3 Principal s Message Dear Parents and Students: Welcome to the 2013/2014 school year! The Rafael Hernández Two-Way Bilingual School is committed to working with parents and the community within a diverse, nurturing environment in which students pursue Spanish and English as constructive tools for learning. We believe that students, teachers and parents should work cooperatively to set and achieve goals that maximize each student s potential and that develop courageous learners, effective communicators and responsible citizens. Parents are our partners in education, therefore, we urge you to take an active role in your child s education. You are an integral part of the success of your child and our continued collaboration will contribute to enhancing your child s school experience. Our bilingual instruction is on the cutting edge of educational programs and we provide our students with the ability to become bilingual and bicultural. This document contains important information regarding school policies, and requirements. It is important that you take the time to read it with your child. We are confident that the dual language program and project based learning will provide a positive educational experience for our students and we look forward to working with you and your child in the school year. 4 SCHOOL CALENDAR SY2013/2014 We have mailed to your home a copy of the Boston school Calendar for the school year. The calendar shows no school day, vacations, etc. In addition, your child will be bringing home a monthly calendar and family newsletter which will keep you informed of programs and activities taking place at the Hernández. If your child does not bring one home during the first week of the month, please call the office for an extra copy. There will also be a recent copy posted at the school s entrance. Please keep the copy of the calendar for the school handy. Tape it somewhere in your house. You ll find it very useful. SCHOOL HOURS 8:10am 2:30pm The building hours are 8:10am 2:30pm. Children should not arrive at school before 8:10a.m. Breakfast begins at 8:10a.m. and students should be in the classroom ready for learning at 8:30a.m. Teachers will be on duty after 8:10a.m., but not prior to this time. Students should also be picked up from school no later than 2:30 p.m. EXCEPTION: Those students who attend the After School Program from 2:30-6:00pm. We would like to remind all parents of the importance of dropping off and picking up their children on time. We do not have supervision available before 8:10am and need your assistance to begin the learning day at 8:30am. NO SCHOOL DAYS October 14, 2013 March 17, 2014 November 11, 2013 April November 28 & 29, 2013 May 26, 2014 December 24, 2013 January 2, 2014 June 17, 2014 January 20, 2014 February 17 thru 21, 2014 SNOW DAYS The cancellation of school due to a snowstorm will be announced on radio, television, and online after 6:00 a.m. Please do not call school in the morning. We are unable to staff phones at that time. CALENDARIO ESCOLAR Hemos enviado por correo una copia del calendario escolar. 5 TARDINESS Promptness to class is very important. Students are expected at breakfast by 8:10am and in class ready to learn at 8:30am. Students will be marked tardy when arriving after 8:30am, unless it is due to a bus delay. A student who is tardy will have to make up any work missed. The homeroom teacher or para-professional will notify the parent of a student who is consistently tardy. ATTENDANCE Daily attendance is required. More than three unexcused absences will affect your child s grade. If a student is absent, the following is required: 1. Parents or guardian must phone the school and inform the office of the absence before 9:00 a.m. on the day of the absence. Parent or guardian must write and sign an excuse note with the child s name, date, days of absence and reason for the absence. If seen by a doctor please send a doctor s note. An excused absence is only granted for sickness, injury, hospitalization, court appearances, religious holy days or the death of an immediate family member. Travel is an UNEXCUSED absence. 2. The student is to give the note to his/her homeroom teacher. An absence is considered unexcused until a note is on file with the teacher. 3. Student or parent must ask for make-up assignments. Assignments not made up will be reflected in the grade. Each student is responsible for seeing that his/her make-up work is completed. If make-up work is not completed by the end of the marking term (and the students has 3 unexcused absences in middle school or 4 in elementary school), he/she will receive a grade of NC for that term if he/she has otherwise earned a passing grade. If he/she has not received a passing grade, he/she will receive an F. 4. Unexcused absences before or after holidays will be reflected in their report card. In order to receive passing grades, 93.3% attendance is required each marking period (the Promotion Policy in its entirety is available on the BPS website at or in the Guide to BPS Students and Families. We have students for five hours of instruction, every minute counts! TARDANZAS La puntualidad es muy importante. Los estudiantes se les brinda desayuno a las 8:10am y tienen que estar listos para aprender a las 8:30am. El estudiante que llegue tarde es responsable por su trabajo. La maestra/o del salón hogar o para notificará al padre del estudiante que llega tarde con frequencia. ASISTENCIA La asistencia diaria de todos los estudiantes es requerida. Más de tres ausencias no excusadas (escuela intermedia) en el período de notas afectará las notas del estudiante. Si su niño/a va a faltar necesita hacer lo siguiente: 1.El padre o encargado debe llamar a la escuela antes de las 9:00 a.m. el día de la ausencia. 2.El padre o encargado debe enviar una excusa firmada con su niño/a el día que regresa explicando la razón porque estuvo ausente. Si un doctor atendió a su hijo/a el/la deberá escribirle una excusa. Una ausencia excusada es solo por razones de enfermedad, golpe, hospitalización, presentarse a una corte judicial, días religiosos, o fallecimiento de un familiar cercano. Los viajes no son ausencias escusadas. 3.Esta nota se la presenta al maestro del salón hogar. Hasta que la nota se presente al maestro la ausencia no se considerará excusada. 4.El estudiante o el padre necesita pedir los trabajos y las tareas que dejó de hacer en su ausencia. Cada estudiante es responsable por terminar sus trabajos. Si no termina el trabajo asignado antes de finalizar el período de notas (y tiene 4 ausencias sin excusas en escuela elemental o 3 ausencias sin excusas en escuela intermedia) el estudiante no recibirá notas (NC) aunque haya pasado todas las materias. Si no ha pasado, recibirá F en todas las materias. 5.Ausencia antes o después de las vacaciones en diciembre o de las semanas en febrero y abril serán ausencias no excusadas. Para recibir notas, necesita estar presente 93.3% en cada periodo de notas (favor de leer la Política de Promoción; usted puede leerla en línea o en la Guía de Estudiantes y Sus Familias. Tenemos al estudiante por cinco horas de instrucción diariamente. Cada día y minuto cuenta!

6 HOMEWORK All children will have an assignment to do at home. One of our goals this year is to improve student study skills at home. We require each student to have a school bag to help keep papers and textbooks from getting lost. Please remember to ask your child what his/her homework is for the day. Teachers assign reinforcement exercises for practice at home as well as new material to be completed, such as the reading of a story or a book, studying for tests in math, spelling or individual writing assignments. They may or may not assign homework every Friday, but, in general, your child should spend the following time on homework which includes reading time daily: Kindergarten Grades 1/2/3 Grades 4/5 Grades 6/7/ min of parent/child interaction with books minutes per day minutes per day minutes per day PLEASE NOTE: All homework is to be passed in to the teacher during class time. Homework will not be accepted later in the day or after school. Failure to pass in homework at the time it is due, may result in detention. Other suggestions for helping with homework are: Read daily with your child or tell him/her a story about your day. Children need some free time after school and before they sit down to do their homework. They should not, however, be allowed to play until they are so tired that they fall asleep during the time they should be doing their homework. Set a time for them to do their homework every day. Remember that the first three or four weeks of school are the most difficult to do homework, as children are not yet in the habit of doing it. Some students like to study in front of the TV. This is not a good idea! Tell your child that they will be allowed to watch one or two programs. If your child frequently answers with NOTHING when you ask What happened in school today?, question him/her further. Even insignificant things have merit and need to be told; they can provide you with much information about what is happening in your child s school. Tell your child what you did during the day; it may help them tell you what they did during the day. TAREAS Una de nuestras metas es mejorar los hábitos de estudios de los estudiantes ten la casa. Pedimos que cada estudiante tenga un bulto escolar para facilitar el llevar libros, trabajos, y notificaciones entre la casa y la escuela para evitar que se pierdan. Los maestros asignan ejercicios para reesforzar y practicar en la casa y también material nuevo, tal como leer un cuento, estudiar para un examen de matemáticas, ortografía, o asignaciones de escritura individualizadas. Las tareas no serán aceptadas más tarde en el día o después de la escuela. No entregar la tarea a su debido tiempo puede resultar en detención después de la escuela. Otras sugerencias que pueden ayudarlos: Lea diariamente con su niño/a o cuéntele un cuento. Los niños necesitan algún tiempo libre para jugar después de la escuela antes de sentarse a hacer las tareas pero no deje que corran y jueguen demasiado pues se pueden quedar dormidos durante el tiempo para hacer sus tareas. Establezca un horario para hacer tareas diarias. Recuerde que las primeras tres o cuatro semanas son las más difíciles pues todavía no se ha acostumbrado al trabajo de la escuela. Algunos estudiantes quieren trabajar con el televisor puesto. No es una buena idea! Deje que su hijo/a seleccione uno o dos programas de televisión que quiere ver. No deje que se pase su vida enfrente del televisor. Si su hijo/a frecuentemente contesta con un NADA cuando se le pregunta Qué has hecho en la escuela durante el día? Haga lo siguiente: para empezar, déjele saber que aún cosas insignificantes tienen mérito y lo deben contar. Cuéntele lo que hizo usted durante el día., puede ser que esto lo ayude a contarle lo que hicieron durante el día.

7 EMERGENCY CARD INFORMATION It is extremely important that an updated Emergency Information Card be on file in the office for each student. In case of accident or illness, we must be able to contact a parent or his/her representative to assist the child. It is also extremely important that your child s teacher have any change of address or change in telephone number on file. This information is confidential and will not be given to any other person without your permission. You will be asked to update the Emergency Information Card whenever your contact information changes. If you moved over the summer, please go to one of the Parent Center with three proofs of address in order to have your address changed in the system. PROMOTIONAL POLICY The Boston Public School s standards for promotion include: attendance, report card grades, grades on end of the year curriculum referenced tests and standardized test scores; standards for special education students are stipulated in their Individualized Educational Plans. A student who does not attend at least 93.3% of the enrolled days in any given marking period and for whom no legitimate excuse has been received (see Attendance) will receive a grade of NC or failing for every subject in that marking period. For those students in danger of not being promoted, notices will be sent home and a remediation plan will be developed in conjunction with the parents of the student. Please refer the BPS Guide for more details. TARJETAS DE EMERGENCIA Es muy importante que tengamos una tarjeta de emergencia en la escuela para cada estudiante. En caso de una enfermedad o accidente, tenemos que ponernos en contacto con usted o con la persona que usted asigno. También es muy importante que usted le comunique a la/el maestro/a de su niño cualquier cambio de dirección o de teléfono. Se pedirá que revise esta información cada vez que haya algún cambio. Si cambiaron de dirección en el verano, lleve tres pruebas de dirección a la zona escolar para hacer el cambio. PÓLIZA DE PROMOCIÓN Las Escuelas Públicas de Boston tienen una política de promoción que incluye: asistencia, notas, exámenes. Los estudiantes con necesidades especiales tienen destrezas estipuladas en sus planes educativos individuales. El estudiante que no venga a la escuela por lo menos 93.3% de los días en un semestre escolar y de quien no se ha recibido excusa justificada, no pasará ninguna de las materias en ese período. Para los estudiantes en peligro de no pasar el grado, la escuela enviará una notificación durante el año y se desarrollará un plan de acción educativo con las familias. 8 Volunteers Volunteers are those parents or community members that volunteer to spend time in school to help out where needed. It may be volunteering in the classroom, tutoring students, managing the computer center, helping with festivities, attending field trips or contributing something of interest to the school. Please sign up as a volunteer this year. Please see your child s teacher or stop by the main office. Please note: You must fill out a CORI form beforehand and have approval on file before beginning, please see school secretary. Visiting the School Your child s educational progress is most important. We invite you to the beginning of year orientations and all school events. You are encouraged to visit the school as often as you wish. We ask you to let us know ahead of time when you will be coming to visit. It is important to share the days schedule and the specific time in the day for your visit thereby not interrupting students learning time and providing you with the part of the day or learning you are most interested in observing. Parent - Teacher Conferences Please check with your child s teacher for their conference schedule. We make this request in order to give your child, you, and the teacher sufficient time to confer and also to insure that instruction time is not interrupted. Each teacher has a specific parent conference time. Please refrain from conferencing when class time has begun and without an appointment. We want all students to have uninterrupted learning time and need your help to accomplish this goal. We also ask you to set aside a minimum of 20 minutes at home each school day to go over your child s school work. This is the best way for you to be informed of your child s progress. Voluntarios Voluntarios son los padres o miembros de la comunidad que hacen trabajo voluntario en la escuela. Necesitamos ayuda en los salones de clase, ayudando a leerle a los estudiantes, en el manejo de las computadoras, en los días festivos, acompañando en las excursiones o contribuyendo con cosas de interés a la escuela. Por favor, considere ser un padre voluntario este año. Favor de tomar nota: Usted tendrá que llenar una hoja CORI, verificando su identidad, antes de comenzar. Favor de pedírselo a la secretaria. Visitas El progreso de su niño es importante. Manténgase en comunicación con nosotros para asegurar que las expectativas educativas de su hijo/a sean logradas. Están invitados a las orientaciones y eventos celebrando la enseñanza durante el año escolar. Les invitamos cordialmente a que visiten la escuela cuando deseen y les sea posible. Le pedimos que le deje saber cuando desea una visita a la maestra/o para poder compartir el itinerario del día y asegurar que observe la enseñanza que mas le interesa. Conferencias con Maestros Pedimos que nos notifiquen con anticipación si desea una conferencia. Le pedimos esto para poder dedicarle el tiempo necesario y no interrumpir la clase. Cada maestro tiene un horario especifico para dedicar a las conferencias. También les pedimos que tomen, al menos 20 minutos al día para revisar el trabajo de sus niños y ayudarlos con sus tareas. Esta es la mejor manera de estar al tanto del progreso de su hijo/a, y para que usted nos ayude a reforzar lo que su hijo aprende en la escuela. Por favor observe las citas para las conferencias. Si tiene una emergencia, llame para hacer los cambios necesarios y evitar que esperen por usted en la escuela. If you need to cancel or postpone an appointment, call with sufficient lead time to enable everyone to reschedule.

9 TRAFFIC SAFETY for All Walkers: For the safety of students, please encourage the habit of using the crosswalk and waiting for assistance from a crossing guard when one is available. Also, remind your child to cross at the Washington and School Street intersection. Encourage them to be cautious and aware of their surroundings. Afternoon Pick-up: Dixwell St. at 2:30 pm If you wish your child to walk home independently, please send a note to their homeroom teacher. Also, if a variety of adults will pick up your child please also provide a list of their names and contact information, we will be unable to release any child to an adult not on the list. Bus takers: For their safety, if your child rides the bus, please remind him/her never to cross behind the bus or to play near the tires or slide off snow banks near the street. Also, remind them remain to seated while the bus is moving. BUS RULES 1. Only those students assigned to the bus will be allowed on board. 2. In the morning, all students must be at the designated bus stop per their schedule. 3. All students must be respectful to the bus driver and follow safety instructions. 4. Students must remain seated on the bus and must not open any windows without permission. 5. Good conduct is a must on the bus. Remember, the BPS Code of Discipline applies to the bus as well. 6. No eating or drinking on the bus. 7. Any violations of bus rules will be reported to the principal by the driver. 8. Riding the school bus is a privilege. Improper conduct may result in that privilege being denied. 9. Encourage your child to share any incident they are concerned about with you and their teacher. 10. Arrive to school and home safely! REGLAS DE TRÁNSITO para TODOS Caminantes: Por favor adviértale a sus hijos/as que crucen en la esquina de las calles WASHINGTON y SCHOOL. La calle Washington es muy peligrosa y tenemos que mantener precaución. Apoye el habito de siempre cruzar en la esquina o paso de peatones. Recogida en la Tarde: Dixwell a las 2:30pm Si desea que su hija/o camine independientemente en las tardes, favor de enviar una nota a la maestra/o del salón hogar. Si habrán diferentes adultos recogiéndolo/a en la tarde también entregue una lista con los nombres e información de contacto. No le vamos a entregar al estudiante si no esta en la lista. Toma el Autobús: Si su hijo/a monta el autobús escolar, recuérdele que nunca debe cruzar por detrás de el autobús, nunca debe jugar cerca de las llantas (gomas) y nunca debe deslizarse en la nieve cerca en la calle. REGLAS DE CONDUCTA EN EL AUTOBÚS 1. Sólo los estudiantes asignados pueden venir en el autobús. 2. Todos los estudiantes deben estar en la parada a la hora indicada o antes. 3. Todos los estudiantes deben ser respetuosos y seguir instrucciones de seguridad del chófer. 4. Los estudiantes deben permanecer sentados en el autobús y no deben abrir las ventanas sin permiso. 5. El estudiante que no se porte bien no va a poder continuar viajando en el autobús. 6. No se puede comer o beber en el autobús. 7. El chófer le reportará a la principal cualquier caso de mala conducta. Recuerde que el Código de Conducta de BPS incluye los autobuses. 8. Viajar en los autobuses es un privilegio. 10 TEMPORARY CHANGES TRANSPORTATION ARRANGEMENTS If you need to change your child s afternoon dismissal transportation (walker/bus) please send a note to your child s teacher with the date the change is needed as soon as you know. If for any reason the change is needed that day please send it in writing that morning. Please make any calls to the office regarding a change as early in the school day as possible. Last minute changes cause confusion and we will be unable to make any changes past 12:00pm that day. In the event of an emergency please call us immediately to assist you. AFTER SCHOOL PROGRAM The Friends of the Hernández After School Program helps students with homework, and provides a variety of activities until 6:00pm. PARENT COUNCIL Your active support is very important to the well-being of the school. Your participation is welcome! The first meeting of the year is September 26th and elections for seats are on October 7th. School Parent Council: The School Parent Council (SPC) consists of all parents with elected representatives for the school year to discuss issues of concern and to plan activities for parents and staff. Meetings are announced in the school calendar. School Site Council: In addition, we have a School Site Council (SSC) which is responsible for setting school-wide goals and objectives. Members are elected by parents and teachers, you may self-nominate if interested. In addition, school based rules are revised by SSC every year. 14 OPEN HOUSE The school year is divided into two progress reports for Kindergarten students, three marking periods for grades 1 5 and into four marking periods for grades 6 8. GRADES 1 5: Mandatory individual parent conferences will be scheduled in early December. Individual conferences for students in danger of failing the grade will be held in March. Report cards (when available) will be given to parents during individual conferences in December and during Open House in January and April and will not be sent home unless you come for a conference. Be aware that your child s teachers will be calling you to come in for a conference during these periods. The final report card of the year will be sent home with your child on the last day of school. MIDDLE SCHOOL: Open Houses will be held on November 19, 2013, February 11, 2014 and May 1, 2014 for all students. All take place from 5:00 7:00 p.m. We expect all parents to attend. We will remind you of these events in the monthly calendar. We look forward to seeing you! 15 UNIFORMS The school community has spoken and The Hernández School will continue with the MANDATORY UNIFORM POLICY. Students are expected to wear their gym uniform on those days that they have physical education classes. Please check with your child s teacher. Physical Education Uniform Policy All students are expected to wear the following on the days that they have physical education classes: Navy blue sweatshirt or t-shirt with the school logo. Navy blue sweatpants with the school logo. Sneakers (street shoes are NOT allowed in the gym). All items are available for purchase at L&M Bargain Store in Roslindale or Dudley. You may place orders on items that are not available/in stock. If a student cannot wear pants due to religious reasons, shorts/pants may be worn underneath a skirt. Remember: Blue jeans/denims are not part of the school uniform or dress code. RHS SCHOOL UNIFORM The school uniform is available for purchase at L&M Bargain Store: Boys (K 5) Navy blue pants with a light blue polo shirt with purple school logo. Girls (K 5) Navy blue pants/skirt/jumper with light blue polo with purple school logo,. Boys and girls (6 8) Black pants with belt and white collared polo shirt with the school logo. Shirt is to be tucked in at all times. Jeans (any color) are not acceptable and are not part of the dress code. To request an exemption to the uniform policy, please write a letter to the principal asking that your child be exempt from wearing a uniform to school. MEDICATION If your child needs to take any medication during school hours, either prescription or over-the-counter, send the medication to the school office in the original container with a doctor s order form and the parent permission form. The school cannot make exceptions to these rules. The school nurse will dispense all medications. No student is allowed to carry or use medicines in the school without specific authorization from the school physician or nurse. 16 SEARCHES AND SEIZURES School administrators have the right to search any student who is reasonably suspected of having evidence in his/her possession which tends to show either a violation of law or a violation of school rules. School officials must have facts of sufficient quantity and certainty to establish that the suspicion is likely to be true. The scope of the search must be reasonable in relation to the intrusion upon the student s privacy. Common sense will be used in all searches. Only administrators who are authorized under the BPS Code of Discipline to suspend students from school should conduct student searches. If the administrator believes the student is in possession of a firearm, weapon, dangerous object, or drugs, or fears the search would jeopardize his/her safety, the administrator should not conduct the search until the Boston Police Department has been notified and a police officer is present. Authorized personnel should only search students of the same sex and must be conducted in the presence of another same sex staff member who will serve as a witness. Strip searches are not allowed and physical force should never be used in attempting to conduct a search. If a student refuses to submit to a search, the Department of Safety Services should be called. BÚSQUEDAS Y CONFISCACIÓN DE OBJECTOS PELIGROSOS Los administradores escolares tienen el derecho de registrar a un estudiante que se sospecha tener en su posesión de algún objetos peligroso. EXPEDIENTES DE ESTUDIANTES STUDENT RECORDS All student records are housed in a locked file cabinet in the student s homeroom until the student moves to another school district and/or graduates. When a student moves out of district, the parent fills out a request for records and they are forwarded to the appropriate school district. When a student moves to another Boston Public School and/or graduates from the school, the records are automatically forwarded to the new school. 17 CELL PHONES Cell phones and pagers may be used by students under the following guidelines: 1. Cell phones may be used ONLY before school hours, after school hours, at after-school activities with the permission of the person in charge and at evening and weekend activities. 2. The use of cell phones for any purpose, including telephone calls, text messaging and other functions, is not permitted at any other time on school grounds. 3. Cell phones must NOT be visible during the school day and they must be TURNED COMPLETELY OFF during the school day. Students who violate these rules will be subjected to progressive discipline procedures: First offense: confiscation and return to the student at the end of the school day. Second Offense: confiscation and return only to the student s parent or guardian. Student will not be allowed to bring the cell phone for the remainder of the school year. Subsequent offenses: may result in additional disciplinary action such as suspension consistent with the BPS Code of Discipline. TELÉFONOS CELULARES 1. LOSS OF SCHOOL PRIVILEGES After a student and parent have been notified, the school may deny privileges such as field trips and/or after-school activities. The principal/director has the authority to limit or deny a student s participation in such special functions and activities. 18 SCHOOL VISITS BY PARENTS/GUARDIANS Parent volunteers are welcome providing they make arrangements with the classroom teacher in advance. However, they MUST sign-in at the office and receive a volunteer s pass BEFORE going anywhere else in the building. They should sign-out before they leave and return the volunteer s pass. Anyone who does not have a pass may be considered a trespasser and may be asked to leave the building by any staff member. Parents who wish to meet with a teacher and/or administrator must make an appointment. Teachers have time set aside each week for meetings with parents. It is disruptive to have parents/guardians pick up their children before the regular dismissal time. If you must, CALL the office in the morning and pick your child up at the office. Parents may not go directly to the classroom to pick their child up, unless they have a signed pass from the office allowing them to go to the classroom. TARDINESS All students are expected to be in their classroom no later than 8:30 a.m. Students who repeatedly arrive late to school will be subject to detention on the same day that they arrive to school late. Parents will be notified by phone or written notice prior to the detention. VISITAS ESCOLARES DE LAS FAMILIAS Padres voluntarios serán siempre bienvenidos, siempre y cuando ajan hecho arreglos con el maestro. DETENTION Students may be held after school for breaking the school based rules. They will be asked to stay for varying periods of time depending upon their age and the violation. Parents will be notified before a student is placed on detention. A student may have detention for not more than one hour after school on each of 3 school days or may be required to arrive early for a definite number of days, provided the total detention time does not exceed three hours per offense. If a parent cannot be reached by phone, the student may be detained the following school day by sending written notice home with the student.
