el convenio de la escuela de sus niños con una lista de responsabilidades, que a maestros, padres y estudiantes, les ayudará a alcanzar sus metas. Los padres son exhortados a discutir el convenio con sus niños antes de que ambos lo firmen. 26 de septiembre de 2013 (Fecha cuando el convenio será difundido) mayo del 2014 (Fecha de revisión y corrección al convenio) V. TIPOS DE PARTICIPACIÓN DE PADRES La Escuela Primaria Southmost proporcionará oportunidades a los padres comprometidos para que se involucren en la educación de sus hijos. La Escuela Primaria Southmost valora las contribuciones de los padres en el hogar como aquellas que tienen lugar en la escuela y en la comunidad. Leyendo a los niños en la casa y hablando con ellos durante la comidas familiares es tan importante como ser voluntario en la escuela, o servir en el comité de asesoramiento escolar. Muchas tipos de involucramiento de padres son necesarios en una sociedad; escuela-hogar-comunidad para ayudar a todos los niños a tener éxito. En alianza con la filosofía y misión del Distrito Escolar Independiente de Brownsville, La Escuela Primaria Southmost en su Plan de Mejoramiento y Logros del Estudiante (CIP) incluye el componente del involucramiento de los padres. Todos los padres y la comunidad voluntaria deberán de cumplir con los requisitos de la política del Distrito acerca de la revisión de antecedentes que el Estado de Texas requiere. ADECUAR PROGRAMAS A LAS NECESIDADES DE NUESTRA COMUNIDAD Cada año La Escuela Primaria Southmost evaluará las necesidades de los padres y los niños en la comunidad a través de diferentes medios los cuales incluyen enviar a los hogares encuestas a los padres de manera que los programas de Título I puedan ser diseñados para cumplir con dichas necesidades. Talleres y otros programas estarán disponibles para asistir las necesidades expuestas. A los padres se les notificará de estas oportunidades en cada escuela. Los padres también pueden llamar al Departamento del Involucramiento de Padres del Distrito Escolar ó a la oficina de la escuela La Escuela Primaria Southmost para expresar de su interés en un taller ó tema en particular, ó para hacer recomendaciones acerca del programa. 2 de Abril del 2014 (Fecha en que se realizara evaluación de necesidades) VII. COMUNICACIÓN ENTRE PADRES Y EL PERSONAL DOCENTE DE LA ESCUELA La comunicación con los padres deberá incluir un boletín informativo de cada escuela distribuido por lo menos cuatro veces al año. Notificaciones y paquetes de actividades enviados a la casa por medio de los estudiantes, llamadas telefónicas, conferencias y visitas a los hogares, también promoverán la comunicación entre el hogar y la escuela. Las notificaciones enviadas a la casa deberán ser en ambos idiomas inglés-español. Los padres serán animados a tomar la iniciativa de llamar a los maestros de sus hijos o al administrador de la escuela cuando tengan preguntas. El personal docente deberá recibir entrenamiento sobre técnicas para mejorar la comunicación entre la casa y la escuela. Los padres podrán participar en este entrenamiento. 9 VIII. EVALUACIÓN El comité consejero del Título I a nivel escolar, el cual incluye a padres de estudiantes del Título I, Migrantes, Bilingüe, con Necesidades Especiales y Dotados y Talentosos, participará en el proceso de revisión y mejoramiento escolar. Este comité obtendrá información de diferentes formas, incluyendo visitas a la escuela y observaciones en el salón de clases. A los padres también se les pedirá su opinión sobre el contenido y la efectividad del programa de la participación de los padres bajo el Título I, a través de una evaluación anual de dicho programa. La evaluación incluirá una revisión completa de qué tanto se ha incrementado el involucramiento de los padres, así como también las barreras que todavía necesitan ser superadas para la participación de los padres. La Escuela Primaria Southmost revisará su política del involucramiento de padres sobre las bases de esta revisión anual.
