1 HERBERT HOOVER ELEMENTARY SCHOOL DESERT SANDS UNIFIED SCHOOL DISTRICT Monroe Street Indio, CA March 16, 2015 To the Parent(s)/Guardian(s) of: Dear Parents/Guardians of students at Hoover Elementary School: The purpose of this letter is to inform you that our school has been identified as a Year 2 Program Improvement (PI) school under the federal Elementary and Secondary Education Act (ESEA) of 1965, as amended. What is PI? The ESEA requires the state and district to review annually the academic progress of federally funded Title I schools and to identify schools in need of improvement. These schools were identified as PI schools after two consecutive years of not making adequate yearly progress (AYP). California determined AYP by considering the following four measures: The percentage of students scoring at the proficient or advanced level on the California Standards Tests (CSTs) for English-language arts and mathematics The percentage of students participating in those tests California s accountability measurement of progress, the Academic Performance Index (API) Why was our school originally identified for PI? The reason for this identification is that our school did not achieve AYP for two consecutive years ( and ). The AYP area(s) that caused the identification are: English Language Arts Mathematics The school s Accountability Progress Reports may be obtained from the school or on the California Department of Education (CDE) Web site at What were the changes in PI for the school year? On March 7, 2014, the U.S. Department of Education approved California s testing waiver for certain statutory and regulatory requirements of Title I, Part A of the ESEA. A one-year waiver was granted that allowed flexibility in making the AYP determinations for schools and local educational agencies participating in the Smarter Balanced Field Test. The CDE did not produce a 2014 AYP Report for elementary and middle schools and elementary and unified school districts. Therefore, the PI status for elementary and middle schools and unified school districts did not change. Elementary and middle schools and unified school districts did not enter or exit PI. However, these schools and districts continue to implement the PI requirements associated with their current PI status.

3 Public school choice: What right does a parent have to request a transfer to another school? All parents/guardians of students attending a PI school have the right to request a transfer of their child(ren) to a non-pi district school. District-paid transportation may be offered as funding allows. For parents who select this option, the student may continue to attend the designated non-pi school for as long as the home school continues to be identified as a PI school. If the home school exits PI by making AYP for two consecutive years, the student may remain at the designated school; however, transportation will no longer be provided. If you are interested in transferring your child(ren) to a non-pi school in the district for the school year, you will be asked to select a first and second choice from the schools listed below: Schools API Scores (State Target = 800) English Language Arts Percent Proficient (State Target = 89.2% Mathematics Percent Proficient (State Target = 89.5%) HOOVER ELEMENTARY 774/ % 60.0% Select from the following schools: CARTER Elementary 893/ % 76.5% FORD Elementary 913/800 76% 87.5% For additional student achievement information about any of these schools, please contact the district Assessment and Accountability Office at (760) For other school information, you may go to the district s Web site at To apply for a public school choice transfer from a PI school, you may complete an application for each child, either on-line by visiting the district website or apply at our Child Welfare and Attendance Office: Desert Sands Unified School District Dune Palms Road La Quinta, CA Completed applications must be submitted to the Child Welfare and Attendance Office by March 31, 2015, in order to process transfers as quickly as possible for the school year. After May 15, 2015, parents may visit the CWA website to determine the status of the transfer approval, school assignment, and transportation services, if requested. Transportation may be provided as funding allows. If you need assistance or have questions, please contact Larry Bellanich, Director of Child Welfare and Attendance at (760) Supplemental educational services (SES): How does a parent obtain a provider for their child? Students from low-income families at continuing PI schools, whose parents did not select a public school choice option, are eligible for free supplemental educational services (SES). These services are classes or tutoring which occur outside the regular school day with educational providers approved by the State Board of Education. A list of state-approved providers for Desert Sands can be accessed through the CDE Web site: If the number of eligible students who apply for the SES program exceeds the financial resources available, the lowest achieving students from low-income families will receive SES first. Parents will be contacted through a separate mailing by September 2015 with a list of state approved providers willing to serve our district and an application form to request SES services.

5 What will the school do to address the problem of low achievement? We are working closely with the district staff to revise our school plan to include the following strategies: Utilize scientifically-based practices that have the greatest likelihood of ensuring that all groups of students will meet the state s achievement targets, such as Direct Interactive Instruction, Whole Brain Teaching, English in a Flash, Accelerated Reader, SuccessMaker, Core Clicks, etc. Participate in the district s TRAC (Team Response to Achievement through Collaboration) professional development designed to remove the school from PI status. After School Education and Safety Program (ASES) is offered to our students. School-wide ELA intervention program Full Day Kindergarten and Transitional Kindergarten program Thinking Maps (in all areas) as an instructional resource. Quality Education Investment Act (QEIA), provides 20/1 in Grades 1-3 and 25/1 in Grades 4-5. On-going staff development for all teaching staff. What are the district and state doing to support schools in Year 2 (Program Improvement)? Desert Sands Unified School District is working closely with Riverside County Office of Education and the California Department of Education (CDE) to improve curriculum, instruction, and student performance. In addition to School Choice, the school is revising its school plan to include the following strategies: Institute and implement curriculum maps, pacing guides, and assessments for English language arts, math and English language development. Provide program, staff, and fiscal guidance for the principal and leadership team Provide outside experts from the Riverside County Office of Education and district content specialists to provide academic coaching as part of the TRAC and program improvement programs Provide.5 FTE EL/TRAC site instructional coach. Offer Supplemental Educational Services (SES) tutoring Provide support with the implementation of the Common Core State Standards through professional development, technology and supplemental resources. How can parents become involved? Research shows that strong parental involvement leads to student success at school.
